Dear Colleagues,

On behalf of Deloitte, we welcome you to our third annual Engineering and Construction (E&C) Conference: Bridging Innovation in the Industry. We have created a program that includes new and exciting topics as well as recurring topics that are valuable and important each year. Our conference promises to bring you insights on industry trends, issues, and leading practices applicable to E&C companies as well as provide unique opportunities to network with your industry peers.

During the conference, you will hear our presenters speak on a broad range of topics relevant to the industry. We want these sessions to be interactive as well as insightful and we value your input, so please take advantage of the Q&A time during each session. In addition to our great conference agenda, we have organized activities for you to network with participants and speakers and enjoy the fine food and culture of Austin.

A CPA, Kathleen is Deloitte’s lead relationship partner for The University of Texas, has long been a member of The UT Accounting Department Advisory Council, and is the chair of the McCombs School of Business Dean’s Advisory Council. An active member of the community, Kathleen serves on the boards of United Way for Greater Austin and Ballet Austin. Emily is a senior associate at Ennead Architects. She has worked with major universities across the United States to develop innovative teaching, research, and collaborative environments. Emily is active in Ennead’s research and outreach arm, Enneadlab, where she is involved in sustainable design initiatives and is managing a campus master plan and design project for Heroic Food, a nonprofit farm training program for military veterans in upstate New York. She has past experience in construction management, as well as in institutional and residential architecture. When not at work, she prefers to be quilting, doing yard work, or playing ice hockey. Emily received a bachelor of architecture from Rice University.

Peter Mullan Chief Executive Officer Waller Creek Conservancy

Peter is the chief executive officer of the Waller Creek Conservancy, the not-for-profit organization responsible for the restoration and redevelopment of Waller Creek in downtown Austin, Texas. In a unique public-private partnership with the City of Austin, the Waller Creek Conservancy is revitalizing Waller Creek into 28 acres of parks and public open space, and a connected network of trails from the University of Texas campus to Lady Bird Lake. The Waller Creek project will create a vital green artery that renews the natural environment, fosters the creative arts, stimulates the economy, and nourishes authentic and uplifting experiences for Austin’s diverse communities. Prior to joining the Waller Creek Conservancy in 2015, Peter was the executive vice president of Friends of the High Line (FHL), where he had served since 2004. FHL is the not-for-profit organization responsible for envisioning, creating, and maintaining the High Line, in partnership with the City of New York, and for engaging the local community through education and programming. As FHL’s vice president for planning and design from 2004-2013, Peter was responsible for all aspects of the physical development of the High Line, including planning, design, construction, and collaboration with the City of New York. Peter is a graduate of Princeton University and the Yale School of Architecture, where he was the recipient of the Alpha Rho Chi medal for Leadership.

Innovation Through Design and Construction in Austin

Austin, Texas, is booming. Look around the city and you’ll see dozens of major construction projects in various stages of completion, reflecting Austin’s transformation from a southwestern business capital into a national business center. As one of seven finalists in the Smart City Challenge, Austin hopes to become the first U.S. metropolitan area to fully integrate innovative technologies into its municipal infrastructure. In this opening panel, representatives from education, healthcare, and a public-private partnership will discuss how innovation has informed the design and construction of their Austin projects. We will also hear from one of the major medical projects in the area and the contractor who is involved in the construction.

Greg joined JE Dunn Construction in 2004 after 28 years in the architectural profession. As executive vice president and chief marketing officer, he coordinates strategic growth initiatives, marketing, business development, and communication with JE Dunn staff throughout 20 offices nationwide. Greg is active in the Urban Land Institute, Association for Corporate Growth Kansas City Chapter (as a founding member and past Board member), Construction Industry Round Table, the University of Kansas Architectural Advisory Board, the Missouri Partnership Board, and is a member of the Hawthorn Foundation. Greg has previously served on the Juvenile Diabetes Research Foundation Board, The Urban Core Group, The Downtown Council of Kansas City, the Kansas City Area Development Council Executive Board, the Platte County Economic Development Council, the Iowa State University Architecture Advisory Council, and he was the previous Board Chairman of the Missouri Partnership. Greg is a registered architect in multiple states and is NCARB Certified. Greg has a B.A. in architecture from Iowa State University, a master of architecture from the University of Minnesota, and is a graduate of the Stanford University Graduate School of Business Executive Program.

Christann M. VasquezPresidentDell Seton Medical Center at The University of Texas, University Medical Center Brackenridge, and Seton Shoal Creek Hospital

Christann M. Vasquez, MHA, was named in August 2014 to be the first president of Seton Medical Center at The University of Texas, the new Austin teaching hospital scheduled to open in 2017, and the new president of University Medical Center Brackenridge. She was named president of Seton Shoal Creek Hospital in 2015. Christann is responsible for opening the new academic medical center and is a member of a team of Seton executives and UMC Brackenridge medical staff collaborating with the medical school and its medical staff to recruit faculty for the school and strengthen academic and clinical programs. She served as executive vice president and chief operating officer since 2009 of University Health System, a partner of The University of Texas Health Science Center at San Antonio. Christainn’s responsibilities included overall operational and financial accountability for University Hospital, Texas Diabetes Institute, Community Medicine Associates, 16 ambulatory sites and clinics, six ExpressMed sites, and all facilities and support services. Christann holds a master’s degree in hospital administration from the University of Houston, Clear Lake and a bachelor of science in applied behavioral sciences from George Williams College in Illinois.

Predictive Project Analytics for Projects: The Next Generation Is Here

Predictive Project Analytics (PPA) is a suite of ready-to-deploy analytics that provides access to quantitative data proven to identify performance shortfalls, decrease likelihood of cost and schedule overruns, and improve chances for project success. You will learn how E&C companies can use PPA to guide team selection, monitor key risks throughout the project lifecycle, proactively identify areas requiring intervention, and monitor the confidence of broad and diverse stakeholder groups. This session will present the latest developments in PPA and demonstrate how E&C organizations can enhance performance and get ahead of risk in environments where unexpected events and complexities routinely challenge project execution success.

In the E&C sector, Michael has held a variety of positions, including estimator, field engineer, superintendent, legal counsel, and consultant on economic damage, delay analysis, operational valuation and assessment, dispute resolution, and process improvement. Should You Form a Captive Insurance Company?

Owner-controlled insurance programs (OCIPs) and contractor-controlled insurance programs (CCIPs) are important tools for managing property and casualty insurance and surety bond expenses. Increasingly, E&C firms are using captive insurance companies as platforms for operating these programs and achieving other risk-management objectives. This session will review various structures for OCIPs and CCIPs, and discuss regulatory and tax developments, including recent changes to Internal Revenue Code Section 831(b).

Jim is a CPA and a member of the Connecticut Bar. Public-private partnerships (P3s or PPPs) are contractual arrangements between state or local governments and private businesses to facilitate the design, build, financing, operation, and maintenance of large-scale transportation and social infrastructure projects. Over the last decade, public-private partnerships in the U.S. have come of age. We now see examples of success, failure, and a bit of consolidation. This session combines an overview of current developments in the P3 marketplace as well as perspectives on accounting and tax strategies associated with these projects. The panel will discuss the various PPP project types (i.e., toll/traffic risk, “availability style,” etc.) and discuss key accounting and tax considerations throughout the PPP lifecycle, including pre-bid financial modeling, legal entity structure, and post-close audit and tax compliance considerations.

What’s Your Next Move? Identifying Markets for Geographic Expansion

Sooner or later, E&C firms look to expand beyond their home base. Some follow customers into new geographic markets, others go it alone. These and other strategies for growth can backfire if firms don’t develop and follow a strategic playbook for geographic expansion that addresses key questions, including: Do our target markets have sufficient size, growth, and profitability to allow us to meet our financial objectives? Does the intensity of competition allow us to meet our market position and share objectives? How should we organize and staff the new market to balance the need for local market experience and relationships with the need for company-level oversight and alignment? This interactive session will review factors that E&C firms should consider when developing plans for geographic expansion and present examples of strategies that work.

Are You Prepared for FASB’s New Revenue Recognition Standard?

With the new revenue recognition standard taking effect for public companies with annual reporting periods beginning after December 15, 2017, and privately held firms a year later, all E&C companies need to start preparing for the transition now. This session will enable companies to better understand the state of the standard, review recent interpretations, apply tax implications, and address ERP implementation challenges. The effort of implementation should not be underestimated and involves key stakeholders throughout the organization including accounting, finance, treasury, tax, IT, and operations.

With the new revenue recognition standard taking effect for public companies with annual reporting periods beginning after December 15, 2017, and privately held firms a year later, all E&C companies need to start preparing for the transition now. Todd is an accounting managing director in Deloitte’s M&A Transaction Services practice. He has more than 29 years of experience with the firm, including more than 16 years as a dedicated M&A specialist. Todd has extensive transaction experience in advising financial and strategic buyers on due diligence, accounting structuring, and financial reporting aspects of transactions in the infrastructure, construction, and energy industries. He also has worked on wide array of deals for both strategic and private equity clients.
