Purpose :

This User Manual explains the steps for generating Dematerialised Transit Declaration at the Directorate’s website.

Procedures and Guidelines for Dematerialised Transit Declaration

1) Who can avail Dematerialised Transit Declaration ?

All vehicles who are entering the state of West Bengal and using it as corridor are exiting the state to go to another state of India or Foreign country.

For this purpose, transporter / agent has to first register the vehicle carrying the goods.

Next he will fill up the Transit Declaration form and take print of the Form of Declaration.

Transporter will carry this Dematerialised Transit Declaration (TD) while moving through the state and produce the same before authority of the Commercial Tax Directorate if the vehicle is intercepted on the route and before exiting the state of West Bengal.

Transporter shall submit utilization of Transit Declaration within 2 days of exiting the state of West Bengal.



Pre-requisite for Dematerialised Transit Declaration

1. Client computer must have the following components installed :-

> Internet Explorer v6.0 or above.

Visit the Directorate's website: www.wbcomtax.gov.in Below is the front page of the portal.

If you do not have the 8.1 version of the Acrobat Reader you may first download the same by clicking at the link ‘Download Acrobat Reader’ and install in your PC.

You may now click 'Dematerialized Transit Declaration(TD)’. The following screen will be displayed on clicking this link.

Next click on ‘Generate Transit Declaration Form’ to go to the Home Page of Transit Declaration.



Steps for Vehicle Registration and generating Transit Declaration :-

Step1:-You have to enter the Vehicle Number. Vehicle Number should be in capital letter. And then click on the Submit Button.

N.B: Caps Lock should be on. Otherwise an alert will display.



Step2:- After submitting several cases may appear. (1) The entered Vehicle Number may not be registered OR (2) the number is registered but a previous Transit Declaration is not utilized OR (3) the number is registered with no pending utilization.

Case 1:-If the Vehicle Number is not registered a Vehicle Registration Form will appear. After successful vehicle registration the Transit Declaration Form will appear.



Case 2:-If Vehicle Number is registered but a previous Transit Declaration is not utilized then a page with the title ‘You Have Pending Utilization’will appear. You may click on the ‘Go To Utilize’ link for giving utilization of the previous generated TD or may click on the ‘Continue’ link for generating another Transit Declaration.



Case 3:-If the Vehicle Number is registered with no pending utilization then the Transit Declaration Form will appear.

Step3:-You have to fill up the Transit Declaration Form . After Entering the Consignor Name an alert (“Click O.K. if Registered Consignor”) will display.If you click O.K. then you have to give a valid 11 digit Consignor TIN.If you don’t have any valid TIN then please click on ‘Cancel’.same thing will do in case of giving Consignee Name.If you have any transhipment chance then select the Transhipment Status ‘Yes’ and then the Transhipment place and Transhipment Date fields will be mandatory.

Finally click on the ‘Submit’ Button.



When transporting anything from outside of India or to outside of India then select Foreign Country from the Originating State/Country or Destination State/Country list.

Each Transit Declaration Form will be valid for 1/3/7 days from the expected date of entry in West Bengal as per the applicant’s declaration, depending on the declared point of entry and exit.



After successful submission the Transit Declaration documents will be generated in PDF format as shown below.



Steps for Utilization

Utilization:-

Click on the link ‘TD Utilization,Cancellation and Transhipment’. Then click on ‘Utilization of Previous Transit Declaration’ link. Give your Transit ID , Originating State and Destination State (as mentioned in your TD) and click the ‘Submit’ button.Then give the Utilization Date and click on ‘Utilize’ button.Finally an acknowledgement page will appear which you can Print.

N.B:-Transporter will be allowed for giving utilization within the interval of Entry date and two days more the Exit date only. And Util Date should be in Between Entry Date and Valid Upto Date.

Steps for Transhipment

Click on the link ‘TD Utilization,Cancellation and Transhipment’. Then click on ‘Transit Declaration Transhipment of Vehicle’ link. Give your Transit ID , Originating State and Destination State (as mentioned in your TD) and click the ‘Submit’ button.Then fill up the transshipment form.You can give maximum of three new Vehicle Numbers.Then click on the ‘GenerateTD’ button.After successful generation of transhipment you will get a Transit Declaration documents in PDF format.

N.B.-Transporter will be allowed to do transshipment only once.
