DDD Rate Review
DDD is conducting a Rate Review to look at: WHAT services are being provided, HOW support services are provided, and HOW MUCH is paid for support services.
NESCSO (New England States Consortium Systems Organization) has been hired to do this important work. NESCSO will initially focus on the RATES for
DD Day and Employment Services, and the WAY we pay for services
Stakeholder meetings to get feedback will be held in the coming months.

Interim Settlement Agreement(ISA) End Date: 2020
Main Provider (TTP/CWS/EasterSeals) has significantly changed. Met June 2017 ISA Court Order requirements. Benefits Planning and quality of Career Development Plan
improved. State submitted report on specific ISA compliance areas to
focus efforts to finalize agreement. Next steps: define substantial compliance with the DOJ and
the Court Monitor
Consent Decree Status End Date: 2024
All Sheltered Workshops in Rhode Island closed. Launched pilot employment program that employed over 370
consumers in 2 years. Implemented training and guides on Person-Centered Planning. BHDDH, with community engagement, updated all regulations to
support Person-Centered approach. Added transition staff to have more presence in schools. Launched Quality Improvement Program. Launching Therap Case Management System.
Health Home Goals
Expand system capacity to support all consumers with planning, coordination, and achievement of self-identified goals and outcomes

Electronic Visit VerificationWhat You Need to Know
Who will be affected and what services are affected? Individuals in the DD system who use Home Health Services or who
use Self-Directed Home Health & Personal Care Services. Services include Activities of Daily Living (ADL) such as movement,
bathing, dressing, toileting, transferring, and personal hygiene; or Instrumental Activities of Daily Living (IADL), such as meal preparation, money management, shopping, and telephone use.
The State of RI has asked CMS for an extension. EOHHS is leading implementation and supporting DDD in stakeholder engagement.

Advocates in Action
Technical Assistance: Recent examples are the IP Model focus groups, consumer surveys, and rate review informational materials.
Education & Outreach: Includes a Leadership Class, conferences, educational forums on “hot topics”, videos and other materials to develop self advocates’ skills and knowledge of the DD system.
Peer mentors provide support to individuals, offer presentations through a speaker’s bureau, create resource materials, and participate in meetings and serve on committees to represent the voice of individual stakeholders.
Sherlock Center
Person-Centered Thinking: provide training and technical assistance for a person-centered focus in the provision of DD services.
Other Trainings: Manage contract for online training through College of Direct Supports and College of Supported Employment. Offer Supporting Meaningful Employment training and coaching for provider employment staff.
Benefits Planning: coordinate benefits planning for DDD participants.
Data Collection and Evaluation for Consent Decree reporting and National Core Indicators.

Systemic, Therapeutic, Assessment, Resources, and Treatment
Person-centered, solutions-focused approach that utilizes positive psychology and other evidence-based practices.
Comprehensive system analysis to identify resources, strengths and areas of opportunity with supporting individuals with I/DD and behavioral health needs and their families in the community.
National initiative that works to strengthen efficiencies and service outcomes to optimize independence, treatment, and community living for individuals with I/DD and behavioral health needs.
PCSEPP 3.0
Person-Centered Supported Employment Performance Program (PCSEPP) 3.0 focuses on customized employment for people who have never had a competitive integrated job.
Providers will be able to propose new approaches for their employment programs, which must demonstrate an ability to expand capacity.
Proposals are due in October for a start date in January.
What does a Health Home offer?
Comprehensive Care Management and Coordination: service plan facilitation and development and coordination of services
Comprehensive Transitional Support: direct and indirect support and coordination during transitions of care
Individual and Family Support: to maintain and promote quality of life (such as family training, system navigation, housing assistance)
Health Promotion: providing and promoting health education, available resources, and information to make informed decisions
Referrals to Community and Social Support Services: ensuring access to both formal and informal resources.
