/1 INTRODUCTION

As requested by the Department of Education, MSA carried out an initial visual survey of Powerstown Educate Together Primary School, Powerstown Road, Tyrellstown, Dublin 15, on 12th November 2015. After this initial inspection a more detailed inspection which included opening up works was carried out in part on both 19th & 20th January 2016.

Prior to the inspection, MSA were issued with a copy of the Fire Safety Certificate Application cover letter, application form, fee exemption form and a copy of the drawings, which were submitted for approval dated 18th February 2008. MSA did not receive a copy of the compliance report submitted nor a copy of the actual Grant of Fire Safety Certificate for this building prior to the inspections.

MSA carried out a review of the FSC file in Fingal Council Offices on 1st April 2016 and it transpired that a revised floor plan drawing 08-055-FC-003, Revision A and a revised compliance report, were submitted for approval on 7th April 2008. MSA obtained a copy of the revised report and a copy of the Grant of Fire Safety Certificate (Reg. Ref. No. 08/4049), which was issued with no conditions attached. Refer Appendix B of this report for a copy of revised floor plan drawing 08-055-FC-003, Revision A.

It is therefore noted that although the drawing on the attached photographic survey site report is not the final granted FSC drawing, the MSA comments and recommendations in this report take account of the revised submission dated 7th April 2008.

It is noted that the codes used in the FSCA to demonstrate compliance with Part B (Fire) of the Building Regulations, were Technical Guidance Document B (Fire Safety) published by the Minister for the Environment, Heritage and Local Government and Building Bulletin 7 “Fire and the design of educational buildings”, Department of Education and Science published by HMSO.

The surveys comprised of opening up works to sections of plasterboard to check construction form and to look for firestopping/cavity barriers and included looking above the suspended ceilings. A general review of emergency lighting/exit signage and fire detection & alarm coverage was carried out, but no testing of these systems took place.

BUILDING SUMMARY

1.1 Description:

The school building comprises of primarily 8no. classrooms over two levels (ground and first floor level) with support and staff rooms. The construction comprises of box steel sections acting as structure supporting the first floor level and continue up to support the roof, with similar box sections and steel I beams supporting the first floor level construction.

The building layout appears to be generally in accordance with drawing 08-055-FC-003, Revision A, other than the following;

(a) Room shown on drawing in attached site survey report as SER 1 on first floor

level, was declared as being used as a store with a protected lobby between it

and the stairs. This room does not appear to be used as a store and the lobby

is not being used as a protected lobby as it contains significant fireload.

(b) SER 4 at ground floor level is currently being used for storage, however this

room was not constructed as a store room. Recommend SER 1 (discussed in

item (a) above and SER 4 at ground floor level revert to their intended use in the

granted Fire Safety Certificate design.

1.2 Executive Summary

The primary concerns are as follows.

(i) The elements of structure supporting the first floor structure require 60minutes fire resistance.

The horizontal steel box sections which form part of the structure from what we could view above suspended ceilings, have sporadic coverage of what appears to be intumescent paint. The paint is visibly missing in various locations to either, entire steel members, or individual faces of the steel members (partial coverage). This paint cannot be confirmed by MSA from these inspections as being intumescent paint or that it has adequate coating coverage, where applied.

Vertical steel box sections which are located either within partitions or the external wall enclosure, appear to be only encased in 12.5mm plasterboard which will not achieve 60minutes fire rating. It is noted that there are conflicting specifications called up on the Architects drawings for the partition and wall lining construction e.g. outline specification calls up “12.5mm Gyproc Wallboard or equal and approved” and section drawing indicates “12.5mm Duraline”. It is noted clear what boards have been used. It being noted that Duraline board is either 13.5mm or 15mm thick.

(ii) The compartmentation committed too in the FSC is not as currently constructed onsite in terms of both the fire rating required and the follow on requirement for cavity barriers in the external wall cavity, which, also do not appear to have been installed.

There are numerous conflicting references in the FSC application documents with regards to the provision / requirement of compartmentation for this school. However there is a clear commitment that the construction of the first floor and the sub-dividing partitions at ground and first floor level will be constructed to achieve 60minutes compartment rating.

Unfortunately by committing to the compartmentation, there is a requirement for cavity barriers in line of the floor and to the sub-dividing partitions within the external wall cavities and these do not appear to have been installed.

There is a reasonable case for the removal of the fire rating of the sub-dividing 60minute compartment rated partitions altogether or even a reduction in the fire rating between the rooms (cross corridor fire door and overhead fire rated partition still required as a minimum).

There is also a good case for removing the compartmentation status of the first floor to a fire resisting floor and this would remove the requirement for cavity barrier at the floor level around the perimeter.

Any alterations to the fire ratings to that already approved would have to be agreed with the Fire Authority and may require a revised FSCA for any reduction/removal of the designated compartmentation lines.

Even if the above agreement could be achieved with the Fire Authority, there is still a requirement in Table 3.2 (item 4) of Technical Guidance Document B for vertical cavity barriers in the cavity walls at junctions with other fire resisting wall e.g. walls to stairwells, to external plantroom/store and cross corridor sub-dividing partitions and at 20m centres.

(iii) Construction of compartment walls and floors to be constructed from non-combustible materials.

This commitment was given in the FSCA compliance report and appears to be extremely onerous as the relevant section of Technical Guidance Document B referenced does not require compartment floors or walls in a school of this size to be constructed from non-combustible materials. The floor and compartment walls comprise of timber construction (in-part) and clearly do not comply with this commitment. This should be addressed in a Revised Fire Safety Certificate Application.

(iv) The cross corridor fire doors and corridor section of corridor do not line up with the corresponding sub-dividing 60minute compartment partitions at either ground or first floor level. This is also connected with the issues in item (ii) above.

If as noted in item (ii) above agreement was reached with the Fire Authority for a reduced rating of the 60minutes compartment line to say 30minutes fire rating then this issue is resolved. If not then sections of the corridor partition where the doors are off-set require to be also upgraded to 60minutes.

(v) The partitions separating the external store/plant or the D.C.C. room from the adjacent rooms do not appear to have been constructed to achieve the 60minutes fire rating in the granted FSC design.

Single layer of approx. 12.5mm plasterboard on classroom and corridor sides of partitions. The lift shaft enclosure could not be checked due to lift car lining.

(vi) The reception area hatch at ground floor adjacent to Final Exit A is not fire rated and the fire detection activated fire shutter called up in the FSCA has not been installed.

(vii) Where soil/drainage pipes pass through the first floor level there is no evidence of fire collars or fire wraps present.

Firestopping of these penetrations required to protect the structure of the first floor.

(viii) Please refer to the site specific items in Appendix 1. You will note significant issues with;

service penetrations not being letter boxed out as they pass through the fire rated partitions,

inappropriate or non-existing firestopping,

issues with non-taping or filling of joints in fire rated partitions, above suspended ceiling level,

small sections of plasterboard omitted from fire rated partitions and inappropriately firestopped,

incomplete/incorrect detail at head of fire rated plasterboard partitions to protect head stud,

issues with missing smoke seals and threshold gaps on fire doors,

issues with maintaining escape routes clear of combustible goods etc.
