He announced the permanent composition of MANCOM documenters

namely, Dr. Sherry T. Peňas, Dr. Delfin A. Bondad, Ms. Ma. Salve III

V. Gutierrez and Ms. Marilyn S. Gomez. They will take charge of

taking the minutes and documentation every MANCOM. Minutes

shall be uploaded to the DepEd CamSur website.

On Vacancies in DepEd CamSur, he said The Attorney III and Administrative Officer V positions are

already open for application. He requested the group to disseminate the information to

the field.

still there are excessive amount of unused PS Fund. The SDS analyzed the situation and found that there is a need to

DO 49, s. 2017 Revised Guidelines on Accreditation/Re-Accreditation of

Private Lending Institutions (PLIs) under the Automatic Payroll Deduction System (APDS) Program

To protect the personnel from private lenders who are charging excessively and doing unscrupulous practices.

Automatic deductions in salary are as follows BIR, Philhealth, GSIS, HDMF – Pag-Ibig Fund; Loans from teacher’s cooperative and

Withholding tax among others. Authorized deductions are reflected in the GA FY 2017. Only

SDS advised the body to download the DO 49, s. 2017 for reference and guidance.

authorized deductions may be charged directly to the employees.

Per Sec. 66, Book 5, Admin Code 1987, it is unlawful for fiscal officer to retain, draw or withheld from employees any other dues or

deductions aside from the authorized ones. Only the regional office is authorized to deduct from the salary of employees.

DO 48, s. 2017 Policy and Procedural Guidelines on the Certification, Authentication and

Verification of Basic Education School Records

Discussion on this Order will be done during an Orientation Seminar to be conducted relative to this.

The Office will conduct orientation seminar relative to CAV.

SDS advised the body to download the DO 48, 2017 for reference and guidance.

On School Sites SDS reminded the body on designating focal person relative to

school site concerns. He further announced that Mr. Danilo Bolante is the Division Focal

Person for School Titling. All concerns relative to school site shall be reviewed by the said personnel.

DepEd CamSur has received a Memo on the survey and transfer of

title. Necessary funding relative to school site was reflected. Schools were identified in the memorandum.

ASDS Dolores Q. Mapusao On Child Protection Program

ASDS Mapusao announced that the Division of CamSur submitted

100% report on child protection. RD Abcede reiterates actions relative to actionable incidents such as

claims against school sites; occurrence of death and bodily injuries but not limited to alleged child abuse; fire, alleged theft or robbery; alleged sexual harassment; armed conflict among others.

On PBB FY 2016 ASDS Mapusao announced that the 2015 PBB was already released

or credited to the accounts of SDO employees. She emphasized the following salient points on PBB 2016.

Submission of documents relative to the PBB FY 2016. The guidelines, requirements and validation process are still

the same.

Executive Order No. 80, s. 2012 and Memorandum Circulars (‘MCs) 2016-01 and 2016-02 issued by the AO 25 Inter-Agency Task Force direct the adoption of a Performance-

Based Incentive System for the grant of Performance-Based Bonus (PBB) for FY 2016.

The responsible delivery units must satisfy the criteria

discussed to be eligible for the grant of PBB. DepEd as a department is eligible for the said grant. Regional Office also

submitted the necessary requirement to be eligible for the

grant. Eligibility criteria for individual were also discussed.

It was also informed that the PBB will be salary grade based.

School Personnel Data: Employees not eligible: 1. Did

not submit SALN 2. Did not liquidate 3. Did not submit OPR/IPR.

School Classification Form: Best Implementer, Recipient

of National Award, Liquidation of MOOE

PSDS Avila clarified on the reglementary period for the

liquidation. ASDS replied that the accountant and bookkeeper

should answer to this query.

On Ranking/Deployment of Principals ASDS Mapusao

SDS Balane

ASDS Mapusao announced that Ms. Eva B. Astive from Nabua District is the sole passer in the elementary level during the 2016 Principal’s Test.

7 new principals who are qualified will be deployed to 7 big schools. Priority school will be identified.

ASDS announced the names of the new principals for deployment.

She also informed the body on the Ranking for Principal II to be

scheduled soon.

New deployment of PSDS will also be announced soon. Discretion of

SDS will be done in deploying the PSDS. He will personally validate the applicants.

SDS said that paper and actual validation are very crucial

considering that the position of PSDS is very critical. Discretion is made for the benefit and best interest of CamSur and for it to reach

its peak of achievement. He also said that the validation process is being considered in

crafting policies and directions in the Central Office.

Submit report to ASDS Mapusao data on priority school ASDS Mapusao reminded the body that in filling out

the Form 7, the item of a deceased personnel must be reflected. Said item must not be removed or excluded in the report.

Make sure that a report relative to the deceased personnel should be given to the Personnel Unit.

Interested Principal may submit their application

documents to the Office of the ASDS for Elementary. Clarification request from PSDS Argarin relative to the

Principal II position. PSDS Argarin requested for proper guidance as to the best option of Principal I whether to apply as Principal II or PSDS positions.

SDS affirmed PSDS Argarin for her good observation. In response, he said that the Office has a Qualification

Standard (QS) to follow. Qualified applicants should submit their documents. He further said that P1 and P2 are lumped and are both eligible to apply to PSDS

position.

SDS asked Mr. Cabiles, the President of PSDSA for his

opinion. PSDS Cabiles supports the decision regarding the

discretion of the SDS. It is important to look into the accomplishment and not just the documents per se. As

an observation during the Search for Bayaning Guro, Mr. Cabiles said that although the nominees has the best paper evaluation their actual validation says

otherwise. They received appalling validation result. He commends the initiative of the SDS to validate the

applicants for PSDS.

He further said that the SIP, AIP and actual situation must be looked into during the validation process.

He also expressed gratitude to the SDS relative to the conduct of the congressional meet. No collection was done due to the directive from the SDS to deduct from

the MOOE the expenses for Palaro. No complaints were raised because of this.

On 2017 Principals’ Test Early announcement on the scheduled Principals’ Test on December

2017. It will be an online submission which will start on October 30, 2017.

Required Documents:

Certificate of Eligibility from the SDO Performance Rating of Very Satisfactory for the last 2 rating

periods Service Record Designation as TIC signed by SDS

If applicable, certification of managerial and supervisory experience from DepEd or CHED recognized private institutions

Eligibility Requirement: 1 year as HT; or

2 years as TIC or MT; or 5 years as TIII or SPED Teacher 5 years as teacher who has 5 years of managerial and

supervisory experience in DepEd or CHED recognized private institution

ASDS said that in order to pass the examination, test takers must

obtain 70% correct answers in all domains. Beginning 2018 Principals’ Test, applicants shall only be allowed to

take the exam for 3 consecutive times. Applicants who did not pass in the years 2015, 2016 and 2017 consecutively shall undergo a

specialized preparatory course before they will be allowed to file their application again.

ASDS Mapusao said that according to ASDS Collano, there is a

proposed reclassification from P1 to P2. All district with no principal item shall be reclassified. Although it will not be automatic. SBM

requirements must still be followed.

Request for documents relative to the Principal’s Test

must be done by district. Principal’s Test Review will still be conducted charged

to MOOE. Queries relative to the test may be asked from Ms.

Marilyn Gomez, Division Testing Coordinator.

SDS said that test takers must secure copy of DO 32,

s. 2010 for reference and guidance. He further said that applicants must arm themselves with necessary information relative to instructional leadership and

operations.

According to SDS, other division have P3 and P4 items. Considering

that CamSur is a very large division, items such as those should also be found in the Division. Currently, the Division is working out on

the reclassification of Principal items. For example, Goa CS is proposed to be reclassified from Principal 3 to Principal 4.

Hopefully by the end of next year, reclassification will be

implemented.

Reclassification of P3 to P4 will be discussed in the

next MANCOM.

On School Report Card (SRC) SDS acknowledged the prompt submission of Magarao District spearheaded by PSDS Cyril Salazar as the first to submit the SRC.

Followed by Bula North District headed by PSDS Jina-Luz Alfelor

On International Seminars Considering that international seminar has the highest point in ranking and employees attends on official time, the following are the

salient points for discussion. Request for travel authority must be signed by the regional director

After the seminar, the teacher will be required to echo or provide project relative to the said seminar as a form of ROI.

SDS said personnel who attended the seminar should also submit accomplishment report.

On Officiating Coach Officiating official should have outstanding contribution to his school

before he/she can be sent to any official training relative to different sports event.

Make sure that the officiating official has accomplished or organized

a team of winners in his school.

On ERF There is already an allocation for ERF for 2015 and 2016 but not sufficient to grant all request. The region will request the remaining

fund for ERF.

On MT Natural Vacancies MT2 vacancies are not yet filled up because applicants do not have action research.

All possible candidates for MT2 and available EPS are requested to attend a meeting tomorrow, October 17, 2017, 1pm at the Conference Hall.

Agenda: Assistance and mentoring of candidates for MT on research concerns.

ASDS Mapusao said that she informed CID Chief Lita Mijares that

you must know your priority. If scouting, only those involved must

SDS said that the Division is still preparing the necessary documents relative to DepEd Camsur as

service provider.

Dr. Peňas was requested to discuss the CPD

application status as service provider. Dr. Peňas said that the office is currently preparing for

the documents relative to the service provider. SDS proposed to create a taskforce to fast track the

PRC requirements. SDS asked Dr. Peňas relative to the composition of the

Committee. Dr. Peňas said she will submit the composition before

the ManCom ends. SDS said that the target of approval of request is

before the end of December 2017.

On the overlapping of schedule, Dr. Peňas said that

only training proposal are recorded. Other activities such as palaro, scouting or curriculum-based trainings

are not recorded. SDS said that all activities must be recorded.

Considering that not all memorandum passes the HRD Unit, Ms. Gutierrez suggested to the SDS that all Memo

relative to division activities must pass first to the HRD

office for recording as to avoid the overlapping. SDS noted and approved the said suggestion.

Participants must not be the same in the two activities. ASDS Mapusao said that not all activities are Division

initiatives. Some are downloaded to the Division and entail bidding process thus this is one of the factors noted for overlapping of activities.

Suggestion from PSDS Tagomata, considering that

instructional supervision is one their KRA, she requested for training on Sign Language for all PSDS.

SDS approved the request of PSDS Tagomata.

On IPCRF PSDS Tagomata inquired relative to the KRA 2 of PSDS

which is the Monitoring and Evaluation. She said that PSDS’ were mandated to monitor the Private Schools

particularly as to the validation of government permit. Considering that the PSDS’ have no official designation to present to private schools, they were not able to

accomplish the said task. PSDS Tagomata requested for official designation of PSDS for them to go and visit

private schools. SDS noted the request of PSDS Tagomata. He said

that he will inform Dr. Bondad to facilitate the said

request.

On RPMS EPS must review the documents first before forwarding the same documents to the ASDS Office.

EPS must indicate the date and time of receipt and review of IPR and OPCR.

Submission must be on time. The Division of CamSur provide the largest percentage of rating

which can affect the overall rating of the Regional Office.

Localization policy in Poblacion was also clarified by ASDS Mapusao.

Deployment of teachers and personnel are delegated by the SDS to

the ASDS. PSDS has a critical role also. Once the SDS delegates his function to

the PSDS, he gives his entire trust to them. SDS acknowledge the importance of the PSDS.

Submission must be done by District. Every time DO Officials will visit the District Office, the

following data will be requested from them: 1. Submission of Liquidation report

2. SIP and AIP 3. Other report

These data may be placed in a transparency board for

viewing. Checklist on the date of submission.

Memorandum will be prepared relative to this. Deadline of Review of OPCR and IPR is on October 30,

2017 to be submitted to the EPS in charge for review.

RA 9155 is large in scope that is why some of the functions are

delegated.

On Merging of OPCRF and IPCRF for TIC

Merging of the OPCRF and IPCRF will be thoroughly discussed next MANCOM considering that the Division has not prepared document

relative to this.

ASDS Mapusao requested PSDS Mota to recommend, prepare and submit a proposal relative to the merging

of OPCRF and IPCRF for TIC. SDS requested all the PSDS to come up with the

proposal headed by PSDS Mota and PSDS Cabiles PSDS Cabiles suggested that the TIC will be a plus

factor only.

Proposal will be submitted as soon as possible. Revisions will be adopted later in the year.

On Purchase of Equipment DO 13, s. 2016 - Implementing Guidelines on the Direct Release and Use of Maintenance and Other Operating Expenses (MOOE) Allocations of Schools, Including Other Funds Managed by Schools

The School MOOE may be used to procure small capital expenditure

items worth PhP15,000 and below.

Attach the Approved Procurement Plan (APP) PSDS signs on the recommending approval.

EPS Fernando Macaraig On CID Concerns

Announcement relative to the conference for LRMDS Coordinators

on October 26, 2017 at 8:30 in the morning at RMDC Office, Cadlan, Pili, Camarines Sur

Purpose of the orientation is the utilization of LRDMS Portal

Dr. Peňas noted that the date falls during the InSeT

schedule. Considering that InSeT is of top priority for attendance of teachers, it was suggested that the meeting be rescheduled.

Mr. Macaraig suggested that the Orientation be set earlier. Orientation was rescheduled on Friday,

October 21, 2017.

Ms. Ma. Salve III Gutierrez and Dr. Sherry Peňas On SGOD Concerns

Ms. Gutierrez relayed important announcements from Planning Office and HRD Office.

Discussion on JICA Scholarship and inclusion of Personal Finance for Mentors (PerForM) during INSET was done.

Students Today, Roads Users Tomorrow (STRUT) Modules

Launching was also discussed.

ASDS Mapusao said that the EPS-in-charge of the subject area concerned should make the necessary

recommendation of scholars. She reminded everyone to prepare ahead. All subject

areas must have a ready list of potential scholars.

EPS Nardo said the information on scholarship from Regional Office often reach the office in a nick of time

thus interest teachers have insufficient time to prepare their documents.

ASDS Mapusao said that the Office should not wait for

the information from the Regional Office, instead surf the website for information relative to scholarships.

Dr. Peňas said that the HRD Unit make sure that during Mondays, the Office search the net for

scholarship information.

EPS Nardo On MAPEH Subject Area Concerns

Ms. Nardo announced the following: Karantaan sa BBS (Bikol Song Singing Competition)

Sponsored by Station 91.9 FM management c/o Mr. Gil Basmayor, Jr.

Schedules of Elimination Rounds for both elementary and

secondary levels were discussed. Other salient points were also presented by Ms. Nardo.

Discussion of the Festival of Talents To be scheduled on December 2017.

During the opening of Palarong Panlalawigan 2017, wellness dance will be presented. Only 20 students per district will join the Wellness Dance.

EPS Bisenio

On Filipino Subject Area Concerns

Dr. Bisenio announced the Division Memorandum No. 85, s. 2017

entitled: Panrehiyong Pagsasanay sa Sining ng Pagtatanghal. This event will take place at RELC, Rawis, Legazpi City on October 24 –

27, 2017. Identified participants were also announced.

ASDS Mapusao

On Travel Authority Preparation

ASDS Mapusao announced vacancy of the Guidance Coordinator II item at Nabua National High School.

On Travel Authority Preparation, she said:

Travel Authority of teacher or employee identified by the Regional Office should be prepared by the identified teacher him/herself, concurred by the School Head for the

availability of fund and to be approved by the Schools Division Superintendent.

HRD will inform the School Head regarding the participation

of the identified personnel to a training. The school head will also be instructed to let the personnel prepare his/her travel authority.

For Division Fund charging of travel, the ASDS in charge will sign on the recommending approval. The travel authority will then be approved by the SDS.

ASDS Mapusao said that she will not initial or sign without legal basis. Memorandum must be attached in the travel

authority.

On PBB Report

On PBB Report, Ms. Valenciano said:

Ms. Valenciano said that the Department has unexpected balance. Meaning the Division has sufficient budget but not

being utilized. She further said that the unliquidated MOOE will affect everyone.

PSIPOP is not consistent if the retiree is not reflective. If

there is a retiree, deceased or resigned personnel, must be relayed immediately to the Personnel Unit.

Discussion on the ranking classification: The classification is

as follows: Large, Medium and Small Schools. Large School includes 26 and above teachers. Medium School includes 10 to 25 teachers. Small School includes 9 and below teachers

Ranking is different in percentage. Discussion on the eligibility for PBB.

Warm body is considered the personnel currently working in the school. The station were the personnel is reporting.

On reporting of Form 7, it is reminded that Pre-School

Teachers must be included. Substitute teachers must not report to school without

approved appointment.

New omnibus rules on appointment will be discussed on November 2017 in a division orientation.

Discussion of other concerns and reminders:

On Guidance Counselor appointment: Only 1 year provisionary period will be allowed.

For SHS teachers without license, only 5 years is allotted as provisionary period.

CSC’s reglementary period of submission of appointment is

only 30 days. Ranking is valid only for 6 months per information from the

CSC.

School head are not authorized to authenticate the TOR and eligibility. It must be authenticated by the school or agency

where the documents were issued. Only certificates of training from the Division, District or School may be authenticated by the School Head.

Job Order must be submitted 30 days before the actual services will the rendered.

ERF applications were processed and submitted to the

SDS said that the PSDS may use anticipated

assessment. A month before the personnel will retire, documents must be processed already for the

succeeding personnel to prepare his/her documents already.

regional office. Those who applied for ERF must not

anymore apply for promotion. Disbursing Officers and Senior Bookkeepers are already

deployed to elementary schools.
