Drafts of master plans must be submitted to Outdoor Recreation Jan 15.
Final copies of master plans are due April 15.
Park board master plan receives 5 years of eligibility to submit grant applications.

Indiana Recreational Trails Program (RTP)
The Recreational Trails Program is a 80/20matching assistance program which
provides funding for the acquisition and/or development of multi-use recreational trail projects.
Both motorized and nonmotorized projects may qualify for assistance.
Who May Apply? All units of government and agencies incorporated as not-for-profit corporations 501(c)(3) are eligible
What Local Sources of Funding May be Used for 20% Local Match?
The project sponsor must have at least 20% of the total project cost available. The local share may include tax sources, Community Development Funds, Farmers Home Administration Loans, bond issues or force account contributions.
The donated value of cash, land, labor, equipment or materials may also be used. (donations above 20% match not reimbursable)
How is Funding Received?The project sponsor will not
receive cash/check at the time of project approval.
Instead, the sponsor must pay costs, then be reimbursed for up to 80% of the project expenses.
Reimbursement is not permitted for work that takes place prior to project approval.
Grant Amounts The Indiana Recreational Trails Program will provide 80% matching, reimbursing assistance for eligible projects.
Applicants may request grant amounts ranging from a minimum of $10,000 up to a maximum of $150,000.

Total projects of $187,500 X .20 = $37,500

What Types of Projects are Eligible?
Acquisition of property through fee or 25+ year easement
Construction of multi-use trails
Development and acquisition of trailside and trailhead facilities and trail linkages
Projects will be eligible if they provide public access to trails. Including: mountain bike trails, motorized trails, stream and river access sites, bridges, boardwalks, crossings, signage, equestrian trails & sanitary facilities
Which Project Costs are Ineligible?RTP funds may not be used for
Property condemnation (eminent domain)
Property to which project sponsor became committed prior to federal approval (unless waver of retroactivity was obtained through Division of Outdoor Recreation)
Boundary surveys, title searches, legal fees
Since the funds are intended for recreational trails, they may not be used to improve roads for general passenger vehicle use or to provide shoulders or sidewalks along roads.

The LWCF program provides 50% matching grants to States and local governments for the acquisition and development of public outdoor recreation areas and facilities.
Since its inception, the Land and Water Conservation Fund has provided Indiana with approximately $90 million in federal funds.
Over 560 projects have been funded while acquiring more than 30,000 acres of land.
In Indiana about half of these funds have been distributed to local agencies for park and recreation projects.
What is the Land and Water Conservation Fund?
Who may apply?
Only Park and Recreation Boards established under Indiana law are eligible.
The Park and Recreation Board must have a 5-year master plan approved by the Division of Outdoor Recreation.
Grant applications may consist of land acquisition and/or facility construction or renovation for local public parks. New parks or additions to existing parks may be funded.
The land acquisition or development may not be started until final approval is received from the Federal government.
All land to be acquired and developed must be retained and used for outdoor recreation in perpetuity (forever).

Picnic areas Sports and playfields, such as playgrounds, ball fields and court game facilities Water oriented facilities for boating, swimming, and access to lakes, rivers, and streams Natural and interpretive areas Linear greenway parks and trails Campgrounds Fishing and hunting areas Winter sports facilities Amphitheaters and bandstands Parks adjacent to schools for mutual use Roads, restrooms, utilities Architectural/engineering and application costs

If necessary, establish a park and recreation board under current Indiana law.
Complete a 5-year park and recreation master plan.
Obtain local financing, prepare plans, specifications, appraisals, cost estimates, and other documents for the grant application.
Submit the application to the Division of Outdoor Recreation.

Indiana Shooting Range Program (SR)
The Shooting Program is a 75/25 matching assistance program which provides funding for the development of rifle, handgun, shotgun and archery facilities. The main objective of this program is to provide the citizens of Indianawith additional and safer places to fire their guns, and train huntereducation students.

– 75/25 Minimum of $10,000 with $100,000 maximum grant amount.
– Due September 1.• Who is eligible?
All units of government and 501(c)(3) not-for-profit corporations open to the public at least 20 hours per month
• What types of projects may be funded?the lease endures for 25+ years and provides for adequate public access. Must keep the project site as a public shooting range for the life of the facility.
• Eligible types of development facilities include:– Backstops, berms, target holders, baffles, gun racks, signage,
field courses, benches, trap and skeet houses, platforms, sanitary facilities, classrooms, protective fencing, storage areas, shelters, parking lots, accessible pathways
• Land acquisition is not eligible for reimbursement, nor will it be permitted for use as the local match.
