Project Manager FROM: Chaz Weaver, PE, MEM District Materials Engineer SUBJECT: Design Changes at PAC Review The intent of this memorandum is to document the design changes required by Staunton Materials Section, in contrast to those proposed by GeoConcepts in their Final Soil Survey Report of July 26, 2013. Several plan sheets provided for the Pre-Advertisement Conference (PAC) included proposed pavement structures and asphalt pavement mixes not in concurrence with the current Materials Division Manual of Instructions. The report noted above is the third version of such, and it was determined not in the best interests of the Department nor the project schedule to continue redacting this report for the many and various errors and omissions contained therein. Staunton Materials Section’s plan review comments for the PAC meeting included, but were not limited to (see attached combined review comments):
1. Changing the temporary pavement design to eliminate expensive surface asphalt mix. The comment requested SM-12.5A be changed to less expensive IM-19.0A. (Comment #9)
2. Using current version of Note G-6 (provided). GeoConcepts will review their pavement design and slope stability analyses to determine the minimum required CBR value. They will also determine and list areas where unsuitable material is expected. Project soils are acceptable as stormwater management basin embankment material, which should be noted. (Comment #160)
3. Adding binder type to SMA asphalt mixes. The consultant omitted “(70-22)” after “SMA-12.5” and “SMA-19.0” – which would have led to issues during bidding and construction. (Comment #168)
4. Change Inset E to Superpave asphalt mixes in lieu of SMA. Crossovers do not require these expensive mix types. (Comment #170)
5. Changing full-depth reconstruction of sections of US 11 and US 37 to full-depth widening and mill/replace or overlay. Northwest Regional Operations requested this change to eliminate critical maintenance of traffic issues, to which Staunton Materials Section agrees. (Comment #173)
6. Changing Ramp E to Ramps F and G pavement designs for consistency. This pavement structure (Inset C) is sufficient for Ramp E also, and this change will simplify both the plan sheet and construction operations. (Comment #178)
7. Deleting extraneous materials in entrance details. Aggregate No. 21A and SM-9.5D aren’t used anywhere else on the project. A “D” mix is not suitable for entrances. (Comment #179)
8. Adding subgrade stabilization geotextile under Tasker Road and Hillandale Lane pavement structures. Due to highly plastic subgrade soils and relatively thin pavement structures, geotextile was required to limit contamination of the aggregate subbase. (Comment #180)
9. Adding geotextile under asphalt path. Discussed during the meeting, geotextile directly below asphalt will reduce edge cracking. (Comment #181)
10. Adding leveling course and using SM-9.5AL. Staunton Materials Section agrees with Construction’s request for additional asphalt quantities to allow a leveling course where needed to provide smooth transitions – this will improve the overall rideability and aesthetics of the project. An “L” (limestone) mix may be used to reduce costs, as this layer will not be subjected to long-term traffic. (Comment #189)
11. Reviewing stormwater management basin slope design(s). Staunton Hydraulics will determine whether impounding water with a roadway embankment is allowable. GeoConcepts will further analyze the Ramp D embankment as a critical slope, per Materials Division Manual of Instructions (not provided in Final Soil Survey Report). (Comment #200)
12. Adding concrete cradle to double 48” pipes on Sheet 2H(14). Despite the consultant’s objections, this basin will be subjected to several drawdown events, and should be designed accordingly. (Comment #209)
13. Reviewing expected settlement under box culverts on Sheets 2M(2) and 2M(4). GeoConcepts did not provide any calculations, discussion or recommendations regarding structures under these relatively large fills. (Comment #230)
14. Correcting undercut locations and/or depths shown in cross-section sheets. Consultant will correct undercut shown to reflect GeoConcepts’ intent in the Final Soil Survey Report. Subgrade undercut is not necessary (or desired) as select material will be used.
The remainder of Staunton Materials Section’s comments were semantic, cosmetic or minor in nature and should not require sign and seal; however, all comments are attached. If you have any questions or concerns, please let me know.

32 1K(2) Construction
Holiday Restriction under Construction Notes needs to be
changed to the following: No work operations which restrict
roadway capacity shall be permitted on Sundays or from
12:00 PM the day before a holiday until 12:00 PM the day
after a holiday. If a holiday occurs on a Saturday or Sunday,
the restrictions shall apply from 12:00 PM the Friday before
the holiday until 12:00 PM the Monday after the holiday.
These operations include but are not limited to flagging
operations, temporary road or lane closures, installation or
removal of traffic barrier service, staging of construction removal of traffic barrier service, staging of construction
vehicles within a travel way and entry or exit of slow moving
construction vehicles to or from the work area. Otherwise,
no work operations which restrict roadway capacity beyond
that shown on the plans shall be permitted without
permission from the Engineer for the Holidays as shown per
section 108.02 of the Road and Bridge Specifications.
33 1K(2) Construction
Special Event Restrictions needs to be added under
Construction Notes: This note needs to be specific to the
Annual Apple Blossom Festival which is held in Winchester
each year. No work should be performed during this festival 33 1K(2) Construction
period which would result in impacts to the traffic patterns,
i.e. lane closures or restrictions, flagging operations, etc.,
due to the extremely heavy traffic volumes which are
experienced during the week of the Apple Blossom Festival.

Base Course BM-25.0A installed at a minimum 4"
