Level of intermediate skills is strong, higher level skills improving
Unemployment levels are low – one of highest employment rates in Europe
Good strategic transport connectivity, attractive to inward investment (R & D, innovation)
BUT:
Economy started to slow – Brexit between 2% and 9% slower
Slower growth in working age population, likely loss of labour (skilled and unskilled)
Social mobility – real challenge. Some communities facing multiple barriers to work
Productivity gap in local businesses - SME’s
Maximise contribution of all - reskill, upskill, returners, ex-offenders, care leavers

Apprenticeship Levy transfer
Apprenticeship Levy paying Companies
From May 2017
Employers with a PAYROLL bill of £3million per annum
Pay 0.5% of that PAYROLL to your Apprenticeship Levy
= £15,000
Digital Apprenticeship Service will administer the levy funds monthly into your account
The levy pot can be drawn down for the training
Existing staff (or) New staff

Derbyshire County Council supporting local businesses to boost apprenticeship opportunities across the County.
Small and medium size businesses across Derbyshire could have their apprentice training costs paid for by the county council.
The council is using some of its apprentice levy to pay for training for apprenticeships in small and medium sized businesses across the County.
Apprenticeships can be undertaken by new employees, or existing employees in a wide range of business sectors including manufacturing, visitor economy, construction, finance and business, care, retail and many more.
There are hundreds of different types of apprenticeship at a wide variety of different levels.
Derbyshire County Council levy transfer could pay for the training needed to, support business development, productivity and growth.
D2N2 Growth is a partner that will be referring companies to the delivery Providers.

You can use the apprenticeship standard finder on the Institute
for Apprenticeships and Technical Education website to find:
•standards approved for delivery, these include an approved
assessment plan and allocated funding band
•standards in development

Apprenticeship standards are replacing the old frameworks.
The new standards are written by employer-led groups and
include the specific KSBs needed for a specific occupation. This
puts employers in the driving seat and gives apprentices a clear
career path to follow.

The Funding:-
Derbyshire County Council levy transfer will fully fund the duration of the apprenticeship training.
** The funding will not cover salaries and other incurring costs.**

Eligibility to work in partnership with DCC:-
Be approved Training Provider with the National Apprenticeship Service.
Ofsted graded to 1-2.
Experience delivering apprenticeship from level 2 to level 7.
Have experience delivering the Standards.
Have good apprenticeship success rates.

Employer interested in staff development.
A Business Needs Analysis is undertaken by the
D2N2 Growth Hub or delivery Provider.
The standards, number of Apprentices, costings is
agreed. All parties sign a Service Level Agreement.
The approved delivery Provider supports the Employer
with the setup of their Gateway & Digital account.
Direct Employer transfer model
An employer can apply directly to Derbyshire County Council for levy transfer. And use a Training Provide of their choice.
The same DCC levy transfer process and criteria applies:-
The Provider must be an approved Training Provider with the National Apprenticeship Service
Ofsted graded to 1-2
Experience delivering apprenticeship Standards from level 2 to level 7
Have good apprenticeship success rates
The government will fully fund all of the apprenticeship training costs, up to the maximum value of the funding band for the apprenticeship, for employers employing fewer than 50 people if, on the first day of their apprenticeship, the apprentice is:
Aged between 16 and 18 years old.
Aged between 19 and 24 years old and has either:
EHC plan provided by their local authorityor
has been in the care of their local authority.
DCC Apprenticeship Levy transfer can support SME employee’s who are 19+ who do not have an EHC plan. The transfer will fully fund all of the apprenticeship training costs, up to the maximum Stand value. ** Employers pay the wages and other costs.

Derbyshire County Council – Levy Process
Employer has expressed an interested in levy funding to recruit
a new apprentice/s or to upskill existing staff.
The Provider undertakes a Training Needs Analysis (TNA) with the Employer.
Identifies with the Employer the appropriate Apprenticeship Standard
for the needs of the business, number of staff, cost of the training.
The Provider must read through the Employer Service Level Agreement (SLA).
This to ensure the Employer understands the terms and conditions of the funding.
The Employer must sign the SLA and return it to Derbyshire County Council (DCC) for approval.
The supporting Provider can send the SLA to DCC on behalf of the Employer.
The SLA will be signed by the DCC. A copy of the signed SLA will be returned
to the Employer for their records.
The supporting Provider must support the Employer
with the setup on the Gateway and Digital account.
The Digital account will allocate the Employer an ID number.
This ID number must be sent to DCC . It will be uploaded onto the DCC Digital Account.
When approved on the DCC Digital account , DCC will inform the Employer and Provider.
The apprentice details can then be uploaded.
