The Joint Personnel Recovery Agency (JPRA), a subordinate command of U.S. Joint Forces Command (USJFCOM), received your Freedom of Information Act (FOIA) request (Attachment I), dated 15 August 2010, for a copy of the JPRA FOIA Case Log from I January 2001 to the present. Your request was received by JPRA, on 15 August 2010, and was assigned case number JFCOMFOIA 57-10.

JPRA conducted a search and produced eleven (11) pages of records responsive to your request (Attachment 2). Portions of these records are withheld under 5 U.S.C. § 552 (b )(3) which applies to information specifically prohibited from disclosure by another statute (specifically 10 U.S.c. § 424 and 50 U.S.C § 403 (g)), or 5 U.S.c. § 552 (b)(6) which applies to information that would constitute an unwarranted invasion of an individual's privacy if disclosed.

Please be advised that JPRA does not maintain a FOIA Log past Fiscal Year (FY) 2009 because the FOIA programs of the USJFCOM subordinate commands, directorates, and staff sections were consolidated into a centralized command-wide FOIA program in October 2009. Therefore, in an effort to provide full disclosure, Attachment 3 is the USJFCOM FY 2010 FOIA Log which includes any FOIA requests received by JPRA. Portions of this record are also withheld under 5 U.S.c. § 552 (b)(6).

No fees are assessed for this response. Please be advised, however, that fee categories, fee waivers, and fee determinations are made on a case-by-case basis, and previous determinations are not considered when making future determinations.

Request all correspondence, memoranda, documents, reports, records, statements, audits, lists of names, applications, diskettes, letters, calendar or diary logs, facsimile logs, call sheets, tape recordings, video/movie recordings, notes, examinations, opinions, folders, flies, books, manuals, pamphlets, fonns, drawings, charts, photographs, electronic mail and other documents and things that refer or relate to the following, in any way: training techniques used on military students in the SERE program. This includes, but is not limited to any and all interrogation techniques that soldier/students arc trained for and administered to in the SERE program. Request information relating to work done by psychologists James Elmer Mitchell and Bruce Jessen--formerly of JPRA. Requcst is based on information received from a source stating that Mitchell and Jessen attempted to collect data intended to prove that the harsh methods that they were using against US detainees in places like GITMO and Abu Ghraib were actually effective and are therefore requesting information relative to that data collection. Request copies of any memos or correspondence, whether electronic or paper, regarding the appearance of Martin Seligman at the Navy SERE school in the spring of 2002, to include any mcmos or correspondence before and after the event, during which Seligman addressed the topic of learned helplessness. amOJU!: others. NSA submitted two separate requests to USJFCOM for all records ineludirlg. but not limited to documents, paper and electronic communications, memoranda, briefing notes, cables, and records of action. In addition Blanton's request also seeks reports, or directives related in whole or in part to JPRA assistance to interrogation operations in support of the SMU TF; and Chin's request seeks reports or directives related in whole or in part to JPRA training curriculum and PR planning after 9~ II, including search survival and evasion charts developed for use in Afghanistan and Imq, survival "crib sheets", and "pointee~taIJcjes", and other materials developed for SERE training. All requested records/documents were specifically referenced in the testimony of Col Moulton before the SASC on 25 Sen 2008.
