To make this process as clear as possible, this document has been broken into five

simple steps, each with a checklist provided on page six and seven. The best way to

comply with all Design and Fitout Guide requirements is to work through this list,

checking off each step as you go.

LEASE PLAN

To commence the Fitout process, Stockland will provide

you with a lease plan outlining the following:

• Dimensioned Plan (1:50) showing leaseline

• Shopfront Elevation• Shopfront Section

• Site Plan

It is your responsibility to verify and check all services

locations and dimensions and notify Stockland of any

discrepancies.

TENANCY DESIGN MANAGER (TDM)

The TDM is Stockland’s representative whose role is tobrief you and provide feedback and review and approve

design submissions. Stockland will provide contact details

of your TDM.

YOUR RETAIL DESIGNER

To assist you to achieve your full retail potential, you

MUST appoint a Stockland-approved Retail Designer.

This Retail Designer must be suitably qualified and

experienced. A list of suitable designers is available

if required.

Stockland must approve your Retail Designer BEFORE

engagement and commencement of design work.

Your Retail Designer is required to develop your design

concepts, produce informed design drawings, provide

detailed documentation on the designs, make all site visits

as necessary and monitor on-site works.

Should your proposed signage or graphic elements require

further design development, Stockland may request you

appoint the services of a suitable graphic designer.

Signage contractors are not considered graphic designers.

Once your Retail Designer is approved, Stockland will

issue a “Programme of Works” to you and your Retail

Designer and design requirements will be discussed.

ACCEPT BEYOND CONSTRUCT

PRE-FITOUT

WATER

• The Shopfitter may use Stockland Centre’s temporary

water supply

• Water outlets will be agreed with Centre Management

ELECTRICITY

• The Shopfitter is generally required to make provision for

temporary power supply for fitout purposes

• In certain Stockland Centres, Shopfitter may use power from

Stockland’s distribution boards

• Arrangements are to be made with Centre Management with

respect to applicable charges for power usage

• All task lighting is to be provided by Shopfitter

WORKING HOURS

• Working hours vary from Centre to Centre

• Centre Management will confirm permitted working hours at

the site induction

• No work outside permitted working hours will be allowed

without the prior approval of Centre Management

INDUSTRIAL RELATIONS

• Centre Management (in the absence of a Main Contractor)

will advise of any industrial relation matters having an effect

(or which may have effect) on the fitout works

STRICTLY PROHIBITED WORK PRACTICES

• DO NOT store or install combustible materials above finished

ceiling or in any other concealed, non-sprinkled space

• DO NOT create any structural load, temporary or

permanent, in excess of tolerance standards as set forth in

approved documents

• DO NOT cut any holes, chases or bolt fixings in the shell

structure without Centre Management’s written approval

• DO NOT install or display any signs other than the standard

construction location/identification signs as approved in

writing by Centre Management

• DO NOT interfere with the completion of Stockland Centre’s

work in the premises

• DO NOT work without having undertaken site induction and

had all paperwork approved by Centre Management

• DO NOT work without evidence of current insurance or

building permits

• DO NOT commence work prior to receipt of Stockland Centre’s

design approval of the final plans

• DO NOT block access to the site, Stockland Centre access

roads, bus bays etc

• DO NOT use purlin clips off purlin flanges for the fixing of 

ceilings, bulkheads, pipework, ductwork and similar. These

items should have hangers mechanically fixed through the

purlin web

• DO NOT fix any wall framing (full height from floor to roof 

structure), which does not allow for any vertical movement

either up or down due to thermal activity and/or wind loadsplus short/long term slab creep deflections. Suitable head

restraints should be provided

SHOPFRONTS – FOOD STORES

s Food or food court retailers have checked if they are

subject to specific design criteria

s Where specific design criteria applies, this criteria has been

carefully followed to ensure full integration with the designstrategy for the whole Stockland Centre

s Counter heights do not exceed 1200-1350mm

s Counters are designed to accommodate disabled

serving access

SHOPFRONT OUTGO

Shopfront outgo is specifically for the framing of particular

elements of the shopfront (eg. entry portal) and is not to be

regarded as an overall extension of the lease line

s Checked the allowable outgo for this Stockland Centre

(this will generally be 200mm max), bearing in mind that in

some Stockland Centres where mall space is narrow,

there will be no shopfront outgo allowed

s Outgo area has been approved by the TDM

GLAZING

s Simple, frameless, full-height glazing is installed to

internal mall shopfront, unless a specific design concept

requires otherwise

sShopfront glazing and structure is properly designedand documented to comply with industry standards,

Australian Standards and all statutory, regulatory and

code requirements

s Structural and glazing certificates for the shopfront were

submitted to Centre Management prior to trading

s Shopfront glazing is on or within the lease line, unless

a specific outgo has been approved by the TDM

INTER TENANCY WALLS/MARGINS

Tenant is responsible for the treatment of the left side

inter tenancy wall margin, as viewed from the shopfront/mall

s If advised by the TDM (depending on site factors), one or

both inter tenancy wall margins have been treated

FLOOR INGO ZONE

Floor ingo zone is the first 2000mm into the store from the lease

line, where the floor is considered a feature area for design

s Differentiated floor finish, inlaid logos or specific patterns

or graphics may have been installed on the floor ingo zone

CEILING FEATURE INGO ZONE

Ceiling feature ingo zone is defined as the first 2000mm

(minimum) into the shop from the lease line where the ceiling

is to be considered a feature area

s Set plaster ceilings installed throughout the tenancy retail

area (see notes in ‘ceilings’ section)

SIGNAGE OUTGO ZONE

Signage outgo zone is the area where signage can sit outside

the lease line

s Signage sits no more than 300mm outside the lease line

s Checked whether conditions vary in our tenancy and

understand that final approval is subject to the TDM

FLOOR

s Where required all store floor finishes including sub-base

and/or levelling compounds has been supplied

s Floor finishes tie in with the overall concept of the store

s We have preferably used floor finishes like natural stone,

concrete tile, terrazzo, ceramic tile, timber, carpet and

specialised vinyl applications

s The floor at the shopfront entrance (if it’s behind the

nominated lease line), has been matched to that in the

existing mall or is of equal durability and can withstand the

wear and tear of mall cleaning machines

s Where construction and expansion joints exist in the

structural slab, movement joints in the floor finish coincide

s  Junction of the mall floor and store floor finishes are flush

and a metal edge strip is fitted between the two finishes.

Surface screw fixed cover strips have not been used

s Non-slip finishes are provided in all wet areas, steps, ramps

and landings

s If we use water to wash down food preparation areas, a

water proof membrane has been installed to the floor prior

to laying floor materials and turned 300mm up the inter

tenancy walls

s If we are a food premise, we have installed a waterproof 

membrane and provided a written warranty for material

and workmanship

s Chases, penetrations, drilling or saw cuts of the slab have

not been made without prior consent of Centre

Management or Stockland Engineers

CEILING

s Finished, set plasterboard ceiling installed at a minimum

ceiling height of 3000mm AFFL and including all access

panels as required

sWe have considered our ceiling as a major contributor to theoverall ambience and visual presentation of the store’s interior

s High ceilings installed (recommended)

s Use of coved ceilings with recessed lighting, suspended

panels, ceiling detailed with louvers and baffles and/or

other creative ceiling systems have been considered

s Ceilings are supported from structural elements and are

not suspended from mechanical ducts, cable trays,

hydraulic or fire services

s The ceiling or shopfront is not supported from the mall

soffit or bulkhead. Certification has been provided for any

suspended or overhead items from a structural engineer

SIGNAGE

Shopfront signage represents a critical element of 

shopfront design

s Shopfront signage demonstrates exceptional creativity

s Shopfront signage is three-dimensional

s Shopfront signage is internally illuminated

s A retail graphic designer has been used to design and

develop our signage concept (recommended)

s Checked whether or not our shopfront signage location is

subject to specific design criteria (this will depend on the

Stockland Centre design strategy and is especially

important with foodcourt stores)

s Where there are specific design criteria, they have been

followed and work approved by the TDM

s Shopfront signage is limited to the store name and/or logo

and does not include any merchandise-branded elements

s Shopfront signage is supported from the base building

structure and certification from a structural engineerprovided to Centre Management prior to trading

s Signage illumination is on timer switch and timed to be on

at all times during Stockland Centre trading hours

s Plain, illuminated signboxes have not been installed unless

the design demonstrates a high degree of creativity,

is integral to the design concept of the store and has

been approved by the TDM

s No advertising placards, banners, pennants or

signage other than that approved as the shopfront

signage is installed

WALLS

s Installed, finished and provided all internal partitions

s All inter tenancy walls are lined

s Wall finishes complement the overall design of the fitout

and have been used in combination with merchandising,

graphics and props

s No unrendered or unpainted walls

sBack of house area is not visible over low height walls

s No exposed services (unless ceiling painted black AND

an integral part of the design concept)

s No painted blockwork walls

s All internal partitions are constructed from metal

or timber studs

s Walls for food tenancies meet all the regulatory code

requirements including the Health Code of Australia and

are impervious and vermin proof 

s If we plan to make a lot of noise (like a music shop),

we have checked out if insulation is required and installed it

s Any security mesh above inter tenancy walls

has been supplied

s Chasing on inter tenancy walls has been approved by

Centre Management

s Provision of movement joints in walls coincide with

construction and expansion joints in the slab

FITOUT | ADDITIONAL CRITERIA FOR KIOSKS

TENANTS

Only to be completed by kiosk tenants. Kiosks must comply

with additional and specific design criteria, as outlined below.

s Kiosk design demonstrates an exceptional design standard,

given its fully exposed location. (Final design approval has

been carefully considered in relation to overall design merit

and site location)

s Approval for kiosk designs are based on the precinct’s

design principles, functional requirements and individual

site characteristics. This may include consideration of 

sightline clearances, canopies, exhaust requirements,

signage, mall circulation and queuing

s Minimal sightline obstruction has been maintained and is

critical to kiosk design approval

s Minimum impact has been exercised at all times in

consideration to overhead or high elements

DISPLAY COUNTER AND EQUIPMENT

s Maximum counter height does not exceed 1350mm AFFL

s Screens and equipment do not exceed 1400mm in height

and extend no more than 40% in the horizontal direction

s Counter designs are considerate of disabled serving access

s Materials account for potential wear and tear of 

trolley impact

s All equipment is built into the kiosk design

s Kiosks have a retail presentation on all sides

s There are no blank, uninteresting walls

s All equipment and storage is concealed

LIGHTING

s Lighting requirements to counters are incorporated into the

counter designs and concealed from view

s No external suspended, cable type lighting

SIGNAGE

s Signage is imaginative and high quality

s All signage designed as an integral part of the

kiosk shopfront

s Simple vertical type signage has been used (recommended)

s Signage located in a horizontal direction has been subject

to rigorous design review. Any element above the

maximum 1350mm counter height has been carefully

reviewed to ensure no detrimental sightline impact to

adjacent stores

s There is no structure impacting on the sightline

clearance zone

s Sightline clearance zone is generally between

1400mm – 2500mm above mall finished floor level (FFL)

FITOUT | ADDITIONAL CRITERIA FOR KIOSKS

OVERHEAD CANOPIES

Stockland will only approve a canopy where it is required

by statutory or health code requirements

s If a canopy is required, it is not supported from the

mall ceiling

s Canopy may require further fire sprinkler protection– if required, this is provided by the tenant

s Structural certification for any canopies and

overhead structures has been submitted to Centre

Management prior to commencement of trade

s A canopy which obstructs sightlines has not

been installed

s If any overhead structure is required, it has been

individually assessed and approved by the TDM

KITCHEN EXHAUST

s Stockland does not provide kiosk sites with base

building exhaust capacity

s If exhaust system is required, Stockland has

approved it, and the tenant has supplied it

s Building works impacting on the base building were

carried out by Stockland’s nominated contractors atthe tenant’s cost

FLOORING

s Continuous 200mm upstand skirting has been

installed at floor level

s Stockland’s floor finish remains intact

s Skirting is of a durable nature to minimise damage

from mall cleaning machines

s Suitable protection to the mall floor (waterproof 

membrane or similar) has been installed under all

new kiosks, new floor coverings, counters, plinths

and equipment

s Membranes are not fixed and cannot cause damage

to the mall floor

s If the mall floor was damaged during the fitout

or upon vacation of the store, the floor has been

made good to ‘as new’ condition upon vacation

of the tenancy

SCOPE OF WORKS

The following schedule ONLY applies to tenants

undertaking fitout in an existing part of an operational

Stockland Centre. Stores in new Centres or Centres

undergoing development works have a separate and

specific Lessee/Lessor Scope of Works. Please refer

to the alternative schedule provided in your specific

Centre Fitout Guide.

GENERAL • Services provision will vary from Centre to Centre

• Note: Existing store shells will generally be supplied with

services as per the existing layout. You must confirm the

extent of the services being provided

• Services design costs and other engineering services

• Organisation and co-ordination of all services and

consultation with the Centre’s nominated consultants

and subcontractors

FIRE PROTECTION • Fire egress doors where required other than shopfront doors

• Hose reels where required by the Building Code of Australia

• Sprinkler layout shall be as per existing site configuration

and to existing heights

• Any extension, relocation, adjustment, addition or

replacement of sprinkler heads, including draining down

of the system

• Provision and installation of any fire extinguishers as

required by the Building Code of Australia

MECHANICAL SERVICES • Conditioned air as per the existing diffuser layout

• Kitchen exhaust capacity provided to food tenancies only

• Exhaust duct location provided to a point nominated by the

Lessor or as shown on the tenancy plan

• Kiosk tenancies – refer to specific notes on page 21

• Installation of air grilles

• Air conditioning system modifications including:

- supplementary systems where the proposed heat loads

exceed the existing design load

- any additional supply or return air grilles

- any additional ducting including re-balancing and

HYDRAULIC SERVICES • One cold water supply point capped off with a control valve

• One capped off drainage point to a location nominated

by the Lessor

• One trade waste point to a location nominated by the

Lessor (for food tenancies only)

• All plumbing and drainage connections and services above

floor level

• Individual hot water supply

• Reticulation, venting, connection of air conditioning condensate

drainage line, traps, sinks, basins, fittings and fixtures

• Compliance with the relevant authorities

• Any alterations, additions and relocation of services will be

reviewed by the Lessor’s consultants where required. An

additional fee will be charged for additional design and services,

installed by the Lessor’s nominated contractors at your cost

ELECTRICAL SERVICES • Electrical distribution board to the rear of tenancy,

generally with:

- single phase 63amp supply for non food tenancies

- three phase, 80amp supply for food tenancies

• Supply capacity will vary per Centre – this must be

confirmed with Stockland

• All electrical wiring throughout the tenancy

• Light and power outlets, light fittings including emergency

and exit lights, hot water, refrigeration and other electrical

equipment, circuit breakers

• All authority applications and fees including supply

and installation of electrical meters

• Stockland’s nominated contractors will carry out any

necessary power supply upgrades

GETTING READY TO TRADE5

CENTRE MANAGEMENT FITOUTINSPECTION

Centre Management will inspect the fitout to ensure

that the store has been constructed as per the final

approved drawings.

DEFECTSMajor defects identified by Centre Management must be

rectified prior to the opening of the store. Failure to do so

will affect the Authority to Trade. If major defects are not

rectified within this period Stockland reserves the right to

rectify these defects at your cost.

Minor defects are to be rectified within 14 days of opening

for trade.

AUTHORITY TO TRADE

An Authority to Trade will be issued by Stockland

when all of the following items are submitted to

Centre Management:

s Occupancy Certificate from Council including

Essential Services Certificates

s “Services Checklist As Built” form, checked off 

against “Services Checklist” submitted withpreliminary designs (Step 2)

s Certification of fitout works

s Public Liability Insurance

s Bank Guarantee

s Executed Lease and other required documents in

Stockland-approved format

s First month occupancy charges, outgoings and

associated charges

s Cheque for legal fees and stamp duty

(including registration – where applicable)

s Certification of fitout works

NOTIFY CENTRE MANAGEMENT OF TRADE COMMENCEMENT DATE

Your Shopfitter must notify Centre Management of your proposed date for commencement of trade a minimum of 

three working days prior to opening.
