As the Mayor of Depoe Bay, I want to welcome you to our
beautiful City.Incorporated in 1973, we currently have a
full time population of approximately 1500. Depoe Bay is a diverse community. Our
residents include retirees, fishermen, profes-sionals and service workers. Tourism is an important part of our City and we have a lot to offer our visitors.
There are many different types of restau-rants for your dining pleasure. You can en-joy a bowl of chowder overlooking the har-bor, watch the fishing fleet enter the narrow channel while munching on tortilla chips and guacamole, or savor the scrumptious fresh seafood our restaurants offer, while looking for whales passing by. Whether you are look-ing for Thai, Chinese, American or maybe just a slice of pizza or good cup of coffee, we have it all in Depoe Bay.
Our hotel accommodations are also varied so you can find just the right place to stay. Strolling through our many retail shops is a fun way to spend a day in Depoe Bay. And don’t forget the Whale Watch Center, which has been recently remodeled. The Whale Watch Center gives visitors a history of the whale population in this area. There are many exhibits for both adults and children. There is an observation area where one can see whales as they migrate up and down our coastal waters.
Volunteerism is what Depoe Bay is all about. You can see our residents volunteer-ing at our special events, counting whales as they are on their journey past Depoe Bay, and providing information at our Chamber of Commerce office. The Neighbors for Kids af-ter school program provides care for not only the children of Depoe Bay, but for children in other coastal areas. It has become a model for other communities.

The jewel of Depoe Bay is our harbor. Dubbed “The World’s Smallest Harbor” we are proud of its history. The U.S. Coast Guard Station has been at the same location in the harbor since 1951. At the harbor you can find charters for whale watching and fishing. Fresh caught crab can be purchased during the season right from one of our crab-bers. We have a boat launch and a fuel dock so you are set if you want to bring your own boat to Depoe Bay for a day on the water. Our fish cleaning station gives fishermen the ability to pack their catch for the ride home.
Whether you enjoy our beautiful summer sunsets or our fabulous winter storm watch-ing, there is always something to do in Depoe Bay.

Neighbors for KidsDepoe Bay has a unique place for kids. The
Kid Zone; operated by the Depoe Bay Neigh-bors for Kids, a 501(c) (3) public charity. The mission of the charity is to provide youth in the region with educational enrichment, citizenship training and positive recreational activities set in a safe environment.
The 700 square foot Kids Zone building is located at 634 SE Hwy 101 at the south end of Depoe Bay. The Depoe Bay Neighbors for Kids currently offers six different programs for kids from Newport to Lincoln City. The programs include: the Kid Zone After School Program, USDA Food Program, Academic Excellence and Achievement Program, Teen Development Program, Music Lessons and Rowing Club.
During 2011:The Kid Zone After School Program served
an average of 35-40 kids a day, with a total of 154 children registered.
The USDA Food Program serves thousands of nutritious snacks and meals to children throughout the year.
The nine week summer program offered
nearly 200 hours of classes and activities.Over 300 hours of professional math and
reading tutelage help to significantly raise test scores, report card grades, and just as im-portantly, self esteem.
279 hours of music lessons were given to students from grades 1-12.
All of this has been made possible by the actions of one woman, who decided to do more than just rail against kids gone bad be-cause of drugs or alcohol. Two women, meet-ing with twenty of her friends and neighbors decided to do something positive and from the actions of Loretta Hoagland, Maggie Brown and their friends and neighbors, the concept of Kid Zone was formed. Ten years later, with the committed help of countless other concerned community members; the Depoe Bay Neighbors for Kids is having a huge impact on the youth of Lincoln County.

depoe bay commuNity hallLocated at 220 SE Bay Street, and origi-
nally built in the 1920’s as a covered boat building facility, the Depoe Bay Community Hall started out as simply an open sided pole shed with a roof. In the 1930’s walls were added and the structure began to be used as a community hall. The building was later donated by then owner Sunset Development Company to the Depoe Bay Chamber of Com-merce, who in 1973 gave it to the City when

and upgrades include a completely remodeled state of the art kitchen and polished hard-wood floors. The Community Hall is situated on a prime piece of property with views of the harbor, Depoe Bay Creek and the bridge.
Depoe Bay residents can rent the hall for $50.00 per day while non-residents may rent for $100.00 per day. There is a $100.00 de-posit required from renters. For more infor-mation, contact the City of Depoe Bay.
depoe bay’s city hall buildiNgThe quaint white Norman Rockwellesque
building that now houses the Depoe Bay City Hall started life as a rural two classroom schoolhouse. Built in 1933, just off Hwy 101, the school held an administrative office, two classrooms, a stage, and basement cafete-ria – used mostly as a place to eat homemade sack lunches. Grades one through six were broken down between the two classrooms, with three grades in each room, totaling 30 – 40 students. The school was eventually shuttered in 1968, as part of a consolidation of school buildings by the Lincoln County
School District. The district decided the students would be bussed to Taft School in Lincoln City.
The City of Depoe Bay acquired the build-ing and has done several remodels and up-grades over the years to accommodate the variety of functions typical of a city hall. The stage was walled off to create a separate office space. The north classroom has been converted into council chambers, where the city does its business, with room for interest-ed residents to sit and interact with the mayor and council members. The second classroom is now the main administrative work space, with two private offices at the west end. A handicapped access ramp was installed along the east side of the building.
Currently, in addition to Mayor Carol Connors, the Depoe Bay City Hall staff in-cludes the following positions: City Superin-tendent, City Recorder, City Secretary, City Clerk, Billing Clerk and City Planner. For more information on the Depoe Bay City Hall, contact them at

F ish On! Two words that will send adrenaline pumping and
blood pressure soaring in any red blooded fisherman. And few places offer a greater abundance of fishing opportunities than Depoe Bay. Not only in ways to fish: bank, charter or private boat, but also and probably more importantly the varieties of fish to be caught in these waters.
Surf perch: Surf perch are the unsung hero of delicate white meat fish. They are best filleted and grilled or fried. They are relatively easy to catch if you use the right rig. Surf perch feed in the surf and rock out-croppings year round. They school, so if you catch one, you are pretty sure to catch more. You can find them in troughs between waves along the beaches at low tide. They are also frequently caught off the many rocky head-lands around Depoe Bay. But be sure to check the tide and weather. Sneaker waves have ru-ined more than one fishing adventure along the rocks and beaches.
Rock fish: These spiny denizens of the deep come in a variety of colors, shapes and
Fishing
11–depoebaychamber.org
Fishingsizes. All have one thing in common, they taste great. Like surf perch, they have a light, flakey meat, perfect for frying, or us-ing in bouillabaisse. Again, filleting is the preferred method of preparation. You can catch rock fish off the headlands, but the best success is by boat. They hang out around the many rocky reefs scattered throughout the waters off Depoe Bay. The advantage of us-ing a charter boat is that your skipper knows exactly where the big ones are.
Ling cod: These are the biggest, ugli-est, fish common to these waters. Lings can grow to north of 80 pounds, with a mouth big enough to swallow your mother in laws purse. But don’t be put off by their looks. They make some of the best fish and chips you are likely to ever try. They easily fillet out into bone free sections of succulent white meat. Like the rock fish, they tend to hang out around reefs. Often the big ones are pret-ty deep. Again, your best bet for hauling in one of these whoppers is to trust one of the local charter fishing professionals.
Salmon: Even though their numbers are not as large as they used to be, salmon are still the gold standard for fish on the Oregon coast. Their firm pink flesh and tenacious fighting spirit keep them at the top of most anglers’ wish list. Charter boats are the best way to locate these marauding migrants, as the schools they travel in change locations from day to day and the charter boat skippers who ply these waters daily are the ones best suited to keep track of their whereabouts. Salmon is good just about any way you can imagine, but short of doing them Indian style over hot coals, try cooking a nice whole fillet laid skin side down on a cedar plank. Make sure the plank has been soaked in water first. This works well in the oven or on the BBQ.
Halibut: Now we’re talking serious fishing! These puppies can easily top the scales at over 100 pounds, but typically weigh in around the 30-40 pound range. The old adage “if it was easy, every-one would be doing it” definitely applies to catch-
ing halibut. It takes skill, luck and tenacity to land one of these behemoths. But again, most fisher-men will tell you it is well worth the effort, because their firm, delicate white flesh is prized as one of the best eating fish in the world. And just one can fill your freezer. These are typically deep water fish and not to put too fine a point on it, but the char-ter boat guys know where they live.
Tuna: This is probably one of the most unique fisheries along the coast, because it is the only one that is currently unregulated. Why, because you usually have to get out into international waters (20 or more miles off shore) to catch them. This means a long, sometimes bumpy ride out and back. Plus, when you get there, you may or may not get lucky. But when you do… Watch out! The albacore tuna found off of Depoe Bay tend to hit the bait at mach speed, and then accel-erate from there. You had better have a full spool of line on your reel or you’re in trouble. Repeat this five or ten times, and you will be sleeping all the way back to the harbor. And it’s true what they say about fresh caught tuna, it really does taste a lot like chicken.
Dungeness Crab: Dungeness crab is argu-ably the sweetest, tastiest crab meat in the world. Most of the charter boats in Depoe Bay offer crabbing as an option to their fish-ing excursion. But if you just want to try your luck off of the public dock, you need to have a State of Oregon shellfish license. Short term licenses are available for a nomi-nal fee. The limit is 12 male crabs over 5.75 inches across the back. Make sure you have a crab measurer. The season is year round.
Others: There are a host of other, less well known aquatic species around Depoe Bay. The best and most fun way of finding out what is currently being caught is to stroll down to the docks in the afternoon, and see what the boats are bringing in. Believe me, the fishermen and the charter boat skippers will be happy to tell you all about it. Good luck!

N ot only does Depoe Bay enjoy near year round whale watch-
ing, thanks to their resident pod of gray whales, but it also offers some of the easiest encounters. Often during the year, these behemoths can be spotted just a few yards off the sea wall along Hwy 101 in downtown Depoe Bay, as they feed on the rich supply of small crustaceans, amphi-pods and tube worms. This is why Depoe Bay has earned the title of Whale Watching Capital of the World.
Up and down the entire Oregon coast, official whale watching weeks are March 24-31, 2012 and December 26, 2012 - January 1, 2013. But because of its resident pod of greys’, Depoe Bay pretty much celebrates whale watching week every week.
For a great spot to not only view whales, but get
information on the difference between a spyhop and a breach, visit the Whale Watch Center, next to the Depoe Bay Bridge. This observation building and whale information center is packed with exciting information, video presentations and migratory and other whale information. Volunteers and staff are always ready to answer your questions, or point out where the whales are that day.
Blue, sperm minke, humpback and killer whales may be seen around Depoe Bay, but not as frequently as the ubiquitous grey whales. The best times to watch for whales in the winter is from mid-December through January. Spring watching begins in March with a peak in numbers the last week and finishes in June with mothers and babies being the last whales traveling north from their birthing grounds in Baja Mexico. Summer brings whales that feed along the

At barely six acres in size, De-poe Bay is the smallest navi-
gable harbor in the world. This microcosmic wonder of nature is the result of eons of ocean waves carving a gash through the pri-mordial lava beds and creating this jewel of a bay. The mouth of the harbor is a scant 50 feet across and clearance under the bridge is just 47 feet. Residing within this cockleshell bay is a fleet of commercial and charter fish-ing boats, as well as an active Coast Guard station, affectionately known as “The Hole in the Wall Gang.”
During the summer fishing season, the harbor is abuzz with fishing vessels of all de-scription. A well maintained launch ramp at the south end of the bay affords recreational fishermen a good launch point for smaller trailer boats. Limited dock space is available for larger private boats. Arrangements must be made ahead of time, due to the very lim-ited space in this tiny, but active harbor. The harbor also offers paved parking and a fish cleaning station.
The entrance to Depoe Bay harbor is nar-row, and can be treacherous in foul weather. Although the harbor entrance is well marked with both buoys and stationary channel markers, caution should always be the word of the day before attempting to navigate the 150 yard long dogleg entrance to the bay.
Boats in excess of 50 feet in length should check with the harbormaster and the Coast Guard before attempting to enter the bay. Trailer boat operators should be advised that all vessels entering or departing the bay are required to give one long 4-6 second warn-ing air horn blast when departing or entering the bay. Also, entering boats always have the right of way.
And although Depoe Bay is the world’s smallest navigable harbor, the energy and buzz of activity surrounding this tiny seaport will match that of any of its larger brethren. The next time you are in Depoe Bay, turn east at the light, (the only light in town), and follow the road down to the harbor. The breathtaking view of the bridge spanning the entrance with the Pacific Ocean as a backdrop is worth the drive, especially at sunset.

T he “coasties” of US Coast Guard Station Depoe Bay are known as The Hole in
the Wall Gang by locals, neighbors and fellow Coast Guard members. It’s a name they wear with pride. The 20 men and women who make up US Coast Guard Station Depoe Bay crew two of the Coast Guard’s newest 47 foot motor lifeboats and an inflat-able patrol craft. Each of the sleek silver MLB’s car-ries a crew of four, has a top speed of 25 knots and is designed to be self bailing and self righting, meaning they will right themselves within 30 seconds of roll-ing over.
The Hole in the Wall Gang stays plenty active, averaging over 150 search and rescue missions per year. These can range from rescuing boaters in trouble to saving surfers overcome by tides and cur-rents. Their area of responsibility extends north to Cape Kiwanda and as far south as Heceta Head. In addition, US Coast Guard Station Depoe Bay
is involved is supporting marine environmental protection, fisheries conservation enforcement and enforcing boating safety regulations. They are also active in numerous annual Depoe Bay events such as the Fleet of Flowers , the Wooden Boat Show and the Depoe Bay Salmon Bake. In addition, the members of US Coast Guard Station Depoe Bay provide color guards for public and private events throughout the area.
Since its founding in 1940, the US Coast Guard Station Depoe Bay has maintained a valiant record of saving lives and preserving property. In addition, as a branch of service and as individuals, they sup-port and give back to the community of Depoe Bay in countless ways. Whether you are a fisherman, surfer, tide pooler, or kayaker, you can rest assured that the members of US Coast Guard Station Depoe Bay are watching out for you and will be there for you in your time of need.

charlie depoe
The records are not completely clear, but one thing is generally agreed
upon, Depoe Bay derives its name from its first full time resident, Charlie DePoe. Originally, William Charles DePoe was a Tutuni/Joshua Indian who was forcibly removed from his ancestral home in the Rogue River Valley and relocated to the Coast Reservation. Here he met and married a Siletz Indian woman named Minerva.
Documents from the late 1880’s show the US Government allocated over 200 acres to Charles DePoe and his heirs. The area of the allotment extended from what is now known as Boiler Bay to the north, to the south side of Depoe Bay harbor, called South Point - in es-sence, the entire area of what is now the town of Depoe Bay.
There is some confusion over the name De-poe or DePoe. Some claim that Charlie was part French, thus explaining the capitalization. Other records referred to him as Depoe Charlie, because he sold accoutrements to tourists arriv-ing from outside the area to the train station at Toledo.
Charles DePoe became a chief and a reli-gious leader, well regarded by both tribal mem-bers and whites. After he died in 1906, his heirs eventually sold off his holdings in and around Depoe Bay, and by 1926 the last piece was sold to a real estate speculator named Lee Williams. He in turn sold it for a quick profit to the Sun-set Development Company who subdivided the property and sold lots for $100.00 each.
The final transition from DePoe to Depoe occurred purely by accident. In 1928 the com-munity submitted an application to the federal government for a post office. When they got the paperwork back, the spelling had accidently been changed from DePoe to Depoe. Nobody every bothered to correct the error and so today, we have Depoe Bay.

O ut of the ashes of grief emerged an opportunity for healing. The grief
was the tragic, untimely death of 20 year old Wade Woodmark back in 2005. The oppor-tunity for healing is the way the Woodmark family chose to turn this tragedy into an op-portunity for other families to heal. Learning from their own healing experience, the Wood-marks realized that families suffering the loss of a loved one need a collective “time out” to grieve, heal and sort things out, away from the everyday demands of modern life.
This was the genesis for the Wade J. Wood-mark Foundation, a 501 (c) (3) non-profit or-ganization. At the center of the foundation’s work is Wade’s House. The home Wade lived in at the time of his death. This fully furnished
and recently remodeled home is made available to grieving families as an oasis of hope during a time of despair. There is no charge for the use of the home.
In addition, the Wade J. Woodmark Founda-tion has branched out into multiple areas of outreach. Other foundation projects include the Santa Smiles Project, a program to help needy kids receive needed orthodontia treat-ment.
Donations to the Wade J. Woodmark Foun-dation are always appreciated and welcome. Donors may contribute money, goods and or services. All donations may be earmarked for a special project or for the general fund. For more information, call 541-765-2717, or go the web site: www.wadejwoodmark.org

FLEET OF FLOWERS: On Memorial Day, martial pageantry and seafaring traditions merge in the annual Depoe Bay Fleet of Flowers. First held in 1945, the colorful ser-vice commemorates local skippers Roy Bower and Jack Chambers, who lost their lives in 1936 in a valiant attempt to rescue Capt. Ernest McQueen and two crewmen who were caught outside the harbor in a storm. The ceremonies start at 11 a.m. and conclude with a procession of flower-bedecked boats that cast their wreaths upon the sea. Riders are welcome on the boats at no charge. For more information, call the Depoe Bay Chamber of Commerce at 765-2889.

D epoe Bay will be putting on their annual Wooden Boat
Show and Crab Feed on April 20th and 21st 2013. This unique event offers visitors the chance to learn about the art of wooden boat building while watching master woodworkers ply their craft of time honored wooden boat construction. This two day event will take place along the dock parking area in Depoe Bay. The crab feed, one of the most popular along the coast will be held at the Community Center, at the north end of the parking area.
This is a hands on event, where you can step aboard many of the wooden craft and learn how they are made, the special techniques used in the construction of these boats and the various types of wooden boats. Several dozen wooden boats will be on display includ-ing kayaks, dinghies, skiffs and some larger fishing boats. In addition to boatbuilding, demonstrations and rowing competitions will be held.
The crab feed is also a hands on event, with whole crab being cooked and served up for your dining pleasure. Crab will be served both days, with full dinners and half dinners. Last year, nearly 1,500 pounds of crab was consumed.
A rubber ducky race, a relatively new ad-dition to the weekend festivities, will be held on ### The Ducky Derby is a raffle in which you sponsor rubber duckies. The duckies are then dumped into one of the tiny harbor’s feeder streams and the “race” to the harbor is on! Prizes are awarded for several categories.

In 1945, two Depoe Bay fishermen, Roy Bower and John Chambers
paid the ultimate sacrifice when attempt-ing to save fellow fishermen from drowning. Their courageous effort drew a community together, and became the inspiration for De-poe Bay’s Annual Fleet of Flowers.
The story began in the fall of 1936 on October 4th, when the trawler Norwester, with three souls on board was hit by a fast moving storm, rising wind, sleet and fog. Roy Bower and John Chambers had safely returned to port, just ahead of the storm, when they saw the Norwester struggling in the surging waves. Heedless of their own

safety, the two men re-boarded Bower’s boat, the Cara Lou and cast off to help the other vessel
The storm raged all night, but the Nor-wester, with Captain Ernest McQueen, his son Walter and another youth, Gene McLaughlin survived the night by tying the Norwester fast to a buoy. No other fisher-men could get out of the harbor to help due to the severity of the storm.
As dawn broke, the storm began to sub-side and the Norwester was able to cast off and make it safely back to the harbor. The Cara Lou was not so lucky. The boat was

discovered awash, but afloat. Both Bower and Chambers were still aboard, but had died from exposure during the frigid night. Days later, family and friends scattered their ashes and countless flowers over the waters where they had died.
It would be nearly a decade before the events of that day became the genesis for what is now known around the world as the Depoe Bay Fleet of Flowers.
This inspiring Memorial Day service has grown over the years until it is now recognized as one of most moving Memo-rial Day observances in the United States. Each year thousands gather to participate in the remembrance of loved ones who have passed away, especially those lost at sea, or who were buried at sea.
Shore ceremonies include a color guard, a short memorial service and bag pipers. An actual fleet comprised of fishing vessels and coast guard Motor Life Boats, all laden
with memorial wreaths wend their way out of the tiny harbor, and under the bridge which is bedecked with a white floral dis-play spelling out Fleet of Flowers upon a background of greenery. Once in open water, the boats idle while guests toss the wreaths into the blue waters of the Pacific Ocean in remembrance of loved ones lost.
It takes nearly a week for committee mem-bers and volunteers to create the plethora of floral wreaths adorning the bridge and boats. They begin on the Tuesday before Memorial Day and finish up on Saturday.
The 2012 Fleet of Flowers will take place harborside on Monday, May 28th, at 11:00 am. For more information, contact the Depoe Bay Chamber of Commerce 541-765-2889

N o matter where you claim to have eaten the “best salmon
in the world”, you may have to rethink that claim if you have never eaten at the Depoe Bay Salmon Bake, held each September to mark the end of the ocean salmon season.
It was originally a pot luck affair put on by local fishermen and their wives starting in 1955. Back then, they fried up the salmon in iron skillets. This eventually transitioned into the Indian style event Depoe Bay puts on today, where upwards of 2,000 locals and visitors eagerly devour the succulent fish.
The preparation for this salmon bake is no small task, and requires the dedicated efforts of many volunteers. First they set out an 80 foot long fire pit, piled high with alder and fir – a full 9 chords of wood. For the unini-tiated, 9 chords of wood equals 1,152 cubic feet. Next, 350 six foot alder poles are gath-ered. One ton of salmon fillets are strapped to the alder using cedar strips. Then the alder is set into braces at a 45 degree angle and the
salmon is cooked over the smoky wood pit for approximately 45 minutes.
Few spices are needed, as the wood fire in-fuses an irresistible smoky flavor to the fillets. Coleslaw, French or garlic bread and bever-ages complete the meal. Tickets are $15.00 for adults and $9.00 for children. They start serving at 10:00 am and continue until 5:00 pm – assuming the salmon lasts that long. Through out the day, Native American groups will be performing traditional dances and songs.
The Indian-style salmon bake takes place each year at the Depoe Bay City Park, located on the south end of Depoe Bay harbor, at the end of Shell Avenue. Shuttle service is avail-able and recommended as traffic can be quite congested at the park.
The 57th annual Depoe Bay Salmon Bake will be held September 15, 2012 from 10:00 am until 5:00 pm. For advance ticket infor-mation, contact the Depoe Bay Chamber of Commerce – 541-765-2889 of go to their web site www.depoebaychamber.org

That the inn also has what just might be the most jaw-dropping view on the coast seems only befitting of such luxury.”

Summer’s Heritage“Early in the morning, I will celebrate the light” a powerful and moving refrain written by Byrd and Hindalong, and emblematic of the men and women that daily welcome in the sun as they begin their elegant interlude with nature as its ordained stewards. America’s heritage and character was forged on storied ranches and farmhouses that dot the plains and foothills of our magnificent country. Everyday, the ranching and farming families … nature’s caretakers … vest strength and energy caring for creation while in turn harvesting its bountiful rewards. Yet their homesteads are so much more. They are a living canvas replete with the strokes of abundance, the shadows of challenge and tough years, and the sunlight of optimism that predicates the delicate partnership between them and nature. And, they are above all else, places of excitement and wonder. While every season leaves its indelible mark on the farm, summer yields the greatest rewards and adventure. During summer, nature’s creatures harmonically roam the farm, the old reliable tractor makes quick work of the harvest, and untold mysteries await those fortunate enough to visit the barn and explore the pond always under the watchful yet permissive eye of dad or granddad. What an amazing forge for rugged individualism, hard work, and the determination so emblematic of our great land.
As I thought of memorializing the impact of the family farms and ranches across our country, I wondered at all the discoveries and adventure prepared daily for those fortunate enough to enjoy the ranch. I imagined a grandfather starting his old reliable tractor early in the morning surrounded by a cohort of animals oblivious to his chores and duties. Next to him his faithful dog works his best for attention and fun … after all, look at all the room to run! In the foreground, nature has adorned the entrance to this magnificent homestead with beautiful flowers lazily enjoying the day. Not to be outdone, the horse reminds all of his presence sheltered in the cool barn, yet yearning to run the plains and display the magnificence of movement. The sky adds its calming charm ushering in a peaceful and serene day while in the background a pond glistens with morning light. What a great adventure for any youngster anxious to explore and leave a mark on granddad’s farm … the tractor, the barn, the animals, trees and pond … could there be a better heritage afforded by summer … could there be a better forge for character … not likely!
