Why is an updated INRMP template needed?

•Passage of FY2004 NDAA•Uniformity among all INRMPs for FWS review•Improve upon the integration of INRMPs•Improve upon quality of management plan portion of INRMPs•Reflect who is responsible for different aspects of INRMPs•Streamlined into smaller, useable, natural resources documents using lessons learned over last 5 years



Army INRMP template goal

Create a template that supports the Army’s readiness mission, meets compliance requirements, provides for sustainment and rehabilitation of natural resources, and provides a consistent review process for legislatively mandated cooperators.



Where to start?

•Representatives from Installation Management Agency (IMA) HQ (Environmental and Reserve Directorates), IMA Regions, ANG, AMC, G3, AEC, and IMA installations met in 2004 to develop a template•To assist in the process, and have consistency with other DoD Services, the Navy Draft INRMP Template was used as the Army draft template to build upon•All agreed that what the Navy had put together was very good but it needed changes to better represent Army goals and unique requirements

•Major shortcomings of current INRMP templates were identified•INRMPs need to be streamlined into operational, useable, smaller, natural resources documents that support training



Things to Consider

•Installations need the ability to be flexible in creation/revision of INRMP•INRMP template that would allow INRMPs to be revised, when required, in the easiest and most cost effective way.•Eliminate large amounts of data that need not be included in an INRMP body, and placement of ‘lists’ of data elsewhere•Shed the concept that INRMPs are five year work plans



Things to Consider

•To better provide for integration of an INRMP, it was determined that regardless of what template was created, it would be the responsibility of the installation/site to get all stakeholders together to integrate the plan•When would an installation be required to conform to the new template?



Draft INRMP Template Structure

•Roadmap–References the chapters and paragraphs within the INRMP where the ten criteria required by the Sikes Act can be found

•Section1, The Plan- The overall goals–Chapter 1. Overview–Chapter 2. Current Conditions and Use–Chapter 3. Future Management–Chapter 4. Implementation

•Section 2, Annexes –Individual natural resources management plans (component plans), including, but not limited to, Endangered Species Management Plan (ESMP), Wildland Fire Management Plan, Forestry Management Plan, etc.

•Section 3, Supplements–Gives in-depth information and history on the various programs with-in Natural Resources

•Section 4, Prescriptions- The specific projects–The prescriptions are the specific objectives and projects that are to be carried out as part of the management plan to achieve the plans goals. The prescription will be the functional part of the INRMP and the part that will be pulled off the shelf to be used

•Appendices–Includes data and information that supports the INRMP. At a minimum, planning levels survey results will be included as appendices.

Current Status

•The draft Army INRMP template went out to the Army and comments were received by 10 March, 2005•A meeting with representatives from the Army is scheduled for later this month to come to an agreement on several issues•The INRMP template is expected to be signed and released to the Army by the end of Spring 05
