I. There is a historical bond between Red Cross first aid program and Guizhou province

A monument to honor the international medical aid team to China stands in

Tuyunguan of Guiyang.

The First Aid Corps of the Chinese Red Cross Society took a group photo in

1945 in Tuyunguan of Guiyang.

II. First aid program is the responsibility of the Red Cross Society invested by law and also the commitment of government ★ The Law of the People's Republic of China on the Red

Cross Society promulgated in 1993 vested Red Cross Society of China (RCSC) with the responsibility of “conducting preliminary training of medical rescue and organizing the general public to participate in field rescue”.

★ The Ordinance of Red Cross Society of Guizhou Branch enacted in 2004 specified that the Red Cross Society is aimed to “disseminate knowledge of medical rescue and disease prevention and treatment, offer primary training of medical rescue and encourage involvement of the general public in field rescue”.

On the 28th International Conference of the Red Cross and Red Crescent, head of the Chinese government delegation Sha Zukang made a commitment on behalf of the Chinese government that by 2010 people participating in the medical rescue training in China would account for 1% of the country’s population.

III. Practice and development of Red Cross Society of Guizhou Branch

On the basis of the No. 47 [2003] file issued by the Red Cross Society of Guizhou Branch, we, together with another 8 public organizations, issued 11 documents including notices and meeting minutes related to promoting emergency rescue training work.

★ With 10 years of development, the amount of training has been increasing stably

As of the first half of 2013, we have trained a cumulative of 1,610,196 "Red Cross first aiders", and provided related training to more than 1.4 million persons. The number of "Red Cross first aiders" accounts for 4.29 percent of the total population in Guizhou Province.

Guizhou Province has a population of 37,500,000

IV. Challenges and opportunities of the first aid program of Red Cross Society of China

In developed countries:

About 20% for Singapore,

About 75% for Iceland,

About 80% for Germany,

About 80% for Austria,

More than 95% for Norway.

Penetration rate of the knowledge and skills on disaster prevention and mitigation, and emergency rescue

In China:

About 3% for Beijing

About 3% for Shanghai

About 3% for Guangzhou

About 4.29% for Guizhou

About 1.2% for the whole country

★ To set up an emergency rescue system, we firstly need an effective guarantee mechanism of "first aiders”

How to enact effective laws and regulations, which, in the condition of an emergency or accidental injury, are able to clarify the obligations and rescue scope of the rescuer qualified for field rescue, provide them with the immunity and responsibility guarantee, and establish and perfect the awarding and protection measures

★ To set up an emergency rescue system, we also need a series of policy guarantee measures and learn to walk with "two legs".

A blowout in the growth of first aid training in short time In China, most provinces and

municipalities does not have such opportunities and conditions, and it has become a problem that how to maintain first aid training work normalized and keep sustainable development after large-scale activities.
