1 Application Form and Checklist

(a) Completed in full, including the signatures of all registered owners of the land, or if a company / business: corporate logo / stamp and signature is required.

2 Payment of Fees

(a) Please obtain a quote from Council prior to lodgement.

3 Plan Requirements

(a) Must be clear and legible, drawn to A3 size at a scale of 1:100 (preferred) or 1:200, in ink on unlined paper.

(b) Must have a title block on each page including the following details: - Property identification: Lot, Section, DP, Street and Street Number, Suburb. - Name of Architect / Draftsperson or Company who drew the plans. - Plan Name (e.g. Site Plan, Elevations etc. - Plan number and date, amendment number and date (if applicable).

(c) BASIX Certificate commitments MUST be shown on plans (if BASIX is required – refer

to Development Submission Matrix Explanatory Document for further details).

4 Copies of Plans: **NOTE – DIGITAL PLAN COPIES OPTIONAL**

(a) Two (2) hard copies and one (1) digital copy (optional) of all plans and documentation. If submitting digital copies:

(b) Name digital files using the plan title and property address e.g. ‘Site Plan – 62 Church Street GLEN INNES. Digital copy to be provided via email, CD or USB. Note: CD / USB will become the property of Council upon submission.

Architectural Plans

5 Site Plan (to scale)

(a) The Site: show location, boundary dimensions, site area, north point and existing vegetation and trees on the land

(b) Existing levels / contours of the land: shown by using either Relevant Levels (RLs) with an associated Datum Point, or to Australian Height Datum (AHD).

(c) Location and uses of existing buildings on the land: including retaining walls and fences, showing their levels (either RLs or to AHD) in relation to buildings and roads.

(d) Location and uses of buildings on sites adjoining the land: (if applicable).

(e) Proposed finished levels: of the land shown by using either Relevant Levels (RLs) with an associated Datum Point, or to Australian Height Datum (AHD) in relation to:

- Existing and proposed buildings, including retaining walls and fences including heights and distances from boundaries.

- The extent of cut and fill proposed, including batters.

(i) Builder’s waste storage areas: e.g. show location of temporary builder’s waste

receptacle.

(j) Proposed swimming pool / spa: show pool and/or spa location, pool fence / barriers,

pool capacity and pool pump location (if applicable).

Floor Plan required to show

(a) All proposed and existing floor plan layouts.

(b) Room names, areas and dimensions.

(c) Window and door locations.

(d) Finished floor levels (Relevant Levels (RLs) or Australian Height Datum (AHD) as applicable).

(f) Fire safety provisions ­ existing and proposed, e.g. smoke alarms

7 Elevation Plan

(a) Elevations for all sides of building(s) clearly labelled (e.g. North Elevation, South Elevation).

(b) Natural and proposed finished ground levels (RLs or to AHD).

(c) Existing and proposed floor levels and ceiling levels (as applicable).

(d) Building facade, windows, roof profile and roof pitch including proposed materials,

colours and finishes.

(e) Retaining walls and fences.

(f) Height of the proposed building(s) showing maximum ridge height measured vertically to natural ground levels.

(g) Any services located on the roof of the proposed building.

(h) Any air conditioning or gas systems located on external walls.

9 Statement of Environmental Effects

(a) USE TEMPLATE (Minor Developments Only): A pro-forma Statement of Environmental Effects is attached to Council’s development application form. It may only be used where works are considered to be minor and adverse environmental impacts are unlikely. This includes development such as signage, single dwellings, sheds and garages, for example. OR

(b)

FOR ALL OTHER DEVELOPMENTS:

A comprehensive Statement of Environmental Effects completed in accordance with the Environmental Planning & Assessment Act and Regulations (as amended) must be submitted.

10 Cut/ Fill and Retaining Wall Plan Required When: - Application proposes cut/fill and/or retaining walls. Details provided by:

(a) A description of the type of building, e.g. house, shops, and the location of the structure to be demolished, shown by a dotted line.

(b) Elevations indicating the height of the structure above ground level and the distance from the structure to the boundary, or alternatively, a series of photographs indicating this information.

(c) A description of the methods of demolition proposed to be used, including the types of

major items of equipment to be used in demolition.

(d) A description of the methods proposed for handling and disposing of demolished materials and any hazardous materials.

(e) A description of the proposed sequence of carrying out the demolition works, and an estimate of the time, in days, that it is likely to take to complete all or each of the stages of the work.

(f) Details of the proposed hoardings, fencing, overhead protection and scaffolding.

12 Erosion and Sedimentation Control Plan Required when: - Development proposes clearing or excavation of existing soil surface (including demolition,

alterations/additions, or new development), stockpiling or landfill.

PLAN PROVIDED ADDRESSING THE FOLLOWING:

(a) To be prepared in accordance with Landcom’s The Blue Book – Managing Urban Stormwater; Soils and Construction/Planning for Erosion and Sediment Control on Single Residential Allotments.

(b) Plan must show location of appropriate sedimentation and erosion control measures, including but not limited to, sediment fences, all weather access points, dust control measures etc.

13 Landscape Plan Required for: - New development, and alterations/additions that result in changes to the landscaped area of

the site. Details provided by:

ADDING TO SITE PLAN INSTEAD OF SEPARATE PLAN (for minor development only) OR

PLAN PROVIDED ADDRESSING THE FOLLOWING:

(a) Location and identification of existing trees and other significant vegetation on site, and confirmation of those to be retained and those to be removed.

(b) Location and identification of existing trees and other significant vegetation on adjoining sites that are likely to be affected by the proposed works.

(c) Natural and finished ground levels and details of all surface treatments and hard landscape elements.

(d) If proposing new plants, indicate plant species, quantities and pot sizes at planting.

(e) Layout and construction details of all garden beds, turf areas, edging, paving and fencing.

(f) Method of tree protection for those trees to be retained.

14 Stormwater Plan Plan Options:

ADD DETAILS TO SITE PLAN INSTEAD OF SEPARATE PLAN (for minor development only)

OR

PROVIDE SEPARATE STORMWATER PLAN PROVIDED ADDRESSING THE FOLLOWING: (a) Location of any drainage easement.

(b) Proposed drainage lines, depth, fall and location.

(c) Existing stormwater drainage location including downpipes, connection and discharge

points.

(d) If stormwater run-off will increase, show proposed drainage details.

(e) Details of discharging/managing stormwater where property slopes away from street.

(f) Rainwater tank drainage and plumbing plans and specification to AS HB230-2006.

(g) On-site stormwater details prepared by a suitably qualified engineer (if applicable).

(h) On-site dispersal details prepared by a suitably qualified engineer (if applicable).

15 Waste Management Plan Required for: - All developments that involve construction. The Waste Management Plan details how all

waste generated as part of the development will be managed. Waste Management Plan Template available

(a) All Waste Management Plans can be submitted using the template available on Council’s website

16 Notification Plan Required for:

- All applications requiring notification and/or advertising, as outlined within Glen Innes Severn

Council Development Control Plan 2014, Chapter 2 - Notification Procedures. Notification plan requirements:

(a) Notification Plan must include the site plan, elevations and shadow diagrams (if required) on one page or double sided.

(b) Notification Plan must not show interior layout/floor plan of residential development.

17 Basix Certificate Required for: - All development that contain all types of new residential dwelling/s, including alterations and

additions to existing dwellings valued at $50,000 or more, and swimming pools and outdoor spas with a minimum 40,000L capacity.

- Class 1b tourist accommodation buildings.

NOTE: Relocated dwellings and manufactured homes do not require a BASIX certificate.

Information Required: The following information is to be provided in accordance with Clause 97A of the Environmental Planning and Assessment Regulation 2000:

(a) BASIX Certificate.

(b) All BASIX commitments to be identified on the plans.

(c) Where applicable, ABSA Certification and a set of stamped plans. The BASIX Certificate must be generated on the Department of Planning and Environment BASIX website: www.basix.nsw.gov.au and issued no earlier than 3 months before the date on which the application is lodged.

18 Bushfire Assessment Report Required when: - Land is identified as bushfire prone on Council’s Bushfire Prone Land Map or is subject to

grassland hazard (Note: Council’s current mapping for bushfire prone land does not include land identified as predominately grasslands which is now identified as vegetation hazard under The Rural Fire Service Document ­ Planning for Bushfire Protection 2006).

Bushfire Assessment Report Preparation Options: DIY Bushfire Assessment Report Template available:

(a) A Single Dwelling Application Kit is available from the NSW RFS website www.rfs.nsw.gov.au/ It can be used for residential infill development (dwellings and alterations/additions in pre-existing subdivisions).

OR Suitably Qualified Person to complete report for:

(b) Developments which have been identified as being a Special Fire Protection Purpose (Section 4.2 of Planning for Bushfire Protection 2006); and

(c) Any other development type which proposes an alternate solution as part of the design.

19 Contaminated Land Report Required when: - The proposed development site has been identified as contaminated land or on land that has

had previous uses other than residential such as service stations or industrial uses for example.

Documentation required to be submitted:

(a) Phase 1 report – Preliminary Site Investigation (PSI) – a detailed appraisal of the site history and a report based on visual inspection and assessment, undertaken by a suitably qualified person.

If Contamination is found:

(b) Phase 2 report - Detailed Site Investigation – required if the PSI finds contamination

20 Flood Impact Statement Required when: - The development site is affected by flooding or is likely to be affected by flooding/localised

drainage. Documentation required:

(a) Flood study report / modelling prepared by a practising registered hydraulic engineer confirming the flood levels and minimum habitable and non-habitable floor heights applicable to the site.

21 Flora and Fauna Assessment Required when: - The development proposed has the potential to impact native vegetation, or rare and

threatened biota (i.e. plant and animal life of a particular region), or their habitat.**PLEASE CONTACT COUNCIL IN THE FIRST INSTANCE TO FIND OUT IF YOUARE REQUIRED TO SUBMIT AN ASSESSMENT REPORT.

Documentation Required to be submitted:

(a) An ecological assessment prepared by a suitably qualified, experienced and independent person or persons, and/or;

(b)

A preliminary Vegetation Management Plan (VMP) prepared by a suitably qualified and experienced person such as an Ecologist, Bush Regenerator, Horticulturist or Landscape Architect with practical, demonstrated experience in bush regeneration, and/or;

(c) Compensatory planting prepared in accordance with Table 4.1 of GISC DCP 2014.

22 Geotechnical Report

Required when:

- The proposed development site has over a 20% slope, or the site has been identified as being potentially affected by land instability. Land instability can be caused by a variety of reasons; however, it is primarily limited to sloping sites.

Documentation required to be submitted: (a) A Geotechnical Report prepared by a practising registered Geotechnical Engineer is

required to be submitted to Council for assessment.

23 Heritage Impact Statement Required when: - A building or site proposed to be developed is listed as a Heritage Item under Schedule 5

of the Glen Innes Severn Council Local Environmental Plan 2012 (LEP).

Documentation required to be submitted: (a) Contact Council in the first instance to find out what information is required to be

submitted.

24 Noise / Acoustic Report Required where: - The proposed development has the potential to emit additional noise. Documentation required to be submitted:

(a) Contact Council for information required to be submitted.

25 Shadow Diagram Plan Always Required: - For two (2) storey development that adjoins residential development and has the potential to

overshadow such development. May be required: - For other types of development that are situated on an east/west oriented site or highly

sloped sites where potential to overshadow adjoining residential development is prevalent and at the assessing officer’s discretion.

Shadow diagram to include:

(a) Shadows cast at midwinter (22 June) at 9am, 12noon and 3pm in plan form, at a scale of 1:200.

(b) Shadows in plan and elevation form on an hourly basis, if shadows fall on neighbouring windows.

(c) Location of proposed development and the location of existing development on adjoining site(s).

(d) Where shadows affect habitable room windows, details of the percentage of the window to receive sunlight at each hour at midwinter (22 June) between 9am and 3pm.

(e) Where shadows affect principal areas of private open space, details of the area and percentage of the open space to be overshadowed, at each hour at midwinter (22 June) between 9am and 3pm.

(f) Calculations to include details of existing overshadowing.

(g) Diagrams to be drawn to true north.

26 Traffic Impact Study Required where: - The proposed development has the potential to generate traffic. Documentation required to be submitted:

(a) Contact Council for information required to be submitted.

27 Visual Impact Assessment Required where: - The proposed development has the potential to impact views from both the immediate and

distant surroundings. Documentation required to be submitted: Contact Council for information required to be submitted.

28 Waste Water Treatment Device Application Required when: - The development lot is located in an unsewered area, or within Deepwater Village and the

proposed development requires an on-site wastewater management system to treat and dispose of wastewater effluent.

Approval Options: For the purposes of Development Application assessment, Council must be satisfied that the lot is capable of accommodating an on-site wastewater management system based on the circumstances of the proposed development and constraints of the site. To demonstrate this (at DA stage) an applicant may elect to either: -

(a) Submit a Section 68 application concurrently with the DA (preferred), or

(b) Provide evidence in the form of a report and plans within the Statement of Environmental Effects which demonstrates to Council that there is sufficient area available for effluent disposal from the development. Include the required buffer distances to watercourses, boundaries, buildings. NOTE: If Option B is chosen, the development consent will be conditioned for the applicant to apply for Section 68 approval prior to any works commencing.
