The Minister for External Affairs Prof. G. L.Peiris held a series of briefings at the Ministry ofExternal Affairs on 1st and 2nd February for theColombo-based Heads of Diplomatic Missionsrelating to the progress made by the Inter-AgencyCommittee (IAC) in implementing the interimrecommendations of the Lessons Learnt andReconciliation Commission (LLRC). TheAttorney General Mohan Pieris, in his capacityas the Chairperson of the IAC participated in thediscussions.

Mahinda Rajapaksa pur-suant to the Warrant dated
15 May 2010 with a view tohealing the wounds createdin the minds of the people as
a result of the protracted conflict in order tobring about reconciliation and unity among thepeople of Sri Lanka. The LLRC had commencedits public sittings on 11 August 2010.
On 13 Sept. 2010, the LLRC had submitted itsinterim recommendations, Prof. Peiris said. Theinterim recommendations were based on exten-sive testimony received by the LLRC during itsinteraction with affected civilians following field
visits to several locations in the conflict-affectedareas, including places of detention, rehabilita-tion and IDP welfare centres. According to theLLRC, the objective of the interim recommenda-tions is to highlight issues which deserve theurgent attention of the GoSL.
The Minister stated that the Government ofSri Lanka in recognition of the importance ofthe issues highlighted by the LLRC endorsed theadoption of its recommendations. By Cabinet
Paper dated 27 October 2010, the Inter-AgencyCommittee (IAC) had been established to imple-ment the recommendations of the LLRC throughpractical measures and to strengthen the relatedprocesses that are already underway, the diplo-mats were told.
The IAC consists of the Secretary to theMinistry of Defence, Secretary to the Ministry ofPublic Administration and Home Affairs,Secretary to the Ministry of Justice, Secretary tothe Ministry of Economic Development,Secretary to the Ministry of Rehabilitation andPrison Reforms, Secretary to the Ministry ofExternal Affairs and the Secretary to thePresidential Task Force. It is chaired by theAttorney General.

nity that since its establishment, the IAC had metregularly under the chairmanship of theAttorney General to review and implement therecommendations of the LLRC. They related tomeasures to be adopted in the following broadareas.

Law and OrderAdministration and language issuesSocio-economic and livelihood issues
Minister Prof. Peiris and the AttorneyGeneral detailed the action taken by the IAC ineach of the above areas to bring relief to civil-ians. The AG informed the heads of mission thathe had personally visited the affected areas theprevious week to review the progress that hadbeen initiated by the IAC.The Attorney General alsoconfirmed that shortly, theIAC would issue a detailedreport of its progress sofar and continue theprocess of implementationof the recommendations ofthe IAC, while awaitingthe final report of theLLRC.

The UNP on Thursday (Feb. 3)alleged that the government wasplanning to terminate the services ofabout 60,000 officers and men with-out even providing them with a pen-sion.
Addressing the media in Colombo,Kurunegala District UNP MPDayasiri Jayasekera accused what hecalled an ungrateful MahindaRajapaksa regime of discardingthose who had valiantly fought forthe country. Jayasekera said that itwas a crime to deprive 60,000 armypersonnel of their pension rights.
The UNPer lashed out at the gov-ernment for what he called shabbytreatment meted out to Gen. SarathFonseka, who had successfully spear-headed the battle against the LTTE.
MP Jayasekera said that the armyhad been forced to sell vegetables,instead of performing its proper role.
Accusing the government of fail-ing to take tangible measures to con-trol the rising cost of living, MPJayasekera warned that theRajapaksa regime could face a situa-tion similar to that in Egypt, whereEgyptian leader Hosni Mubarak wasunder pressure to quit. The publicwere struggling to make ends meet,while the government squandered
taxpayers’ money on tamashas andfor the upkeep of ruling party politi-cians, Jayasekera alleged asking theRajapaksa to stop boasting of its warvictory over the LTTE almost two
years after the conclusion of the war.He said the people were hungry andthey did not want to hear Rajapaksa’sold records.
The UNP would hold a candle lightvigil at Punchi Borella today (Feb. 4)to pressure the government to
release Gen. Fonseka, Jayasekerafrom prison, Jayasekera said addingthat the UNP had decided to boycottIndependence Day celebrations toregister their protest against politi-cally motivated imprisonment of awar hero.
Jayasekera ridiculed the govern-ment for harassing the former ArmyChief, while the LTTE’s former armsprocurer Kumaran Pathmanathanaka ‘KP’ was living in luxury. The MPdescribed ‘KP’ as the government’sblue eyed boy.
The UNP could defeat the govern-ment at the March 17 elections to 301local government bodies, MPJayasekera said claiming that theUNP’s campaign had been wellreceived at the grassroots level andthe party was confident of achievinga resounding victory.
Jayasekera said: “The people arerallying round the UNP as the gov-ernment has failed to resolve theireconomic problems. Accordingly ourcampaign theme has been entitled -Let’s Bring About Change - Let’sRebuild The Country.” The attack onLanka-e-news demonstrated theplight of the Sri Lankan media today.The government had stepped upattacks on the independent media aspart of its strategy to suppress theOpposition, he said.

The real objective of today’s issue of anew series of currency notes was not todepict the purported “development andprosperity” but to obfuscate the additionof the Rs. 5,000 note, UNP MP and econo-mist Dr. Harsha de Silva said yesterday.
The President and Central Bank wereusing the purported ‘development andprosperity’ tag to confuse the people inthe hope that they would not link theissue of Rs. 5000 note directly to infla-tion, he said
Dr. de Silva said: “In fact the wholesong and dance about issuing an entire
new series is to obfuscate the addition ofthe Rs. 5,000 note. The truth is that whenthe UPFA came to power in April 2004 theColombo Consumer Price Index or inother words the basket that measuresinflation was at 111.6 points. By January2011, the CCPI had climbed to 231.2. Thismeans that the price level during thisperiod had increased by 107 percent ormore than doubled. In other words thepurchasing power of the Rupee hashalved. Therefore the need for the Rs.5,000 note is clear to any person who isable to see through the government prop-
aganda. If one spent Rs. 2,415 to purchasesome amount of food and other itemswhen this government came into office,today that person needs Rs. 5,000 to pur-chase the same amount.”
Sri Lankans could not be fooled all thetime even though the President andCentral Bank seemed to think otherwise,he said.
While appreciating the efforts of thegovernment and security forces indefeating the LTTE, Dr. de Silva said thatthe rulers had lost the economic war.(ZJ)

A gas leak led to an explo-sion yesterday (3) at the prem-ises of Colombo DockyardPLC causing minor injuries to14 people who were treated atthe company medical centreand accident service.
The explosion was causedby a gas leak and the compa-ny’s Managing Director/ CEO
Mangala Yapa said the rootcauses of the industrial acci-dent would be investigated soas to prevent a reoccurrence ofsuch an accident in the future.
He said 14 people sustainedminor injuries and have beensent home after being treatedat the company’s medical cen-tre and accident service. (LG)

Responding to a claim by theUNP that the government wasplanning to retire 60,000 officersand men, prematurely onThursday (Feb. 3), the ArmyHeadquarters said that the on-going programme to dischargedeserters had been misconstrued.
Military spokesman Maj. Gen.Ubaya Medawela told The Islandthat personnel had to serve thearmy for 22 years to secure pen-sion rights. Those who had desert-ed for various reasons couldn’t beconsidered for pensions, Maj. Gen.Medawela said urging deserters totake advantage of an opportunityto quit military service honorably.
He said that those who ignoredthe latest offer would have toundergo rehabilitation and learnsome trade in case they werearrested. The army would consid-er taking back those who had beenon leave without approval for onlya few days. They would have toundergo fresh training, theMilitary Spokesman said. (SF)
