1. Introduction….
Feb 2006 –2008
CCEA gave in-principle approval for the project based on the RITES Report. CCEA approved Eastern & Western DFC Corridors and authorised to incur expenditure.
Sept 2009 Cabinet approved JICA loan for WDFC along with STEP loan conditionalities
Mar 2010 JICA Loan Agreement for JPY 90 billion (Rs. 5100 crores) signed for Western Corridor Phase-I.
Oct 2011 Loan Agreement with World Bank for USD 975 Million (Rs. 5850 crores) signed for EDFC -1(Khurja-Bhaupur)
Mar 2013 JICA Loan Agreement for WDFC Phase-II: 1st Tranche amounting JPY 136 billion (Rs. 7750 crores) signed.
April 2014 World Bank loan of USD 1100 million (Rs. 6600 crores) approved (EDFC-2). Loan Agreement signed durind December 2014

Objectives Of The Project
OBJECTIVES
Create additional rail infrastructure to cater to high levels of transport demand
Reduce unit cost of transportation resulting in market competitive rail tariff for customer
Provide seamless end to end solution to the customers
Segregate freight infrastructure for focused approach on both passenger and freight business of Railways
Create rail connectivity to bulk customers not using rail network through PPP model
IT packaging of Freight Services
Increase rail share in freight market
1. Impact

Faster movement (Average speed from 25 to 70 kmph)
Guaranteed transit time (freight trains to Time Table)
Special services (Automobile, RO-RO, etc.)

Section Purpose Description Remarks
20A Declaration to acquire land for Public purpose
It empowers to enter for survey, is a cut-off date for determination of compensation
-
20 E Declaration of acquisition
By Declaration the land shall be vested absolutely in the Central Government free from all encumbrances.
Notification to be issued within a period of one year from the notification u/s 20A. Prima facie ownerships shifts to Government.
20 F Determination of amount payable as compensation
Competent authority shall make an award under this section.
Award to be declared within a period of one year from the declaration u/s 20E.
20 H Deposit and payment of amount
Central Government shall deposit the amount of Award with the CA
The CA on behalf of the Central Govt. pay the amount to PAPs
20I Power to take possession
Where the land has vested in the Central Govt. u/s 20E & amount determined by CA u/s 20F has been deposited u/s 20H with the CA, the CA may direct to surrender or deliver possession by issuing 60 days notice
CA can ask for help from the District Administration to assist in taking possession for the Central Govt.
20J Right to Enter into land where land has vested in Central Govt.
Where land has vested u/s 20E person authorized by Central Govt. can enter and do other acts for carrying out the Building, Maintenance, Management or operation of special Railway Project.
