Detail submission under Conditions 13 & 14

Consent 7/2013/0760NCC relating to protection, enhancement and management of site vegetation

7th February 2014

Scope of the report This report has been prepared in accordance with the requirements of conditions 13 and 14 forming part of consent 7/2013/0760NCC (17 December 2013). Condition 13 requires;

Prior to the commencement of the development, a scheme for the identification, protection, enhancement and management of the hedgerows and trees within and on the boundary of the site shall be submitted to the MPA for its approval in writing. The approved scheme shall be implemented throughout the period of the development and subsequent aftercare.

The detail within this report is intended to satisfy the protection, enhancement and management of hedgerows plus other landscape planting around the permitted site. The planting of vegetation accords to the requirements of the planning consent and Environmental Statement forming part of the consent. The act of vegetation planting is not considered a development act nor is it considered implementation of the consent. Condition 14 requires;

Prior to the extraction of any mineral from the Eastern Extension the topsoil screen bund specified to be constructed to the south of Phase 1 on Drawing No. PAS 8.3 Rev B shall be provided. The bund and adjacent tree planting belt shall be planted and seeded in the first available season following the construction of the earth bund. The woodland mix shall be provided in accordance with the details set out within Table 8.8 of the Environment Statement. Provision should be made for the inclusion of Ash, if this species is available at the time of planting (accepting that it may not be, given currently restrictions in place due to Ash Dieback). Any planting or seeding which fails to establish during the operational life and aftercare periods of the Eastern Extension shall be replaced in the first available season.

Condition 14 primarily relates to the completion of soil movements to the south western boundary of the site and envisages the contemporaneous planting of woodland / shrub species on and adjacent to the mound following soil movement. Ibstock are not proposing to conduct any soil stripping at the present time however it is intended that the woodland belt to be located to the south west of the future soil mound will be planted at the earliest opportunity. The planting of the woodland belt, augmentation of the existing perimeter hedgerow planting and establishment of the new perimeter hedge will provide opportunity for advance planting maturity prior to the commencement of development. The planting is intended to be complete in February / March 2014.

Description of the Existing Site and Planting The permitted boundary of the Eastern Extension is shown on the extract from The ‘Existing Site Configuration’ plan PAS 8.1 (A) taken from the Environmental Statement. The aerial photo on the front page of this submission shows the site and the existing quarry area in the distance. The aerial photograph together with the Existing Site Configuration Plan show the current position of the quarry and the Eastern Extension extraction area. The western boundary is defined by open fields and hedgerows beyond which is the urban built area of Arnold. On the north and eastern boundary is Woodborough Lane, whereas to the south is an established woodland copse.

Footpath 8 trends along the northern extent of the permission area and footpath 7 through the centre. As part of the permitted development the two footpaths are to be diverted to the perimeter of the site parallel to Woodborough Lane and then adjacent the southern copse, before trending north westerly to re join the existing routes crossing over the Dumble. The planning application included detail of the proposed footpath diversions subject to the relevant Town and Country Planning Act submissions. This document is not intended to detail any of the requirements associated with the footpath diversions. The planting and landscape work does however have bearing on the future diversion routes and therefore some consultation has been complete with the County Rights of Way Officers in preparation of this detail submission.

This extract from plan PAS 8.2 B shows the general extraction phasing and the future impact on the baseline environment in terms of footpath and existing vegetation. Protection of Existing Vegetation within extraction areas (cond 13) Within the extraction areas phase 1 – 3 hedgerows crossing the site will need to be removed prior to soil stripping. Until such time as development commences all existing hedgerows will be retained and managed as part of the ongoing agricultural use of the land. The hedge on the north western limit and that trending south easterly through phase 1 will be progressively removed during the winter prior to the planned commencement of development. This submission does NOT propose the removal of any existing hedgerows at the present time. All existing vegetation will be retained. Enhancement and management of hedgerows / trees (cond 13 & 14) Ibstock are committed to the advance planting of new hedge and woodland illustrated on plan 8.2 B above. Prior approval is required under condition 13 for the scheme of hedgerow planting and protection of existing hedgerows; however the woodland block planting as required under condition 14 is approved by virtue of the species mix contained in the Environmental Statement. In the interests of openness and clarity details of BOTH hedgerow and woodland planting are included in this submission.

Attached to this submission is plan DH-001 (B) ‘Soft Landscaping Proposals’. The plan is based on the Existing Site Configuration plan referred above and shows the existing hedgerows around the site (see legend ‘Existing Hedgerows retained and maintained’). The plan also brings together the advance hedgerow and woodland planting depicted on PAS 8.2 B. The Soft Landscaping Plan has been produced by the Landscape Architect responsible for the scheme design as part of the planning application. Further input to the scheme from the Lead Forestry Planting consultant, Footpaths Officer and land owner have ensured the development of a working planting scheme. Hedgerow The species rich hedgerow planting extends to 815 metres parallel to Woodborough Lane and the southern copse. The new hedgerow will be offset from the existing boundary by 3.5 metres on the eastern boundary and 4.5 metres from the south. In discussion with the Footpaths Officers it is understood this is considerably wider than would be required for the footpath diversion routes. The green corridor created between the existing and new hedgerow provides an important transient corridor for wildlife, hence the applicant providing a generous width. The species mix is shown under Mix 3 detail on the plan along with the numbers of individual plants. In addition, the hedgerow will be supplemented with Mix 2 Feathered tree planting, located at prominent locations around the perimeter. The same species mix will also be used to gap up the existing hedgerow to the south of the woodland planting on the southern boundary of the sloping western field. Woodland The woodland belt is focused to the southern boundary of the sloping field. The species mix of this plantation is approved by virtue of condition 14. No Ash has been included in the mix based on the recommendations of the Landscape Architect and Forestry Consultant. The plan includes all details of ground treatment prior to planting work, together with the enclosure of the land with stock proof fencing and gates where necessary. Approval is sought for the detail included on plan DH-001 (B) to allow implementation in the first available planting season, targeted March 2014. Maintenance

During first 5 years following planting all plants shall be kept free of competing

weed growth by treatments of Glyphosate applied during the growing season to a 1

m² area at the base of each plant, applied three times during the growing season.

Tree shelters and guards shall be regularly checked and adjusted to prevent

chafing or other damage. Failures will be replaced in subsequent planting seasons

to achieve a minimum 90% survival.

Hedgerow Planting

All plants apart from hedgerow trees to be trench planted in a double staggered

row at 5 plants per linear metre, planted to original nursery level as per Detail A.

The notch shall be at least 200mm deep allowing roots to hang freely. Transplants

to be protected from rabbits by 0.6m high spiral shelters, supported by canes. Holly

and Rose to be protected with 'Eclipse' mesh or similar approved, supported by 2

bamboo canes.

Woodland Planting

Cellgrown and transplants

Cell grown stock (10-20cm) and transplants (60-90cm) to be pit planted to original

nursery level. The pit shall be excavated to sufficient depth to allow roots to hang

freely, with slow release fertilizer incorporated into the backfill. Transplants to be

protected from rabbit damage by individual 75cm tree spirals as per Detail B.

Cellgrown oak and holly to be protected with 'Eclipse' mesh guard or similar

approved guards supported by 2 bamboo canes. To be planted in groups of 5 to 7 at

1.5m centers.

Root and Ground Preparation

All woodland plants to be dipped in Broadleaf P4 root dip immediately after lifting at

nursery, and retained in polythene bags, secured at the stems until they are ready

for planting.

Maintenance

Feathered Tree Planting (Oak and Maple)

Hedgerow trees of 200 to 250cm high to be pit planted in square pits with a

diameter at least 300mm greater than the diameter of the root system, backfilled

with existing soil and slow release fertiliser as per Detail C. Hedgerow tree to be

supported by a pressure treated chestnut tree stake, minimum 65mm diameter.

Stake to be driven 300mm below the base of the tree pit and project at least

500mm above backfilled ground level. Trees to be secured to stake using

adjustable reinforced rubber buckle ties and spacers 20mm below top of stake.

Hedgerow species to be randomly mixed to give an even distribution along the

length of the hedges. Hedgerow trees to be planted at locations shown.

Break up bottom of pit to a depth of 150mm.

Soil level at nursery to be marked. Plant

tree at a depth to match this level. Allow for

watering hollow.

Size and type as per plant schedule (to BS

3936 Part 1). Position and spacing as per

Trees shall be securely tied by adjustable

reinforced rubber buckle ties with spacers

positioned to prevent any abrasion between stake

and tree. Tree ties shall not be positioned more

than 20mm below top of stake.

Feathered trees shall be 200-250cm high. The

trees shall conform to BS 3936 : Part 1 and shall

have a well defined, upright central stem with

evenly spread lateral shoots. The root system

shall be adequate size in relation to the crown.

Tree pit 1000x1000x450mm deep. Sides of pit loosened

with fork prior to planting. Back fill with a mix of topsoil

The stake shall be peeled larch or chestnut wood

pressure treated to BS 8417: 2003. The stake shall

have a minimum diameter of 65mm and shall project

600mm above finished ground level. Before planting it

shall be driven a minimum of 300mm into firm ground

below the excavated tree pit or as necessary to

secure the tree. The stake shall be positioned to

avoid disturbance to the root system. If the tree is root

balled or container grown stakes are to be angled at

45° and driven 300mm into the ground (away from

the prevailing wind).

Top dress with 75mm settled depth of mulch as

specified.

Spiral guards shall be 600 x 50 translucent green,

wrapped around the base of the tree. Available from:

Tubex Plant Care Products, or similar approved.

NOTES

All dimensions are in millimetres.

All timber to be pressure-treated timber, as specified. All posts and stakes to be either, driven into ground, or inserted into excavated postholes and firmed in place with rammed backfill.

All arisings to be graded out to meet flush with adjacent levels.
