Boomtown's Big House featured at BMG meetBoomtown's Big House was the centre of at-traction at one of the showcase events forBMG's international convention (RPM - Aug.17/91). The high-energy band performed infront of a full house at Toronto's DanforthMusic Hall. In attendance were BMG staff fromall over North America. It was obvious fromthe reaction of the crowd that the band scoredbig points with their critical audience. Theband's self -tided album debut will be releasedin Canada September 9 and August 26 in therest of the world.

The Big House foundation began inEdmonton, Alberta in the early 80's, whendrummer Sjor Throndson (pronounced Shore)and frontman Jan Ek created Down Syndrome,a punk rock act that garnered a large barfollowing. "It was good in the 80's," recalls Ek,"That was our stomping ground, where welearned to play and write better. It was a freeenvironment to get a grasp of what music wasall about for us." But as the alternative scenegrew into a largely competitive market with alimited direction, many acts experiencedgrowing pains and focused their energytowards speed metal or the "rootsy, Stonesystyle." Down Syndrome was no exception. "Westarted to find a lot of redundancy in the hardcore scene," Throndson remembers, "It hadbecome very restrictive when we were growingand broadening our horizons."

After reassessing their direction, the bandrealized their roots were in rock 'n roll and thattheir career goals were to be musicians, not tobe trapped in the stale, confines of alternativemusic. "It seemed only natural," Throndsoncontinues, "for us to head into more of a dare Isay, mainstream flow of things. Big House runssomewhere down the middle, between the twodirections everyone else was going."

Lougheed signs deal withSony Music PublishingSony Music Canada has signed Lisa Lougheedto an exclusive worldwide co -publishingagreement. Lougheed was previously signed toSony in a development deal which allowed herto secure a recording contract.

Lougheed is currently recording her firstrecord for Warner Music scheduled for releasethis fall.

Throndson and Ek joined up with guitaristK.B. Broc, who was living in Calgary at thetime. After several attempts searching "acrossCanada and the States", bassist Jay Scott Kingwas discovered. "Af our first meeting, we real-ized he was cut from the same stone as wewere," says Throndson. With the band com-plete, they moved to Toronto where they live ina house affectionately called The Big House.

With the release of their album, the bandwill be touring extensively across Canada andthe US for the next few months and thenhopefully, to Europe.The road is nothing newto these four, they already know most of thevigours and sacrifices of touring.

"That's where we're from," continuesThrondson, "We realize how unglamorous itcan be but we still love it. We love the recordingand video end of things, but I think that anyrock band would attest that the road is whereit's at. We've had the good fortune to work withThe Agency here in Canada."

The video for the first single, Dollar In MyPocket, was shot in Hamilton, Ontario in an oldtheatre. The band had the opportunity to play amajor role in the art direction of the video. "Wechose the location," exclaims Throndson, "We

Gallagher named as hostof CBC-TV's Video HitsVideo Hits, CBC-TV's long -running networkdaily series, has a new host and a new banner.When it commences in September, the showwill be known as Dan Gallagher's Video Hits.

Gallagher was named by Sandra Faire, theseries producer, as the replacement for BryanElliot. Gallagher recently left MuchMusic tospend more time with his other interests,namely The Lovely Lads, his band with AndyCurran, which he plans to tour.

Gallagher's Video Hits will be taped onlocation in Toronto, and is seen weekdays at 5pm, Monday to Thursday. An hour-longversion airs Fridays at 4:30 pm.

Western broadcasterCharles Allard dead at 71Dr. Charles Allard, founder of Allarco Ltd., thepredecessor to Allarcom, has died of lungcancer. The Edmonto-based Allarcom was theumbrella company that included one ofWestern Canada's largest broadcast entities.Dr. Allard was in his 71st year.

Leaving his medicine practice in the latesixties, Dr. Allard entered the business worldfulltime, becoming actively involved in thebroadcast field. He launched CITV, the firstindependent TV station in Western Canada in1974, and although his application to run a 24 -hour all -news channel was lost to the CBC, hisempire grew to include the pay -TV stationSuperchannel, studio facilities, CKRD-TV RedDeer, and 50 percent of the Family Channel, anational family entertainment pay -TV service.He sold his Allarcom holdings to WesternInternational Communications Ltd. in July oflast year.

Dr. Allard is survived by his wife Shirleyand four sons and two daughters.

BMGgot behind Big House for this project andbasically let them "go for it", as Ek explains,"We're really happy to be working with DavidBendeth, his representation within thecompany has been really valuable." Bendeth isthe band's producer and BMG's A&R Directorfor Canada. "He has an intimate understandingof the band," conclude Ek.

The album was recorded in Minneapolis,Wisconsin and Toronto. The mixing was donein Montreal, mastered in New York and re-mixed in Los Angeles.

Being a band that was raised on musicfrom the US, UK and Canada, Big House -wanted to use all influences and get past therock stigma in Canada of being too MOR.

Aaron finishes 6th albumprepares for major tourLee Aaron has finished mixing her sixth albumfor Attic Records and will commence a majortour of concert halls and arenas in Canada forthe month of October.

Entitled Some Girls Do, the album wasproduced by Brian Allen and her longtimecollaborator John Albani and is the follow-upto her 1989 multi -platinum Bodyrock album.The new album features 13 tracks including thefirst single, Sex With Love and a rockingversion of Stevie Wonder's Tell Me SomethingGood. A video of Sex With Love will be shotwith director Don Allen.

Aaron and Albani wrote nine songs ontheir own and collaborated on others with JimValiance (Dangerous), Haywire's Marvin Bid(Hands Off The Merchandise), and Paul Sabu(Can't Stand The Heat).

Guesting on the album are Randy Cooke(drums), Rob Laidlaw (bass), and Lou Pomanti(organ) on Tuff Love. Andy Curran, Phil Naroand Harem Scarem's Harry Hess providedbacking vocals. Q107's (Toronto) on -airpersonality John Derringer plays the role of aDetroit D.J. on the Motor City Boy track.

The album, scheduled for a Sept. 23release, utilizes the Roland Sound Spaceprocessor, which gives the listener the illusionthe sound is coming from more sources thanjust the speakers in front of them.

On completion of the Canadian tour,Aaron and her band will set off on an extensivetour of Europe, after which they will tour Japanand Australia.

Record industry unites to challenge new US immigration regulations

US lowers "iron curtain" on Cancon recording industryThe industry works together to avert a crisis that couldput an end to Canadian groups touring in the US andUS groups touring Canada.

by Walt GrealisCanadians, and for that matter Americans, havefound comic relief immemorial, in the oftpainted elephant and mouse scenario. It doesn'ttake too much imagination to figure out whothe mouse is, when it comes to disagreements,political or otherwise between the twocountries. Well, on August 12, at 10 am, to beexact, the mouse roared, and with good reason.

. .. frenzy bordering on hysteria,fueled by misinformation

and confusion

The American Congress, perhaps themost uninformed body of individuals in theworld, were bamboozled by the American(Hollywood) movie industry and the AFL/CIO,no slouches when it comes to power brokering,into introducing a law that would preventforeign entertainment groups, athletes andeven fashion models from working in the US.

The new visa rules were known on Wash-ington's Capitol Hill in October of last year, andpublished in the Federal Register (TheAmerican's equivalent of our Canada Gazette)on July 12 of this year. So, the call to arms, amonth, or eleven months later, whichever wayyou look at it, created a bit of a frenzy borderingon hysteria, which was fueled bymisinformation and confusion. However, andto be fair, it should be noted that our Secretaryof State, Barbara McDougall, did fire off aletter to James Baker, the American Secretaryof State. Her July 17/91 letter even went as faras to suggest retaliation.

In a nutshell, the new visa rules called forthe scrapping of the H -Class and J -Class visas,replacing them with 0 -Class and P -Class visas,limiting the number issued to 25,000 each year.This doesn't mean just Canada, this is the quotaworldwide. Last year there were 75,000 visasissued, but it's not clear how many of thosewere issued to musical groups as opposed toathletes who are lumped into these newregulations. Should the reglations be approved,the way will be cleared for the Act to come intoforce on October 1, 1991.

Also adding to the confusion is the partthe NHL was to play in the visa quota. It hasbeen learned that NHL teams will be able toobtain business visas, therefore they have adistinct advantage and will not be affected.

Particularly disturbing is the regulationdecreeing that artists or athletes on group visitsmust have a "sustained and substantialrelationship" with their group or team for oneyear. This would create a major obstacle forbands, established or new, who inevitably gothrough many personnel changes over theircareer, certainly during their formative years.As well, the new regulations demand that thesebands must be "internationally recognized,"and US performers' unions must give their

approval to visa applications. Another obstaclefor touring bands or artists is that they mustapply for visas no sooner than 90 days beforean event. Most tour dates are set up six, eightand even twelve months in advance.

As the deadline for public comment drewnearer and there hadn't been a public outcryfrom the sports and enterainment people, therecording industry kicked into gear. The ballcarrier was Graham Henderson, a lawyer withMcCarthy Tetrault. As the television cameraswhirled and the flashbulbs popped, the quicklyarranged panel of representatives from allsectors of the business, laid out theirconcerns regarding the new visa rules. "It'sironic," began Brian Robertson, president ofthe Canadian Recording Industry Association

(CRIA), "that just as Canadians are beingaccused by the US of protecting their culturalindustries, the US itself is guilty of dropping acultural Iron Curtain across its borders."

Speaker after speaker condemned thearrogance of the US government, and thesewere heavies in the business like True North'sBernie Finkelstein and Vinnie Cinquemani ofThe Agency. As well, Margo Timmins of theCowboy Junkies and Moe Berg of The Pursuitof Happiness voiced their concerns.

Unfortunately, the American Federationof Musicians (AFofM) was centred out as beingone of the major supporters of the visa changes.Vic Bridgewater of the Toronto local of theAFofM took his accusers to task at the SuttonPlace meeting, reminding them that it wasthrough the AFofM that the availabilty of theformer J1 Visa was made possible. He alsopointed out that the AFofM's Alan Wood hasbeen to Washington twice exerting hisinfluence in having amendments made to theBill.

There has obviously been a lack of infor-mation as to the action taken by the AFofM asthe organization's Vice President Ray Petchreveals. "But I assure you," says Petch, "wehave been on top of this for nearly a month." Ofparticular concern to Petch is the 25,000 annuallimit on visa applications, the 90 -day applica-tion limit and the provision that members ofgroups have to have been a member of thatgroup fora year. "These things are ridiculous,"says Petch, continuing with, "Now, some ofthem apply in total, some only partially, but ourconcerns have been heard. We are assured thatamendments are going to be made in that area.We are assured that the AFof M as an entity willonly support the Bill if these amendments,which would clear up the Canadian situation,are going to be installed."

Petch goes on to stress, "What we want todo is carry through so that the J1 Visa that hasbeen working for us up to now, will continue towork in the same way under another name, andwe think that's the way this is going to end up.

"Our people in the United States, becausewe are an international union, are saying 'Wedon't want any restrictions on Canadianmembers . . . that's the last thing we want. Andwe're not going to force through a Bill withoutyou having input and we want to know whatyour reservations are before we move forwardwith the Department of Employees AFL/CIOwho we have already talked to.' So I think weare in pretty good shape," he concludes.

In spite of this assurance, it's expected,that the mouse will continue to roar, now that ithas the ear of Washington. Tom Berry,president of Alert Records, recently signed adeal with Manhattan Records in the US for hisartist Holly Cole (RPM - July 27/91). He echoesthe concerns of many in Canada's independentfield when he refers to the new US Visa rules as"a direct threat to how I make my living andhow my artists make a living and what we do."Cole is the type of artist, like many, who needsthe US marketplace and, conversely the USlabel's continuing support of Cole is based onher ability to tour the country. "This is a threatto my ability to take an unknown artist toAmerica so that she can become a known artist.So, I not only fear for my own artists,"concludes Berry, "but I particularly fear forfuture artists who haven't yet been signed."

The American market has long beenimportant for Canadian artists. Without thislucrative market, many Canadian artists not bemight not be able to survive. It's strictly afinancial issue. Record companies would find itimpossible to recoup recording costs forCanadian acts without the added support of theUS marketplace. Tour support is a necessity forsurvival.

However, the Americans seem moreobsessed with restricting the number ofsupportworkers, hairdressers, truck drivers, roadies,etc., and not the artistic end of the business.These were apparently the main items on theplate when it was first presented, but whenthere was no vocal opposition to restricting theperformers, the Bill remained as it had beendrafted. One observer noted that had the artisticgroups challenged the Bill when it was firstpresented, there might not have been thisdown -to -the wire problem.

Whether by design or accident, theentertainment industry, notably the recoraingside of the business, gathered as one tochallenge a major threat to their future. Theydisplayed their anger and frustration with aforeign government that had drafted a law thatcould very well put their professional andartistic careers in jeopardy. Had there not beenthis show of solidarity which was carriednationally by all the TV networks, and by localradio and press, the controversial Bill mighthave become law. But it hasn't, and my guess isthat it won't, certainly not as it is now drafted.

A real promoter that Joey Cee ! You'vegot to hand it to Joey Cee . . . he's a realsurvivor. Joey has been a part of the Canadianentertainment business for a long, very longtime. He is currently having much success withhis latest endeavour, Hot Spots, a magazinethat's even hotter with the dance clubs. Joeyoffered his clients and fans a Shmooz-Cruise onLake Ontario early in June, a nice comfy pro-motion, and it was such a success, he hadanother one this past week aboard the EmpressOf Canada. A great party, good food and lots ofprizes and well organized by Joey and DerekMacrae. (EC: Joey knows how to throw aparty . . .I)

Slash Puppet adamant ontaking U.S. by stormSlash Puppet have been togetherapproximately three years and, in that shorttime, they've made quite an impression on theCanadian music scene. This independent hardrock band is now gearing towards a major re-cording deal with their sights set on a U.S. deal.

Comprised of singer Tony Dartanian,bassist Peet Dove, drummer Franklyn Wyles,and guitarists Lou Garscadden and BartBartoletti, they have proven themselves to beone of the stronger rock bands on the market.They were named Best Toronto Club Act at the1990 Toronto Music Awards. Their independ-ent demo cassette, The Demo, has now soldover 2,000 copies, primarily through word-of-mouth, and the track Slowdown has receivedimpressive airplay on college radio throughoutNorth America. The video to Slowdown is alsobecoming a club favourite. "I don't know howyou can dance to Slowdown," chucklesDartanian, "but they're doing it."

Dartanian and the band have recentlybeen showcasing their talent in the hopes oflanding that major deal. "Right now we're inthe process of being looked at and showcased,which is probably the most difficult process togo through at this stage in the game. You'reunder a great deal of scrutiny when you've gotthese people coming out," Dartanian stresses,adding, "It's just a matter of time beforesomeone comes up here and says 'I theseguys, let's do something with them'."

Being signed with Ray Danniels,President of SRO Management and AnthemRecords, gives the band a very positiveadvantage. "We're very excited about Ray.He's got some great connections," confidesDartanian. No matter who eventually picksthem up, Slash Puppet are firmed for release inCanada on Anthem and are gearing towardsrecording later this year. "We plan on being onAnthem with distribution by a major. It'sworked for Rush," adds Dartanian.

Teapot tempest . . . ? As all that posturingwas going on at the luxurious Sutton Place re-garding music acts entering the US, there weremany in the audience who knew that the newvisa rules had been stalled until April of 1992.They also knew there was really little chancethat the Bill would ever pass. The object of theexercise was really to show how difficult theUS can be, and how good they are at putting upbarriers. All this leads to the question of whenwill the matter of culture become part of freetrade? (EC: I still like the part about "businessvisas" for hockey teams like, the rest of us don'tconsider ourselves as being in a business . . . !)

Broadcasters should walk softly . . .

There are a few broadcasters who just mightfind themselves in difficulty if they move tooquickly on September 1st. Not with the CRTC,but with their listeners. (EC: You mean radiomight become interesting again . . . ?)

South of the border ... ! Forget Mexico! Wejust might see a major shift in command and lo-cation of a very big corporation. When theinitial shock subsides, watch out for the after-shocks. We may not recognize the Canadianrecord industry in five years. (EC: Hey! Ifthings got really bad - we could join Quebec!)

Quebec is for Quebecers .. . ! Well, that'swhat some Quebecers would have us believe.But watch for a movement, small to begin with,of Quebec recording artists, moving westward.You can sell a lot of records in Quebec, but youcan sell millions more in the rest of the world,en anglais! (EC: All it takes is one to make themove . . . !)

More radio changes . . . ? Watch for somevery drastic changes and cuts in radio, and itdoesn't have to do with Sept. 1st. I heard abouta radio time salesman, who had to unload hisPorsche and his downtown, handy, away -from -home condo. (EC: Life can be tough in the fastlane without a Porsche . . . !)

It's tough when you're on top . Decisions,decisions, decisions . .. and no one to turn to.What do you do when you have a hit single andthe rest of the album, which isn't even releaseddoesn't come close in sound? Do you fire yourproducer, the second one, and they don't comecheap these days . . . or collar another to see ifhe can make the album more "poppy"? Spice - pride of Barbadosreturns for 6th summerEvery summer, for the past six years, Canadianaudiences have been enjoying the calypso/pop/reggae sounds of Barbados' most popularband, Spice And Company. They considerCanada to be like a second home.

They were first introduced to Canada by afriend of the band who invited them to playLondon's Western University. From there itbecame a snowball effect. In fact, Spice AndCompany are so well received in Canada thatthey won the COCA (Canadian Organization ofCampus Activities) Award for top non -

recording act in 1986. They' were also namedBand Of The Year in Barbados five years in arow before declining the nomination in 1990,"so they could give it to some other band tryingto make a name for themselves," says leadvocalist/keyboardist Alan Sheppard.

Comprised of Sheppard, guitarist/vocalistDean Straker, bassist Roger Foster,percussionist Michael 'Smasher' Cadogan,drummer Maxie Taylor and Andre 'Vine'Woodvine on woodwinds, the group has beentogether for fifteen years. Straker, who is theson of Emile Straker, leader of The Merrymen,founded the group with Sheppard and Fosterwhile still in school.

He recalls, "It started off by Alan givingme a call and asking if I'd like to form a group.I said 'What do you play?'. He replied 'I don'tplay anything, I'm a singer' so I told him thatwas no good, that he had to play something. Hesaid 'OK, I'll call you back'. He called me backsaying 'I can play guitar now and I'm ready'."

They got together and what started out asa hobby has turned into a lifetime career."There's nothing else we'd rather do, so we'vestuck together," says Straker. "When you startthat young," adds Sheppard, "you don't startthe same way that someone who seriouslystudies music may start; going to university tostudy then replying to a newspaper ad for aposition in a group because you want to be in aband and you know what the business is goingto be like. When you're young like we were, wedidn't have a clue what we were getting into. Itwas just a driving desire."

Having recorded their first album whilestill in their teens, they now have nine albums totheir credit. As well, they've put a lot of timeand energy into recording songs for variouscharities such as the Barbados Cancer Society(Sad Love), The Children's DevelopmentCentre (Nobody Can Hurt Me Now) andUNICEF (Give Them Freedom). They recentlyreleased The First Fifteen, a compilation of alltheir best numbers and plans are in the worksfor another album.

Spice And Company recently wound uptwo months of touring by performing atToronto's Ontario Place Island Club for fournights. "I can't remember the last time we didmore than one night at a venue in Canada, sothis is nice for us," confides Straker.

They will be returning to Barbadosshortly to rest for a few weeks after which theywill set off on another hectic tour schedule ofperformances to the end of the year.

Ontario court judgement for Sunday retailerMarty Herzog owner of Tunes, a Toronto(North York) record store, was charged a fewmonths ago for opening his business on aSunday. Under the laws of Ontario, cassettesand CD's are considered "hardware" and arenot directly related to products used foreducational, recreational or amusementpuroses.

The Retail Business Holidays Actprovides exemptions to retailers if: The numberof persons engaged in the service of the publicdoes not exceed three (3) at any time, and if thetotal area used for the serving of the public isless than 2,400 sq ft.

These laws wouldn't be so hard to accept,but in the same plaza where Herzog's store islocated there is a drug store, a conveniencestore and a video store selling pre-recorded andblank cassettes and/or CD's. These stores havethe right to sell these products on Sundays.

In the words of Herzog, "This law is bla-tantly unfair and biased. It is legal to purchasean X-rated video, but is against the law topurchase the soundtrack to Walt Disney'sBambi on a Sunday from my store. By law, I donot provide product for education, recreationor amusement purposes."

RPM spoke with Herzog after he appearedin court on August 8, "Quite honestly," he says,"I expect the decision to be against me. Thejudge announced that if I were renting myproducts, I could legally stay open, but if I'mselling them I'm in violation of the law. So Iasked, what about book stores? He looked at meand asked, 'Are book stores allowed to beopen?"'

Doug Chappell, president of VirginRecords Canada, was asked to appear in courtas an expert witness. After Chappell gave abrief history of his thirty years in the musicindustry, the judge asked 'What business areyou in?'. Chappell was deemed not qualified as

an expert in the industry and was not allowed tospeak.

"He (Herzog) is being harassed," saysChappell, "He's being jerked around by thejustice system, if you can call it a justice sys-tem. Personally, I think they're all a bunch ofjerks. They're going to keep hammering him,but Marty won't stop." Herzog himself admitsthat if he is found guilty, he won't pay anyfines. "If our courts wish to jail me for trying toearn a living, then so be it," comments Herzog,"That's life in Ontario."

Herzog hasn't taken the judge'scomments lightly. He has put in motion a planto rent all his product on Sundays. Theconditions of the rental, however may beslightly questionable. The rental agreement'states that consumers can take possession of theproduct for a period of fifty years. If the productis not returned after this time, the consumerowes a total of one Canadian penny. "What'sthe definition of rent?," asks Herzog, "You takesomething for a given price and return it by acertain date or else you owe a pre -determinedfee."

Herzog was to appear in court August 15for the judge's decision.

As we go to press, it was learned thatMarty Herzog was fined $6,000 for sellingmusic on Sundays. Provincial Court JudgeCarter announced his final verdict, findingHerzog's Tunes Music Store guilty of conduct-ing business on Sundays.

The fine of $1,000.00 per conviction, withsix convictions upheld; $6,000.00 total.

Outside the courtroom, Herzog noted, "Ifound it very ironic, this same Judge let a drugdealer go free last week because of a technical-ity, and a man with a break and enter, and priorconvictions, was fined $150.00, the cost ofreparing the window." He concludes with, "I'mguilty of letting people shop in my store andfined $6,000.00

The list keeps growing .. ! Bryan Adams'(Everything I Do) I Do It For You has onceagain increased its already massive lead overall other songs. Look for it to remain at the topfor a couple more weeks at least. Over the pasttwo weeks, I've posted some of the stations thathave listed the song at No. 1, other stations todo so include: C-100 Halifax, CKOI Montreal,CFIX Chicoutimi, FM 93 Quebec City, Q-94Winnipeg, CHCL Medley, and LG73Vancouver.

Not much 'Love' jn the 80's. The Boomers'Love You Too Much has the third highest entryon the Hit Tracks chart at No. 85. It brings to sixthe number of songs that begin with the wordLove. Compare that to one year ago when therewere no such songs. Only nine songs beginningwith that word have ever reached No. 1, the lastbeing Janet Jackson's Love Will Never Do(Without You) earlier this year. Name the songprior to that one to do it? Hint: you have to goall the way back to the dreaded year of 1979.

Remember the Four Lads? Maybe therejust aren't many names left for bands any more.While looking over the chart of Toronto'sCFNY, I noticed the following names forartists: Meat Puppets, Carter The UnstoppableSex Machine, Ned's Atomic Dustbin,Smashing Pumpkins, New Fast AutomaticDaffodils, and winner for best new name of1991 . . . 1000 Homo DJ's!

Off and running . . . Although Metallica'sself -titled album didn't have much time at retailthis week, it still manages to debut at No. 18.With a full week on the racks, it seems likely tohit the Top Ten next week.

Tough at the top. The only change at the topof the Albums chart is a reversal of positionsbetween Tom Petty and R.E.M. For the pastthree weeks, the same albums have held theTop Five spots. The Robin Hood soundtrackappears ready to crack into that area though asit bullets to No. 6.

Boys will be boyz. The only new entry on theDance chart this week is Now That We FoundLove from Heavy D & the Boyz. Now don'tdon't confuse it with any tracks from the BoyzIn The Hood soundtrack or anything from BoyzII Men. Apparently, thiz iz the newezt trend inthe muzic buzinezz!

You remember Disco? Before JanetJackson's Love Will Never Do (Without You)did it earlier this year, the last song beginningwith the word 'Love' to reach No. 1 was the BeeGees' Love You Inside Out in June of 1979.

Power Hour. The band jokes, in their bestRutles impersonation, that part of their initialsuccess is due to "our tight trousers."

Presently, the band is feeling verypositive about their future but, as RPM foundout in a recent interview with singer Harold'Harry' Hess and guitarist Pete Lesperance, themembers have had an impressive history.Joining Hess and Lesperance is bassist MikeGionet and drummer Darren Smith. The quartethas been together for over three years with Hessbeing hailed as the founding member. Hess, in'fact, was already a recording star when he metthe other guys in the band. At seventeen he wasa member of Blind Vengeance, which wassigned to Attic Records. "You know how wellwe did because you've heard of us, right?"jokes Hess. "They went Cardboard," laughsLesperance.

Lesperance has also been playing foryears, having first hit the road at age fifteen totour with a metal band, opening for Anvil.Gionet and Smith also have years of

France's famed Archaosto play Toronto's CNEArchaos, the revolutionary theatre companyfrom France, which claims to be a circus, but isa far cry from the conventional ringmaster,horses and clowns usually associated with thebig top, will play Toronto's CNE Stadium.

Archaos replaces the norm with smashedcars, chainsaws, trucks, motorcycle stunts,corrugated metal armour and sparks.

The history of Archaos dates back to1975, when a band of circus performersgrouped together to return to the original styleof the circus. For eleven years they travelled,throughout France and Italy under the name ofCircus Bidon. Twenty five horses pulled ninegypsy caravans from village to village. In ashort period the cavalcade became one of themost popular circuses in Europe.

Eventually, time caught up with thetroupe and they decided to bypass the presentand move directly into the future. Caravanswere changed to trailers and the name toArchaos Cirque De Caractere. The circus nowboasts performers and crew from Europe,North Africa and Brazil.

Archaos has been described as "a

sci-fi cyber-punk nightmare", "exhilaratinglybizarre", "entirely terrifying", "wildly amus-ing", "slightly dangerous", "separate andsubversive strands of eighties youth culture","Mad Max" and "not for the faint of heart".

Broken bones, fractures and sprains arecommon among Archaos performers. As a re-sult, the show changes from night to night withthe addition of new performers, most of whomcome from the crew. Although no membershave ever suffered fatal injuries during a per-formance, it was reported that a member of theaudience in Marseilles, France suffered a fatalheart attack when a trapeze rigging collapsed inmid -act. Statistics prove that each member canexpect at least three broken bones and multiplefractures in one season.

experience; Smith played with Hess in BlindVengeance and Gionet paid his dues playing alltypes of formats, even polka. All four are multi-faceted musicians, as is evident on their debut.

From the moment the unit got together,they spent much of their time honing theirwriting skills as well as doing plenty of legwork performing in the clubs. In 1990, the bandfinished second overall in Q107's (Toronto)Homegrown contest. This led to negotiationswith Warner Music Canada who signed them inDecember of that year. Ironically, Hess hadbeen involved with Warner Music earlier in hiscareer, as an employee in the warehouse. "I wasonly there a week," he laughs, "I couldn't getup that early in the morning."

The band spent approximately threemonths recording the album. The bed trackswere laid down at Toronto's SoundsInterchange and all the vocals and overdubs atHess' home in Newcastle, Ontario. "I've got atwenty four track studio and it's actually in acabin," boasts Hess, "so we saved ourselves alot of money doing it that way." Hess andLesperance co -produced the album with KevinDoyle who has worked with Hall & Oates,Allanah Myles and Glenn Gould. "He wasgreat," says Lesperance, "he really helped adda lot to the arrangements."

Hess, who considers himself a songwriterbefore anything else, admits to writingprimarily love songs and says, "It's justsomething everyone can relate to. We try anddo them as interestingly as we can and in thebest that we can present them, but they'rebasically love songs." The guys collaboratedwith some heavyweight writers for this project,namely Christopher Ward, Dean McTaggart(The Arrows) and Ray Coburn (keyboardist forHoneymoon Suite), who also played keyboardson the session.

Warner Music has expressed very highhopes for this band and is 100 percent behindthem, which is, as Hess says, "the main reasonwe went with Warner. They were so excitedabout the project. That's the most importantthing about putting out a record; getting itsomewhere after that. They're a great label andthey haven't forced their opinions on us at all.We did the record we wanted. They've beenreally cool about everything."

Harem Scarem is firmed for performancesat Toronto's Rock ' n' Roll Heaven (August 30)and the CNE Molson Tent (31)

Cajun music is finally out of the closet,thanks to Beausoleil perhaps thegreatest moving force for this highlyenergized music form. Michael Doucet,founder of the band, co -produced thealbum with Carter Al Tharp. Doucet has

shifted the band away from electricguitars and rock 'n roll, coming full circleto its more traditional sound, "but It's alive tradition," says Doucet, "We don'twant to be known as a band that neverchanges. This Is living music, and thisrecord reflects that. We use originalideas but It all touches on the psyche of

our people, the Acadians." The proof ofwhat he says is illustrated here, twelvetimes. By the way, that's Beausoleilbacking Mary -Chapin Carpenter on hercurrent charter, Down At The Twist &Shout. Mule Bone is currently running onBroadway, a 1930 collaborationbetween poet Langston Hughes andfolklorist/novelist Zora Neale Hurston.Rather than use old blues standards,Taj Mahal, who has been on the leadingedge of black folk and roots music formore than 30 years, wascommissioned to put together themusic for a '90s approach. His onlyrestriction; to accompany and augmentthe poetry of poet Hughes. Mahalobviously took more than a littlecreative licence, fusing his own brandof soul into a musical blues picture thatis funked up with reggae, bluegrass,rock and folk. Mahal wrote ten tracksthat serve as integral parts of the play,but also stand alone as accessibleoriginals. Six of the tracks conform withthe lyrics as set down by Hughes. Ofparticuarly Interest is Shake ThatThing, a blues standard from thetwenties written by "Poppa' CharlieJackson. Jimmy Vaughn may be gone but thathasn't stopped The FabulousThunderbirds from rockin' the houseone bit. This is their fourth album forEpic and it is quite simply an amazingalbum. Vaughn is replaced on thisalbum by two guitarists, Duke Robillardand Kid Bangham, who fill out the tuneswhile bringing their distinct styles to the

already potent T -Bird sound. Thisalbum has something for everyone,from bopping shuffles and funkygrooves to dirty Texas blues numbers.The production kudos go to SteveJordan who also adds guitar,percussion and backing vocals. TwistOf The Knife, the opening number andfirst single, is a gritty, cool track that Isbound to do well at AOR with crossoverpotential for CHR. The most important ingredient for a jazzrecording is experience, and althoughElmes is still comparitively new (earlyeighties) he has obviously acquired aninner feel for this much maligned musicform. Elmes has the creme de la cremeof Canadian jazz sitting in on hisproduction which he recorded atToronto's Jazz Partners Studio. This Isstraight ahead, simply layered andpurely entertaining jazz. Elmes and hisplayers don't wander into the unknown,which adds to the album's appeal.Elmes sheer writing genius aside, thealbum will gain its major thrust throughthe professionalism of the sessionplayers; Ed Bickert (guitar), Alex Dean(flute), Terry Lukiwski (trombone),Mike Murley (saxophones), KevinTurcotte (trumpet, flugelhorn), JimVivian (bass), Steve Wallace (bass),and Gary Williamson (piano). Elmesgained much of his knowledge byperforming with Dizzy Gillespie, TheMike Murley Quartet, The Moe KoffmanQuintet as well as co -leading TimeWarp since its inception. CRTC ruling sparks fear among jazz enthusiastsEffective September 1st, 1991, radiobroadcasters will no longer be required to

program specialized music formats presentlyrequired under their Promise Of Performancecommitment. Jazz, classical, folk, blues, newage, spoken word, among others, fell under theCRTC's Category 6 which dealt with

specialized programming. Only FM stationswill be affected by the CRTC's new regulationswhich replaces Category 6 with Category 3.Depending on the individual station's licence itwill be possible for many stations to eliminateblock programming at their own discretion.

Quality's TV packagecovers rock to countryThe August release of seven TV targeted salespackages from Quality Special Products coversa wide variety of country, pop, dance and rocktitles. The release is timely in view of theincreased interest in catalogue type product,which is made easy by Quality through itsspecial television campaign.

For the dance market, Dance Mix '91features the Cancon 12" club mix of The WorldJust Keeps On Turning by Candi And TheBackbeat, along with M.C. Hammer's 7" mix ofPray, Vanilla Ice's club mix of Ice Ice Baby andEnigma's album version of Sadeness.

A good representation of Canadianrockers (seven out of sixteen tracks) areconained on Rock Trax; I Think I Love YouToo Much by The Jeff Healey Band, Gowan'sLost Brotherhood, T Is For Trouble by ColinJames, Two Girls In One by Pursuit OfHappiness, Haywire's Taken The Pain, Jack DeKeyzer's That's The Way, and Life Could BeWorse by Barney Bentall & The LegendaryHearts. Also included are Poison's SomethingTo Believe In and Bad Company's Holy Water.

Essentially, what this amounts to is thatstations will no longer have to support suchalternative formats as jazz music, which hasgiven industry people cause to worry. It boilsdown to dollars and cents and alternative radioisn't thought of as a big draw.

Bill King, a Toronto area writer, on -airpersonality and musician, recently expressedconcern over the matter. His syndicatedprogram, The Jazz Report, has been droppedfrom all but one of the sixteen radio stations onwhich it was featured, the exception beingCKFM in Toronto. "Nobody likes to be toldwhat to play," says King, "and I sympathizewith programmers. It's a log jam on both sidesbut I think it's a shame that this type of format(jazz) will suffer the most," He adds, "Thattime on radio is gone." King's show was on theair for over two years, and for that he says he'svery thankful. "I cry no sour grapes. They'vebeen great to me for two and a half years." Hedoes, however, point blame at the recordcompanies, asking, "Where have they been?"

These types of programs have been verybeneficial in exposing many artists, bothCanadian and foreign, to Canadian audiences.King feels it will be the artists who will sufferthe most.

Peter Budge, of the jazz/new age label,Mesa/Blue Moon, couldn't agree more. "I

Also, these purveyors of jumpin' Jewishroots music will be performing in England,Holland and Switerland in the fall beforemaking their way back to Toronto. On October31st, they will showcase at the Ontario Contact,which is organized by The Ontario Arts Councilat The Ryerson Theatre for concertprogrammers from around Ontario and Canada.

For those unfamiliar with Klezmer, it isJewish roots music, also called Jewish Jazz,and is known for its pulsating rhythms,beautiful melodies and wild improvisations. Itis festive music that is often associated withweddings and bar mitzvahs. Its origins areEastern European, concentratedgeographically from Moldovia throughRomania, Bulgaria, Hungary, Yugoslavia,Greece and Turkey. Also influenced by rootsmusic of non-Jewish populations, Klezmermade its way to North America with the wavesof Jewish immigration in the early part of thecentury where it was further influenced byAfrican -American jazz music.

The Flying Bulgar Klezmer Band startedin '87 simply to play at a friend's wedding andhave been going strong ever since. The bandconsists of David Buchbinder (trumpets,arranger, band -leader), Anne Lederman(violin), Martin Van De Ven (clarinets), LauraCesar (bass), Allan Merovitz (vocals,percussion), John Lennard (drums) and

Evelyne Datl (piano, accordian).

don't think it's a good idea that these stationsare doing this in a knee-jerk reaction," Budgetold RPM. "Jazz artists, God love 'em, workharder and travel harder and have spent moreyears trying to get recognition than the 'big -haired bands' that are instant stars overnight.Now they have nowhere to go and I'll tell you,they'll go to the States," Budge assures.

Lloyd Nishimura, Manager, Music &Tape Division, Denon Canada Inc., has alreadybeen told by some radio programmers not tobother servicing them with his jazz product.What worries him is a possible snowball effect."Stations that may have considered keepingtheir jazz shows will see that other stations aredropping theirs and they'll do the same," hesays. "The problem," he continues, "is that thealternative music industry is a weak industry atbest. For example, with the jazz industry thereare only a certain number of radio stations thatsupport jazz music. But at the same time,people are able to make some a living andthey're able to make records because there issome sort of radio outlet for them. Sure, it wasall ghettoized to Sunday mornings or evenings,but now they're eliminating all that, too. With-out a regular outlet for this type of music,you're missing one of the key components ofthe industry."

Take away one of the older forms ofpopular music, and you may be taking awaypeople's livelihoods warns Nishimura."You've got people who've put their ownmoney into recording and there are recordcompanies that will distribute the product andretailers who will sell it. If we have radiostations that refuse to play any of it, well, theentire industry is at risk," he says.

Jazz music will now fall under Category 2and 3 in the CRTC's new regulations. Category2 only considers two styles of jazz; rock jazzand jazz in a pop format, for example Kenny G.Traditional jazz, Dixieland and swing fallunder Category 3 but not all stations will berequired to commit to this category comeSeptember 1st.

It remains to be seen as to what willhappen to specialized formats but there's nodoubt radio in Canada is gearing towardsmassive change, both good and bad. "The roleof the CRTC is to make sure the public is well -served by the radio stations. By de -regulatingthe radio stations, it may be good for some ofthe stations, but it's not necessarily a goodthing for the Canadian public," concludesNishimura. "I just hope programmers willprogram for their communities and theirlisteners and not for their wallets," adds Budge.

CFRB flagship stationfor Canada Cup HockeyToronto's CFRB will be the flagship station forthe coast -to -coast radio broadcast of the Can-ada Cup Hockey Games. The station's RonHew at, who has done play-by-play for CnaadaCup since the inception of the games in 1976,will resume his familiar role. CFRB's SportsDirector, Bill Stephenson will host the broad-casts with former Maple Leaf Captail DarrylSittler who will act as colour commentator.

The games will run from Aug. 31 throughSept. 18.

Justin Entertainment has signed ClintonGregory to a Canadian distribution deal. Hisalbum, If It Weren't For Country Music, I'd GoCrazy, will be released in Canada shortly. Thealbum has already sold more than 150,000copies in the US through independent distribu-tion on Step One Records which is owned byNashville producer Ray Pennington. The titletrack, taken as a single, made impressive movesup US trade charts earlier this year. Gregory hasbeen firmed for an appearance on the TommyHunter show. The date will be announced later.

Dieter Boehme will shortly be on release witha cassette single titled Shoppin' In The U.S.A.,a timely release in view of the current contro-versy over cross -border shopping. The singlewas produced by Randall Cousins at Hamil-ton's Grant Avenue Studio. This track will beincluded on Boehme's upcoming album, Bor-der Defenses. He is presently gaining goodplaylistings with Please Come Home, a trackincluded on Roto Noto's Out To Launch CDcompilation.

ATI's artists shine withcountry nominationsToronto -based Independent label, ATIRecords, has taken a major chunk of nomina-tions for this year's ARIA country awards, witha predominantly Calgary -laced roster. Thelabel has 15 acts nominated out of a possible 52of the Alberta awards.

The ATI roster boasts releases by DickDamron, Tom Cole, Bill Blayney, Myrol &Myrol and Karen Cunningham, all of whomwere nominated. Also nominated is MonkikaWith A "K" Vetter, who is scheduled for a fallrelease on ATI.

Nominated in the category of AlbertaEntertainer are Tom Cole, Dick Damron andMonika with A "K". In the Alberta Male Vocal-ist catergory, Dick Damron and Bill Blayneyreceived the nod. Godard, who heads uphis own Bookshop label, has established him-self in Nashville as both a songwriter and pro-ducer, and is nominated for a CCMA award thisyear in the Producer category. Fricke's single,'released on the Intersound International label,was taken from her upcoming self -titled album.

Native rockers Kastin firmFlorent Vollant and Claude McKenzie, betterknown as Kashtin, are currently preparing theirsecond album which is geared to a fall release.Their self -titled debut album is still active withover 200,000 units sold worldwide to date.

Kashtin, which is the Innu word fortornado, hail from an Indian reserve near Sept-Iles, Quebec and sing in their native language,Innu. This is the language spoken byapproximately 10,000 people in the world; thesurviving members of the Montagnais nation.

Friends for over ten years, the two metwhile playing cover songs in separate bandsaround their reserve. McKenzie came to seeVollant play at a gymnasium and, after theshow, he was asked to join the band as the bassplayer. They performed together in the band fortwo years until internal disagreements broughtan end to the group. "There were too manychiefs and not enough Indians," jokes Vollant.

McKenzie went off to Montreal for a shortperiod of time, but a year later returned to thereserve where he hooked up with Vollant. Theydecided to form a new group and Kashtin wasborn.

Gradually, their songs moved from beingperformed in English and French to Innu, theirnative tongue. The pair then released a tape,"for friends and family" says Vollant, thateventually began selling at their shows at vari-ous reserves. This led to interest from outsidethe reserves, interest that at first intimidatedKashtin. "We were happy with the way thingswere going. We had been the kings of the nativetours and were quite happy just playing tofriends. We were afraid to get bigger and leaveour families and our good times," says Vollant.

After being featured on a televisiondocumentary about native reserves, Kashtinwas approached about a recording deal and,after taking some time to think about it, decided"OK, maybe it's time." It appears they made theright choice as they are now making their livingby performing. "I don't want to say it's a job,"says Vollant, "but if it is a job, it's a real goodone." Signed to the Trans -Canada label, theyhave performed all across Canada and much ofEurope to rave reviews. In three short monthsfollowing their first release, they had sold over100,000 copies. "Our people love our albumand are very proud of us." boasts Vollant.

More recently, Kashtin performed at the16th Annual Festival Of Friends, in Hamilton.
