“At the outset, I wish to congratulate Sheikh Ahmad Al-Abdullah, KPC Chairman and Oil Minister for holding the ministry’s portfolio. Also I congratulate him for the priceless confidence placed in him by H.H. the Amir, H.H. the Crown Prince and H.H. the Premier. May God protect them. I pray that Sheikh Ahmad Al-Abdullah will be the best successor to take up the oil sector leadership to the highest levels.

In the context of oil sector development, KPC recently launched Phase 2 of KPC/subsidiaries Enterprise Risk Management (ERM) program. The ERM program comprises general ERM policy, structure and instructions. The success of ERM depends, in general, on oil sector employee support and, in particular, on subsidiary follow-up while improving their practical capabilities.

These factors, taken together, will enable decision-makers to use specific criteria in connection with (1) capital expenses, (2) priority for operational development processes, (3) supporting appropriate structural mechanisms in KPC/subsidiaries especially in protecting the environment, and (4) giving decision-makers the opportunity in oil companies to analyze and evaluate the operational process chain and how its parts influence each other.

Thus, we invite you to participate effectively in the ERM program. It is our goal and our dream to develop leading-edge international stature for KPC/subsidiaries while, at the same time, to counter any threats or difficulties which may obstruct the sector’s future development.”

Parliamentary News Bulletin ServiceSheikh Talal Al-Khalid Al-Sabah, KPC MD Governmen-tal, parliamentary, Public & Media Relations leads the accomplishment of media mission including diverse news services that keep readers up-to-date on the latest political developments in Kuwait.

To provide these targeted news services, the Govern-ment & Parliamentary de-partment recently launched a news bulletin service about

Kuwait’s parliamentary ses-sions especially information and news concerning the oil sector. This e-mail based news service provides KPC employees with reliable timely updates on these ses-sions.

Bin Salama opening the fair

On 1 February 2009, Eng. Nabil Bin Salama, Kuwait’s Communications, Water and Electricity Minister opened the 28th I.T., Telecom and Inte-grated Solutions Fair (Info-Connect and Info-Biz) at the International Fair Ground, Mishrif, Kuwait.

Under KPC sponsorship, 22 governmental bodies as well as 70 local and international companies took part - all un-der one roof - to present the latest I.T. techniques and solu-tions to a large audience. Bin Salama indicated that “Ku-wait had passed neighboring countries in this field.”

He announced that his minis-try had recently completed a law concerning the Commu-nication Organization Author-ity which will be presented to the legislature for approval.

Bin Salama pointed out: “There is a necessity for fur-ther coordination between the private and governmental sectors. Currently the Ministry of Communication is plan-ning to open up Kuwait’s in-ternet market to competition which will allow specialized

vehicles and devices to im-prove internet frequencies, which, in turn, will develop new client services. To in-crease market competitive-ness and open the market to new companies will put an end to the current monopo-ly.”

KPC held an introductory lec-ture for recently appointed employees from 9-11 February 2009 which provided insights into KPC’s different depart-ments and administrative sec-tions.

Representatives from several departments participated in the lectures including Planning and Career Development, Hu-man Resources, Strategic Plan-ning, Marketing Research, In-vestment, Finance, Marine and Compensation Departments. Representatives gave compre-

hensive presentations related to their different department achievements as well as both current and future projects and studies.

Department representatives clarified how KPC plans to enhance its Human Re-sources base to create a competent innovative staff including its plans to con-tract out training services with experienced consul-tancy firms to develop em-ployee knowledge in differ-ent domains.

The clauses of the contract in-clude (1) Applying best prac-tices in executive procedures to match KPC’s mission and vision; (2) Gauging depart-mental performance that fo-cus on HR issues; and (3) Rec-ommending necessary steps to raise HR competencies.

To this end, KPC Administrative and Financial Affairs as well as Training and Career De-velopment recently signed a consultancy contract with Ernest & Young on Tuesday, 10 February 2009. The con-tract, which complies with KPC’s strategic partner prin-ciples, will reexamine the central role that human re-sources play in the wider Ad-ministrative Affair’s group as well as the Training and Ca-reer Development sector.

KPC organizes HR meetingOn 5 February 2009, KPC Ad-ministrative and Financial Af-fairs department organized the 3rd annual oil sector hu-man resources meeting at PIC.

50 employees drawn from KPC’s human resources-relat-ed departments participated in two different symposiums that focused on HR future projects in the oil sector and

the latest scientific and practi-cal developments in this area.

Begun in 2006, Enterprise Risk Management (ERM) is a vital project KPC implemented to enhance its international stature. The appli-cation of ERM assures KPC and Kuwait’s oil leaders that they keep pace with the latest technologies, maximize HR opportunities and target pioneering activities in the indus-try.

Because of the project’s importance, KPC News met with two directors to gain more in-depth understanding of its major role.

Badir Al-Shumaimri, ERM Manager said: “As we know, there are many benefits for KPC to imple-ment ERM: we can only highlight some of them.”

on the 8-step KPC ERM Process and Guidelines – currently KPC is rolling out this extensive training pro-gram concerning the rest of the business functions in the corporate head of-fice. OSSC ERM imple-mentation has also been included within the wider ERM umbrella.”

• Othermilestonesinclude:

- KNPC & KGOC completion of ERM Project in Decem-ber 2008;

- Quantifying two major business risks, which are “Gas Plant Interruption” & “Consequences of Delay in Clean Fuel Project”, and presenting the findings to the KPC-Risk Operating Committee; and

- KPC and its subsidiaries allocated/identified KPC risks ‘above tolerance’ (Risk Index) regarding the Key Performance Measures in December 2008.

He explained the ERM fu-ture plans: “KPC and sub-sidiaries are committed to treat and mitigate KPC risks ‘above tolerance’ (Risk In-dex) no later than April 2010. In April 2009, KPC-IM will quantify two of KPC’s risk index (by March 30, 2009) namely: “Sup-

ply Interruption” & “Price Volatility risks.”

Iman Al-Gharabally, ERM Team Leader explained more: “By April 2009, our first quarter of the fiscal year, all KPC subsid-iaries will complete their ERM projects and we move into a full-fledged ERM Program. It has been a difficult journey but a worth-while challenge.”

She commented: “It is always easier to outline idealistic con-cepts and internationally-re-nowned business methods as a plan. The real challenge is to sustain this momentum, and the true measure of success is for the concept to prove it-self.”

“On 10 February 2009, KPC & subsidiaries ERM units and representatives met for the first time in one venue:

- Sharing and integrating ERM applications;

- Reporting and viewing ERM overall progress at the K-companies;

- Viewing various ERM meth-ods now underway;

- Discussing ERM best practic-es with the goal for possible applications within Kuwait’s oil sector; and

- Assisting in highlighting key risks to the KPC Risk Oper-ating Committee or ERM initiatives taken by KPC and subsidiaries.

A monthly agenda establishes an interactive and methodical arena for the wider ERM com-munity within KPC and its sis-ter companies.”

As for future plans, she added: “With time, it is our ambition that this initiative will include Joint Ventures. Our current goal is to fulfill our KPC Risk Man-agement vision and mission, which states: ‘To create a Risk Management Forum of Excel-lence within KPC that actively supports and assists the various KPC businesses in developing and implementing best prac-tice processes and procedures. Achieving this initiative will ensure KPC becomes a leader in risk management for the re-gion, and is respected by the wider industry and markets alike’.”

Al-Nouri honors winners of HSE Improvement contestKPC senior management continues to focus on how KPC employees relate to the HSE manage-ment project. In a step that reflects their on-go-ing concern, Jamal Al-Nouri, KPC MD Planning and HSE High Committee member recently honored winners of the best creative sugges-tions for the HSE Improvement contest.

On behalf of KPC’s senior management, Al-Nouri thanked everyone for their enthusiastic participation and singled out the winners for their creative time and effort.

Fadil Al-Ali, KPC Health and Safety Manager commented: “In choosing the winners, we set high standards. All new ideas were authentic, innovative, and easily adapted to meet clear positive results.”

This kind of contest is another important HSE High Committee benchmark in developing a new HSE culture and deeper employee involve-ment at KPC.

On 2 Febreuary 2009, Dr. Naji Al-Mutairi, KISR General Man-ager opened the 4th joint envi-ronment symposium between KISR and the Japan Coopera-tion Center, Petroleum (JCCP) under the theme ‘Water Re-sources in the GCC Countries and Environmental Challenges’.

H.E. Masatoshi Moto, the Japa-nese Ambassador to Kuwait at-tended the opening ceremony together with Masataka Sasi, JCCP CEO and Jamal Al-Nouri, KPC MD Planning who thanked KPC for the pivotal role it plays in environmental and energy is-sues.

In his address, Al-Nouri re-marked: “To safeguard water resources, it is necessary to raise public awareness as well as ex-ecute environmental policies

and programs. KNPC continues to make significant environ-mental achievements such as decreasing gas flaring and gas refinery costs. In addition KNPC has taken first place in two im-portant environmental awards across the wider region.”

The 2-day symposium, which brought together a number of key scientists, environmentalists and water specialists from Ja-

pan and the GCC countries, fo-cused on using renewable en-ergy to process and desalinate water, clean energy projects, water resources protection/ management, and the wider oil/gas industry. A number of scientific papers were presented including the main environmen-tal paper on Japan’s efforts to decrease global warming pre-sented by Professor Kikawa.

First, what are the depart-ment’s responsibilities?

The Financial Reports Consolida-tion Department is one of KPC’s most vital and important divisions. It shoulders the responsibility to prepare actual and estimated fi-nancial data for KPC/subsidiaries in Kuwait, and abroad.

The department is divided into two subdivisions, namely Budgets Consolidation and Accounts Con-solidation. The former duties are:

• PreparingKPC/subsidiariesop-erational consolidated budget on time.

• PreparingamonthlyKPC/sub-sidiaries report to present it to KPC’s senior management. It includes the corresponding month’s results as well as com-paring it to the preset budget. It includes reasons for differ-ences between estimated and actual results.

• Producing a quarter-yearlyreport which comprises ac-tual consolidated outcomes as compared to the budget. It explains the main work ac-tivities in detail. This report is presented to KPC’s senior

management, the Supreme Petroleum Council as well as external sides (according to Kuwaiti law) such as the Oil/Fi-nance Ministries.

• Preparing KPC/subsidiaries fi-nal financial statement at the end of the fiscal year on the same basis the approved op-erational consolidated budget followed.

As for the Accounts Consolidation Section, the following responsibil-ities are central:

• Preparing consolidated finan-cial data for KPC/subsidiaries as well as their final statement in line with International Ac-counting Standards (IAS).

• Computing KPC/subsidiarieslosses and profits, and prepar-ing their overall consolidated budget.

Second, what are your person-al duties within the depart-ment?

My personal responsibilities in-clude taking part in preparing and supervising KPC/subsidiaries operational consolidated budget as well as monthly/quarter yearly reports. I answer inquiries from

external parties regarding the operational budget. Moreover, whenever monthly and quarterly yearly reports are prepared, I par-ticipate in analyzing the main dif-ferences between actual and esti-mated results.

Third, what are the major chal-lenges you face at work?

Time is a real factor in our depart-ment. At certain times when we have almost completed every-thing, we are asked to change certain budget financial/opera-tional assumptions in light of pre-set due dates to introduce these data to external sides.

Finally how do you overcome these challenges?

Organization and team spirit are the department’s best weapons to meet such difficulties: roles and duties are assigned collaboratively where friendship (rather than colleagiallity) prevails. Trust and respect are the backbone of this coalition in order that information and data flow in our department runs smoothly and effectively.

As a team, we always seek to meet our goals on time. We deal positively with any challenge, no matter how small it is. All this is sustained with a complete trust in God and our ability to tackle any challenges that lie ahead.

KPC News met recently with Khalid Al-Sumairi, KPC Con-solidation & Group Reporting Senior Analyst to shed light on the department’s duties.

Oil Stockpiles

Reservoir engineering special-ists define several types of oil reserves following different cri-teria.

1. Reservoir Energy Re-source

A. Initial Reserve

Producible oil size by the im-pact of naturally repelling forc-es which are represented in oil-dissolved gases (self repelling), original gas (intervening cover) and crude-carrying rock repels. Crude-carrying rock repels are caused by decreasing reservoir inner pressure. Sometimes, pumps are used to extract oil from the reservoir.

B. Secondary Reserve

Producible oil size by adding exterior power to compensate for decreasing reservoir inner pressure caused by continuous production. This includes pro-duced gas injection and chemi-cally-processed water injection, which helps to increase total reserve and production rates.

C. Enhanced Reserve

Producible oil size using non-conventional energy resources such as chemicals that reduce

oil/rock adhesion. This reserve cannot be produced through secondary or initial reserve ex-traction methods.

2. Certainty Levels

A. Certain reserve includes

- Certain amounts to be ex-tracted from drilled oils in relationship to specific geo-logical data.

- Certain amounts to be ex-tracted from fields where oil/gas existence is proved but was not yet produced.

- Certain amounts already ex-tracted from explored fields where secondary produc-tion methods are applied.

B. Uncertain reserves com-prise:

- Reserves expected from certain outside reserve re-gions.

- Reserves that can be ex-tracted but with low finan-cial efficiency.

- Reserves that can be ex-tracted by applying sec-ondary production means or non-conventional power resources. Generally, uncer-

tain reserves are not listed in official company reports.

Furthermore, uncertain reserves are divided:

- Potential reserves: oil/gas amounts expected to exist near areas where oil has been found, or amounts that can be extracted using secondary methods.

- Possible reserves: amounts expected to be produced from drilled oils that have not been tested by the ap-plication of unconventional energies.

3. Extent of Reservoir De-velopment:

Development operations are executed only on reservoirs of certain reserves. Categories in-clude:

- Developed certain reserves: extracted from drilled wells using current operational methods.

- Undeveloped certain reserves: reserves to be extracted from wells in undeveloped areas, or from wells that need addi-tional investment to increase their depths.

In our previous issue, we introduced the wider concept of oil reserves to our readers. Today, in this issue, we will discuss the kinds of oil reserves that exist.

Ginger was mentioned in the Holy Quran as Allah described heavenly residents: “And they will be given to drink there of a cup mixed with

ginger” (verse 17-Man).

More than 2000 years ago, the Chinese used the gin-ger root for medicinal pur-

poses. Both kinds of ginger root -- yellowish or dark beige

is grown in vast quantities in Chi-na, India (al-kofof), Pakistan and the Caribbean island of Jamaica. Jamaican ginger is considered to be the highest quality available to-day.

What distinguishes ginger from other food we eat is that it has a distinctive special aroma combined with a sharp taste.

Ginger’s benefits include:

1. Ginger can treat stomach dis-orders as it prevents nausea and stops diarrhea. It has been report-ed to stop the spread of cancer cells. Ginger is used widely across

Europe to treat colds, headaches and nasal congestion as well as fe-male monthly contractions.

Ginger’s effectiveness stems from volatile oils (gingerols and shogaols) which give ginger its dis-tinctive taste. These oils assist the human body to produce digestive juices that neutralize gastric acids which cause sickness. Ginger has also been reported to stimulate memory.

• Nervous tension, insomnia andanxiety

March is the third month of the Gregorian calendar and

one of seven Gregorian months. March has 31 days, and

in the Mediterranean Levant, it is called March (Athar).

The origins of its name come from Babylon (a-ad-ur)

where this month was dedicated to the father of gods,

Ashur.

In ancient Rome, the month of March was called Mari-

tius in tribute to the Roman war god. If a war broke out

during this time, the ancient Romans believed it brought

good luck for it.

The first month of the Roman calendar was the month of

March: winter months such as January and February were

not included. It was the Roman emperor Julius Caesar

who began the Julian calendar that is the January calen-

dar, in 45 B.C. March was considered the first month of

the new year in many different countries. For instance, in

1564 France first considered January to be the beginning

of the new year’s calendar whereas Great Britain contin-

ued to use March 25 as the first day of the new year until

1752 when the Gregorian calendar was adopted.

March is called Mart in the Netherlands, Marts in Ger-

many, Mars in France and March in the Levant (Athar).
