Certainly, the political escalation has renewed and instigated fears over a shortage in oil supplies. At the same time, fears, which have been caused by the humanitarian catastrophe of Fukuchema and tsunami northeast of Japan, increased over the possibility of providing safety and security of using nuclear energy which is considered a safe alternate for oil.Unequivocally, the long-term various anticipations about oil industry indicate that the entire world will depend on oil for long decades under the tangible shortage of providing alternatives which the big industrial countries rely on widely and economically. This consequently will fortify the status of the producing and exporting oil countries. However, these anticipations come at a time in which the incessant events in the Arab region necessitate renewing the infinite obligation epitomized in seeking seriously and constantly to meet the international markets’ needs from oil besides accomplishing investment projects to meet the world’s future needs from oil.In the same context, numerous conferences, forums and workshops are held in order to bolster the constructive dialogue between the producing and consumer countries of oil so that they cooperate positively to stabilize oil markets all over the world.Consequently, a covenant was signed two months ago roughly to reinforce dialogue between the producers and consumers during the celebration which International Energy Forum held recently to mark its 20th anniversary in participation of 86 countries. In addition, CERAWEEK conference 2011, which was held in USA in the beginning of the current year, tackled the future of energy and ways of bolstering common cooperation among the producing and consumer countries.Furthermore, the 4th Asian Ministerial Energy Roundtable Meeting, which was held recently in Kuwait, stressed further the necessity of fortifying the principle of cooperation and partnership among the producing and consumer countries to make the latter be sure that the producing countries are able to meet their obligations towards the international markets under the geopolitical tensions taking place all over the world currently.

    Under the auspices of HE Oil Minister, Minister of Information and Chairman of KPC board of directors Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, the national festival dubbed “I love you, my homeland” was organized by the Union of KU Students of Faculty of Medicine on Wednesday March 16, 2011 at the auditorium of Medi-cal Sciences at Faculty of Medicine, Kuwait University.In his keynote speech, Al-Abdullah extended his pleasure with com-municating with the students of Faculty of Medicine particularly this annual meeting coincides with the distinctive national celebrations this year. He pointed out that the 50th anniversary of Kuwait got the admiration of each person attended and participated in its activities which were held in the presence of a large number of countries’ repre-sentatives all over the world. Additionally, these celebrations reflected the cohesion of the Kuwaiti society and its democratic atmosphere.“We should be much interested in building the future of our beloved Kuwait by its youths,” stressed the minister, confirming medicine is substantial profession for mankind due to its humanitarian side which can also raise Kuwait’s name in the medical field internationally.The celebration included a number of national, religious and artistic activities presented by the union’s students. It is mentioned that a number of lawmakers attended the celebration.

    Under the patronage of HE Oil Minister, Minister of In-formation and Chairman of KPC board of directors Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, the concluding celebration of Kuwait 3rd Scientific Fair contest was held on Saturday March 19, 2011 at the Regency Hotel, Beda’.Addressing the inaugural ceremony, Mr. Farouq Al-Zanki, Deputy Chairman of board of directors and CEO of KPC, said this contest has managed tangibly to achieve its objec-tives which are epitomized in encouraging the students to be creative in various important fields such as science and mathematics. “This will enable them to be distinguished in their academ-ic and practical life; in addition, these contests help sustain the nationals who will support in turn achieving prosperity in various labor sectors. The country thus will benefit from

    such progress.”It is mentioned that 350 female and male students took part in the contest this year. In addition, the referee committee has selected the best one hundred ideas to develop them. After that, it selected the winning ideas whose presenters got important awards such as scholarships in American University to Kuwait (AUK) in their favorite specifica-tions as well as appreciation certificates and cash money. They have got also training opportunities in Schlumberger Company which is specialized in services of oil and gas fields.The committee included prominent scientists, engineers and professors from Kuwaiti noted educational and govern-mental institutions specialized in science and mathematics as well as various specifications related to the contest.

    The Chief Executive Officer of Ku-wait Petroleum Corporation Mr. Farouq Al-Zanki and Sheikh Talal Al-Khalid, Managing Director of Governmental, Parliamentary, Pub-lic and Media Relations, received on March 31, 2011 at the oil complex Mr. Carlos Peralta, Head of Mexi-can-Kuwaiti Friendship Society.They exchanged cordial talks and ways of supporting the society as KPC is interested in supporting various activities of social utility in Mexico.

    Under the patronage and in the pres-ence of KPC’s CEO Mr. Farouq Al-Zanki, the activities of Human Resources (HR) meeting dubbed “Together For Excellence”, which was held in Mangaf Helton Hotel on 29-30 March, 2011, were concluded.In his keynote speech, Al-Zanki said, “It has become necessary to benefit from the international experiences at the current time to cope with the world technological development to obtain the best constituents of work.”From this point, Petroleum Train-ing Center allots plans and programs aimed to develop the skills of the oil sector’s personnel. The foremost of these programs are to organize inter-national forums which take part in exchanging experiences and all new developments in respect of human resources fields as well as other is-sues concerning the oil sector, noted Al-Zanki.He pointed out that the corporation seeks constantly to activate and de-

    Under the auspices and in the presence of Sheikh Talal Al-Khalid Al-Ahmad Al-Sabah, Managing Director of Gov-ernmental, Parliamentary, Public and Media Relations, Kuwait First Ever Team organized the Youth Entertain-ment Festival on 8-9 April, 2011.In his inaugural speech, Sheikh Talal Al-Khalid hailed the youth’s insistence and enthusiasm to take part in the fes-tival.“We got astonished from what the Kuwaiti youths present-ed during the festival, the matter refers to a brilliant fu-ture for Kuwait as they organized the festival in a civilized manner that reflects their creativity. As it is known, youths are the safety valve of the country; hence they always ini-

    tiate their creativities to keep their country's status high in the local and international arenas through their national sense,'' Sheikh Talal was quoted as saying.He added that the governmental and private institutions on top of which Kuwait Petroleum Corporation (KPC) seek to support youths through providing them with capabilities to develop their skills and abilities to be concrete core for better future economically, socially and politically.It is mentioned that a large number of talented youths took part in the festival; in addition, the 2-day festival included numerous activities such as plays, entertaining competi-tions and contests in which young and old people partici-pated.

    tion.On their part, Al-Hajeri and Murad handed out the cham-pionship’s plaque to Marine team; in addition, awards have been distributed to the participating teams.Moreover, Mr. Jaber Al-Sakhi, from Financial and Administrative team, and Mr. Abdullah Al-Mezen, from Sales team, were selected as the best goalkeepers in the championship. Also, Murad and Mr. Fahd Al-

    Under the auspices of Oil Minister, Minister of In-formation and Chairman of KPC board of directors HE Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, State of Kuwait hosted the activities of Oil and Gas Conference on 4-5 April, 2011 at the Regency Hotel.Addressing the inaugural ceremony on behalf of Sheikh Ahmad Al-Abdullah, Mr. Farouq Al-Zanki, CEO of KPC, extended his sorrow and sympathy for the friend Japan’s recent crisis of Fukushima and tsu-nami earthquake which perished numerous people and funds as well as leading to the blackout of a number of oil refineries.He underlined also the geopolitical changes which take place in the Arab world currently and how these circumstances reduced the international production by 106 million bpd. This led the oil-exporting countries among which Kuwait to prioritize the issue of oil sup-plies to the world particularly under the hike of a bar-rel of oil by 20%.As for overseas KPC projects, he confirmed that these projects are being executed to be finalized timely such as KPC projects in China and Vietnam that are imple-mented in accordance with the international environ-ment criteria using modern technologies to produce clean oil products. It is mentioned that the conference included a number of symposiums and work papers submitted by leader-ships of the local oil sector. The first work paper was dubbed “The Role of Oil under Development Plan, Growth Strategy for KPC”. It was submitted by Mr. Hashim El-Rifaai, Managing Director of Planning Sector at KPC, Chairman of board of director and Managing Director of Oil Development Company (ODC). El-Rifaai highlighted, through the paper, KPC long-term strategy for development in various commercial activities that the corporation shoulders. In addition, he underlined the procedures taken to fulfill its capi-talistic projects which are pursuant to Kuwait’s vision and development plan for 2035.He briefed about the development strategy with regard to expenditures, drilling, increasing the local produc-tion, refining and the corporation’s local and interna-tional projects; in addition to its tendency to invest in a number of projects outside Europe particularly in

    growing markets such the Asian market.Meanwhile, Dr. Mohammed Abdulwahab Al-Ramadan, Deputy Managing Director of Health, Safety and Envi-ronment (HSE) and acting DMD of Research and Tech-nology Department, submitted a paper through which he spotlighted KPC strategy in terms of controlling gases’ emissions that cause the climate change since this proj-ect is one of the most important challenges which the oil sector confronts.He affirmed the local oil sector represented by KPC has initiated gearing up an integrated strategy for protecting the environment and controlling the anticipated level of gases’ emissions particularly while implementing 2030 strategy and new projects such the new refinery and the expansion in petrochemical industry besides key proj-ects which the oil sector tends to carry out in the future. This is definitely as per of the corporation interest in protecting the environment and participating in control-ling the phenomenon of climate change.Furthermore, Mrs. Salma Hajjaj, Manager of Leader-ship Development at KPC, forwarded a work paper in

    which she underscored the substantial role of Leader-ship Development Center in preparing the future leader-ships and polish their abilities which are closely related to the success of any institution. She added the center is among the best practices pro-gram which is applied in KPC and its subsidiaries; in addition, it is applied in the international companies as well.She threw light also on the center’s goals such as unify-ing the efforts and mechanisms concerning developing the oil sector’s leaderships and rehabilitating them to take part in expanding the selection base from which leaderships are selected to undertake senior positions in the sector as well as ranking the latter among the inter-national companies.It is worth mentioning that KPC, which is the official sponsor of the conference, held a 2-day exhibition on the sideline of the conference on 4-5 April, 2011. In ad-dition, more than 170 local and international oil compa-nies took part in the conference through their activities and achievements in oil and gas field.

    Kuwait Petroleum Corporation (KPC) held an introductory course, on 29-30 March, 2011 at the Diwaniya of the oil complex, for the employees of Kuwait News Agency (KUNA) to be acquaint-ed with its various departments and duties which KPC and its subsidiaries undertake.A number of KPC employees ex-plained, on the first day, elaborately the duties and work nature of their departments. Moreover, Departments’ Managers and Team Leaders briefed about the programs applied in each de-partment as well as the steps taken to execute KPC 2030 strategy.KUNA staff was honored, at the end of the course, and they were escorted in a tour inside the oil complex.Unequivocally, the 2-day course is pur-suant to KPC media ideology which is aimed to fortify communication with the various institutions of the country.

    Kuwait Petroleum Corporation (KPC) signed a cooperation protocol with Loyac summer program in order to train and re-habilitate Kuwaiti students in the upcoming summer vacation.KPC Managing Director of Training and Career Development sector Sheikha Shatha Al-Sabah signed the protocol on Tuesday March 30 at Petroleum Training Center in Ahmadi with Loyac summer program which is represented by its Chairperson of board of directors Mrs. Fare'a Al-Saqqaf. It is worth mentioning that signing this pro-tocol stems out from KPC interest in boost-ing distinctive youth energies of Kuwaiti people, and this comes in line with its social responsibility towards the institutions of the civil society.

    The celebration was attended by Mr. Ab-dullatif Al-Houti, Managing Director of International Marketing sector, Mr. Ali Al-Hajeri, MD of Financial and Admin-istrative Affairs, Mr. Khalil Al-Ibrahim, DMD of Technology sector, a number of DMDs and departments’ managers of IT and International Marketing sector. They applauded the project considering it a certain leap towards unifying systems and coordination among the operations of the International Marketing sector.It is mentioned that the project was ap-proved in 2004 in cooperation with Di-yar United Company, which is a main contractor with KPC, and a number of foreign experienced companies in tech-nology field such as Accenture, SolArc and Veson. The primary study of the project included applying a new system so as to meet the requirements of sales and other needs of all International Mar-keting sector’s departments through co-operating with communication officers of various departments to be trained on using the system and then to train their colleagues in turn.In the same context, the teamwork of

    the project included a higher commit-tee included Khalil Al-Ibrahim, Mona Al-Obaid, Ghadeer Al-Qadfan, Emad Al-Abdulkareem, Abdulaziz Al-Sultan besides an executive team includes Adel Jawhar, Eman Al-Doub, Hanaa Al-Ra-heef and Sarah Al-Banyan.

    Marking its achievements accomplished within the financial year 2010/2011, the International Marketing sector headed by its Man-aging Director Mr. Abdullatif Al-Houti held its annual open meet-ing on Sunday March 20, 2011 at Sheraton Hotel, Kuwait.Al-Houti launched the activities of the meeting by making a phone call with Mr. Waleed Al-Abduljalil, KPC Office Manager in To-kyo, to ensure the safety of the staff. Al-Abduljalil welcomed his colleagues from KPC and indicated that the team in Tokyo Office insists on resuming its activities normally despite the recent tragic incidents took place in Japan and the hazard of a probable radia-tion leakage. Finally, Al-Houti honored 13 ideal female and male employees on the level of the sector’s departments and he thanked all the sec-tor’s personnel for their efforts during the financial year 2010/2011 which yielded several achievements. He further underlined the most significant ten accomplishments.

    The Finance sector's employees were bereaved by the demise of their col-league Aseel Al-Wattar whose charac-terizations were truly a good example for people. This grievous news pro-voked the feelings of her colleagues who condoled her demise through the following phrases:“I received the news of Aseel’s death grievously. Definitely, we got bereaved by losing a cherished sister who was a tangible example of the ideal employee in terms of good manner, tranquil tem-per and cooperation with all personnel. We beseech Allah, the Almighty, to be-stow His mercy upon her, domicile her in His paradise and bestow His oblivion upon her family.”Hadeel El-Rifaai“Aseel, the delicate girl whose voice was tranquil and low whenever we were talking to her about any of life business-es died. I did wish that I was one of your companions to recognize these glances closely.Your downfall was very austere even the condolence phrases were extremely melancholic. It is very difficult to coex-ist in this place without you and your perseverance. You caused a concrete gap by your demise. This gap cannot be filled by any rhetorical phrases. Even the language of noted men of letters is disable to introduce your good man-ners.You will be immortal in our hearts! I’m sure that you are listening, through your spirit, to each letter we write down about you, and you also smile shyly when you hear commendation as your usual habit.We beseech Allah, the Almighty, to lodge you in His paradise, Aseel. We really miss you. We entreat Allah, the Almighty, to bestow His oblivion and patience to your family and relatives.

This illness may hinder him/her from meeting the daily life obligations or even banning him/her from taking part effectively in societal activities like normal people.The second chapter of the law, which is related to services, makes clear the country’s keenness on providing the highest levels of care for this group and taking all necessary procedures or arrangements required in this domain.In addition, the government presents the regular constant integrated ser-vices for disabled people equally to their counterparts from normal people in educational and cultural fields of all educational phases including the kin-dergarten phase in accordance with the abilities of people with physical, mental or sensuous disability.KPC is committed to guarantee the rights of its handicapped personnelAccordingly, Kuwait Petroleum Cor-poration, represented by its Chief Ex-ecutive Officer, issued the decision no.

    14 which includes the special rights of this group in terms of recruitment, work nature, career prerogatives, so-cial incentive, leaves and conditions of trimming down the working hours which are allotted by law no. 8/2010. However, the aforesaid decision pro-vides the following rights: ֺ To increase the social incentive, which is legally approved for children, at the rate of 100% of its stem value for each disabled child. In addition, the dis-abled children are exempted from the condition which puts maximum num-ber for beneficial children. However, pensions for those employees are re-calculated according to the aforesaid points. Yet, the period precedes the date of approving this law does not allow the beneficiary to receive any monetary funds for it; moreover, the incentive is not subject to any deduc-tions in case the employee retires. ֺ The female disabled employee de-serves a special leave with full salary if she is pregnant and the concerned technical committee commends the leave. This leave is not cut from her normal leaves. Moreover, she has the right to a 70-day leave with full sal-ary followed by a 4-month maternity

    leave with full salary. She can how-ever take a 6-month leave with half salary pursuant to what the concerned technical committee commends. ֺ The male or female employee de-serves a special leave with full sal-ary and it is not cut from the balance of the normal leaves if he/she is in charge of caring disabled a child or a husband/wife and he – the employ-ee – has to take care of this disabled person through overseas treatment or even inside Kuwait according to the decision of the concerned technical committee. ֺ The disabled male and female em-ployee or the employee who takes care of a child or a husband with aver-age or severe disability to reduce the official working hours by two hours daily freely according to conditions and regulations issued by Public Au-thority of Disabled People in this re-gard. ֺ The disabled employee has the right to take advantage of promotions, ca-reer prerogatives and awards in the governmental, non-governmental and oil sectors; in addition, the distin-guished personnel of this group are prioritized as well.

    (11) KPC committed to protect the rights

    of handicapped people

    In this monthly KPC Newsletter issue, we underline the rights of handi-capped personnel due to its importance for KPC and State of Kuwait which is always keen on issuing legislations protect the rights of this group. How-ever, the civilization of many countries is usually approached throughout their keenness on this group.Consequently, Kuwait has recently issued law no. 8/2010 for disabled people. This law includes numerous financial and material merits for the disabled person or the one who takes care of him/her. The issuance of this law coin-cides with signing an international pact concerning the rights of people with special needs whom Kuwait pays a special concern.
