I would like in this issue to applaud KPC’s participation in the World No Tobacco Day. On this day, the corporation has consolidated with World Health Organization (WHO) to control this plague which is considered the most dangerous disease threatening humanity due to the increasing number of people who die annually because of this epidemic which is a key element for getting infected with precarious diseases such as cardiac diseases, heart attacks and cancer.KPC’s participation in this healthful marathon is stemmed out from its belief in the necessity of controlling such epidemic which devours larger numbers of smokers daily in the State of Kuwait where the percentage of adult smokers reached 20 percent. This epidemic jeopardizes further our oil sector in which the percentage of smokers is nearly 24%; the matter endangers our human resources. Consequently, I bid you to espouse the following commendations:Take on awareness campaigns and policies that can partake effectively in controlling the plague to get a free-smoking environment in KPC and its subsidiaries.Allot a “Safety Moment” before initiating your meetings to urge conferees to control smoking starting from today until June 7, 2012. Intensify the programs which are aimed to bolster the concept of health to help control smoking. We should play a pioneering role towards ourselves firstly and our nation as per our social responsibility we shoulder towards the society. Thereof, let’s take the World No Tobacco Day a springboard to protect ourselves, our families, companies and society from the hazards of smoking. I’m confident that these devoted efforts will succeed in enjoying good health and healthful environment free from smoking.

During his participation in KOC Best Practices confab

CEO eyes visions of producing heavy oil with oil sector’s top officials

Mr. Farouq Al-Zanki, Chief Executive Officer of Kuwait Pe-troleum Corporation, took part in the Best Practices Confer-ence which was organized, for the third time successively, by Kuwait Oil Company (KOC) on May 14-15, 2012 at Hilton Mangaf Hotel. In his keynote speech on the importance of the heavy oil in KPC 2030 strategy, Al-Zanki indicated that the step of apply-ing the technology of pumping steam in the depots of the heavy oil locally is one of the most prominent challenges which im-pedes the operations of producing the heavy oil. He added this technology requires high quality to fulfill the best results.Applying such technology correctly helps keep the viscosity of the heavy oil; therefore, it is necessary to improve the capa-bilities of productivity and rehabilitate the workforce working in this field to reach the quantity of production allotted in this regard, noted he.Al-Zanki further stressed that the oil sector’s personnel have

sufficient data and information which enable them to start al-lotting plans and conducting studies required to avail of the depots of the heavy oil in Kuwait. However, there is much time to accomplish this goal since it is not necessary to pro-duce it in the current time. Consequently, they have abundant opportunities to hurl pilot phases as per the plan allotted in this respect; the matter will improve their field experience in producing heavy oil. Thereof, the possibility of depending on the national personnel will be recognized; or else, there will be a need to seek the assistance of international experts in this domain. It is mentioned that the conference tackled nearly 165 work papers in participation of top officials from the oil sector such as Mr. Sami Al-Rushaid, Managing Director and Chairman of KOC board of directors, Mr. Hashim Al-Rifae, Managing Di-rector and Chairman of Kuwait Gulf Oil Company’s (KGOC) board of directors.

lot experience will be generalized on larger numbers of locations after the current phase proves its success.“The success of the solar energy proj-ect will enable us to avail copiously of the ample renewable energies which will in turn provide huge quantities of fossil fuel that will be accordingly al-lotted for exporting. Add to this is the environmental and economic benefits yielded from such project,” noted Al-Zanki. He affirmed that most coun-tries all over the world seek diligently to use clean and renewable energies to achieve environmental and economic benefits on the long run, stressing the solar energy will not be alternative for oil as it will be complement for it. He further expected that the natural gas

will be used abundantly within the coming phase as a clean and alterna-tive fuel for oil.On his part, Mr. Bader Al-Khashti, Managing Director of Research, De-velopment and HSE sector at KPC, said the cost of this phase is approxi-mately KD1.5 million; whereas the first or the previous phase cost nearly KD74,000.

As KPC is essential part of the gov-ernmental entity, it prioritizes such issues and projects of future econom-ic value particularly the renewable energies which are basically aimed to relieve the environmental burden which the country shoulders. He further considered the step of signing such contract with KISR is confirmation on the distinguished

scientific status of KISR; in addi-tion, it bolsters mutual collaboration between KPC and KISR in various investment, research and technical fields which the Kuwaiti oil sector needs. Meanwhile, Dr. Naji Al-Mutairi, KISR Director General, stressed the necessity of harnessing well the re-newable energies which Allah, the Almighty, has granted to Kuwait, pointing out to the equivalent and profuse values of the project in the long run.He said KISR has prominent rela-tions with KPC particularly under the devoted efforts exerted to consolidate the country’s infrastructure of scienc-es and technology which helps meet the needs of the Kuwaiti oil sector and the requirements of oil industry. He further indicated that the project will be executed by a specialized team comprising national efficient personnel from KISR.

Organization & Manpower Division Improvement Opportunities (3 - 3)

The department’s major processes relate to developing annual manpower bud-get plans, managing the organization’s structure, developing job descriptions, conducting job evaluations, and recruit-ing new employees. The improvement opportunities relate to streamlining the annual manpower planning process by developing flexible manpower budgets at a job and depart-mental level utilizing the Oracle HR Management System functionalities, and linking the manpower budget to the ora-cle financial system in order to increase the accuracy of the budgeting process. Moreover, additional improvements can be attained by granting the user depart-ment the ability to view the organization structure through Oracle and linking it

with the manpower, transfer, promotion and the resignation process. The recruit-ment process can also be further im-proved by providing end-user managers the ability to raise an employee requisi-tion online that is pre-validated through the Oracle system with respect to the manpower plan. Finally, opportunities also exist with re-gards to providing employees with access to view their Job Descriptions within the system. Another opportunity is to link the roles & responsibilities of the job de-scriptions within the system with the re-cruitment process. Furthermore, ensur-ing all positions at KPC are graded as per the policy and create a committee, which will be comprised of two members from the Job Evaluation division and a mem-

ber from the concerned department, for carrying out job evaluation of grades 16 and below.Currently, Job Descriptions have been finalized for KPC and are available through the Oracle self service system.
