To: ChiefLarryBoyd,ChiefofPolice,IrvingPoliceDepartmentFrom: RoseDickson,RecordsClerkIrvingPoliceDepartment,TechnicalServiceDivisionDate: September14,2015Subject: PersonalContactwithAhmedMohammedandFamilyOnMondaySeptember14th,betweenthehoursof1600-1630,Iwasworkingthecounteronthisdatefillingin.KarinnaPerla,RecordsClerkandmyselfhadcalledChristinaAnguiano,RecordsClerk,tohelpuswithacitizenwhichwasrequestingabackgroundcheckandwehadaquestionaboutthisherbackgroundandChristinabeingfluientwiththistypeofrequestcametohelpus.Afterwehelpedthecitizen,Christinastayedalittlelongertogooverwhatshehaddone.TheladiesalsoworkingthecounterwithmestatetheyheardyellingcomingfromtheCommunityServiceareawhichisjusttotheleftofourworkcounter,ididnotactuallyheartheyellingbutthosethatwereabletomentionedit.MariaDiaz,PoliceDispatcherwalkedovertoseewheretheyellingwascomingfromandstatesitwastheMohmmedfamilyarguingwiththeSgtMitchellaboutreleasingtheirsonanddroppingthechargesorelsehewouldnotbetakinghissonhomewiththem.AtthistimeiswhenweseeOfcTaylorwalkingwithAhmedpassedourwindow.AfterafewminutesweseetheAhmed'sfamilycomingoutoftheCommunityServiceareaandstarttoleave.TheyhavealmostreachedtheexitdoortothebuildingwhenweseeAhmedturnaroundandwalkbacktoourwindowinrecordsandcamestraighttoKarinna'swindowandstate"Hewantshisproperty/devicesback"wewerealltakenabackbyhisactions,wordsanddemeanor.Heneveraskedifhecouldgethispropertybackhewastellingustogivehimhisproperty,thatitwashis,heknewhisrightsandwehadtogiveitback.Wetoldhimatthistimethatitwasinpropertybeingheldasevidence.Hestatedthathehadbeenreleasedandsoshouldhisproperty.Atthistime,ChristinawenttospeakwiththeofficersinComminityServicetoadvisethemofwhatAdmedwasdemandingandshewastoldbySgtMitchelltheverysamethingsthatshehadalreadytoldhim,thatitwasevidenceandwouldnotbereturnedatthistime.ItwasatthistimethatAhmedgotverydemandingandslaminghishandonthecounterandmakinghisdemandsevenlouder,thathehadbeenreleasedandsoshouldhisproperty.ChristinatellshimagainthatitiscurrentlybeingheldasevidenceandthisisthetimethatheraiseshisvoiceatChristina,andshetellshimnottogetanattitudewithher,hewasbeingveryrudeandaggressiveandagainwouldntevenletherfinishwhattheywastryingtotellhim.ItwasatthistimethatMariaDiaz,PoliceDispatcher,whowasalsoworkingthefrontcountergotupandwenttogetSgtMitchellandOfcTaylor.ThewholetimeAhmedwasspeakingtoushespoketousinthisaggresive,bothhisparentsandsisterwasrightbehindhim,theytoowereallmakingcommentsinEnglishandinaforgeinLanguage.Thewholefamilywasbeingloudandtryingto

gettheirpointacrossaboutwhattheyweredemanding.Ahmed'sfatherthenstepsinandalsostartstellingusthatheneedshispropertybackandthathehadbeenreleasedandsoshouldhisproperty.ItwasatthistimethatChristinatellsthemthattheywouldneedtospeakwiththeofficerstheyjustmetwithandsheproceedstogoandgetSgt.MitchellandOfcTaylor.ThefatherstepsinandcontinuemakingcommentsandIsaidtohimthatwe'vehavesentfortheofficersinvovledtocomespeakwiththem,hejustnoddedthatheunderstoodandsteppedaway.AswearewaitingforMariatoreturnwiththeOfficers,OfficerHowmanwalkedinfrontoftherecordswindowandtheyturntoherandstartdemaningAhmed'sproperty.Shetoldthemtheverysamething,thatthepropertywasbeingheldasevidenceandcouldnotbereturnedatthistime.Theykeeprepeatingthathehadbeenreleasedandheshouldgethispropertybackandshetellsthemagainthatitwillnotbereleaseduntilithasbeenthroughlycheckforanythingthatmaylooksuspicious.TheywereallagainrudeanddemandingtoOfcHowmanabouttheproperty.ItwasatthistimethatbothSgt.MitchellandOfcTaylorbothwalkedoutandexplainedtothemthatthepropertywouldnotbereleaseduntilithadbeenthroughlycheckedandthenhewouldbenotifiedastowhenitwouldorwouldnotbereleased.Againtheyjustkeptgettinglouderandlouder,notlettingSgtMitchellevenfinishhissentencesandnotlisteningatalltowhathewassaying.Afterafewminutesofthis,SgtMitchelltoldthemtheycouldleave,buttheycontinuedwiththeirrantsandfinallySgtMitchelltellsthemalltoleave.TheycontinuedtoarguewithSgtMitchell,thefatherthenyellsthathewantedtospeakwithasupervisorandSgtMitchelltellshimthatheisthesupervisorandtoleavebuttheycontinuedtoargueandstatethathisrightshadbeenviolatedandtheywanthispropertyback,thatitwashispropertythatheusesittodohisschoolworkonandthatitwasimportanttogetitbackrightthen.Thefatherthenstatesagainitshisproperty,hissonisagoodboythathedidnothingwrongandthatheneedshispropertyback.FinallySgtMitchellafterrepeatinghimselfseveraltimeshefinallytellsthewholefamilytoleaveorbecriminallytrespassed.Theywentonforafewmoresecondsandthenfinallystartedtoleave,astheyleavethedaughterstartsyellingandsayingthingsthatwecouldnotunderstand.Thewholeordealwasupsettingbutonlybecauseoftheactionsthisfamilyhadtowardsusandnotunderstandingthatthereisaprocessforallthingsandcouldonlyseewhattheyweredemanding.Reviewedandforwarded09/21/15.-Capt.SamuelHall#775
