    As your incoming President, and on behalf of everyone involved in IFTA, I wouldrst like to say thank you to Elaine Knuth for all her hard work during her three-year term as President. Since it was rst established in 1986, by societies in the US,Japan, UK and Canada, IFTA has grown substantially, and today represents techni-cal analysis societies in 28 counties around the world. Furthermore, IFTAs scope ofwork has also expanded to now encompass a three-level global technical analysisexamination program, international exam accreditation, annual conferences, andthe IFTA Journal . We have developed links with regulators, exchanges & datavendors and put in place professional administrative resources to support the workof the volunteer Board of Directors. This progress has rarely been easy and it hasonly come about through the collective efforts of many dedicated individuals, likeElaine Knuth, who have served so diligently on the IFTA Board over the years.

    The entire IFTA Board is committed to building on this foundation and wehave started by establishing key initial objectives and by allocating specicresponsibilities.

    Introduction to 2010 IFTABoard of DirectorsWhile detailed biographies of all IFTA BoardDirectors are available on the IFTA website,below is a summary of each Directors particu-lar area of focus and responsibilities as agreedat our rst Board Meeting held in January.

    Adam Sorab, PresidentI work at a hedgefund, and was Chairman of the UKs Society ofTechnical Analysts for ten years before becom-ing IFTA President. My role is to represent IFTAand to support the Boards work in promotingthe aims and objectives of IFTA.

    Tim Bradley, Vice President AmericasTim isa hedge fund manager with a background ininvestment management and trading technol-ogy. As a member of the American Associationof Professional Technical Analysts, he is well

    Shigetoshi Haneda, Vice PresidentAsiaShigetoshi has been a pro-fessional investment manager anduniversity lecturer in technical analysisfor many years. In his role as VP Asia,Shigetoshi will work to represent allIFTA Members in Asia with the aim ofproviding them a direct voice on theIFTA Board.

    Maurizio Milano, Vice PresidentEuropeMaurizio is a long standingprofessional technical analyst andnancial markets journalist. As VPEurope his job is to represent theinterests of IFTA Members in Europeat the IFTA Board.

    Ayman Waked, Vice President MiddleEast & AfricaAyman is an experi-enced professional asset managerand technical analysis lecturer. He willsupport and represent the interestsof IFTA Members in the Middle East& Africa.

    Michael Steele, TreasurerMichael isan experienced and qualied profes-sional investment manager and trustofcer. With a degree in BusinessAdministration, an MBA in Financeand experience as a Board mem-ber of the American Association ofProfessional Technical Analysts, Mikeis an ideal person to serve as IFTATreasurer.

    Saleh Nasser, SecretarySaleh hasbeen a senior professional technicalanalyst for many years. Formerly, heheld several board directorships atthe Egyptian Society of TechnicalAnalysts (ESTA), including Treasurer,Head of Education and President.With his wide range of previousresponsibilities and experience, Salehis well suited to take on the role ofIFTA Secretary.

    Larry Lovrencic, MembershipDirectorLarry is a highly experiencedprofessional technical analyst, lec-turer and author. He is a Life Memberand Board Director of the AustralianTechnical Analysts Association (ATAA).Having also been directly involved onthe IFTA Board for many years, in sev-eral capacities, he will now take up theposition of IFTA Membership Director.In this position Larry is responsiblefor supporting the establishment anddevelopment of new and existingtechnical analysis societies around theworld.

    Rolf Wetzer, Syllabus DirectorRolfhas been a professional investmentmanager for many years and is alsoan experienced university lecturer inquantitative trading strategies. With aPhD in econometrics, degrees in busi-ness administration and nance andalso awards in technical analysis, Rolfis ideally suited for the new post ofSyllabus Director. In this role, Rolf willbe responsible for the further devel-opment of IFTAs CFTe syllabus toensure it continues to incorporate the

    very best technical analysis method-ologies and approaches in use aroundthe world.

    Gregor Bauer, ExaminationManagement DirectorGregor isan independent Portfolio Managerand a university lecturer in technicalanalysis and portfolio management.As Chairman of Vereinigung derTechnischer Analysten Deutschlandse.V. (VTAD) and someone who has

    been directly involved in managingtheir technical analysis examinations,the Board is condent that Gregorhas the right skills to take on the newrole of Examination ManagementDirector. In this position, Gregor isresponsible for the production andmanagement of IFTAs CFTe andMFTA examination programs.

    Roberto Vargas, Exam AccreditationDirectorRoberto is a banker with

    a background in proprietary tradingand treasury management. With adegree in International Law and aCFTe qualication in technical analysis,he is well placed to tackle the posi-tion of Accreditation Director. Thisnew position will focus on supportingMember Societies that wish to havetheir own exams accredited by IFTAas equivalent to the CFTe standard.

    Elaine Knuth, ConferenceDirectorAs IFTAs immediate pastPresident, Elaine needs no furtherintroduction. In her role as ConferenceDirector, Elaine will focus on developing protocols and procedures for themanagement of IFTA Conferences, tosupport hosting Member Societiesand to harness benets of manage-ment continuity of these events.

    Regina Meani, Journal DirectorRegina, a freelance technical analysisconsultant and successful author onthe subject, will continue to run theIFTA Journal.

    In addition to the above Directorships

    with specied roles, the IFTA Boardalso has ten more Directors thatprovide further regional support,specialist expertise and benchstrength. These are Peter Pontikis,

    Veronique Lashinski, Hiroshi Okamoto,Marc Michiels, Julius De Kempenauer,Wang Tao, Max von Lichtenstein,Gerald Butrimovitz and AntonellaSabatini.

    Current IFTA Board Initiatives

    The Board has set itself some keyobjectives for 2010 and has alreadystarted working together towardsthem.

    We will establish and document IFTABoard governing practices and oper-ating procedures. This may involve anupdate to the Constitution, and wehave engaged specialist legal coun-sel to help us identify any aspectsof IFTA governance or bylaws that

    could be improved. The support ofIFTA Member societies will be criticalto the progress of this work, and wehope shortly to provide all Memberswith details on our proposed changesto allow for a full discussion beforeany voting that may be required atthe AGM in Berlin.

    The Board has also instructedAuditors to complete a nancial auditof IFTAs nances for the last nancialyear. It is expected that the Auditwill both conrm the Boards assess-ment of our nancial health and alsoprovide us with further best practiceguidance with regards to nancialcontrols and reporting.

    High quality education, examinationand accreditation will be the keydrivers of success in gaining greaterunderstanding and support fortechnical analysis amongst academics,regulators and the nance industry ingeneral. To this end, we are explor-ing ways to assure the ongoing CFTeaccreditation and examination quality.

    With our members, we are alsofocused on developing approachesto signicantly increase the size andstrength of IFTA and all its MemberSocieties in the coming years. Thisgrowth will allow IFTA to provideadditional services and resources toits Members and Associates.

    To be successful, all of this workwill require the continued input

    and involvement of Members andAssociates. The board is open toinput and feedback. Please let usknow if you have any questions orsuggestions.

    Waleed Aly Khalil, ESTAMFTA Research Paper Title:Volume, Price & Sentiment Zone OscillatorsWaleed Khalil, CFTe, MFTA is a chief technical strategist atPremiere Securities, Cairo, Egypt.

    He started his career working for HA Brokerage, the brokerage arm for HAInvestments. He was awarded the Masters of Financial Technical Analysis (MFTdesignation in October of 2009. Waleed holds a Bachelor of Science degree in

    Architecture, faculty of engineering, Ain Shams University, Cairo, Egypt.

    Waleed is the head of the publication committee and a technical analysisinstructor at the Egyptian Society of Technical Analysts (ESTA).     ATAA (Australia)The Board of the ATAA recentlymet in Brisbane for one of the threeface-to-face meetings held eachyear. Eleven of the 12-member boardarrived for a casual meal on Fridaynight and then worked through theweekend, 8:30 to 5:30, both Saturdayand Sunday. Australia is a big country;three board members had a 4.5 houright from Perth to contend with(Louis, Perth Chapter President, reallydislikes the long ightbut when youlive in Perth, a long way from abso-

    lutely everywhere, ying is a neces-sary evil).

    The agenda is always full; the ATAAwith just on 1,200 members spreadover 9 Chapters is a major associationto manage. The agenda included:Education and Training, ConferencePlanning, Directors Portfolios,Marketing, IFTA, Web Site Upgrade,Finance and Policy issues and manyothers. As always, there were somelively debates!

    The management of the ATAA isa large task. Eighty local ChapterCouncillors take a major load with thetwelve National Board members help-ing to tie it all together.

    On Monday, March 29, 2010, at theSarajevo Stock Exchange, representa-tives of Society for Market Studies(SMS) and Sarajevo Stock Exchange(SASE) signed a memorandum ofcooperation. Education and promo-tion of the best analytical and profes-sional practices are goals that SMSand SASE will now jointly pursue, theagreement says.

    Cooperating with SMS, SASE con-rms its commitment to the higheststandards of investor education,transparency and its openness to bestpractices. In the last 12 months, dataon SASE companies became part ofReuters and Bloomberg data feedsand, earlier this month, listed com-

    panies were included in Dow JonesFEAS Index. The main goal was toincrease visibility of Bosnian markets.

It isan open-source platform that allowsfunctionalities that include video,voice, whiteboard, le exchange,storage of syllabi, polls and exercises.Hundreds of people will be able toattend live events from wherever theyare in south-eastern Europe or accessarchives later.

    In relation to new meeting and train-ing capacities at SMS, Edin Pasic,program manager, says E-learningis a part of SMSs attempt to makeeducation in nancial analysis easyand accessible in the region wheretraditional methods would be slowto implement. It will also help theSociety for Market Studies communi-cate internally.

    SSTA (Saudi Arabia)

    SSTA is to organize the Technicians Annual Forum in Saudia ArabiaSaudi Society for Technical Analysts,

    (SSTA), in cooperation with theInternational Federation of TechnicalAnalysts, is currently preparing toorganize the rst event in SaudiArabia. The event will be attendedby a galaxy of technical analysts fromdifferent areas of the world. Underthe chairmanship of H.R.H. Prince Dr.Abdulaziz Bin Abdelrahman Aal Saud,founder & president of SSTA, this willbe the rst event to be held for bothSSTA members and those interestedin the technical analysis of nancialmarkets.

    SSTA will organize two workshopson the sideline of the conference,concerning the latest developmentsof technical analysis and its role todevelop the nancial markets andserve traders in the Arab and interna-tional nancial markets.

    Mr. William recognized the activitiesand services of SSTA and what areintroduced to the members of thetechnical analysis profession and itsrole in the nancial markets.

    As the meeting concluded, the groupdiscussed holding another meetingin the near future to agree on mutualprojects. These projects includeorganizing workshops between thetwo societies, as well as translatingthe TA references and other importantbooks in the eld of Technical Analysisby John Murphy, Martin Pring,

    Alexander Elder, Robert D. Edwards,and other writers.

    Two SSTA members write books onTA in ArabicTwo foundation committee memberswrote books on technical analysis inArabic. The rst book, entitledTA: the most effective tool in analy-zing nancial markets, was written byMr. Majid Fahad Alomari. It includesseveral topics like technical analysis

    denitions, theories, assumptions,support and resistance, trend, can-dlesticks, indicator, TA glossary andother topics.

    The other book, entitled TA andInvestment in Stock Market, waswritten by Mr. Abdullah Alqasem. Thebook includes several topics relatedto technical analysis, Elliot waves,Dow Theory, Fibonacci ratios andother related topics.

    In the future, SSTA intends to trans-late several specialized books intechnical analysis, document theexperience of members, and publishnew books in favor of Technicians inSaudi Arabia.

    SSTA launches electronic gatewayto serve its members

    Next summer, SSTA will launch thenew version of its website to servemembers, as well as those who areinterested in TA throughout the Arabworld.

    The new version includes the detailsof joining the society; informationabout CFT exams, training coursesand workshops; and a section on thebooks of technical analysis.

    The website will have a directory ofcertied technicians and membersof the society, to help those seekingspecic jobs.

    SSTA Upcoming CongressOn Thursday, May 27, 2010 SSTAmembers will meet in Riyadh todiscuss several issues.     The IFTA CFTe program offers twoexamination levels, CFTe I and CFTe II.The CFTe I is offered year-roundthrough Pearson VUE , IFTAs comput-erized examination provider; CFTe IIis offered in the Spring (April) and Fall(October/November) each year.

    ExaminationsThe two examinations culminate inthe award of an international pro-fessional qualication in TechnicalAnalysis. The exams test not onlytechnical knowledge, but also ethicsand market understanding.

    CFTe I: This multiple-choice examconsists of 120 questions, covering awide range of technical knowledge,usually not involving actual experi-ence. Previous exams are not avail-able, but a limited number of samplequestions are sent out with thesyllabus and reading list.

    The CFTe I exam is now being offeredin English, French, Italian, German,and Spanish, year-round at testingcenters throughout the world throughPearson VUE, IFTAs computer-basedtesting provider. The Arabic version ofthe exam is due to be released soon.

    Candidates interested in taking theCFTe I exam should forward theircandidate details (see http://www.

    Master of Financial Technical Analysis(MFTA) ProgramIFTAs Master of Financial Technical Analysis (MFTA) requires a university-style research paper. It is intended to be asevere test of professionalism in the global arena. There are two submission dates per year, at the beginning of May andthe beginning of October.

    PrerequisitesMFTA is open to all holders of the Certied Financial Technician designation or equivalent (currently CMTA from theNTAA and Dip.TA from AATA) who are members of IFTA-afliated Societies (IFTA Colleagues). On receipt of an applica-tion, conrmation will be sought from the candidates local Society, verifying that the applicant is a properly accreditedand fully paid-up member or associate member of that Society, before further processing takes place.

    For those IFTA Colleagues who do not have the formal qualications outlined above, but who have other certicationand/or many years experience working as technical analysts, the Accreditation Committee has developed an AlternatePath by which candidates with substantial academic or practical work in technical analysis can bypass the requirementfor the CFTe.

    In general, there are three categories of applicants for the Alternate Path. It is open to IFTA Colleagues who:

    Have technical analysis certication other than CFTe (such as CMT or STA Diploma) PLUS three years experience as atechnician.Have nancial certication other than CFTe (such as CFA, CPA, MBA) PLUS ve years experience as a technician.Have experience only (eight years minimum).

    Candidates in these or very similar circumstances may apply for the Alternate Path, which is a prequalication procedure.If approved, they may register for the MFTA and send in their research proposals.

    IFTA is soliciting hosting proposalsfrom all member societies for the 24 th IFTA Conference to be held in 2011.

    In cooperation with a host membersociety, and with IFTA-contractedprofessional conference planners, IFTAwill nance, contract and organize theconference. This allows our membersto host a professional, internationalconference on Technical Analysis withleading speakers in the eld. In addi-tion, it will raise the national proleof the hosting organization, and havethe potential to increase revenue forthe ongoing work and support of theirsociety (50% of the conference pro-ceeds will go to the hosting society).

    BackgroundThe International Federation of

    Technical Analysts, Inc. (IFTA) wasincorporated in 1986 and is a globalorganization of market analysis societ-ies and associations. This not-for-prot federation has four main goals:

    Provide a centralized internationalexchange for information, data,business practices, local customsand all matters related to technicalanalysis in various nancial centers.Provide meetings and encourage

    the interchange of material, ideasand information for the purpose ofadding to the knowledge of col-leagues of individual societies andassociations.Foster the establishment of local(country) societies of technicalanalysts around the world.Encourage the highest standardsof professional ethics and com-petence among technical analystsworldwide.

    The rst annual IFTA conferencewas held in Tokyo in late 1988. Thisintellectual exchange was followedby a second conference in London inOctober 1989, under the tutalege ofhost, Robin Grifths, President of theBritish Society of Technical Analysts(STA) at the time. Since then IFTA has

    As a matter of policy, IFTA will selladvertising space in its publication whenthe inclusion of adverting does notinterfere with the mission or objectivesof IFTA.
