Induction Training Programme of HCS (Executive)
Haryana Institute of Public Administration organised 13
weeks induction training of newly recruited Haryana
Civil Service Officers from 3rd October to 30th
December, 2016. In all 30 officers participated in this
training, 29 officers of 2016 batch and one officer from
2004 batch. They were given intensive training in Land
Revenue Laws besides Village Common Land Act,
Canal and Drainage act, Settlement Manual, Land
Records Manual and Land Administration Manual. They
were also introduced to basic laws regarding IPC, CPC,
CrPC, Evidence Act and Contempt of Courts Act and
Prevention of Corruption Act. Inputs were given on
Registration Act and Stamp Act. They were also made
familiar with New Haryana Civil Service Rules 2016 and
Financial Rules & Procedures. Inputs were also given on
office procedures, record keeping and maintenance,
and retention of office records. Besides this there were
sessions on Stress Management, RTI and E-governance.
Director General himself spoke to them on Ethics in
Administration, Creativity and Time Management.
Besides training in Revenue and Administrative areas
the trainee officers also attended morning P.T. regularly.
They also visited Sariska National Park and site seeing
areas of Alwar and also Bhondsi jail. Cultural meet and
Athletic meet were also held and the trainee officers
displayed keen interest in all such activities. The course
team comprised of Sh. Ashok Vasistha, OSD as Course
Director and Dr. Rajvir Dhaka and Dr. Bhuwan Kumar as
Associate Course Directors. The contents of the course
were highly appreciated by the trainee officers.
Director General’s Message
Dr. G. Prasanna Kumar IAS (Retd.)
I am happy to be associated with HIPA once
again. This Institute has the potential to reach
very high levels of excellence and it would be
our endeavour to realize this potential in the
shortest time possible. With this goal in mind,
we have taken a number of initiatives, some of
which are highlighted in this Newsletter. Efforts
to get the Sevottam certification, conducting
Training Needs Analysis of all the state
government departments, training our own
employees to improve their knowledge, skills
and attitude and collaboration with other
centres of excellence are some of the
initiatives we have taken. We have also
initiated a process to make the HIPA Campus
'green' in every meaning of the term.
T h e C e n t r e f o r E n t r e p r e n e u r s h i p
Development, which works as a part of HIPA,
has initiated skill development programmes
for the youth of Haryana with a view to equip
them with skills necessary for career
advancement. The first course of this kind,
Certificate for Information Technology, has
already been started. We shall soon start
courses on entrepreneurship development
also.
This Newsletter has been prepared to apprise
all the stakeholders of HIPA about various
activities going on in the Institute. We shall be
grateful to all our patrons for their comments
and suggestions.
Foundation Training Programme for the Assistant
Section Officers
The Foundation training programme for the newly
recruited Assistant Section Officers was organized from
19 September to 2 December 2016. The programme
was inaugurated by Dr. D Suresh, IAS, Commissioner,
Gurgaon division on 19 September 2016 and was
attended by 78 officers. Assistants, often described as
“backbone of Central Secretariat” in the federal
structure, underwent 12 weeks residential programme
at HIPA. The objective of this course was to groom the
officers in such a way that they acquire command over
rules & regulations and requisite knowledge, skills &
attitude required for the efficient discharge of their
duties in an effective manner.
For upgrading the skills of the trainees for effective
functioning, an effort has been made to build up their
capacity through various modules. The modules
included Constitution of India, Government machinery,
office procedures, Role of Assistants, Noting & Drafting
skills, record management, parliamentary procedure,
RTI, Handling of Government Litigation & Citizen
charter. The other modules were e-office module, rules
orientation module, personality & attitude module &
experiential learning module. Experiential learning
module included visits to Parliament House, National
Archives, village attachment, study tour, NGO
attachment and book review presentations. They were
also exposed to yoga, physical training, sports, athletic
meet and cultural programme. The course team
comprised of Sh. Ashok Vasishta, Smt. Aarti Dudeja, Dr.
Devender Singh and Dr. Anshu Tiwari.
Mid career training programme in Field Administration
for Bangladesh Civil Servants:
HIPA has been conducting one day workshops on
Urban Module for the Bangladesh Civil Servants in
collaboration with NCGG NIAR. The mid career training
programme in field administration for Bangladesh Civil
Servants is an effort towards knowledge and
experience sharing and fostering good relations with
the officers representing our neighbouring country
Bangladesh. One such programme was organised on 9
December 2016 by Dr. Manveen Kaur and Dr. Rachna
Gupta.
Activities of RTI Cell
The Centre for Right to Information at HIPA organised
four two - days district level training programmes on
“Right to Information Act” under DoPT sponsored
project on RTI in four districts namely; Jhajjar, Sirsa,
Rewari and Gurugram. There were ninety participants
at Jhajjar, 75 at Sirsa, 80 at Rewari and 35 at HIPA,
Gurugram. Apart from in-house faculty Dr. Rajvir Dhaka
who is also In-charge of RTI Cell, Lt. General J.B.S.Yadav
(retd.), former Information Commissioner, Haryana was
also invited to take classes at Jhajjar, Rewari and
Gurugram. Sh. Mahabir Kasanna, a practitioner
Supreme Court Lawyer on RTI and retired senior faculty
members of ISTM took sessions in two days training
programme organised at HIPA. Keeping in view the
latest judgements of various High Courts and the Apex
Court of India major changes are also made in the RTI
User Guide. A new User Guide was reprinted for all
these RTI training programmes.
In addition to RTI training programmes during the period
from October to December, 2016. Dr. Rajvir Dhaka
along with Dr. Manveen Kaur, Faculty Training
Coordinator organised a half-day workshop on
“Strengthening Ethical and Moral Values in
Governance” at HIPA, Gurugram. Sh. B.K. Taimni,
Former Secretary to Govt. of India gave the keynote
address. Sh. M.C. Gupta, former Chief Secretary,
Haryana and also Chairman of IIPA Haryana Regional
Branch, Dr. G. Prasanna Kumar, former Additional Chief
Secretary, Haryana and presently Director General,
HIPA and Sh. S.P.Gupta, the then Director General,
HIPA addressed the gathering.
Centre for Disaster Management
The Centre for Disaster Management, HIPA has established Earthquake Early Warning and Security System' in HIPA
campus. The system can issue a warning 30 seconds before a strong earthquake of 5 and above on the Richter
Scale hits, and turn water and energy systems like electricity and gas supply off, minimising the possibility of loss of
life. It is installed on the building's foundation pillars, after studying its layout, and set to a selected threshold level of
intensity so the alarm is activated only when that level is crossed. It has two devices, called “master” and
“submaster”, which detect earthquakes, and are connected to each other by “data lines”.
Besides, CDM is also carrying out the Capacity Building for Disaster Resilient Haryana Project. Under this project
various initiatives are being taken up from time to time like preparation of Departmental Disaster Management
Plans, College Safety Initiatives, Village Safety Initiatives which includes Hazard, Risk and Vulnerability Assessment
along with plan preparation and Capacity Building programmes on First Aid, Fire Safety & Search & Rescue;
Haryana State Legal Service Authority- Disaster Management Initiatives.
CDM has developed course curriculum of certificate/Diploma course in Disaster Management. It has also
collaborated and signed MoU with GAPSHAM and Shuttl, Gurgaon for taking various initiatives like School Safety,
Industrial Safety, etc. It has also collaborated with UT, Chandigarh to draft its Disaster Management Plan.
Communication and Interpersonnel Skills
Interpersonnel Skills are a cluster of abilities that help us to interact in a positive manner with other people and to
work effectively with them. In fact, every area of life is directly connected and influenced by the Inter personal skills.
Keeping this in mind, 3 training programmes were designed for Group C and Group D employees of HIPA on
“Communication and Interpersonal Skills” on 2, 3 and 8 February 2017. This was the first time when such a
programme was organised and every employee of HIPA participated in the training. Even the Director General,
HIPA also took personal interest in the above programme by being present most of the time in all the programmes.
Considering the education level of employees, activity based sessions were organised on behaviour, manners,
attitude, courtesy, habits, beliefs and personal projected image. All the sessions were interactive and had the
desired impact.

Training Need Analysis
From its inception, HIPA has been designing and
conducting training programmes for its clients but it was
realised that the desired output is not achieved for long.
A need was felt to find the gap between the actual and
desired skill/ knowledge of client departments to satisfy
their needs and expectations. In order to fulfil this
purpose a TNA Meeting was held on 23rd January, 2017
at Haryana Niwas, Chandigarh under the chairmanship
of Hon'ble Chief Secretary to Government of Haryana
where many Government Secretaries and HoDs
participated to make this endeavour a meaningful
exercise. This exercise helped us in designing the courses
as well as modifying the existing ones in order to
customize them as per needs of the departments.
To carry out the department wise TNA in a professional
manner, a two days workshop on Training Need Analysis
was also organized at HIPA on 9th and 10th February,
2017. All the faculty members attended this two days
workshop. Shri I.J. Mittal, the Master Trainer from DoPT
was the facilitator for this workshop. The faculty members
conducted TNA exercise of various departments of
Government of Haryana subsequently.
Induction Training Programmes for Category III staff of
Food Corporation of India
Food Corporation of India has established a
comprehensive and structured training mechanism in
accordance with its organizational goals. This
mechanism has been perfected over a period of time. In
2016, FCI approached HIPA to organize Induction
Training Programme for Category III Staff in a
collaborative manner and HIPA organised a series of
programmes for the FCI staff members.
The duration of these training programme are six days.
Besides covering Administrative and Financial
Procedures of FCI, Technical issues like National Food
Security Ac, Physical verification, two bid tendering
process and its finalization, labour system, depot online
system, etc. were also discussed during the training
programme. In all, eight such programmes were
organised with the involvement of guest faculty from FCI.
BIS IS: 15700
Haryana Institute of Public Administration, Gurugram
proposes to add another feather in its cap by making
itself Sevottam Certification worthy with the active
association of National Institute of Training of Bureau of
Indian Standard. HIPA has already taken a number of
initiatives like e-tendering, e-office and bio-metric
attendance to improve the quality of Management
Systems. Now it is time to consolidate these initiatives
and pull up the sleeves to achieve Sevottam
Certification BIS IS:15700 for this Institute.
Two days training sessions were arranged on 18th and
19th January, 2017 to discuss the need of BIS IS: 15700
with the staff, faculty and officers of HIPA. A core Group
has been formed under the leadership of Sh. M.K.Midha,
IAS (Retd.), Consultant, Sevottam Cell, HIPA, by
associating senior functionaries and faculty members of
the Institute. This core group has been further sub
divided into sub groups for the formulation of the Citizen
Charter with a robust Grievances Redressal Mechanism,
besides identifying the various procedures and protocols
which require the Standard Operating Procedures to
make these transparent and effective. The focus shall
be on research and training, administration,
improvement and updating of the campus, hostel and
library including the sanitation and security of the
premises with the ultimate aim to bring excellence. Sub
groups shall meet frequently for the preparation of the
SOPs and other documentation required by Bureau of
Indian Standard.
HIPA participated in Swach Bharat Abhiyaan on 24 December 2016
Short- term Training Programmes:
I. Dr. Anshu Tiwari organised Awareness Programme on
Disaster Management along with Shuttl in
Government Model Sr. Sec. School, Gurgaon on 4
October 2016 in which almost 700 school students
and teachers participated.
II. Dr. Mukesh Mathur and Ms. Vidushi Chaudhary
conducted training Programme on “Capacity
Building of Newly Elected Women Representatives of
Haryana State” from 5-8 Dec 2016.
III. Sh. Rakesh Gulati organised 6 days training
programme on Capacity Building of Newly Recruited
Assistant Engineers from 5 to 10 December 2016.
IV. Dr. Lalit Kumar organised a training programme on
Financial Rules and Taxation from 19 to 23 December
2016
V. Dr. Abhay Srivastava organised a training
programme on District Disaster Management Plan
from 21 to 23 December 2016 in Rohtak.
V. Dr. Lalit Kumar organised a training programme on
Effective Financial Management using Information
Technology from 27 to 29 December 2016.
Field Visit/ Training/ Seminar/ Workshops Attended
1. Dr. Abhay Srivastava, Dr. Anshu Tiwari and Mrs.
Vandana attended Asian Ministerial Conference on
Disaster Risk Reduction 2016, New Delhi, India from 3
to 5 November, 2016.
2. Dr. Abhay Srivastava attended one day training
programme on District Disaster Management Plan of
Jhajjar was conducted by CDM, HIPA on November
10, 2016.
3. Dr. Devendra Singh attended 5 days Direct Trainer
Skills programme at Administrative Training Institute
from 28 November to 2 December 2016.
4. Dr. Abhay Srivastava attended National Drought
Consultation Confronting Successive Droughts:
Enhancing Resilience of Children and Women on 15-
16, December, 2016 at New Delhi organised by
UNICEF & NIDM.
5. Mrs. Aarti Dudeja, Dr. Devender Singh, Dr. Anshu
Tiwari & Dr. Lalit Kumar went for 10 days Bharat
Darshan tour in the Foundation Training Programme
for the Assistant Section Officers from 10 to 19
November 2016.
