S.ROLE OF THE DIRECTOR OF FINANCE & OPERATIONS The primary objective of the Director of Finance & Operations is to serve on the Executive Cabinet and advance the goals of the chapter through proper fiduciary management. In doing so, he provides a stronger experience for his chapter brothers ensuring pivotal operations of the chapter run smoothly. It is through his efforts and leadership that the Director of Finance & Operations will promote the integrity of the organization, archive the business of the chapter, and ultimately advance the goals of the chapter.

KEY ROLES

• Lead, manage, and ensure the successful completion of responsibilities of the Marshall, Treasurer, and Secretary.

• Meet regularly, both individually and as a division, with coordinators. • Attend all Executive Cabinet Meetings. • Develop, submit, and oversee budget for areas of responsibility. • File and report an accurate chapter roster through OmegaFi twice per year (November

15 and April 15). • Attend Webb Academy (January) and participate in Finance & Operations Track.

TreasurerThe Treasurer serves under the Director of Finance & Operations. He is responsible for conveying the state of the finances with all chapter brothers. His job is to work with OmegaFi to bill members accurately, draft a budget each semester, as well as regularly provide the chapter with a financial update. Specific responsibilities include:

KEY ROLES

• Establish an annual budget for the chapter that aligns with the chapter’s goals and priorities.

• Ensure prompt and complete payment of dues and membership related expenses. • Track expenditures and maintain records and receipts. Create practices and reinforce

policies to ensure financial responsibilities are met and are in accordance with the Constitution and Laws of the chapter and national fraternity.

• Communicate regularly with the chapter’s OmegaFi Chapter Services Representative regarding the chapter’s current financial standing and collection of dues.

• Inform the chapter and executive cabinet of the current expenses and account balances on a weekly basis.

• Report annually to the IRS and/or work with the national vendor hired by Headquarters. • Collaborate with WPN House Manager on member billing and collection (if WPN property).

ACADEMY OF PRINCIPLED LEADERS.SecretaryThe Secretary serves within the Executive Cabinet of the chapter. He is responsible for the documentation of all meetings of the Executive Cabinet and the full chapter. His job is to note official business and reports presented during chapter meetings through minutes and provide them weekly to the chapter members. He should also develop and maintain a filing system for minutes and assist with filing chapter reports. Additionally, he will serve as a member of the chapter’s Standards Board. Specific responsibilities include:

KEY ROLES

• Create and manage the records and minutes of Executive Cabinet and chapter meetings. • Manage and maintain an accurate chapter roster with the Office of Fraternity &

Sorority Life (or equivalent office). • Serve on the Standards Board and manage forms, notifications of proceedings, and

Headquarters reporting.

MarshallThe Marshall serves under the Director of Finance & Operations. He is responsible for maintaining the order during official meetings and preparing and practicing for chapter ceremonies. Specific responsibilities include:

KEY ROLES

• Conduct ceremonies and rituals in accordance with the Constitution and Laws of the Fraternity.

• Ensure members participating in Ceremony of Association and Ritual of Initiation have paid all required fees prior to the ceremony or ritual.

• Maintain and protect the ritual equipment of the chapter. • Complete initiation material inventory reports with Headquarters upon request.

BDO USAOur team at BDO USA serves as our tax filing partners. They help us ensure we meet all IRS requirements to maintain our tax-exempt status at both the national and chapter level.

Filing your taxes on time, before October 1, each year is a requirement of the Chapter Standards, and if you don’t file, your chapter could lose its tax-exempt status with the IRS. There’s a hefty cost to get it back! BDO will send out plenty of reminders over the summer and into early fall to help you remember to complete your tax organizer. They even host webinars that show you step-by-step how to complete your 990 tax organizer.

So what should you be doing between now and when it’s time to complete your tax organizer and file your taxes in October? Chapters should be tracking any non-member income they receive. Non-member income is from fundraisers for the chapter or from events. For example, if your chapter works the concession stand at baseball games. Non-member income is taxable over a certain amount, even though chapters are tax-exempt. So, take one extra step to ensure you are tracking any additional income.

Academics1. Chapter recruits potential new members who have at or above a 2.5 cumulative high

school GPA, or, if established, collegiate GPA.2. Chapter achieves a minimum, semesterly, chapter GPA at or above the campus All

Men’s Average GPA or achieves a 2.7 semesterly GPA for campuses who do not provide an All Men’s Average GPA.

Education and Programming1. Chapter sends the required four officers - no substitute officers - to attend Webb

Academy in its entirety. 2. Chapter sends two or more members to attend Noble Man Institute in its entirety.3. Chapter sends two or more members to attend Grand Conclave/Endeavor leadership

program in its entirety.4. Chapter executes Path of Principles in its entirety with associate members.

Finance & Administration1. Chapter meets all administrative and financial deadlines each semester as outlined in

the Important Dates and Deadlines Document.2. Chapter is current on all academic year finances, having a $0 balance in their National

Dues and Fees, Conferences, Member Safety Fee*, and housing registers by May 31. 3. Chapter elects new officers in November and updates contact information for all

Recruitment & Retention1. Chapter size is equal to or greater than the IFC average chapter size or 28 members –

whichever is higher.2. Chapter retains 85% of total associate members from association to initiation.3. Chapter supports “student choice” or 365 recruitment.

Ritual1. Chapter performs association and initiation ceremonies, as instructed by the Sigma Tau

Gamma ritual book, for every academic semester in which a chapter extends bids to potential new members.

2. Initiation of associate members takes place in the same semester in which bids are extended.

Service & Philanthropy1. Chapter averages at least 12 hours of service per member per semester. 2. Chapter hosts at least one fundraiser a year through CrowdChange to raise funds for

S.INSURANCE AND MEMBER SAFETY FEEThe member safety fee is due each year on October 1. It pays for the general liability insurance for each chapter. Like other national dues and fees, the member safety fee is billed in bulk to the chapter, usually in July. The chapter then bills each member individually for the fee. As members pay their dues, those that are dedicated to the member safety fee will accumulate in the Vault - STG Member Safety Fee Register. It’s wise to bill your member safety fee early on in your fall billing cycles, so that the total amount is collected before October 1. Most chapters bill half the member safety fee in the fall and half in the spring each year, and several chapters even bill the full fee to members over the summer!

SIGMA TAU GAMMA FOUNDATIONThe Sigma Tau Gamma Foundation is a charitable and educational foundation whose main purpose is to support the Fraternity through grants and scholarships. Many scholarships, awards, and fellowships that are awarded to individual members during summer conferences are made possible and presented by the Foundation. Don’t forget to log onto sigtau.org to check out available scholarships and awards.

Chapter FundsIn addition to providing opportunities for scholarships and grants at the individual level, the Foundation also allows for chapters to establish and utilize funds in their chapter fund for a variety of purposes. A chapter fund is a restricted account, meaning that the funds, and earnings on the investment of the funds, may be used only for a particular chapter. So, if you, your parents, or an alumni member donate to your chapter’s fund, it may only be used for your chapter. The Foundation manages the fund, including fund accounting, investing, and preparing required reports for the Internal Revenue Service.

Chapter Funds may be used as: • Scholarships for members based on academic and leadership criteria • Technology grants for purchase and upgrade of chapter computer technology • Educational facility grants to the selected chapter • Leadership education grants for participation in institutes, seminars, and conventions

Your chapter’s usable chapter fund balance can be found on the chapter fund report located in Vault - Communications - Resource Center. You can also donate to your chapter fund any time at sigtau.org!

CROWDCHANGESigma Tau Gamma is excited to provide every chapter with the opportunity to utilize CrowdChange to help in raising funds for our national philanthropy – Special Olympics. CrowdChange is a virtual fundraising platform that will help you host virtual events and online fundraisers so that you can continue to raise money for Special Olympics. This platform offers tons of features to help you take your philanthropy events to the next level at no cost to your chapter!

Chapters have been extremely successful with CrowdChange, raising an average of 235% of what they raised the previous year for similar or identical events not on CrowdChange.

CrowdChange also offers several training webinars throughout the year and provides sessions on general tips and tricks for fundraising. The sessions will give you actionable tips on how to scale your philanthropy event and will offer guidance on fundraising virtually.

990: IRS Form 990 is an informational tax form that all tax-exempt organizations must file annually. This form gives the IRS an overview of the organization’s activities, governance and detailed financial information. Any organization that fails to file the appropriate Form 990 for three consecutive years risks having its tax-exempt status revoked by the IRS.

501(c)(7): The IRS designates some organizations as tax-exempt based upon the organization’s purpose. Most fraternal organizations are considered “social clubs” with the 501(c)(7) designation from the IRS. Generally, social clubs are membership organizations primarily supported by dues, fees, charges or other funds paid by their members.

Fiscal Year: A fiscal year is a period used for calculating annual financial statements in businesses and other organizations. You must file Form 990 with the IRS at the end of every fiscal year.

Tax-Deductible: Charitable contributions by an individual may be deductible for income tax purposes when given to a 501(c)(3). However, gifts to 501(c)(7) organizations are NOT tax deductible. While the Sigma Tau Gamma Foundation is a 501(c)(3) organization, the Fraternity is a 501(c)(7).

Tax-Exempt: Tax-exempt organizations, like fraternities, typically do not pay federal income tax on revenue from the income they generate. Tax exempt for purchases on supplies, etc is a sales tax matter, and is different from being exempt from federal taxes.

Tax ID Number: Also known as an employer identification number, this number is a nine-digit number used as a tracking number by the IRS for tax purposes. This number is required information on all tax returns filed with the IRS. This number can be located in Vault under Chapter>Chapter Detail.

Balance Sheet: A summary of the financial balances of your organization, particularly your assets, liabilities, and equity as of a single point in time. A balance sheet essentially shows “what you have” and “what you owe”.

Bank Activity: Monthly statement showing credits and debits from your local bank account or your OmegaFi activity.

Disbursement Summary: This is a cash-basis accounting report for expenses. The report includes all transactions coded to an expense account from OmegaFi, deposit split registers, bill pay registers and bank account registers.

Income Statement: This shows the organization’s revenues and expenses during a particular time period. Unlike the balance sheet, the Income Statement can be run for a certain date range.

Receipt Summary: This is a cash-basis accounting report for income. The report includes all transactions coded to an income account from member payments, bill pay registers and bank account registers.

S.OMEGAFI KEY TERMS

Chapter Services Representative (CSR)

Position that serves chapter and alumni leadership as they provide training and support. They initiate frequent contact with each chapter to ensure member accounts are accurate and up-to-date and to make recommendations to ensure timely payment and promote healthy finances. Should members and parents choose to contact OmegaFi, the Chapter Services Representative serves to facilitate resolution of any expressed dispute or question. The expressed purpose of the account management function is to ensure the financial success of the chapter, while at the same time provide support for other aspects of chapter management (such as communications).

Bill Pay

The accounts payable service that OmegaFi offers to chapters. OmegaFi can establish multiple Bill Pay funds for a single chapter for budgeting control and/or to support a non-chapter entity (such as a House Corporation). Multiple signature and spending limits, local check printing, special alerts, reporting, account and vendor balances are some of the optional features of this convenient service.

mySigTau

The custom, secure online interface where undergraduate chapter members can view account information, make changes to personal information, submit payments, complete event registration and view the chapter roster, calendar and available documents.

Vault

The secure online interface designed for use by chapter leadership. Users have access to member account detail, summary financial and accounting reporting, billing schedules, and accounts payables. They are also able to make updates to members’ accounts and communicate with their OmegaFi Chapter Services Representative via the interface.

Itemize Charges

Are you transparent about where member dues go? Can you articulate what each of the national dues and fees are for? Can you explain why chapter dues are set at the amount they are?

Create Reserves

What reserves do you currently have? Do you have a chapter savings account? Do you have alumni with debt that you could collect dues from to start building a reserve?

Based on the records in OmegaFi, you currently owe money to the chapter. There is a bill sent to you each month with the amount owed. A copy of your most recent statement is attached. If you do not receive these statements, please provide me with a current mailing address, and I will update your record. In the course of our review, we did not find any notes or records of a payment plan or agreement between you and the chapter, or you have lapsed in those payments.

I am writing to ask that you to reach out to me via email with your plan of action to pay off the outstanding balance on your account. Currently, your OmegaFi balance is XXXX. I would like to hear back from you on or before (DATE). The chapter will take no action before that date. However, understand that we have the authority and right to refer any member for collection under the agreement with you signed with the chapter through OmegaFi when you joined Sigma Tau Gamma. If I do not receive written communication from you by (DATE), your account may be referred for collection and/or any other action that is deemed to be appropriate.

I want to work with you to create a plan that will help you pay off the outstanding balance in a reasonable amount of time. It would be my goal to create something that works both for you and the chapter. No one wants to send you to collections; we only want to receive the funds owed so that our chapter will continue to be financially viable in the future. I look forward to hearing from you.

S.ROSTER MANAGEMENT

Member Roster

The member roster is your official list of who is active in your chapter at any given time. The roster should always be reflective of who is actually in your chapter - which could, and will likely, require periodic updates. However, there are two dates in particular that are critical for updates:by November 15 for the Spring Semester, and by April 15 for the Fall Semester. On these dates, you should update the roster to reflect the NEXT semester; meaning anyone who will not be active in the chapter in the spring must be removed from the member roster by November 15, and anyone who will not be active in the chapter in the fall must be removed from the member roster by April 15.

The chapter is billed National Dues & Fees for everyone on the member roster.

Billing Roster

The billing roster is your official list of who you are billing in your chapter at any given time. You must update the billing roster based upon the financial situation of the given member. If someone is graduating, you must remove them from the billing roster, or else they will be charged according to your chapter’s billing cycles the following semester. The billing roster has a separate function than the member roster, and the two rosters do not update

simultaneously. You must manage both.

REMEMBER:

The chapter is billed by Headquarters Staff each semester based upon the member roster.

Members are billed by the chapter each semester based upon the billing roster.

Summer Conference Fee

Individual registration fees for Noble Man Institute, Webb Academy, Grand Conclave and Endeavor Conference are in addition to the Summer Conference Fee. This is a chapter charge to offset costs for Grand Conclave and the Endeavor Conference.

Associate and Initiate Fees

A new member’s information must be entered into OmegaFi as soon as the new member joins. Payment of the Associate and Initiate Fees is expected prior to participating in the Association and Initiation ceremonies. While individuals are responsible for paying, the chapter is also responsible for making sure the Associate and Initiate Fees are paid. The Initiation Fee will be credited back to the chapter if a member disassociates prior to Initiation - the Director of Finance simply needs to credit the individual’s account for the Initiation fee as soon as he marks the member as a disassociate. However, the Associate Fee is non-refundable; which is why it is recommended that chapters ensure Associate members pay the $50 fee before the Association Ceremony.

Member Safety Fee

Payment is due October 1. This is billed for each man on the roster. This is billed in conjunction with National Dues. The base rate fluctuates based on risk management violations, housing, etc.

National Dues and Fees

Payment is due May 31; but it is recommended the chapter ensures a zero balance in National Dues and Fees in December as well. This is billed for each man on the roster.
