About Cobb EMCFormed in 1938, Cobb Electric Membership Corporation (Cobb EMC) is a member-owned electric cooperative that starts each day proud to power the community and bring reliable electricity at the lowest possible price. Unlike a traditional utility where the shareholder with the most money has the most influence, each of its members has an equal voice.

With headquarters in Marietta, Georgia, Cobb EMC delivers electricity to more than 180,000 residential and commercial members in Cobb, Bartow, Cherokee, Fulton, and Paulding counties. Cobb EMC’s distribution system consists of more than 9,000 miles of line over 432 square miles. With nearly $1 billion in assets and $800 million in revenue and more than 200,000 meters served, Cobb EMC is the 2nd largest of Georgia’s 41 EMCs and the 7th largest of the nation’s 900 EMCs and thus has a national voice in technology, service innovation and policy.

Cobb EMC is unique in the EMC world because of its size, its primarily urban/suburban membership, and its 100% ownership of a successful, for-profit gas marketing company – a top three gas marketer in Georgia. Based in Atlanta, Gas South provides natural gas that serves approximately 290,000 residential, commercial and governmental customers throughout Georgia and Florida.

The Mission

Cobb EMC, a member-owned not-for-profit cooperative, commits to safely delivering reliable, competitively priced electricity while being accountable to its member-owners through sound governance, management, operating practices and improving quality of life in the local communities.

With new leadership, Cobb EMC is even more focused on innovation in technical achievement, new effective and fun ways to serve our members, and leveraging the buying power of nearly 500,000 combined EMC members and Gas South customers. One example is our intention to become the thought leader in electric vehicles given that Cobb county has the third highest numbers of EV’s in Georgia.

Cobb EMC and Gas South intend to be the number one energy partnership in our markets with Gas South growing to be the number one gas marketer in the Southeast.

Cobb EMC’s power sources

Cobb EMC relies on a diversified mix of energy sources to provide safe, reliable and affordable electricity to its members. In order to prepare for the future and the environment, Cobb EMC has diversified its purchased power through a generation mix and expanded renewable energy portfolio.

Renewable EnergyOn the hottest days of the year, up to 14 percent of Cobb EMC’s power comes from renewable resources, which include solar, hydro and green power. In 2016, Cobb EMC expanded its solar portfolio through generation from the Hazlehurst Solar Facility. The 30-year power purchase agreement with Green Power EMC, coupled with 2016 solar expansions, brings Cobb EMC’s solar portfolio to a 270-percent increase over last year. Cobb EMC is in the final stages of committing to yet another solar project with the unique attribute of becoming one of their cheapest sources of power – a revolutionary event since their customers going forward no longer have two choose between renewable energy and low cost.

NuclearNuclear power accounts for approximately 38 percent of Cobb EMC’s energy mix. Environmentally-friendly nuclear power is a primary source of electricity in Georgia.

Fossil FuelsCoal and natural gas account for approximately 55 percent of Cobb EMC’s energy mix. Natural gas, a cleaner source of energy, provides a majority of the mix.

Affiliated Organizations

Gas South A wholly owned subsidiary of Cobb EMC. Based in Atlanta, Georgia, provides natural gas that serves approximately 290,000 residential, commercial and governmental customers throughout Georgia and Florida.

Oglethorpe Power Corporation (OPC) A three-company power-generating co-op that provides electricity to Georgia’s EMCs.

Georgia Electric Membership Corporation (GEMC) A cooperative (owned by Georgia EMCs) that provides member publications, government lobbying and employee training.

The National Rural Utilities Cooperative Finance Corporation (CFC) A private, nonprofit, financing cooperative established by the nation’s EMC’s that provides financing to Cobb EMC.

Economic DevelopmentLarge power users, with a connected load of 900 kilowatts or greater, may choose their supplier for new facility construction. Offering leading technology, a 24/7 Power Control Center, personalized service and customized rate structures to local companies including:

Member OutreachCobb EMC promotes the efficient use of energy through conservation, renewable energy, energy education and rebates including: energy audits, energy efficiency seminars and loans, rebate programs (HVAC tuneup) and Green Power Program.

Partners in EducationCobb EMC’s Partners in Education program includes activities such as mentoring, career days and mini-grants with Partner at Large schools in Cobb EMC’s service districts. Other activities include Electric Avenue safety demonstrations and distribution of educational materials and scholarships.

Community Outreach and Charitable Giving

Since 1938, Cobb EMC has worked to be a responsible corporate citizen and to improve the quality of life in the communities they serve. Local nonprofits rely on Cobb EMC’s support, but the commitment of Cobb EMC employees who donate their time and talents is just as essential.

At Cobb EMC they care about the community and local youth. That’s why they award annual scholarships to their youngest members.

The Cobb EMC assistance program helps members in need with a one-time electric bill payment.

Cobb EMC Community FoundationA third-party foundation, separate from Cobb EMC, set up to administer the funds collected through Operation Round Up, where many generous Cobb EMC members round up their bills each month to donate to charitable organizations in the community.

The Cobb EMC Community Foundation’s mission is to carefully assess the financial requests of charitable organizations, and to apply their collective wisdom to the allocation of available funds for the broadest benefit of the community and the members they serve.

Project ShareCobb EMC is proud of our members who voluntarily contribute thousands of dollars to Project Share each year. The Salvation Army established Project Share in cooperation with the electric utilities in Georgia, to assist the disabled, elderly and others in need.

Strong New LeadershipIn 2018, Cobb EMC welcomed both a new CEO in Peter Heintzelman and a new CFO in Brett Stovern to the organization. With wide-ranging experience both inside and outside of the energy sector, Peter and Brett have brought dynamic new leadership to Cobb EMC. In addition to renewing the organization’s commitment to reliable customer service and long-term value creation, they have also brought a fresh perspective to operations and a bold commitment to innovation. The OpportunityAs one of the ten largest electrical cooperatives in the United States, Cobb EMC is a national leader in driving energy innovation, customer service improvements, and long-term value to its more than 200,000 residential and commercial member-owners. As Cobb EMC enters its next phase of growth and innovation, it seeks a senior procurement leader to build out a best in class purchasing, vendor management and supply chain function within Cobb EMC.

Reporting directly to the CFO, the Director of Supply Chain will lead the overall sourcing and supply chain management strategy for Cobb EMC in support of the organization’s daily operations and future growth plans. The Director’s portfolio includes all purchasing categories except the procurement of the power supply, and includes responsibility for supplier relationship management, warehouse management and inventory optimization, subcontracting activities, and surplus material disposal. The Director will be a skilled manager and relationship builder, and an outstanding negotiator.

As Cobb EMC continues to grow and expand its service capabilities, a talented Director of Supply Chain will bring a fresh perspective to the entire supply chain, implementing structure and processes where needed, and identifying creative and innovative ways to achieve operational improvements and cost savings across all divisions of Cobb EMC.

In addition, the selected executive will:

• Provide bold leadership and bring a fresh perspective to all aspects of procurement and the Cobb EMC supply chain, challenging the status quo and implementing transformative change.

• Collaborate with key stakeholders across Cobb EMC to understand business requirements and formulate and then execute procurement strategies to meet those needs.

• Oversee enterprise-wide contract administration.• Manage the RFI/RFP and bid evaluation process. Establish supplier stewardship regimen to ensure

comprehensive engagement with suppliers and create innovative strategic alliances. Provide leadership for the organization-wide Supplier Diversity Program.

• Comprehensively assess current and planned vendor partnerships. Draft, negotiate, and execute commercial contracts including master supply & services agreements and statements of work, carefully evaluating contract terms, governance, effectiveness, and termination.

• Create and maintain a robust vendor scorecard system and vendor KPIs, holding vendors accountable to their contracts. Handle vendor disputes and negotiations in a timely and effective manner, focusing not only on price but on favorable long-term conditions as well.

• Proactively look for operational improvements and cost savings opportunities across the supply chain. Drive P&L savings across divisions, partnering with divisional leaders to achieve success.

• Identify key metrics for measuring procurement and supply chain effectiveness, and proactively identify and address any gaps.

• Report and present frequently to the senior leadership team and the Cobb EMC Board of Directors on initiatives and progress.

• Ensure compliance with Cobb EMC policies as well as applicable laws and regulations. • Oversee the organization-wide purchasing-card (p-card) program. • Manage a team, with responsibility for their training, coaching, and career development.

Ideal Candidate Requirements/Attributes

• Proficiency with best practices in procurement, strategic sourcing, and supply chain management technology, processes, and systems.

• Ability to design, execute, and manage large-scale enterprise transformations.• Advanced knowledge of supplier development and sourcing in a manufacturing or utility environment.• Advanced verbal interpersonal skills, including outstanding negotiation and influencing skills, and comfort

communicating frequently with the executive leadership team and Cobb EMC Board of Directors.• Strong budgeting, forecasting, scenario-planning and modeling, and financial analysis skills.• Strong work ethic and positive, can-do personality that is comfortable working cross-functionally. • Prior experience in the utility industry a plus.• Master’s degree or professional certifications in Project Management/Supply Chain/Procurement/Contract

Management a plus.• Bachelor’s degree required.
