6.1 FORESHORE ADVISORY COMMITTEE UPDATES

Purpose

For the Committee to receive an update on progress of items discussed at previous meetings.

Background

The Chairperson of the Committee requested an update be provided to the members on the following items;

Progress on earlier resolutions passed by Foreshore Committee and Council

Removal of excess sand from the east side of Claremont Yacht Club (CYC) and replenish eroded area near the west side of Chester Rd carpark

Result [response] of Town’s intended letter to CYC regarding the carpark

Progress in removal of dead tree branches left on the foreshore by Christchurch Grammar School (CCGS) contractor

Options for clean-up of rubbish from foreshore ie. building rubble in the water near Claremont jetty, CYC carpark, CCGS and scheduled removal of plastic bags, bottles etc which are `always present around the entire foreshore

Steps being taken to deal with owners of dogs on the loose in ‘dogs on lead’ areas

Further to this a request was also made for a site visit to see boat launch ramp works on the Foreshore at CCGS.

Discussion

Each item has been addressed under each subheading below;

Progress of Resolutions

Director Planning and Development and Director Infrastructure met with the new General Manager of CYC in October to discuss the need for stormwater management within the carpark who then advised that he was not aware of these outstanding conditions. Director Planning and Development has provided clarification to the club and they now understand the requirements. The Town has drafted a letter to the CYC which will be sent next week to obtain a suitable resolution to this as soon as practical.

A letter was sent to CCGS thanking them, on behalf of the Mayor and Councillors, for the improvements undertaken on the Foreshore as part of the boat ramp and revegetation project.

Director Planning and Development has written to Department of Biodiversity, Conservation and Attraction - Rivers and Estuaries Division (DBCA-RED) to obtain the conditions they requested be imposed by the Western Australian Planning Commission (WAPC) on Bethesda’s development. The DBCA-RED advised they have not provided clearance in relation to condition 6 shown below.

Condition 6 - Stormwater is to be retained on-site and/or connected to the local drainage system to the specification of the local government and the satisfaction of the WAPC.

DBCA RED have advised they would be happy to provide technical support to the WAPC and the Council in the event that the WAPC was prepared to investigate the potential non-compliance with condition 6.

We are giving Bethesda an opportunity to review the condition and develop a proposal to the satisfaction of WAPC, DBCA-RED and the Town.

Sand Management Plan grant will be re-applied in February 2019, subject to Committee support, when the next round of grants are offered. The officers at Department of Biodiversity, Conservation and Attraction - Rivers and Estuaries Division (DBCA-RED) have offered to review the draft application for grant prior to submission. Budget will be requested as part of next year’s budget (2019-20) considerations.

Removal of excess sand

Any sand movement will require approval of DBCA-RED and South West Aboriginal Land and Sea Council (SWALSC)/Department of Planning Lands and Heritage (DPLH) before being undertaken. By waiting for the Sand Management Plan we are able to avoid the need of seeking approval for one off works.

Letter to CYC regarding car park

Please see first paragraph under progress of resolutions.

Tree branch clean up by CCGS

CCGS have cleaned up the branches which were left by the tree contractor. Originally they were planning to use some of the branches for erosion works, however they were impeding beach access and as a result was damaging the revegetation works. CCGS have advised they plan to install a fence with signage to restrict access. At this point in time, a temporary fence has been installed to stop trampling and to direct pedestrians down onto the beach.

Clean up rubbish on foreshore

Rubble below low water mark is outside of Town of Claremont’s areas of responsibility and options to clean this up would include groups of active local community members removing the items by hand and stockpiling on the adjoining Foreshore and then advising the landowner of the need to clean it up.

Depending on river currents, plastics can appear along the shoreline daily or be absent for a number of days. Plastic bags and bottles are often cleaned up by beach combers walking along the Foreshore. The Town undertakes clean ups along the Foreshore Reserve between Claremont Jetty and Mrs Herbert’s Park on a reasonably regular basis. The only way to see a heavy reduction in this litter load is to encourage adjoining land owners to adopt a spot along the river. Previous attempts to inspire local action through letter drops have had limited effect. We could discuss options with the two schools which back onto the foreshore to see if they could start a regular patrol.

Dog Management

Ranger Services have been undertaking patrols in the area of concern around five to six times a week and have given a few warnings and infringements out over the last twelve months.

That the Committee:

1. Requests the Town write to the Claremont Yacht Club to thank them for removal of the retained area on the ramp and remind them of the need to resolve the drainage of stormwater within the carpark

2. Acknowledges the progress of work undertaken by Christ Church Grammar School, which includes the revegetation works

3. Notes stormwater is not being retained on site and requests Bethesda rectify the problem, and

4. Supports the requests for budget allocation as part of mid-year 2018-19 budget review for Sand Management Plan (Town’s component), subject to grant approval - $ 11,860.

6.2 FORESHORE SAND MANAGEMENT PLAN

Purpose

For the Committee to support the re-application for the Department of Biodiversity Conservation and Attractions (DBCA) - Rivers and Estuaries Division (RED) Riverbank grant round in 2019-20 financial year.

Background

In May 2016, the WESROC Foreshore Management Plan (FMP) was received by WESROC’s regional officer. On 19 July 2016, the finalised plan was presented to Council for approval, with the support of Foreshore Advisory Committee (FAC). Three projects were identified for delivery by the Town, namely:

(1) rebuilding of the revetment of Chester Road Carpark, (2) modification of the Alex Prior drain outfall, and (3) development of a sand accretion/management plan.

At this stage the only current outstanding project is to create a Sand Management Plan to facilitate the harvesting of sand on the eastern side of Claremont Yacht Club to use for renourishment of beach at the Chester Road on both the eastern and western side approximately every two years.

In the medium term actions (5-25 years) it also suggests increasing the storm bar swale (Increase height of beach front by 750mm, ~4m wide, over a period of time) between Chester and Watkins Roads to protect the foreshore reserve and private property from storm surge and inundation during high tides and storm events.

To undertake these works, a sand management plan will need to be developed. This will require approval, or endorsement, from the Department of Biodiversity, Conservation and Attractions, the South West Aboriginal Land and Sea Council, and the Department of Planning, Lands and Heritage (Aboriginal Heritage). Approval of the plan will allow the Town to implement actions as outlined without having to seek approval prior to each time the Town harvests sand.

To mitigate any risks from major erosions that may follow storm events, it is recommended that the plan be approved to protect assets such as the boat ramp and carpark revetment from damage.

Discussion

In April 2018 the Town applied for the 2018-19 Riverbank Grant round and was then advised in September that the grant application was not successful. DBCA officers have advised that;

“The Freshwater Bay sand management plan project itself was good and well-founded given it came from a larger, longer-term Foreshore Management Plan. However, the application was not as competitive as other applications at meeting the selection criteria.

Given it is a good project if the Town wishes to consider resubmission next year Riverbank would advise sharing a draft with us for a quick review prior to submission next February.”

Sand Management works recommended in the FMP table 12-39 (Between Chester and Watkins Road) include;

Short Term (risk-management) 0-5 years

Minor renourishment adjacent to Chester Rd car park using 100 m3 sand from CYC. Annual or 2-yearly with dependent on wind patterns (or linked to other sand harvesting). Cost: $3.5k. Sand from CYC (2-yearly)

Maintain sedge. Cost: $2k pa + in-kind labour

Medium-term (planning) for 5-25 years

Raise storm bar by 0.75m (≈4m wide, ≈750m3) with swale to landward. Migration of the beach landward, removal of grass and planting/transplanting sedge with access pathways (no sedge at Mrs Herbert’s). Trigger: +0.3m MSL for 3 years and loss of most sedge. Cost: $85k

Renourish ≈5-yearly with external sourced sand from a quarry (250m3, vol. may be less, only at E and W extents). Trigger: erosion adjacent to revetment >5m for 15m to the east and no sand available at CYC. Cost: $25k (5-yearly)

Cost: 3k + revegetation costs (after storm bar works)

Works to be avoided for future management include;

Works that restrict bidirectional sediment transport.

Works that limit upward storm bar movement & raising the foreshore level.

Works that restrict harvesting of sand adjacent to CYC.

Harvesting sand for external use, other than renourishment of ToC beaches.

Given the works identified above are on two yearly or longer timeframes the Town has the ability to wait another twelve months to secure funding without risk for major sediment loss or inundation.

The Town could choose to fund the project without support funding by the DBCA however the urgency for works is not high enough to warrant action in 2018-19 year.

Foreshore Advisory Committee Meeting 21 February 2018, Resolution No. 02/18:

That Committee:

1. Note the progress of the various projects on the Foreshore

2. Support development of the Sand Management Plan for Freshwater Bay

3. Receive a design of a pedestrian ramp for access to the beach at Jetty Road at its next meeting.

Ordinary Council Meeting 19 July 2016, Resolution 111/16:

That Council approves;

1. The WESROC Foreshore Management Plan Report.

2. The section Appendix E, relating to Town of Claremont.

3. The use of remaining budgets being for Foreshore Stage 1 Management Plan and River Foreshore Erosion control, to be used for the development of detailed plans for:

a) Chester Road car park modification design.

b) Alex Prior drain outfall.

c) Sand accretion and erosion management.

Financial and Staff Implications

There are no current resources allocated, will need to be considered as part of next budgetary process.

DBCA RED Riverbank grant proposed funding for the Sand Management plan was $11,360, of the total cost of $23,220 this year which is the maximum 50%.

If the funding is successful on next year’s application, allowing for a CPI of 4%, the Town’s cost would be $12,334 or $24,668 total project cost and the Council could consider this in the 2019-20 budget.
