DISCOURAGING Coyotes in Arcadia

Part of Arcadia’s beauty comes from our close proximity to the foothills, an area that isabundant with wildlife. It is not unusual to see coyotes walking through neighborhoods oreven on busy streets. Coyotes tend to venture into neighborhoods more often in thewarmer months when they are in search of food and water sources. It is important to be awareof how to interact with coyotes. Please review the City of Arcadia’s newly adopted CoyoteManagement Plan to learn more about how you can help discourage coyotes in Arcadia.

To ensure your safety, here are cautionary reminders on how to best safeguard your family and pets:

• If a coyote approaches you, do not run—retain eye contact and be as big,mean, and loud as you can. Make loud noises, throw rocks in the animal’s direction, spray it with a hose, rapidly open and close an umbrella, shake a canfull of pennies, or use an air horn to scare it away.

Median Turf Reduction ProjectThe Median Turf Reduction project involves removing the existing grass and plants inthe City’s center medians and replacing them with drought-tolerant plants, drip irrigation systems, and decorative hardscapes. The purpose of the project is to complywith the State’s water conservation regulations which doesn’t allow the watering ofgrass in municipal center medians. The Median Turf Reduction project is scheduled tobe completed over three years. The first phase starts with the center medians on Huntington Drive, between Michillinda Avenue and Baldwin Avenue, and is anticipatedto be completed in July of this year.

Mosquito bites result in the deathsof more than 1 million people everyyear. Over a dozen species of mosquitoes live in the San GabrielValley; nearly all bite people andsome are vectors of human and animal diseases.

Zika virus spreads to people primarily through the bite of an infected Aedes species mosquito.These mosquitoes typically lay eggsin and near standing water in thingslike buckets, tires, trashcans, anddirty swimming pools. In the summer, it takes approximately fourto five days for a first stage larva todevelop into an adult mosquito;however, mosquitoes cannot develop without water. In additionto making sure there is no standingwater on your property, you shouldalso take the following precautionsto reduce mosquito exposure:

• Use Environmental ProtectionAgency (EPA) approved mosquitorepellent when outside. Reapplymosquito repellent every fewhours, depending on which product and strength you choose.

• Wear long sleeve shirts and pantswhen spending time outdoors toavoid mosquito bites.

• Make sure windows and doorshave tight fitting, intact screens.

• Use air conditioning when available.

There is no vaccine to prevent Zika.The best way to prevent diseasesspread by mosquitoes is to protectyourself and your family from mosquito bites. The goal is to keepthe mosquito population in the USfrom becoming infected. It is important to follow these tips to reduce your risk. Fireworks are synonymous with ourcelebration of Independence Day.Yet, the thrill of fireworks can alsobring pain and in serious cases,death. According to the NationalFire Protection Association (NFPA)statistics, more than one-quarter (28%)of fires started by fireworks in 2009 -2013 were reported on IndependenceDay. Almost half (47%) of the reported fires on Independence Daywere started by fireworks. Evensparklers, which are usually thoughtof as harmless, can cause seriousand fatal injuries.

For the protection and safety of ourresidents, the Arcadia MunicipalCode prohibits the use, sale, or discharge of fireworks anywhere inthe City, unless authorized by theFire Chief. The best way to enjoyfireworks is to visit public fireworksdisplays put on by professionalswho know how to safely handle fireworks.

In anticipation of family gatherings around pools and other recreational water venues during the summer, the Arcadia Fire Departmentis reminding parents and children of the steps they should take to stay safe. According to the Centers for Disease Control and Prevention,about 10 people die every day from unintentional drowning. Of these, two are children aged 14 or younger. Drowning ranks fifthamong the leading causes of unintentional injury death in the United States.

There are simple steps that families can take to help prevent accidental drowning. These tips are extremely important to stay safe andhave fun this summer at the pool, beach, river, lake, or reservoir.

Top 10 Tips to Stay Safe Near the water1. Learn how to swim and enroll children in swim lessons with certified swimming instructors. 2. Never leave a child unattended in or near a pool, spa, or any body of water. 3. Designate a Water Watcher to supervise children. This person should not be reading, texting, using a smart phone or be

otherwise distracted. Adults can take turns being a Water Watcher. 4. Teach children basic water safety tips. 5. Learn how to perform CPR on children and adults, and update those skills regularly. 6. If a child is missing, look for him or her in the pool or spa first. 7. Keep children away from pool drains, pipes, and other openings to avoid entrapments.8. Ensure any pool and spa you use has drain covers that comply with federal standards. If you do not know, ask your pool service

provider whether your covers are in compliance. 9. Install a four-foot or taller fence around the perimeter of the pool and spa and use self-closing and self-latching gates; ask your

neighbors to do the same at their pools. Install and use a lockable safety cover on your spa. 10. Have lifesaving equipment such as life rings, floats, or a reaching pole available and easily accessible.

Warmer weather, daylight saving time,and summer approaching are all reasonsmore pedestrians are outdoors in theearly mornings and evenings. It is important to practice good walking andrunning safety as a pedestrian. Many factors impact whether or not driverswill see pedestrians. Some vision obscurements and lighting conditionsare not controlled by the pedestrian, butyou can greatly enhance your safetywith some proactive steps:

• Wear light/bright colored clothing,preferably clothing with reflectivestrips or perhaps a safety vest.

• Carry a lighted flashlight when walking at night.

• Use sidewalks when available.

• Walk facing traffic so you can see carsapproaching.

• If walking or running in the roadway,stay out of traffic lanes.

• Make eye contact with drivers beforecrossing streets, additional lanes, ordriveways.

• Never assume drivers will stop oryield - walk defensively.

• If you must have music or talk on your phone, use only one earpieceand keep the volume down. Listen for traffic!

• Be aware of your surroundings andpractice personal safety!

• Vary your routes so you are not predictable.

• Avoid dimly lit roads, alleys, andareas.

• Carry identification and a cell phone. • Walk with a partner or friend.

• Don’t approach vehicles stoppingnear you or in your path.

• Consider personal safety items suchas pepper spray.

Residents can now report graffiti on theirmobile phones using the Arcadia Reporterapp. The graffiti reporting app is nowavailable to download for both Appleand Google phones through their onlinestores. Graffiti can still be reported viatelephone by calling the graffiti removal hotline at 821-4333.

Abandoned Shopping CartsAbandoned shopping carts canobstruct access to sidewalks,streets, alleys, and other areaswhere people and vehicles travel.Shopping carts left on the sidewalk can easily roll onto thestreet creating a traffic hazard.Abandoned shopping carts alsoreduce property values and are aprecursor to blight.

To report abandoned shoppingcarts, contact Code Services at574-5432, or request a cart pick upat www.cartretrival.net. Pleaseprovide the store name on thecart and the street address ornearest cross street of where thecart is located.

Owners of unoccupied residences are now required to register their properties. Thepurpose of the registry is to protect neighborhoods from the adverse effects of unoccupied residences that are not adequately maintained. The registry provides information forthe City to directly communicate with owners and/or their designated agents when issues need to be addressed.

An unoccupied residence is a property that has not been occupied for at least 30days. Houses that are actively under construction, are in escrow to be sold or transferred, or are being actively marketed by an identified listing agent will not be considered unoccupied.

As part of the registration requirement, the property owner is required to provide his/hercontact information and information for at least two other authorized contact persons.One of the contacts is to be designated as being available on a 24-hour basis. The 24-hourcontact must be local and able to respond to problems at the property within one hour ofreceiving a telephone notice. In lieu of two authorized contact persons, the propertyowner may enlist a property management company that is located within 20 miles of theCity and can respond within one hour on a 24-hour basis.

There is no fee to register an unoccupied residence. Property owners can register at Arcadia City Hall, or online at www.ArcadiaCA.gov.

The City of Arcadia Business License Office is dedicated to creating an environment where filming is conductedwith professionalism and courtesy. TheBusiness License Office works directlywith production companies to minimizethe impacts of filming in the City of Arcadia.A film permit is required for all types offilming and commercial photography;this includes charitable associations andstudent films.

Filming at locations in the City of Arcadia heightens the City’s image and motivates people to visit popular locations like the Arboretum, Santa AnitaRace Track, Westfield Mall, etc. Here’swhat you should know about filming:

• Filming in residential areas is allowedbetween 7:00 a.m. and 10:00 p.m.,Monday through Saturday. Filming isnot allowed on Sundays.

• Filming at businesses is allowed between 7:00 a.m. and 10:00 p.m.,Monday through Saturday. Filmingon Sundays is allowed from 9:00 a.m.to 7:00 p.m.

• Notification is to be provided to allresidents and businesses within 250feet of the proposed filming location.The notification must include a generaldescription of what to expect andwho to contact for more information.

• Signatures acknowledging consent tothe filming are to be obtained from atleast 75% of those residents and/orbusinesses affected by the production.

Pool/spa covers can significantly reduce water evaporation and keep debris outwhen your pool is not in use. Pool/spa cover must conform to the sizeand shape of the pool/spa andcover at least 85% of the water.

In April, the Governor lifted the drought emergency in most of California. However, Arcadia’s local water supply is still recovering from the drought’s impact, as we are located in an abnormally dry zone in Southern California. The City and community willneed to continue water conservation efforts in order to reach the 20% per capita reduction goal by 2020 (20x2020), as called forth by Senate Bill X7-7. Arcadia residentshave worked hard to conserve water indoors, however outdoor watering accounts forup to 70% of residential water use. Please keep in mind that the City’s Summer WateringSchedule only allows outdoor irrigation on Tuesdays, Thursdays, and Saturdays, before9:00 AM and after 6:00 PM.

Home Repair Grants Available to Qualified

Property OwnersArcadia residents interested in improving their homes may be eligible for federal grantassistance through the Arcadia Home Improvement Program. The Program providesfunding for home maintenance repairs and improvements, roof and window replacements, energy efficiency upgrades, and more. Homeowners meeting the income qualifications are eligible to receive financial assistance of up to $10,000 for acondominium or townhome, and up to $15,000 for a single-family detached house. Toqualify, property owners must have owned and occupied the home as their primaryresidence for a minimum of three years, and meet the household income limitationslisted below:
