Methodology

1.Planning ApproachThe major issues on the network have been addressed as follows:

• Major load centers (towns) without substations or reliable supply

• The supply to Industrial Parks

• Improvement of losses on long feeders

• Improvement of low voltage profiles on long feeders

• Contingency (N-1) supply on major load centers, towns and cities.

• Contingency supply (N-1) on long lines with many customers

• Improvement of reliability due to exposure of very long lines (due to

lightning, vandalism, rain, etc.)

• Extension of the network to supply the fast-growing network.

2.Load forecastThe load forecast will be the important part for the distribution plan and

will consider the following key factors:

• Growth on existing networks;

• Load Growth for new Electrification;

• Load growth for bulk customers.

3.Geographical location of customers and loads

It is important to know where the load is to be able to do an accurate

simulation of the feeder load.

We have identified geographically the location of bulk loads; location of

settlements and the place of connection on the existing feeder to be able to

plan for them.

NETWORK REINFORCEMENT:Nyarugenge and Rulindo Districts

Problem statement:

Reduce stress on Kigali (Jabana) short term solution using Base FeederAfter the commissioning of NZOVE substation, the SKOL feeder (from NZOVE SS) supply Water treatment plants and continues towards Rulindo. Reduce the load on this feeder by installing an inter-connector from Base Feeder with step-down transformer and connect also the other part of Kigali Feeder.

Upgrade Gahanga – Gikondo Distribution LineNew Gahanga substation has capacity to support heavily loaded Gikondo - Gasogi feeder. The existing line from Gahanga to Gasogi feeder is 70mm² and must be upgraded to 120mm² to be able to support and reduce the load on the Gasogi feeder.

Problem Statement:• Kigali City is supplied from one substation only

(no N-1)• Kigali City is supplied from 2 feeders only and

cannot operate with only one (No N-1)• The two feeders (Kigali North and Kigali South)

are heavily loaded (7MVA each)• The internal network between K-North and K-

South is over loaded• The carbines don’t have protection or remote

switching functionality which cause long outages

Outcome:• Kigali was supplied from two loaded feeders (7MVA

each), now supplied from 4 feeders (4.4, 2.3, 3.5 and 4MVA respectively)

• N-1 supply on feeders is achieved• Old feeders are available as backup• Kigali City previously supplied from 1 substation

now has 3 substations to support the supply (n-1 achieved)

• Internal cables were upgraded from 95Al to 240 Cu cables to prevent overloading

• With the positioning of new infeed at Ministere, the length of the cables between K-Noth and K-south is ½ from before

• Internal supply to Gasabo side of the city (including Convention center, Amahoro stadium, etc) is improved in capacity with N-1 supply

Problem Statement:• Musha substation transformer is over loaded (100%)• Very long feeder (Kanombe feeder) supplying up to Fumbwe with no N-1 on most

of the feeder• Industries supplied on this line with poor reliability• Rwamagana Industries have poor supply on over loaded line

Solutions• Upgrade Musha substation from 10MVA to 20MVA transformer for more capacity• Construct new distribution lines to support the Kanombe feeder and provide N-1

solution• Construct double circuit dedicated line to supply the Industrial area

Outcome• Transformer loading reduced from 100% to 50% with capacity for expansion• N-1 supply for the entire Kanombe feeder• Rwamagana feeder load reduced from 7.7 MVA to 4.2 MVA• Dedicated reliable supply for Industrial Park

Solutions:

• A 30kV interconnection from Ntongwe feeder to Kanazifeeder has been constructed and 0.816MW have been transferred to Ntongwe feeder and N-1 option obtained

• Construct Juru (Airport) Substation with 110kV supply from Gahanga

• Construct Airport 30kV substation supplied from Juru to supply the airport

• Construct Rilima (Bugesera) 110kV substation supplied from Juru near the industrial Park

• Kanazi feeder length reduced from 303km to 152km

• Kanazi feeder load reduced from 7.8 MVA to 3.2MVA

• Reliable supply for the airport

Problem Statement:

• KKK feeder from Kabarondo Substation is very long (727km total )

• Low voltage is experienced in the north

• Factories are connected in Nyagatare in the north far from the source

(Kabarondo)

• Industrial park development planned in Nyagatare

• Very poor reliability due to long feeder length

• High load of 5.5 MVA

• Single phase lines has low voltage and small capacity and causes unbalanced

loading

• No N-1 supply on the entire feeder

• Voltage drop in the far north end is >11%

Solution:

• Construct Gabiro Substation in Gatsibo area (completed)

• Load transfered from the KKK Feeder to new Gabiro Substation (Gabiro 1, 2 and 3 feeders);

• Construct a new Substation in Nyagatare for supply to problematic single phase networks and

create capacity for the Industries on feeder 3;

• Upgrade single lines to three phase lines;

• Connection of Ngarama Feeder from new Gabiro substation to Byumba Feeder (2) for N-1 Supply.

Outcome

• KKK feeder length reduced from 727km to 216km

• KKK feeder load reduced from 5.5MVA to 1.4MVA

• Improved reliability due to shorter feeder length

• Reliable supply and improved capacity for the Factories in Nyagatare

• Reliable supply for Kayonza; Gatsibo & Nyagatare Districts

• Balanced system after single phase upgrade and voltage drops reduced

• Most voltage drop on all feeders is <4%

• N-1 supply on most of the network

• Existing Zaza feeder from Kabarondo is very long (64km main feeder)

• Low voltage at the end of the Zaza feeder• Limited supply to Nasho Irrigation from Rwinkwavu

Problem Statement:

• Gisenyi feeder from Mukungwa is very long and supply all the load up to Rubavu (442km)

• High load (7.5 MVA)• Quality of supply is bad due to long network• Maintenance is difficult due to lack of alternative supply (N-1)• Low voltage at the end of the line. • Supply in Rubavu district is dependent on Hydro power which is

not reliable (some plants are under rehabilitation)• Supply to Muhanga Industrial park is not sufficient• Gatumba feeder from Kigoma is long with no alternative supply• Supply in Ngororero area is limited as is far from all sources• Unreliable and limited evacuation route for hydros at Rwaza II,

Mukungwa II hydros.• Musanze is on the same line as the Gisenyi feeder which is

causing many outages for Musanze• Gisenyi town has many interruptions as it is supplied on the

long Gisenyi feeder from Mukungwa• Kibuye feeder from Karongi substation is long

• More reliable supply at Musanze after upgrade of Camp Belgesubstation (Musanze is not on the same feeder as Gisenyi)

• Musanze substation will provide strong and reliable supply to Musanze and industrial park and also allow for upgrade of the old feeders from Mukungwa to Camp Belge

• Gisenyi feeder length is reduced from 442 km to 116km• This improves quality of supply and reliability• The load on Gisenyi feeder is reduced from 7.5 MVA to 3.2 MVA• Rubavu has a strong and reliable supply also to supply the

industrial park.• Kibuye feeder length is reduced from 228km to 138km• The supply from Nyabarongo will reinforce the supply to

Muhanga industrial park• Muhanga substation will supply Muhanga Industrial park• Nyabarongo substation provides N-1 supply on Gatumba,

Kiyumba and Ngororero feeders

• Byumba Feeder is supplied with only one substation, only the

supply from Uganda which is not secured can be the alternative

source;

• Byumba Feeder is long from the substation (462km)

• The distribution line from Rulindo is too old and constructed

with a small conductor (35mm²);

Conclusion and Recommendation

We have realized that some areas need urgent interventions considering the substantial projects to be developed

and the running business contributing to the development of the Country.

Among the supply areas that need quick solutions, Bugesera and Rubavu networks as well as the reinforcement

for Kigali City network that supplies a big load Center must be given priority while thinking also to the Southern

network specially Butare feeder which suffers from instability due to the length of the Feeder.

We have estimated the projects costs in this report and therefore recommend to secure the fund and look for

alternative solutions for projects that need immediate action.
