May 23, 2013 To: Fellow Republicans and members of the larger Eagle River/Chugiak/Fort Richardson community: Re: A Message from the Elected and Appointed Officers of District 12 As many of you are already aware, the recent internal conflict over state leadership of the Alaska Republican Party has led to interference in our district activities on the part of one faction plying for leadership of our state party. As the current and former elected and appointed officers of our district we have observed these unprecedented and regrettable activities with increasing resolve that they not be permitted to interfere with the duties and responsibilities that we have to the members of our community. And while we are hesitant to allow such internal party conflicts to distract from the work of our district it is incumbent at the present time to explain something of the events that have transpired and our response as a district to those events. We hope that such explanation will alleviate any unnecessary concerns on the part of those in the community, and will permit us to quickly return to our mission of organizing and providing an effective voice for the grassroots members of our district who desire to promote the principles and values of good government so ably expressed in our Alaska Republican Party Platform. In doing so as district officers, we wish to make clear that we do not speak for the Republican elected officials residing in our district, many of whom have chosen not to be involved in the internal affairs of the Alaska Republican Party. Our mission: To promote fidelity to the principles upon which our country was founded within every facet of our government; to ensure that our elected and appointed public officials represent the citizens of our district and the values and principles of good government so ably expressed in our platform. In furtherance of that mission, our district executive committee met on April 1st to consider a resolution adopted by District 8 expressing support for the elected state leadership of the Alaska Republican Party and expressing strong criticism of the attempts to remove them from office, thereby circumventing the election that was held at the 2012 Alaska State Convention. The resolution was passed unanimously by the members of our district executive committee and was submitted to the District 12 Committee for consideration at our April 25th

meeting. At that meeting we were treated to an unannounced, surprise visit by members of state party leadership who employed a novel, unreasonable, and entirely unprecedented interpretation of our organizational bylaws in an attempt to dissolve our committee and forbid us from taking a vote on the resolution previously endorsed by the members of our district executive committee. These same party officials then announced their intention to select their own representative for our district on the Republican State Central Committee for the upcoming State Central Committee meeting, an individual who had recently run for district party office at our last meeting and lost to another candidate, effectively circumventing the results of our district election held in March. To the best of our knowledge, this event was utterly without precedent. At no time in the history of the Alaska Republican Party has a district committee experienced such interference from party officers outside of their district. As permitting such behavior to take place would set a dangerous precedent not only for our district but for every district throughout the state, we wish to make it known that we support the ELECTED officers of our district, our district’s ELECTED representatives on the State Central Committee (David Eastman and Karen Perry) and the ELECTED leaders of our state party (Russ Millette, Debbie Brown, Alicé Leuchte, and Julie Gillette).
