LASCB: PHASE 1 PASEO CONCEPT• Open space destination with active ground-floor retail,
restaurants, services, and museum
• Street-level activation in Phase 1
• Connecting City Hall to cultural destinations in Little Tokyo
• Off-site improvements to base of City Hall East, Los Angeles Street, and Judge John Aiso Street
CIVIC SQUARE CONCEPT• The district’s “living room” accommodates civic life
• Versatile civic square: meeting, activity, civic expression
• Pleasant and accessible in all seasons with shade, and large space for gathering, performance, and activities
• Ground floor uses with outdoor components activate the square to create a lively and active meeting space

• Buildings should respect City Hall’s prominence
• Buildings close to City Hall should be lower than those farther away
• Buildings should also recognize the scale of Little Tokyo to the east and south
• Framing streets and public spaces
• Break height above the 5th floor (inflection plane)
• Ground floor scale compatible with 1-2 story expression of adjoining retail
