THE POSITION

Under the direction of a five-member Board of Directors, the District Manager serves as agent of the Board of Directors in planning, directing, managing, and overseeing the services, activities, and operations of the District including Administration, Engineering, Finance, Operations, Human Resources, Customer Service and Community Relations; serves as chief executive officer of the District ensuring that services and operations are delivered in an efficient and effective manner; implements policy decisions made by the Board of Directors; facilitates the development and implementation of District goals and objectives; and provides thorough administrative support to the Board of Directors.

QUALIFICATIONS

The successful candidate will have:

A Bachelor’s Degree in political science, planning, engineering, public administration, business administration, or an equivalent combination of training and work experience is required. A Master’s Degree in public administration, business administration, or a closely related field of study is preferred.

Five years work experience in a comparable organization as the Manager, Assistant Manager, or a Department Head with at least three years of supervisory experience; or an equivalent combination of training and work experience is required.

THE IDEAL CANDIDATE

The ideal candidate will be a highly skilled individual with extensive management and administrative skills and experience with Special Districts, fire and emergency services, water issues and organizational structure, regulatory compliance, contracts, business practices and principles, the budget process, and administration. The ideal candidate is a strategic thinker, capable of implementation through teamwork and collaboration and able to communicate effectively with people from all walks of life, including community representatives, elected officials, Board members, internal staff, homeowners and resort guests. The District Manager must be willing and able to manage people and the creative process with inspiration, show capacity to multi-task and manage diversity of activity, programs and staff, while leading with diplomacy, inclusive communication, and positive motivational leadership.

OPPORTUNITIES AND PRIORITIES

Work with the Board and Director of Public Services to address new ground water compliance issues and update rules and regulations and strategic plans.

Work with the Fire Chief to address budget challenges faced by the Fire Department and review and oversee mutual aid agreements.

Oversee contractual arrangements with outside television and internet provider.

Update District personnel policies and related documents.

Review District compensation, conduct salary survey in coordination with Mountain States Employers Council and recommend adjustments to compensation schedules.

Create and maintain positive business and public relations with community, business leaders and stakeholders.

Work within a limited budget.

DUTIES AND RESPONSIBILITIES

Typical duties of the District Manager include, but are not limited to:

Assume full management responsibility for all District operations, services, and activities including Administration, Engineering, Finance, Operations, Human Resources, Customer Service and Community Relations.

Facilitate the development, implementation, and administration of District goals and objectives.

Direct and participate in the development and administration of the District’s budget; prepare long-term plans of capital improvements and repair and replacement of District facilities, including financial plans; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.

Evaluate and monitor the effectiveness of service delivery methods and procedures, allocate resources accordingly.

Enhance organizational development to most effectively meet changing District needs.

Ensure that the Board of Directors is informed of activities of the District and the extent to which objectives are being met. Maintain positive and effective communication with Board members.

Encourage cooperative efforts of staff; develop subordinates through delegation of authority, monitoring performance and providing feedback and counseling to key personnel.

Select, or review the selection of consultants; approve capital expenditures within established authorization limits.

Represent the District in meetings and discussions with employees, property owners, Copper Mountain Resort and Resort Association, government officials, regulators, attorneys, and contractors in order to promote the District’s goals and objectives and resolve issues.

Communicate and interface with managers in other districts; negotiate agreements with other districts at the local, regional or state level.

Provide for an effective community image through presentation to community groups in local and civic organizations; maintain contacts with the media and community leaders.

COMPENSATION AND BENEFITS

2016 annual compensation range of $93,897 - $126,761.

THE COMMUNITY

Copper Mountain Resort is located 75 miles west of Denver in the southwest corner of Summit County at an elevation of 9,715 feet above sea level. Situated just south of Interstate 70, the area was once known as Wheeler Junction, a settlement founded in the 1880s and home to miners who were working in the area. As is the case with other settlements in Summit County, when the mining claims dried up most of the settlements associated with them did as well. However, in 1971 the construction of Copper Mountain Resort began. The Copper Mountain Water and Sewer District was formed in 1972 and the Copper Mountain Metropolitan District was formed in 1974. In 1996, the two District’s merged to form the Copper Mountain Consolidated Metropolitan District. The Copper Mountain Ski area is owned by POWDR Corporation and operated by Copper Mountain Resort. Copper Mountain one of the best known ski areas and year-round resorts in North America with 2,465 skiable acres and averaging over 305 inches of snow each year. The permanent population totals approximately 400 residents with numbers increasing to over 15,000 people a day during peak visitor seasons.

THE DISTRICT

The Copper Mountain Consolidated Metropolitan District (CMCMD) covers approximately 400 acres of land in the valley adjacent to the Copper Mountain Ski area and provides water, sewer, cable/internet, fire, and emergency medical services to approximately 400 year round residents of the Copper Mountain Community and over 1 million resort visitors annually. CMCMD currently operates a water reclamation facility, a potable water supply, a fire based EMS department, and maintains infrastructure for cable and internet services across the community. The District operates under the direction of a five person, elected Board of Directors. The Board sets policy decisions, which are carried out by the paid staff. The District Manager oversees approximately 23 full-time employees. The 2016 annual budget is $7.3 million.

Water and Sanitation Department: The wastewater reclamation facility is a major mechanical facility rated at 1.1 million gallons per day and provides capacity for the future build-out of the resort. The effluent of the facility flows into Ten Mile Creek, a tributary of Lake Dillon Reservoir which supplies Denver and Colorado’s Front Range with over half of its drinking water. This requires the District to meet some of the most stringent effluent limits in the country.

Water from three current wells in the valley floor supplies drinking and irrigation water to the highly transitory community population resulting in a flow varying between 20,000 gallons per day (gpd) off-season to 1,200,000 gpd during peak winter and summer seasons.

New state and federal guidelines have prompted the District to address existing infrastructure and Ground Water Under the Direct Influence (GWUDI) compliance.

Fire Department: The Copper Mountain Fire Department (CMFD) is a fire based EMS department located in the Copper Mountain Consolidated Metropolitan District Building. This building was completed in 2009 and is shared with District Administration. CMFD operates with 15 full-time staff and firefighters who provide fire and advanced emergency medical services to the residents and guests of the Copper Mountain Resort. In addition, CMFD provides coverage to an area outside of District boundaries covering 80 square miles of largely undeveloped forest including the I-70 corridor west to the top of Vail Pass and east to Officer's Gulch, as well as Highway 91 south of the resort to the top of Freemont Pass. The department runs 450-500 emergency calls per year.

Cable Television and Internet Services

Department: The Cable and Internet Services

Department is operated by one full-time employee in

coordination with ResortInternet. The District

contracts with ResortInternet to provide internet and

cable television services while the District maintains

the infrastructure for these services.
