EDUCATION *6. RESOLVED, that the Roxbury Township Board of Education, pursuant to N.J.S.A.

18A:19-4, does certify that no line item account has encumbrances and expenditures which in total exceed the line item appropriation, and

BE IT FURTHER RESOLVED, that pursuant to N.J.S.A. 18A:17-9 and N.J.S.A. 18A:17-36,

after review of the Board Secretary’s and Treasurer’s monthly financial reports, that no major accounts and fund balances in the 2014/2015 budget have been over expended and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

TRAVEL REQUESTS *7. RESOLVED, that the Roxbury Township Board of Education approve unavoidable

travel costs as related in this resolution which are educationally necessary and fiscally prudent and are related to and within the scope of the employee’s current responsibilities and promotes the delivery of instruction or furthers the efficient operation of the school district. Bayada Home Health Care, Inc., 520 Speedwell Avenue, Suite 220, Morris Plains, NJ to provide professional basic nursing care to Roxbury School District students. Services will be at a rate of $60.00/hour for RN services or $50.00/hour for LPN services. This agreement will be in effect July 1, 2015 through June 30, 2016.

STUDENT ACCIDENT INSURANCE *12. RESOLVED, that the Roxbury Township Board of Education approve a Student

Athletic Insurance policy with McCloskey Insurance for the 2015/2016 school year in the amount of $37,318.00. The Board also approves voluntary parent paid Student Accident Insurance packages from McCloskey Insurance to be offered to parents of Roxbury students.

USE OF VEHICLES *13. RESOLVED, that the Roxbury Township Board of Education approve the use of

District buses for the transportation of USFA sponsored PanAmerican Fistball Games participants. Busing will be provided to and from the Swim and Sport Club located at 272 Emmans Road, Flanders, NJ to local hotels twice daily – twice in the early morning prior to start of the games and twice late evening after dinner at the Swim and Sport Club. Players begin arriving August 25th through August 31st, and are staying at two area hotels: Holiday Inn Express, 176 Howard Blvd., Mt. Arlington and the Quality Inn, 1691 US Hwy 46, Ledgewood, NJ.

RESOLUTION FOR INCREASING BID THRESHOLD *16. WHEREAS, Ms. Susan M. Joyce, School Business Administrator/Board Secretary

possesses a qualified purchasing agent (QPA) certificate; WHEREAS, the Governor, in consultation with the State Treasurer and pursuant to

N.J.S.A. 18A:18A-3 (b), on July 1 , 2015 has increased the bid threshold amount for school districts with purchasing agents who possess qualified purchasing agent certificates, from $36,000 to $40,000;

NOW, THEREFORE BE IT RESOLVED that the Roxbury Township Board of Education,

pursuant to N.J.S.A. 18A:18A-3 (a) and N.J.A.C. 5:34-5.4, establishes and sets the bid threshold amount of $40,000 for the board of education, and further authorizes Ms. Susan M. Joyce to award contracts, in full accordance with N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the newly established bid threshold amount.

FALL SPORTS OPENING DAY *17. RESOLVED, that the official 2015/2016 school year opening date for Fall sports, as

mandated by the NJSIAA for football programs whose first game falls on September 11, 2015, will be August 17, 2015. As of this date, all athletic teams may practice in accordance with the NJSIAA By-Laws.

C. Education (Resolutions 1-6) TUITION CONTRACTS This resolution was tabled at the June 15, 2015 meeting. It has been revised and is

presented for approval 1. RESOLVED, that the Roxbury Township Board of Education approve a tuition

contract with the State of New Jersey Department of Children and Families for Roxbury resident student 207690 to attend the DCF Regional School – Morris Campus. The New Jersey Department of Education shall withdraw the annual tuition from the state aid of the Roxbury School District at a per diem rate of $146.8455. The educational services shall commence on May 7, 2015 for the 2014/2015 school year.

C. Personnel (Resolution 1-54) ASSISTANT SUPERINTENDENT MERIT GOALS *1. Whereas, NJAC 6A:23A-3.1 permits a Board of Education to include in its contract

with the Assistant Superintendent of Schools quantitative and qualitative criteria and associated merit salary bonuses in recognition of their achievement during the school year, and

Whereas, the Board of Education has now developed a set of annual goals for the

2015/2016 school year that it wishes to include in its contract with the Assistant Superintendent now, therefore, be it

EXECUTIVE SESSION *1. WHEREAS, Chapter 231, P.L. 1975, also known as the Sunshine Law, authorizes a

public body to meet in Executive Session under certain limited circumstances; and WHEREAS, said law requires the Board of Education to adopt a resolution at a

public meeting before it can meet in such an Executive Session; and WHEREAS, the Board of Education is anticipating to hold a Regular Meeting on

August 24, 2015 at 6:30 p.m. at Roxbury High School; and WHEREAS, the Board of Education intends to discuss matters in Executive Session at

this meeting; NOW THEREFORE, BE IT RESOLVED, that the Roxbury Township Board of Education

expects to discuss personnel, student matters and matters covered by attorney client privilege during the aforementioned Executive Session; and

BE IT FURTHER RESOLVED, that the public portion of the aforementioned Roxbury

Township Board of Education meeting will commence at 7:30 p.m.
