This reort 'urnishes the situation analysis o' the district 0ith resect to socio<econo"icstatus. (t e"loys "ainly secondary data collected $y #a+istan ureau o' Statistics andthe rovincial $ureaus. Ho0ever in'or"ation at >! level is gathered 'ro" various line

deart"ents o' ro;ect districts $y --S- !onsulting tea"s.

Three "ain data sources are used to co"ile the district ro'iles? latest availa$le#rovincial )evelo"ent and Social Statistics )istrict !ensus and #oulation *eorts1998 and latest availa$le household survey #a+istan Social and Living Standard@easure"ent #SL@ 2A12<13/. #SL@ is "ainly used to co"ile education health andhousing ro'ile 'ro" ra0 household level/ data.

So"e in'or"ation 0hich are signi'icant 'or ro'iling districts 0ith resect to develo"entcharacteristics such as strength o' social organiations and institutions con'lict resolvingractices disaster "anage"ent etc. are li"ited at the level o' district. 1.0 District Geograph1

The valley o' S0at is situated in the north o' hy$er #a+htun+h0a rovince at 35 Corth

Latitude and ,2 and 3A East Longitude. The district is enclosed $y the s+y<high

"ountains. !hitral and 7ilgit are situated in the north )ir in the 0est and @ardan in thesouth 0hile (ndus searates it 'ro" Haara in the east.

Toograhically S0at is a "ountainous region located a"ong the 'oothills o' theHindu+ush "ountain range. This range runs in the general direction o' Corth and Southand has a varied elevation 0ithin the S0at area $eginning 'ro" &AA "eters a$ove sealevel in the South and rising raidly u to0ards the Corth to around &AAA "eters a$ovesea level. The S0at region containing the "eandering S0at *iver is also ho"e to lushgreen valleys sno0<covered glaciers 'orests "eado0s and lains.

The eole o' S0at are "ainly #a+htuns "ainly o' the Fusu'ais clan/ Kohistan o' 

)ardic descent/ and Gujjars. 7u;ar or 7ur;;ar is the "a;or tri$e o' the district? its eole

are divided in di''erent clans li+e hatana a;arh !hichi -hir !huhan #a"ra 7angal

etc. The )ardic eole o' the ala" region in northern S0at are +no0n as ohistanis.

Pashtu is redo"inantly so+en in S0at and is understood and used $y roughly 93

ercent o' the oulation as their "other tongue. - variety o' other languages are also

used in the area li+e Tor0ali ala"i and h0ar so+en $y the ala" and ohistani

eole in the Corthern art o' S0at? Gujro a "iD o' Pashto and #un;a$i so+en $y the

 -;ar and 7u;;ar eole.

The )istrict Head=uarter o' S0at is Saidu Shari' $ut the "ain to0n in the district is@ingora. Saidu Shari' is at a distance o' 131 +" 'ro" #esha0ar the rovincial caitalto0ards the northeast. The total area o' )istrict S0at is 533, s=. +" divided into t0otehsils na"ely @atta &83 s=. +"/ and S0at 4&54 s=. +"/.The total 'orest cover in S0atis 49,9&9 acres 0hich consists o' varieties o' #ine trees.

S0at lies in the te"erate one. The su""er in lo0er S0at valley is short and "oderate

0hile it is cool and re'reshing in the uer northern art. The hottest "onth is Bune 0ith"ean "aDi"u" and "ini"u" te"erature o' 33! and 1&! resectively. The coldest

"onth is Banuary 0ith "ean "aDi"u" and "ini"u" te"erature o' 11! and <2!

resectively. The 0inter season is long and eDtends 'ro" Cove"$er to @arch? rain and

sno0'all occurs during this season. The average annual reciitation in district S0at

district S0at data collected $y the station in near$y )ir is used.

situation analysis in ter"s o' access e=uality and =uality o' ri"ary and secondaryeducation. @oreover $esides roviding the level o' adult literacy school 'acilities andhysical characteristics are collated to give an idea o' the =uality o' education in thedistrict.

 -ccess to education is generally gauged 0ith re'erence to the gross and net enrol"entrates $ased on the relevant age grou. Traditionally in #a+istan enrol"ent rates arecalculated on the $asis o' age grou 5<9 years and 1A<14 years 'or ri"ary andsecondary levels o' education resectively. There'ore 'ollo0ing the tradition these agegrous are re'erred 'or docu"entation o' the educational status o' children in ter"s o' out<o'<schooling and enrol"ents in u$lic rivate or religious institutions. -ccess ande=uality indicators are derived 'ro" #a+istan Social and Living Standard @easure"ent

#SL@/ surveys 0hile the availa$le hysical 'acilities in ri"ary and secondary schoolsare ascertained 'ro" the )evelo"ent Statistics o' the rovince.

Ta$le 2.1.1 dislays the educational status o' children 'or the 5<9 age grou. veralla$out 31 ercent children 24 ercent $oys and 38 ercent girls/ o' the ri"ary agegrou 0ere out o' school in the year 2A13. The rivate school heno"enon signi'icantlyeDists in the district. verall a$out 2, ercent children 0ere enrolled in rivateinstitutions according to the esti"ates 'ro" household survey #SL@ 2A13/. Cosigni'icant enroll"ent in religious schools or in schools run $y C7s is o$served in thedistrict.

(t is o' interest to assess the "eans and standards o' living directly rovided $ygovern"ent and those that are ac=uired $y the household. Shelter is one o' the $asicneeds and housing conditions are one o' the +ey deter"inants o' the =uality o' li'e.

To o$serve the access to housing 'acilities three indicators are used vi. roortion o' households using electricity coo+ing gas and ta 0ater 0hile =uality o' housing stoc+ isevaluated in ter"s o' "aterial used in 0all and roo' and tye o' toilet in the house. -llthese in'or"ation are o$tained at the household level 'ro" the household survey #SL@/and thus truly re'lect the conditions o' living standard in the district. (n'or"ation regarding the tye o' "aterial used in roo' are dislayed in Ta$le 2.3.1.
