Diversity Spirit Achievement Award™ at 14th Annual Diversity Practitioners
PORTLAND, OR – August 18, 2014 – The Diversity Recruiter’s Network and City
Career Fair Productions announced today that Frank Garcia IV, Senior Policy Advisor and
Director of Diversity and Inclusion at the Office of The Governor, State of Oregon will
receive the Diversity Spirit Achievement Award™. He will be commended on
Diversity Employment Day, Wednesday, August 20, 2014 during The Diversity
Practitioners Roundtable to be held from 9 am to 10:45 am at The Ambridge Event Center.
The Diversity Recruiters Network’s Diversity Spirit Achievement Award™ is a
national award program recognizing corporations, individuals, community organizations
and media for actively supporting diversity in the community and workplace. The
nomination criteria include having vision, creativity and active promotion of diversity and
inclusion on a local and national level.
“The Diversity Spirit Achievement Award™ recognizes Frank Garcia’s tireless
efforts on behalf of diversity in the workplace, community and in government,” said Neal
Morrison, Director of Diversity Recruiters Network. “He has set the bar for others to
emulate in Oregon and nationally.”
Panelists for the Diversity Practitioners Roundtable include Frank Garcia (Governor’s
Office), Benjamin Duncan (Chief Diversity and Equity Officer and Director of the Office of
Diversity and Equity for Multnomah County), Dante James (Bureau Director, Office of
Equity and Human Rights for City of Portland), Leslie Garcia (Assistant Chief Diversity
Officer and Assistant Vice Provost Director Center for Diversity and Inclusion for Oregon
Health Science University) and Mariann Hyland (Director, Office of Diversity and &
Inclusion for Oregon State Bar). The panel will be moderated by Vicki Nakashima. This
invitation-only event is for employers, professional and community-based organizations
and the media, held prior to the opening of the 14th Annual Diversity Employment Day
Career Fair. Best practices for recruiting, promoting and retaining qualified employees
from the Multicultural and Diverse communities will be explored.

Governor Kitzhaber Announces Next Steps on New Water Initiative to Improve Availability
of Water During Dry Summer and Fall
Advisory task forces will hold joint meeting on Friday, August 15, at the Oregon Water Resources
Department in Salem
(Salem, OR) — Governor Kitzhaber today announced next steps on a new water initiative designed to improve
Oregon's year-round water management and leverage private investment in new water projects. Two task
forces charged with developing program guidelines will discuss the initiative at a joint meeting on Friday,
August 15.
The initiative will build on the Governor’s work with a bipartisan group of legislators and a wide cross-section
of stakeholders to develop a program that makes better use of water during the wet winter and spring months
to meet instream and out-of-stream water needs during the dry summer and fall.
"We need to support healthy streams and rivers year-round while promoting uses that contribute to a strong,
sustainable economy," said Governor Kitzhaber. "These task forces will deal with complex issues and questions,
and I have every confidence they'll provide the Legislature and me with scientifically-sound and timely

Historic investment shows Oregon is fertile soil for businesses to grow

propose a $100 billion investment in Washington County through the state's Strategic Investment Program.

Governor Kitzhaber Appoints Randy Miller to Deschutes County Circuit Court
(Salem, OR) — Governor Kitzhaber today announced the appointment of Randy Miller to fill the vacancy on
the Deschutes County Circuit Court created by the retirement of Judge Barbara Haslinger. Judge Haslinger’s
retirement was effective June 30, 2014, and Mr. Miller was elected in May to fill the position starting January 1,
2015. The Governor’s appointment allows Judge-elect Miller to begin immediately.
"Our circuit courts are an integral part of ensuring access to justice and having judges that are ready, willing,
and able to perform their duties is essential," Governor Kitzhaber said. "Randy Miller is eager to begin his
service to the people of Deschutes County and the State of Oregon, and I am pleased to help make that
possible."
A veteran of the United State Marine Corps, Mr. Miller graduated magna cum laude with a bachelor's degree in
business management from Linfield College. He received his law degree from Willamette University College of
Law. Mr. Miller began private practice as a litigator for Schwabe, Williamson & Wyatt, transferring to its Bend
office in 2006. He later opened a solo practice focusing on civil litigation representing businesses and
individuals in commercial, construction, and real estate matters before state and federal courts.
Mr. Miller’s prior experience includes serving as a police officer in Sunriver, serving on the board for Crystal
Peaks Youth Ranch, and volunteering with Special Olympics.

Governor Kitzhaber Appoints Megan Irwin Acting Early Learning System Director
New Early Learning Policy Director Announced
(Salem, OR) — Governor Kitzhaber announced today the appointment of Megan Irwin as Acting Early Learning
System Director. Ms. Irwin’s appointment follows the retirement of Jada Rupley, whose last day with the
Division was August 15. The appointment is immediate.
"Megan is an energetic and engaged leader who will foster the talent of both Early Learning Division staff and
community leaders who are doing great work," Governor Kitzhaber said. "She will continue to partner with
communities and the Legislature to help shape a quality early learning system that follows through on the
promise we made to our youngest Oregonians." Read more
The Governor’s Office Internship Program
The Oregon Governor’s Office Internship Program offers a variety of opportunities for students to gain
professional experience in a dynamic environment at the State Capitol in Salem, Oregon. This is a unique
opportunity for students to gain a unique glimpse into the inner workings of state government, and to gain
an understanding of the value of public service.
As an intern you will receive exposure to the day-to-day operations in the Governor’s Constituent Affairs
Office, and will be working directly with Oregon’s constituents. While here, you will be gathering opinions,
assessing concerns, and acting as a resource agent for those seeking assistance from State and other
agencies. You will gain insight into the issues which are important to Oregonians, and assist staff toward
developing and maintaining an efficient operations model.
If you are passionate about public service, are looking to volunteer your time toward enriching your
education, and are available to work from our Salem office, we want to hear from you.
Minimum Qualifications
Be a current undergraduate student or age 18 and older
Ability to dedicate a minimum of eight hours per week during school, or 16 hours per week during
the Summer break
Have reliable transportation
Have strong interpersonal and customer service skills

current educational goals.
Provide at least two professional references along with your resume. References can be school staff,

Proclamation Guidelines
Proclamations are issued by the Office of the Governor. They may recognize a day, week or month. The goal of a proclamation is to honor, celebrate, or create awareness of an event or significant issue. Official guidelines and a sample can be found here. Guidelines
1. All proclamations must be submitted with at least a 30-day notice to allow for the approval process and the production of the document itself.
2. Proclamations are not automatically renewed. Requests must be made on an annual basis. If the request is for a repeat of a previous proclamation, a copy of that document should be included with the request form.
3. The Governor's Office reserves the right to approve or decline the production of a proclamation request and to edit any drafted material for final wording.
4. Each proclamation request MUST come from an Oregon resident. This includes requests from national, international, or out-of-state organizations.
Content of a Proclamation
1. Personal proclamations for individuals or businesses will not be accepted. Proclamations must not be used in whole or as part of an advertisement or commercial promotion.
2. Proclamations should reflect inclusiveness, not exclusiveness, and recognize that the strength of our democracy is our diversity. It must not take sides in matters of political, ideological, or religious controversy, or individual convictions.
3. Proclamations must have statewide significance. Format Requirements of an Oregon Proclamation
1. Provide a specific date for the proclamation (day, week, or month) and the desired due date for the completed proclamation. Please provide the date the proclamation is needed by. Be sure to include sufficient time to receive the hard copy via postal mail.
2. Each request must be in the proclamation template (including the WHEREAS sentence structure) which is located at the bottom of the page. However, the Governor’s Office reserves the right to alter the wording of any requested proclamation.
3. Proclamations must fit on a single page and be in 12 point font, with room remaining for the signatures of the Governor and the Secretary of State as well as the State Seal of Oregon.
4. Please provide a contact name, phone number/e-mail address, and mailing address where you would like the final proclamation document sent.

Around 250 volunteers are needed to make the Walk a success! If

Food Booth Early Shift (10:00am - 1:00pm): Prepare fruit and snacks for serving and

to answer event questions and be familiar with event logistics.

Give out stickers for kids’ scavenger hunt. Set up and break down stations. Five locations
along the route, four volunteers each.
Route Monitors (11:30am – 3:00pm): Cheer walkers and encourage safety at designated
spots along the route. Maintain safety at TriMet crossings. Answer questions and give
directions. Excellent group volunteer activity.
Tear Down (2:00pm – 5:00pm): Break down booths, load trucks, return supplies to office
and sweep the park after the walk. Excellent group volunteer activity. Lunch provided for
Tear Down.

3. She believed in me before I believed in myself…..
New Oregon Lottery TV spots that will air when the kids head back to school, tell the stories
of five Oregonians whose teachers changed their lives.
One of these Oregonians is Carmen Rubio. She was the first person in her family to attend
and graduate college, thanks (in large part) to the encouragement of her parents and her high
school teacher, Mrs. Day. Carmen’s father, who is originally from Mexico, and mother both
grew up within farmworker families and had their education interruped in order to support
their families, which resulted in paths of alternative high school and GED certificate
completion.
Growing up, Carmen’s parents emphasized the improtance of education; however very few
Latino students at Glencoe High School in Hillsboro went on to college. Mrs. Day pulled
Carmen into the hallway and said she should be in college preparatory classes and
considering college.
According to Carmen, “because of her, I experienced confidence at school for the first time, I
didn’t see myself reflected in the other students so I didn’t see my future options. She
believed in me before I believed in myself.” Today, , Carmen is the Executive Director of the
Latino Network, where she embodies what Mrs. Day taught her. She has dedicated her life to
promoting educational achievement and leadership among Latino youth in Oregon. Because
of her experience, she works “to help students be supported from day one” because
“education is the key to anyting you want to do, and the key to making things better for you
and your family.”

4. Service Dog Etiquitte
Service Dog Manners:
When you meet a person with a service dog,
please remember that the dog is always working.
Don't do anything to interrupt the service dog while it is performing its tasks, even if it seems
that it’s not working.
Some Rules for Interacting with People with Service Dogs:
Speak to the person first. A service dog is not a “pet.” Do not aim distracting or rude
noises at the dog EVER. Unless the handler does not wish you to do so, formal greetings of
“Good morning/evening,” to the service dog are acceptable.
1. Do not touch or pet the service dog.
Do not offer food to the service dog! The food could be potentially fatal.
Do not ask personal questions about the work of the service dog or the handler's disability, or otherwise intrude on his or her privacy. This is personal and private information.
Don't be offended if the handler does not wish to chat about the service dog or his
or her disability.
What if you are allergic to or are afraid of dogs?
Place yourself away from the service dog. If you are a business person, discreetly arrange for
someone else to wait on the person. You may ask the person to have the service dog lie down
if it does not interfere with its work.
General public:
While on the Public Services Building (255 Capitol Street NE, Salem, OR) premises, please
follow the Service Dog Etiquette.
ORS 167.352 states that interfering with an assistance, search and rescue, or a therapy
animal is a Class A misdemeanor.
5. Deferred Action for Childhood Arrivals (DACA) Renewal Process
On August 15, 2012, the Department of Homeland Security (DHS), U.S. Citizenship and
Immigration Services (USCIS) began accepting requests for deferred action for childhood
arrivals (DACA) from certain young people who came to the United States as children and
met several guidelines. Individuals that receive deferred action under this process are
considered to be lawfully present in the United States during the period that their deferred
action is in effect (normally two years unless terminated) and may be eligible for work
authorization. Deferred action is a discretionary determination to defer removal action of an
individual.
Beginning in September 2014, the initial two-year period of deferred action approved for
early recipients of DACA from USCIS is set to expire under their own terms. USCIS is actively
preparing for the DACA renewal process so that individuals who continue to merit this act of
prosecutorial discretion can request and receive a renewal of their deferred action without
experiencing any lapse in their lawful presence or work authorization.

Thank you for your willingness to assist The Oregon Health Authority - Maternal & Child Health Section (MCH) and Oregon Health & Sciences University - Center for Children and Youth with Special Health Needs (OCCYSHN) in disseminating surveys to providers and partners with whom you work. These surveys are part of an assessment of the health-related needs of mothers, infants, children, adolescents, and children with special health needs - the maternal and child populations residing in Oregon. We would appreciate your responding to a brief (15-20 minutes) online survey Title V Survey by August 21, 2014. The Federal Title V Maternal and Child Health Block Grant, which funds a variety of MCH programs and services, requires that a needs assessment be conducted every five years. Results from these surveys and our needs assessment are essential for identifying statewide priorities for our work on behalf of Oregon's mothers, infants, children and adolescents. Results also will help us plan better services for these populations. Needs Assessment findings will be shared with our partners and stakeholders to support their work with Oregon's children and families. 14. NAYA Family Center: New SE Portland education center, housing development
for Native American foster care children moves forward
A program to provide stable housing and a positive learning environment for Native
American children in foster care reached a turning point this week. City, state and county
officials – plus others, including an architecture firm, the Native American Youth and Family
Center and the Lents neighborhood – signed a "Declaration of Cooperation" Monday during
a celebration at the former Foster Elementary School. Read more

Services: NAYA’s Generations Project
NAYA’s Generations project will be an intergenerational community of permanent, dedicated
housing for foster children, foster parents wanting to adopt foster children, and Elders. The
site will also include an early learning center which will provide early-childhood education
for neighborhood children zero-to-five, and a community center (a Long House), which will
provide services to spur economic advancement and opportunity.

15. Portland Opportunities Industrialization Center (POIC)
Portland OIC, a non-profit organization, dedicated to providing open-door access to
alternative education and employment training opportunities to minority at-risk youth.
POIC’s high school program, Rosemary Anderson High School, offers an accredited high
school diploma program and GED program to youth in North Portland and Northeast
Portland/Gresham. Additional programs, including mentoring, after school, college/career
transition, gang outreach, and young parent education, provide support to students and their
families throughout the year.

16. UWMOSAIC Gates Millennium Scholars Program
The Gates Millennium Scholars (GMS) Program, funded by a grant from the Bill & Melinda
Gates Foundation, was established in 1999 to provide outstanding African American,
American Indian/Alaska Native, Asian Pacific Islander American, and Hispanic American
students with an opportunity to complete an undergraduate college education in any
discipline area of interest. Continuing Gates Millennium Scholars may request funding for a
graduate degree program in one of the following discipline areas: computer science,
education, engineering, library science, mathematics, public health or science.

Openings for liquor store operators occur when a new liquor store is established or an existing liquor
store operator resigns. Liquor stores are private businesses; owners and their employees are not state
employees.

Applicants must be at least 21 years old to be considered as liquor store operator. Applicants are
evaluated background, knowledge, and work experience in:
1. Retail business experience including responsibility for inventory control, cash accountability,
supervising personnel and customer service;
2. Knowledge of retail operations or business management, including study or training in those or
related fields;
3. Customer service skills and ability to communicate and work effectively with the public;
4. Record of felony conviction, conviction of crime relating to money management fraud, or a history
of conviction of crimes relating to the abuse of alcohol or controlled substances;
5. Financial ability to purchase or lease and equip the retail liquor store at a Commission-approved
location. The applicant’s ability to provide the necessary funds to meet the operating expenses of the
retail liquor store for two months, pay a resignation buy-out (blue sky) and other related expenses,
and be bonded under the OLCC’s blanket position fidelity bond.

19. State Park Highlight: Cottonwood Canyon State Park
Cottonwood Canyon State Park is a park that opened in Sept 2013. Cottonwood Canyon State
Park is rugged and vast, from the vertical cliffs carved by the John Day River to deep side
canyons and arid, rocky grasslands that extend for miles in all directions. The park’s 8,000-
plus acres are open for exploring, stargazing and contemplating the elemental forces that
carved this unique landscape.
The Pinnacles Trail and the Lost Corral Trail, each 4.3 miles one way, follow either side of the
John Day River downstream. The Lost Corral Trail, leaving from JS Burres, is open to both
hikers, bikers and equestrians. The Pinnacles Trail, leaving from the end of the campground,
is open to bikers and hikers.
Upstream, the Hard Stone Trail travels 1.5 miles one way and open to foot traffic only. Or,
you can strike out on your own along old, unmaintained ranching roads that lead into the
back country. The J.S. Burres day-use area is a popular boat launch for rafts, kayaks, canoes
and drift boats.
If you’re an angler, the John Day River has steelhead, catfish, carp and smallmouth bass. As
an added bonus, there’s another 10,000 acres of public land surrounding the park managed
by the U.S. Bureau of Land Management.
