Survey Methodology and Participant ProfileTo conduct the 2016 CMM In-House/Facility Management Benchmarking Survey, CMM editorial staff distributed the survey in February via email to all active contacts in the CMM in-house/facility manager email database. Survey questions were designed to address participants’ operations, employees, and purchasing dimensions, along with additional critical issues in-house/facility managers face on a daily basis.

A total of 337 qualified, completed surveys are included in this year’s analysis. term care facilities—while commercial facility (office and government buildings) professionals comprise 10.4 percent of the total response count. The remainder of respondents work in retail (6.2 percent), hospitality (5.3 percent), industrial (3.3 percent), and recreation/transportation (2.7 percent) facility operations.

When it comes to management responsibility, the majority of respondents oversee cleaning and facility operations at multiple facilities. More than one-third (37.1 percent) identify themselves as facilities directors, meaning they oversee multiple departments at multiple facilities, while an additional 26.7 percent say they manage only cleaning services for multiple facilities. Survey results show respondents are responsible for a median of nine buildings and an average of 1.28 million square feet of facility space.

Prominent Operational IssuesIn this year’s survey, facility managers were asked to rank the importance of a number of operational issues. Consistent with the 2015 survey results, health and safety remains the top “very important” issue, with 78.3 percent of respondents stating it as such. In addition to ensuring safe and healthy facilities for workers and building occupants, 75.7 percent of respondents say improving facility image is very important. Rounding out the remaining top five “very important” issues are improving productivity/efficiencies (72.4 percent); security (63.5 percent); and training/educating staff (58.8 percent).

From a budget perspective, nearly half of respondents (45.7 percent) say their operating budget for 2015-2016 is flat compared to the prior year. This number is up 14.3 percent compared to 2015 survey results. Further, 26.7 percent of participants report an increased budget from the prior year, which compares favorably to the 2015 results in which 25.1 percent of respondents noted an increased operating budget.

Outsourced cleaning/janitorial services is another prominent issue facing in-house/facility managers. This year’s survey results indicate that 77 percent of respondents have not outsourced these services in the past five years, although 30 percent say they have analyzed outsourcing’s effect on their operations. Further, 19 percent of respondents do outsource cleaning/janitorial services, and 4 percent say they previously outsourced cleaning, but have brought this function back in house. Of the 19 percent who outsource cleaning, managers of industrial (45.5 percent), retail (38.1 percent), and commercial (37.1 percent) facilities report the highest outsourcing rates.

An additional trend to highlight: Sustainable/green initiatives no longer rank among the top “very important” issues as they have in past surveys. However, they are still considered “somewhat important” by 43 percent of respondents, as more organizations have adopted green and sustainable practices throughout the years. Only 2.7 percent of respondents say sustainable/green initiatives are not important in their operations.

The Training TrendLabor—specifically, hiring and retaining qualified workers—represents a top concern for in-house/facility managers. A variety of factors can impact this issue, including wages, training, and career development opportunities. While survey results show starting and average wages vary based on facility type and geographic location (see illustrations to the right and below), one provision that is consistent across the board is staff training. In fact, 98.2 percent of respondents provide at least some form of training, whether the training is hands-on (96.7 percent), offered via online/video platforms (66.2 percent), or presented in a classroom setting (58.2 percent). Further, 94.1 percent of respondents who provide training rely on in-house trainers/supervisors to train their staffs, while 53.4 percent rely on their distributor partners, 28.2 percent trust online training providers, and 12.5 percent utilize a third party.

Purchasing PowerThe survey results indicate 95 percent of in-house/facility managers are actively involved in the purchasing process; 36.5 percent have sole purchasing authority, 37.1 percent specify or recommend purchases, and 21.7 percent approve purchases.

With regard to purchasing processes, more than half of facility managers (55.2 percent) say they are solely responsible for their budget, while 24.3 percent say theirorganizations’ purchasing process have become more centralized, but they have final say. An additional 12.2 percent say their personal decision-making authority has decreased as their organizations’ purchasing processes have become more centralized.

This year’s survey reveals 72.1 percent of respondents purchase cleaning equipment and supplies from jansan distributors—a 14 percent increase compared to the 2015 survey results—and 68 percent purchase from their distributors online. Further, today’s in-house/facility managers are not solely purchasing cleaning equipment and supplies; respondents also note purchasing items such as employee safety equipment (80.6 percent), matting (77.8 percent), facility signage (50.8 percent), grounds care equipment (38.3 percent), and pest/bird control products (38 percent).

A Challenging DisciplineFrom managing to do more with fewer resources and maximizing operational budgets, to ensuring healthy and safe facilities for occupants and staff, today’s in-house/facility managers must continue to adapt to the changing dynamics and challenges that face the profession every day.
