Christ Church Playing Fields - 11 Mcclemans Road, Mount Claremont

The goal post pads will already be set up on both fields and are not to be removed.

John XXIII College - check change rooms and general clean-up of grounds.

9.00am sharp in the football clubrooms.

First round - 9.30am. All rounds will start on time so coaches are expected to have theirteams briefed and ready to go before the starting siren.

5 rounds - 2 x 15 minute halves; 5 min half time break and 15 minutes between games.

Please ensure that players have a full and consistent uniform (schools responsibility). Itis essential teams are dressed correctly. Shorts and socks must be consistent (no boardshorts). Runners and water carriers must be wearing school PE shirt and shorts orappropriate vests.

There are two change rooms available at this venue. These rooms are only available forplayers if they need to access water or toilet facilities. It will need to be shared amongstthe five teams throughout the day.

In case of wet weather, teams are encouraged to bring a small pop up tent for generalcoverage around the football fields. There is adequate shelter around the football clubrooms.

Responsibility of each team. Team Manager/Coach to bring esky with ice, drinkcontainers etc. Should containers require refilling there are taps available at variouslocations near the field as well as the change rooms (location given at coach briefing).

The ACC will organize field umpires. **Each school is to provide a goal umpire appropriately attired with white goal flags**

Teams can arrive 30-45 minutes prior to the first round time for their warm-up. **Coaches must attend the briefing at the allocated time.**

Match balls and warm up balls are to be supplied by participating schools.

St John Ambulance will be available at the venue (organized by the ACC).

Presentations will occur immediately following the final siren. All players, coaches andumpires are asked to make their way to the designated presentation point as soon aspossible. The carnival manager will present the winning team and players with theperpetual shield for this division.

MATCH OPERATIONSGround size - Boys = 135m-185m (L) x 110m-155m (W)

Football - Size 4 leather footballs.

Number of Players - Boys = 18-a-side, 7 bench players. Numbers on field should always be even.

General - Rules as per AFL laws of Australian Football.

Positions - As per AFL laws of Australian Football.

Out of Bounds - Last Possession Rule

Protected Area - The protected area at this level is 5m.

Order-off Rule - To be applied as per the Red & Yellow card system.

Tackling - Tackling is permitted as per AFL Laws of the game.

2. GENERAL MATCH RULES

- From a kick or handball, a free kick is to be awarded to the nearest opponent.

- If a player runs the ball over the boundary line, a free kick is to be awarded to the nearest opponent.

- If the ball is off hands or a player's body, a ball-up is to occur 10m in from the boundary line.

- If there is any doubt as to whose free kick it is, a ball-up is to occur 10m in from the boundary line.

3. COMPETITION ROLES

Umpires are to officiate at each match played under the control of the WAFC. All umpires must comply

with the AFL Law of Australian Football, WAFC Junior and Youth Rules and Regulations and any

Competition variations adopted by the governing bodies.

- Should a field umpire not be available to officiate, at any match the opposing coaches or team

officials may agree to appoint any person to act in that capacity.

- All field umpires shall be suitably attired for the match.

- The collection of umpire related match documents is at the discretion of the WAFC.

- Any officially appointed emergency umpire will have the same powers as the central umpires.

Boundary umpires are not required for any Year 10 matches as the Last Possession Rule will apply

as per "Out of Bounds".

Goal Umpires

Each competing team shall supply a goal umpire who should be of sufficient knowledge and

competency to carry out all responsibilities of the position, as defined in the Laws of the Game.

- The goal umpires will wear the approved attire and have a minimum of two signalling flags.

- The goal umpire will be supplied with a scorecard.

- The goal umpire will keep a record of each team's score during the game, will compare scorecards

at the end of each half and will change ends at half time.

- At the conclusion of the game, the goal umpire will check, date and sign the scorecards and hand

them to the ACC carnival manager.

- The goal umpire will endeavour to keep the area immediately behind the goal line clear of

spectators and other obstructions.

- The goal umpire is not permitted to coach or encourage players.

Each school must provide their own game and warm-up footballs for the day.Depending on resources, the WAFC will provide game balls for the Division 1 carnivals.Boys = 18 players on field. each team is permitted up to five (7) interchange players.Forfeits on the final day are not acceptable. Teams must finish the scheduled program.

The 1st placed school in each division will be elevated to the higher division, e.g. winner of division 3 will beelevated to division 2, etc.The 5th placed school in each division will be relegated to the lower division, e.g. last place for division 3 will

In the event that the South West carnival winning school withdraws from their place in the division 1 carnival,the winner of the second division has the option to play in this carnival in that same year. The followingapplies;

The winner of the division one carnival will be presented with the perpetual trophy - Eagles Schoolboys Cup. Allother divisions will be presented with a perpetual shield.

AGE OF PLAYERS Teams are made up of Year 10 students. In no circumstances can students in Year 11 or 12 participate. Students below Year 10 level can only participate in emergency situations to avoid forfeits. It is not in the spirit of the competition to promote talented Year 8/9 students into the Year 10 team.

UNIFORMS All players MUST wear the official school AFL football uniform. All players should ear the same shorts, socks and jumper. Schools should check their carnival booklet for clash of jumper colours/designs.

START AND END OF GAME ACKNOWLEDGEMENTS The first named team lines up in the centre of the ground and waits until the other team lines up opposite. Due to COVID-19 restrictions, no hand shaking is allowed. At the completion of the game each team captain will call his team to give three cheers to the other team.

POINTS Maximum points a winning team can earn are 2 points. Draw earns 1 point.

GENERAL

UMPIRES Accredited field umpires will be sourced by the ACC. Each school is to provide one goal umpire which should be a senior student or adult. Goal umpires MUST be attired correctly and professionally with a set of white goal flags.

EQUIPMENT Mouth guards are strongly recommended by the ACC for all players. Schools allowing players to play without mouth guards must take full responsibility for any injuries incurred. General Equipment - Goal post pads are provided at the venue. John XXIII College is responsible for the set-up of both fields, and the management of equipment.

RESULTS After each year's competition, schools will be elevated or relegated from their allocated division depending on their place at the end of each carnival. The following protocols apply to this process:

a) If they choose to play, and they place 5th in the carnival, they will be relegated to division 2 and will remain in that carnival division the following year, i.e. they lose their right to be elevated. b) If they place higher than 5th, they will remain in division 1. c) If they choose not to play, they will be elevated to division 1 in the following year.

GENERAL CONTACT INFORMATION

No sharing of personal items such as water bottles, towels, protectiveequipment, whistles and clothing is allowed.Shared equipment (i.e. match balls) to be cleaned by the school aftereach match. Schools to provide own cleaning station.

Schools should maintain a strict limit of a minimum of two squaremetres (2sqm) per person where practicable.Schools to carefully manage shared communal spaces to ensurephysical distancing, i.e. change rooms, team huddles.Schools to manage entry/exit at the venue/transport to ensurephysical distancing.

Schools to provide hand sanitization stations for players. Hands to becleaned on arrival, after games and before departure.ACC to provide hand sanitization station for officials and otherpersonnel.Schools to promote importance of personal hygiene to players; handcleaning, no physical greeting contact (i.e. hand shakes, high 5's, hugs,physical goal celebrations, team huddles), no spitting, cough andsneeze covering.Venue to maintain frequent cleaning regimes of facilities and changerooms after use.

Players should report any flu or cold symptoms to their teacher if theyare feeling unwell.Officials and other personnel should report any flu or cold symptomsto the ACC controller if they are feeling unwell.People feeling unwell and showing flu/cold like symptoms will beisolated from other people and arrangements made for them to leavethe venue ASAP. School staff and ACC to action their COVID-19emergency response plan.

All players, staff/coaches, officials and other personnel are asked to followthe COVID-19 safety rules to keep everyone safe.
