SECTION 75.01 - GENERAL

Article 75.01.1 - Scope of Work The Work covered by these Specifications consists of providing all labor, supervision, equipment, supplies, material, transportation, handling and storage, and performing all operations necessary for satisfactory completion of landscaping and re-vegetation work as specified in this Division and as necessary to complete new construction, modification, repair, and/or surface restoration for water distribution and wastewater collection facilities operated by Doyon Utilities LLC on Joint Base Elmendorf Richardson, hereafter referred to as JBER.

All Division 75 work shall be in accordance with the Plans, Special Provisions, Standard Details, and these Specifications. In the event of differences between the requirements contained in these various documents and specifications, the most stringent requirements, as determined by Doyon Utilities’ Authorized Representative, shall govern.

Much of the content of this JBER Division 75 is taken from the 2009 Municipality of Anchorage Standard Specifications (MASS), but this JBER Division 75 also includes requirements not found in the 2009 MASS.

Article 75.01.2 - Safety The Contractor is solely responsible for all construction-related safety and safety compliance, including, but not limited to: worker and jobsite safety; safety of Doyon Utilities employees and agents; safety of other JBER personnel and property; safety of the general public; safety of military operations; safety of wildlife and the environment; and, safety of the water distribution system, the wastewater collection system, and other utility safety.

Article 75.01.3 - Applicable Standards The latest revision of the following standards of the American Association of State Highway Transportation Officials (AASHTO), Alaska Department of Fish & Game (ADF&G), American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), Turfgrass Producers International (TPI), and the University of Alaska Fairbanks Cooperative Extension Service (UAFCES) are hereby made a part of these specifications:

Article 75.01.4 - Contaminated Material Unless otherwise noted in the Contract Documents, neither JBER nor Doyon Utilities LLC is aware of any contaminated material within the project limits. If such material is encountered, the Contractor shall notify Doyon Utilities’ Authorized Representative immediately for direction. Unless the contamination was caused by Contractor’s operation, discovery of contaminated material will be treated as a changed condition.

Article 75.01.5 - JBER Access Privileges for Contractor Personnel The Contractor shall provide Doyon Utilities LLC with a list of personnel, including Subcontractor personnel, requiring regular access to JBER; as well as required personnel identification documents as required by JBER military base security personnel at least 7 calendar days prior to the date that access is required. JBER access privileges for Contractor personnel are contingent on passing of background checks to the satisfaction of JBER military base security personnel.

JBER access privileges for Contractor and Subcontractor personnel are revocable at the discretion of JBER military base security personnel.

Denial or revocation of JBER access privileges by JBER military base security personnel for Contractor or Subcontractor personnel shall not be grounds for extra Contractor or Subcontractor compensation.

Article 75.01.6 - Inspection, Notices, and Official Communications All work activities covered under this Division, including but not limited to traffic maintenance, landscaping, re-vegetation, watering, and punch list work, are subject to inspection and acceptance by Doyon Utilities LLC. Work completed without inspection by Doyon Utilities’ Authorized Representative shall be subject to rejection.

The Contractor shall schedule top-soiling, seeding, sodding, planting, watering, and similar activities to occur on non-holiday weekdays during normal working hours of 7:30 AM to 4 PM to facilitate inspection by Doyon Utilities’ Authorized Representative.

Written notice of traffic lane closures shall be provided to Doyon Utilities LLC, the JBER Fire Department, and the JBER Police Department by the Contractor at least 14 calendar days in advance.

Written notice of traffic maintenance (excluding lane closure work), landscaping, re-vegetation, watering, punch list work, and similar activities requiring inspection shall be provided to Doyon Utilities LLC by the Contractor at least 5 calendar days prior to beginning any of these operations.

The Contractor shall notify Doyon Utilities’ Authorized Representative again in person or by e-mail one calendar day before starting any of the work listed above.

Failure by the Contractor to provide the required notice(s) shall be grounds for issuance of a stop-work order and/or complete rejection of the work.

To be considered official and binding, all communication from and to Doyon Utilities LLC shall be in writing.

Article 75.01.7 - Utility Locations and Dig Clearance Permit Requirements The Contractor shall place a telephone, fax, or on-line locate request with Alaska Digline Inc. (Anchorage telephone - 278-3121 or 811, statewide telephone - 1-800-478-3121, statewide fax – 1-907-278-0696, on-line – http://www.akonecall.com/). Documentation of the Alaska Digline request shall be provided to Doyon Utilities’ Authorized Representative. The Contractor shall coordinate with utility companies’ locator personnel to locate all existing utilities before digging.

In addition to obtaining utility locations through Alaska Digline Inc., the Contractor shall obtain a Dig Clearance Permit from JBER CES (673 ABW Form 3 – BCE Work Clearance), and provide a copy of the fully executed Dig Clearance Permit to Doyon Utilities’ Authorized Representative. A minimum of 14 calendar days shall be allowed by the Contractor for complete processing of a Dig Clearance Permit. The Contractor shall comply with all requirements of the fully executed Dig Clearance Permit.

Article 75.01.8 - Hot Work Permit Requirements For any activity producing open flames, or heat or sparks sufficient to cause combustion, the Contractor obtain a hot work permit signed by the JBER Fire Department, and provide a copy of the fully executed hot work permit to Doyon Utilities’ Authorized Representative. A minimum of 14 calendar days shall be allowed by the Contractor for complete processing of a hot work permit. The Contractor shall comply with all requirements of the fully executed hot work permit.

Article 75.01.9 - Fire Hydrant Use Permit Requirements Prior to use of any JBER fire hydrant for any reason other than emergency usage, the Contractor shall obtain a fire hydrant use permit from Doyon Utilities. Issuance of fire hydrant use permits is at the discretion of Doyon Utilities. A minimum of 3 working days shall be allowed by the Contractor for complete processing of a fire hydrant use permit. The Contractor shall comply with all requirements of the fully executed fire hydrant use permit.

Article 75.01.10 - Submittals The Contractor shall provide paper submittals or electronic submittals, at the option of Doyon Utilities’ Authorized Representative, for review and acceptance by Doyon Utilities. Duplicate paper submittals shall be supplied in the quantities requested by Doyon Utilities’ Authorized Representative. Submittals shall clearly document compliance with Contract requirements, as well as any deviations from Contract requirements, all to the satisfaction of Doyon Utilities’ Authorized Representative. Any materials ordered and/or work done in advance of written acceptance of submittals by Doyon Utilities’ Authorized Representative is subject to rejection.

Submittals for Doyon Utilities review and acceptance are required for the following items.

1. Documentation of Alaska Digline utility locate requests.

2. Fully executed Dig Clearance Permit(s).

3. Fully executed hot work permit(s).

4. Submittals for all permanent materials.

5. Seed mix certification tags.

6. Laboratory soils fertility testing and pH analysis with fertilizer type and application rate and lime application rate recommendations.

7. Plant disease, invasive plant, and/or insect pest management program details.

8. Plant inspection certificates required by law.

9. Plant supplier’s recommended soil pH, fertilizer formulation, and fertilizer application rate for planting of the particular tree, shrub, plant, and/or bulb species.

10. Traffic Control Plans.

11. Red-lined drawings.

Permanent material submittals shall be provided to Doyon Utilities’ Authorized Representative at least 30 calendar days prior to ordering of materials. Other submittals listed above shall be provided to Doyon Utilities’ Authorized Representative at least 14 calendar days prior to the activity covered by the submittal. Completed red-lined drawings shall be submitted to Doyon Utilities’ Authorized Representative within 14 calendar days of substantial completion.

Doyon Utilities’ Authorized Representative reserves the right to request additional submittals for other Contractor procedures and personnel qualifications.

Article 75.01.11 - Permanent Materials Furnished by Doyon Utilities and by Contractor

Doyon Utilities may furnish some permanent materials on some projects. When Doyon Utilities does furnish permanent materials, a list of these Doyon Utilities’-provided permanent materials, and locations where these Doyon Utilities’-provided materials shall be received by the Contractor, will be provided in the Contract Documents. The Contractor shall perform a complete take-off of all permanent materials required for the Project. The Contractor shall furnish any and all permanent materials not supplied by Doyon Utilities, in order to complete the Project in accordance with the Plans, Standard Details, Special Provisions, and these Specifications.

The Contractor shall be responsible for receiving, inspecting, and inventorying Doyon Utilities’-provided materials at locations specified in the Contract Documents, notifying Doyon Utilities Authorized Representative of damage, shortages, etc, loading as required, delivery to the jobsite, and unloading at the jobsite. Materials damaged during loading, transportation to the jobsite, and/or unloading at the jobsite shall be replaced at Contractor expense.

Any surplus Doyon Utilities’-provided materials not used on a project shall remain the property of Doyon Utilities, and shall be delivered by the Contractor to the Doyon Utilities storage yard and carefully off-loaded and stored on Contractor-provided wooden pallets or other suitable dunnage.

Article 75.01.12 - Other Division Requirements Except as specifically stated otherwise in the various Sections of this Division 75, the following other Divisions and Sections of these Standard Specifications are incorporated by reference into all Sections of Division 75:

A. Storm Water Pollution Prevention, Clearing and Grubbing, Concrete and Asphalt Demolition, and Earthwork

The Contractor shall perform storm water pollution prevention, clearing and grubbing, concrete and asphalt demolition, earthwork, and related work in accordance with applicable sections of Division 20 - Earthwork.

B. Wastewater Collection Facility Construction

The Contractor shall construct wastewater collection facilities in accordance with applicable sections of Division 50 - Wastewater Collection Systems.

C. Water Distribution Facility Construction

The Contractor shall construct water distribution facilities in accordance with applicable sections of Division 60 - Water Distribution Systems.

D. Surface Restoration

Unless shown otherwise on the Plans and/or Standard Details, specified otherwise in the Special Provisions, or directed otherwise by Doyon Utilities’ Authorized Representative, the Contractor shall provide the following materials as required for surface restoration:

1. For restoration of concrete pavement, sidewalks, curb and gutter, etc – Class AA-3 Portland cement concrete in accordance with Division 30 - Portland Cement Concrete, with concrete dimensions to match existing.

2. For restoration of asphalt pavement - Class E asphalt pavement, 2 inches minimum compacted thickness, in accordance with Division 40 - Asphalt Surfacing, over a 2 inches minimum compacted base of leveling course in accordance with Division 20 - Earthwork.

3. For restoration of gravel-surfaced roads, road shoulders, parking lots, etc. Leveling course gravel surfacing, 2 inches minimum compacted thickness, in accordance with Division 20 - Earthwork.

4. For restoration of vegetated surfaces or bare dirt surfaces not scheduled for other surface restoration - 4 inches minimum rolled thickness of topsoil and hydro-seeding with Schedule A seeding mix (for mowed areas) or Schedule D seeding mix (for unmowed areas) in accordance with this Division 75.

E. Construction Surveying and Red-Lined Drawings

The Contractor shall provide construction surveying and maintain red-lined drawings in accordance with Division 65 – JBER Construction Surveys. The red-lined drawings shall be up-dated weekly by the Contractor to the satisfaction of Doyon Utilities’ Authorized Representative. Completed red-lined drawings shall be submitted within 14 calendar days of substantial completion, for review and acceptance by Doyon Utilities’ Authorized Representative.

F. Traffic Maintenance

The Contractor is solely responsible to provide all traffic maintenance for vehicular, non-motorized, and pedestrian traffic. All traffic maintenance shall be in accordance with the Division 70 - Miscellaneous Construction, and the Manual of Uniform Traffic Control Devices, latest edition adopted by State of Alaska, and current State amendments. For any operations involving disruption of normal traffic flow, the Contractor shall provide Traffic Control Plans for review and acceptance by Doyon Utilities’ Authorized Representative. Traffic Control Plans shall be provided at least 14 calendar days prior to beginning any operations involving disruption of normal traffic flow. Acceptance of Traffic Control Plans by Doyon Utilities’ Authorized Representative is required prior to any operations involving disruption of normal traffic flow.

Article 75.01.13 - Site Housekeeping and Clean-Up Littering is strictly prohibited.

The Contractor shall clean up all construction debris as soon as possible after it is generated and store it properly in suitable containers, all to the satisfaction of Doyon Utilities’ Authorized Representative. Trash shall be disposed of weekly or more often if directed by Doyon Utilities’ Authorized Representative.

The entire project site shall be cleaned up of all debris and litter at the end of the project and all debris and litter shall be properly disposed of, all to the satisfaction of Doyon Utilities’ Authorized Representative.

SECTION 75.02 - TOPSOIL

Article 75.02.1 - General The work under this Section consists of providing of topsoil ready for seeding, landscaping, or sodding.

Refer to Section 75.01 - General for additional general requirements.

Article 75.02.2 - Material Topsoil furnished by the Contractor shall consist of a natural friable surface soil without admixtures of undesirable subsoil, refuse, or foreign materials. It shall be shredded and free from roots, hard clay, rocks larger than 1 inch in any dimension, noxious weeds, seeds or plant propagules, tall grass, brush, sticks, stubble, or other litter. Topsoil shall be free-draining and non-toxic, and shall be obtained from land that has recently produced healthy crops, grasses, trees, or other vegetation. Topsoil shall contain not more than 10% gravel by dry weight of total sample. For the purposes of this specification, gravel is defined per ASTM D422 modified to include only material passing 1 inch and retained on the No. 4 sieve. If requested by Doyon Utilities’ Authorized Representative, topsoil shall be sampled and tested at Contractor expense. Topsoil shall conform to the following requirements, as tested using the procedures included in ASTM D422, ASTM D2974 and AASHTO T267. Topsoil shall meet the following additional requirements:

Organic material for incorporation into topsoil shall be partially decomposed peat moss from a source above the water table. Peat moss shall be shredded and thoroughly mixed with the topsoil.

Article 75.02.3 - Construction A. Timing of Topsoil Placement for Seeding and Sod

Topsoil shall not be placed unless it can be seeded or sodded within one week of completion of topsoil placement. Seeding and sodding are allowed from May 15 to July 1. The dates for seeding and sodding may be adjusted on a case-by-case basis in writing in advance at the option of Doyon Utilities’ Authorized Representative.

The Contractor shall not place or spread topsoil when the ground or topsoil is frozen, excessively wet, or otherwise in a condition detrimental to the Work.

B. Topsoil Placement for Grass Seeding and Sodding

The topsoil shall be evenly spread on the designated areas to a lightly compacted depth of 4 inches unless otherwise specified on the Plans.

Topsoil shall be carefully placed so that it blends properly with adjacent undisturbed ground surfaces, and so that the surface drains, all to the satisfaction of Doyon Utilities’ Authorized Representative.

In lawns areas, topsoil shall be carefully sloped and contoured to satisfaction of Doyon Utilities’ Authorized Representative for ease and safety of lawn maintenance with standard lawn mowers and lawn maintenance equipment.

Just prior to seeding, the surface of topsoil shall be cleared of weeds, leaves, litter, or other accumulated debris by tilling, hand raking, blowing with power blowers, and/or hand-picking, so that seed will be deposited on bare topsoil.

In seeded lawn and sodding areas, topsoil shall be finished prior to seeding or sodding by hand rolling with water-filled topsoil rollers acceptable by Doyon Utilities’ Authorized Representative.

In non-lawn seeded areas, topsoil shall be completely track-walked with a small dozer prior to seeding. On slopes, track-walking shall be accomplished by driving the dozer up and down the slope perpendicular to contour lines. In areas where track-walking is not practical as determined by Doyon Utilities’ Authorized Representative, the soil shall be loosened by hand raking with landscaping rakes. All track-walking and/or topsoil raking shall be to the satisfaction of Doyon Utilities’ Authorized Representative.

Topsoil placement, cleaning, and rolling or track walking shall all be started and completed not more than 7 calendar days prior to seeding. If topsoil placement, cleaning, and rolling or track walking are not started and completed in the 7 calendar days before seeding, these activities shall be repeated if directed by Doyon Utilities’ Authorized Representative at Contractor expense.

C. Topsoil Placement for Planting Beds

Topsoil in planting beds shall be placed at the depths as shown on the Plans or as directed by Doyon Utilities’ Authorized Representative, but shall not be less than 12 inches. Cultivation shall be carried to the full depth of the planting bed. Prior to planting, all planting beds shall be thoroughly weeded and raked or cleared of stones 1 inch in diameter and larger, sticks, and other debris or irregularities which might interfere with seeding operations, germination of seed, or subsequent maintenance of planting beds, all to the satisfaction of Doyon Utilities’ Authorized Representative.

D. Clean-Up

Contractor shall keep concrete, paved, gravel, rock, and other surfaces within the project and on haul routes clean during topsoil hauling and placement operations. Spilled topsoil that contaminates surfaces and/or poorly placed topsoil shall be cleaned up and repaired to the satisfaction of Doyon Utilities’ Authorized Representative at Contractor expense.

SECTION 75.03 - SEEDING

Article 75.03.1 - General The work under this Section shall include seeding, mulching, fertilization and lime application, watering, maintenance, and incidentals.

Refer to Section 75.01 - General for additional general requirements.

Article 75.03.2 - Material A. Seed

The Contractor shall deliver seed to the site in its original unopened container, which shall bear the vendor’s guarantee of analysis. The Contractor shall provide Doyon Utilities’ Authorized Representative with certification tags for all seed mixes, listing species, proportion by weight, percent purity, and percent germination. The certification tags shall be removed from the unopened bags in the presence of Doyon Utilities’ Authorized Representative.

Seed shall conform to one of the following seed mix types and application rates:

B. Fertilizer and Lime

The Contractor shall obtain representative samples of proposed topsoil, and submit these samples for fertility testing and pH analysis by an acceptable testing laboratory at least 14 calendar days prior to seeding. Testing shall be at Contractor expense. A laboratory report shall be provided, recommending a fertilizer mix and application rate such that the available nitrogen, phosphorous, and potassium are optimized. The laboratory report shall also recommend an application rate for dolomitic lime. A copy of the laboratory report shall be provided to Doyon Utilities’ Authorized Representative for acceptance.

Fertilizer shall be of standard commercial type furnished in moisture-proof containers. Each container shall be marked with the weight and the manufacturer's guaranteed analysis of the contents showing the percentage for each ingredient contained therein.

If authorized by Doyon Utilities’ Authorized Representative in lieu of laboratory soils testing, the Contractor shall provide 16-16-16 fertilizer for hydroseeding and maintenance fertilizing.

Lime for pH adjustment shall be dolomitic lime produced from ground limestone. Limestone shall contain not less than 85% of calcium and magnesium carbonates.

Tolerances of the chemical ingredients shall be plus or minus 2%. No cyanamid compounds or hydrated lime shall be permitted.

Fertilizer and dolomitic lime for use in a hydraulic sprayer shall be soluble or ground to a fineness that will permit complete suspension of insoluble particles in water.

C. Hydro-Seeding Mulch

1. Standard hydroseeding mulch shall be 100% wood fiber mulch, “Mat-Fiber”, “EcoFiber”, “Conwed”, or Doyon Utilities’ Authorized Representative accepted equal.

2. Bonded fiber matrix hydroseeding mulch shall be used where shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative, and shall be biodegradable bonded fiber matrix, 80% thermally processed wood fiber and 10% cross-linked tackifier, “EcoAegis”, or Doyon Utilities’ Authorized Representative accepted equal.

D. Water

Water for hydroseeding, watering, maintenance fertilizing, and similar activities shall be of potable water, or clean fresh water suitable for irrigation, free from substances harmful to plants and acceptable to Doyon Utilities’ Authorized Representative.

Article 75.03.3 - Application A. Seeding Season

All seeding shall be performed between May 15 and July 1. The dates for seeding may be adjusted on a case-by-case basis in writing in advance at the option of Doyon Utilities’ Authorized Representative.

Seeding shall not be done during windy conditions or when temperature or ground conditions would hinder placement or proper germination of seed mixes.

B. Seed Application

Seed mix shall be Schedule A, B, C, D, or E as listed above and as shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Application rates shall be as listed above for the specific seed schedule.

C. Fertilizer Application

Fertilizer formulation and application rate shall be as recommended by the testing laboratory based on analysis of actual topsoil samples for the project as described above.

With the concurrence of Doyon Utilities’ Authorized Representative, and in lieu of laboratory testing, the Contractor shall apply 16-16-16 fertilizer at the rate of at least 12.5 pounds per 1,000 square feet.

Fertilizer for use in a hydraulic sprayer shall be soluble or ground to a fineness that will permit complete suspension of insoluble particles in water.

D. Lime Application

Dolomitic lime, whether in liquid or dry form, shall be applied at a sufficient rate to attain a soil pH between 6.0 and 7.0. Dry dolomitic lime for use in a hydro-seeder shall be soluble or ground to a fineness that will permit complete suspension of insoluble particles in water.

E. Hydro-Seeding Mulch Application

1. 100% wood fiber hydro-seeding mulch shall be applied at the rate of 50 pounds per 1,000 square feet.

2. Bonded fiber matrix hydro-seeding mulch shall be applied at the rate of 50 pounds per 1,000 square feet total, but shall be applied in two separate slurries of 25 pounds per 1,000 square feet each. The second slurry application shall be applied as soon as possible after the first, but with sufficient time between applications such that sloughing does not occur. The second slurry shall be applied in a different spraying direction than the first application.

F. Application Methods

All seeding equipment shall be free of invasive weeds, seeds, or plant propagules.

The Contractor shall not seed when wind, temperature, and/or other weather and/or ground conditions would hinder proper placement or growth.

Seed, fertilizer, and lime shall be applied by one of the following methods:

1. Hydroseeding Method - Hydroseeding shall consist of furnishing and placing a slurry of seed, fertilizer, lime, mulch, and water. Seeding slurries shall be accurately proportioned and thoroughly mixed. Seed mix shall not be added to the slurry more than 30 minutes before application.

The mulch shall be added to the slurry in the hydro-seeder after the proportionate amounts of seed, fertilizer, and lime have been added. The slurry shall then be mixed and applied in such a manner that the rate of application will result in an even distribution of all materials.

Hydroseeding equipment shall be capable of maintaining a continuous agitation so that a homogeneous mixture can be applied through a spray nozzle. The pump shall be capable of producing sufficient pressure to maintain a continuous, non-fluctuating spray capable of reaching the extremities of the seeding area with the pump unit located on roadways. Sufficient hose shall be provided to reach areas not practical to seed from a hydro-seeder operating from a roadway.

When bonded fiber matrix is specified as hydroseeding mulch, the slurry of seed, fertilizer, lime, mulch, and water shall be applied in two separate applications. The second slurry application shall be applied as soon as possible after the first, but with sufficient time between applications such that sloughing does not occur. The second slurry shall be applied in a different spraying direction than the first application.

2. Hand Broadcasting Methods - Hand broadcasting shall only be allowed for small areas and shall be subject to acceptance by Doyon Utilities’ Authorized Representative. Hand broadcasting shall be by means of portable hand operated mechanical spreaders. Application rates for seed, fertilizer, and lime

are twice the application rates specified for hydroseeding, and shall be applied in a minimum of two passes at 90 degrees to one another over the areas to be seeded. Seed, fertilizer, and lime shall each be applied separately from the others. Hand seeded areas shall be lightly raked after complete application of seed, fertilizer, and lime. Hand seeded areas shall be thoroughly watered by the Contractor immediately after completion of seeding.

Article 75.03.4 - Maintenance A. Temporary Barricades and Signs

Immediately after seeding, the Contractor shall provide temporary barricades and signs around the perimeter of all seeded areas to prevent unauthorized entry and resulting damage to seeded areas.

Temporary barricades shall consist of 3 inch wide by 3 mil red-and-white diagonal banded barricade tape wrapped around the tops of 4 foot surveyors’ laths driven 6 inches minimum into the ground at 10 foot maximum on center around the entire seeded area perimeter.

Signs shall be provided bearing the legend “Restricted Area - Keep Out”. These signs shall be red and white 7 inch high by 10 inch wide by 0.055 inch thick plastic, securely fastened to 8 inch by 12-inch by 1/2 inch thick plywood or OSB backing boards, and securely mounted on 2 inch by 4 inch nominal by 4 foot long lumber sign posts driven 12 inches minimum into the ground at 100 feet maximum on center around the entire seeded area perimeter.

Temporary barricades and signs shall be maintained by the Contractor at least daily or more often if required, and repaired or replaced as necessary, all to the satisfaction of Doyon Utilities’ Authorized Representative.

Temporary barricades and signs shall remain in place until Final Stabilization is achieved in accordance with Division 20 – Earthwork, and/or until 90% of flowers have bloomed as determined by Doyon Utilities’ Authorized Representative, whichever occurs later. At that time, temporary fencing and signs shall be removed and disposed of by the Contractor.

Doyon Utilities’ Authorized Representative may waive temporary barricade and sign requirements where the risk of unauthorized entry and damage to seeded areas is low in the opinion of Doyon Utilities’ Authorized Representative.

B. Watering

The Contractor shall water all seeding as required for robust grass and wildflower health and growth satisfactory to Doyon Utilities’ Authorized Representative.

Watering requirements for grass seeding shall cease when Final Stabilization is achieved in accordance with Division 20 – Earthwork.

Watering requirements for wildflower seeding shall cease when Final Stabilization is achieved in accordance with Division 20 – Earthwork and/or when 90% of flowers have bloomed as determined by Doyon Utilities’ Authorized Representative, whichever occurs later.

C. Spring Maintenance Fertilizing

Between May 15 and June 1 of the spring following the first winter after initial seeding, the Contractor shall maintenance fertilize areas seeded during the previous growing season.

The Contractor shall obtain representative samples of topsoil, and submit these samples for fertility testing by an acceptable testing laboratory by May 5 of the spring following the first winter after initial seeding. Testing shall be at Contractor expense. A laboratory report shall be provided before May 15, recommending a fertilizer mix and application rate such that the available nitrogen, phosphorous, and potassium are optimized. A copy of the laboratory report shall be provided to Doyon Utilities’ Authorized Representative for acceptance.

Fertilizer formulation and application rate shall be as recommended by the testing laboratory based on analysis of topsoil samples for the project as described above.

With the concurrence of Doyon Utilities’ Authorized Representative, and in lieu of laboratory testing, the Contractor shall apply 16-16-16 fertilizer at the rate of at least 7 pounds per 1,000 square feet.

Immediately following spring maintenance fertilizing, the Contractor shall apply at least 1 inch of water over the entire seeded area.

D. Diseases, Invasive Plants, and Pests

The Contractor shall promptly and appropriately respond in the event that disease, invasive plant infestation, and/or insect infestations are observed on plants within seeding areas. The Contractor shall formulate an effective management program to control the disease, invasive plants, and/or insect pests for acceptance by Doyon Utilities’ Authorized Representative. The disease, invasive plant, and/or insect pest management program shall use biological, physical, and/or chemical methods to resolve the issue. Chemical herbicides or pesticides shall only be used when other options are not feasible or effective. If chemical herbicides or pesticides are used, the least toxic herbicide or pesticide needed to accomplish the task shall be used.

The Contractor shall provide Doyon Utilities’ Authorized Representative with written documentation of biological, physical, and/or chemical pest management acceptability to Federal and State jurisdictions. All biological, physical, and/or chemical pest management shall be utilized in complete compliance with all State, Federal, and JBER regulations.

In the event a "restricted use" pesticide is to be applied, the Contractor shall obtain appropriate permits and certifications (according to current 18 AAC 90 Pesticide Control) from the State of Alaska Department of Environmental Conservation. Proof of certification shall be provided to Doyon Utilities’ Authorized Representative prior to application of the chemicals.

Contractor response to disease, invasive plant infestation, and/or insect infestations shall be required throughout the one year warranty period.

E. Reseeding

The Contractor shall promptly reseed areas as directed by Doyon Utilities’ Authorized Representative where an inadequate amount of seed was applied, where seed has failed to germinate, where seeding areas are damaged by subsequent construction activities by the Contractor, or where grass and/or wildflowers have died or failed to achieve robust and healthy growth for any reason, all at Contractor expense.

F. Warranty Period and Final Acceptance

A one year warranty period shall begin when Final Stabilization is achieved in accordance with Division 20 – Earthwork, and/or when 90-percent of flowers have bloomed as determined by Doyon Utilities’ Authorized Representative, whichever occurs later.

Conditions that must be fulfilled prior to Final Acceptance of seeding, after expiration of the one year warranty period, shall include:

1. Temporary signs and barricades were removed and disposed of.

2. Spring maintenance fertilizing was successfully completed.

3. An effective disease, invasive plant, and/or insect pest management program was provided if required.

4. Dead, dying, or damaged seeding was replaced as required.

5. Uniform, sound, healthy, and flourishing vegetation, free of disease, weed or insect infestation, physical damage, and construction debris has been established in all seeded areas to the satisfaction of Doyon Utilities’ Authorized Representative.

6. All clean-up has been completed to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor shall correct all seeding deficiencies to the satisfaction of Doyon Utilities’ Authorized Representative at Contractor expense prior to Final Acceptance.

SECTION 75.04 - LANDSCAPING

Article 75.04.1 - General The work under this Section includes planting, maintenance, and replacement if required, of trees, shrubs, perennial and annual plants, bulbs, and native plants. The work also includes protecting of existing trees and shrubs in place, and removing and replanting of existing plants.

Refer to Standard Details 75.04-1 through 75.04-3 for additional information on shrub and tree plantings.

Refer to Section 75.01 - General for additional general requirements.

Article 75.04.2 - Material A. Plant Materials

1. Plant Sources – To the maximum extent possible, the Contractor shall provide trees, shrubs, perennial and annual plants, and bulbs produced by Alaska suppliers from Alaskan stock to maximize the chances of viability in the Alaskan climate.

2. Plant Schedule - A complete Plant Schedule, including plant names, quantities, sizes, and other requirements, shall be shown on the landscaping Plans or provided by Doyon Utilities’ Authorized Representative. The Contractor shall furnish a list of the plant suppliers and growing locations of plants. In the event of plant count discrepancy between the Plant Schedule and the plants shown on the Plans, the Plan quantity shall prevail. Discrepancies between the quantity shown on the Plant Schedule and those required by the Plans shall not entitle the Contractor to claim any additional compensation, nor relieve the Contractor of the obligation to complete the work shown on the Plans.

The Contractor shall provide submittals for all plants, noting the source of plants, size, and condition within 30 days of ordering plant materials. No substitutes shall be accepted, except with the written permission of Doyon Utilities’ Authorized Representative. Substitutes shall be inspected by Doyon Utilities’ Authorized Representative prior to acceptance.

Each plant shall have a durable legible label with plant size and name (genus, species, variety, cultivar) securely attached when delivered and in place until after acceptance. Labels shall not girdle or damage plants.

3. Species and Culture - All plants shall be of species and variety specified and in accordance with the ANSI Z60.1 and good horticultural practices.

Plants shall be so trained in development and appearance as to be compact and symmetrical. They shall be sound, healthy, vigorous, well-branched, and densely foliated when in leaf. They shall have healthy, well developed root systems and shall be free from physical damage or other conditions that would prevent growth or adversely affect appearance.

Plants shall be free of disease, insect adults, eggs, pupa, and/or larvae, and non-native invasive plants, seeds, and/or plant parts.

4. Tree Trunk Specifications - Tree trunks shall be straight and well-tapered. Trunk diameter and taper shall be sufficient so that tree remains vertical without support. Trees with multiple forked leaders, unless specified, will be rejected. Damaged, cut, or crooked leaders; included bark, bark abrasions, sunscald, disfiguring knots, mold, and prematurely opened buds, or cut limbs over 3/4 inch diameter that are not completely callused shall be cause for rejection.

5. Tree Crown Specifications - Crown ratio (distance from bottom of canopy to tree top) should be at least 66% of total tree height.

One-half or more of the foliage should be on branches originating on the lower two-thirds of the trunk, and one-half or less should originate on the upper one third.

6. Branch Specifications - All branches shall be less than two thirds the diameter of the trunk measured 1 inch above the base of the branch.

The attachment of branches shall contain no bark inclusions.

One dominant leader shall extend straight to the top of the tree. Larger branches shall be spaced at least 6 inches apart and arranged radially and vertically along the leader.

Live buds or foliage shall extend to the ends of all twigs.

All pruning cuts shall comply with ANSI A300 and shall be made outside the branch collar and branch bark ridge. Branches shall not be pruned immediately prior to delivery. Needled evergreens shall not have been sheared.

7. Root Flare and Root Ball Specifications - Root ball size shall meet ANSI Z60.1 requirements. No root in the root ball larger than ¼ inch diameter shall circle more than one-third around the root ball. Roots in the root ball shall not make abrupt turns of 90-degrees or more. No roots in the root ball shall be ‘J’ roots, kinked, stem girdling, or potentially stem girdling. For all plants, including bare root, roots shall exhibit healthy, well-branched root systems characteristic of the species with adequate spread.

Roots in ball-in-burlap root balls or in containers shall be well-rooted and uniform throughout soil mix or growth media. Roots shall not be pot bound.

Major roots shall be less than 2 inches from the top of root flare. The root flare (trunk flare, root collar) shall be at the surface of the root ball (container media). As defined by ANSI Z60.1, root ball depth measurement is from the top of the ball, which in all cases shall begin at the root flare. Soil above the root flare shall not be included in ball depth measurement and shall be removed.

Nursery stock root balls shall be of sufficient depth to include absorbing roots. Balls shall be securely wrapped in burlap and tightly bound with rope or twine. Trees may be in wire baskets lined with burlap and tightly bound with rope or twine. Balled-in-burlap plants with manufactured balls or container plants that are dry, cracked, or broken before the plant operation shall be rejected.

Doyon Utilities’ Authorized Representative reserves the right to inspect root system of trees and shrubs and to reject any material found to be non-compliant.

8. Size and Grading Standards - Plants shall have a standard balance between height, crown spread, diameter and root ball size according to the ANSI Z60.1. All plants shall be typical of their species or variety.

Plants shall conform to the measurements specified except that plants larger than those specified may be used, if accepted by Doyon Utilities’ Authorized Representative. If larger plants are accepted, the root ball, root spread, or container shall be increased in proportion of the size of the plant.

Caliper measurements shall be taken 6 inches above the trunk flare for trees up to 4 inches in caliper, and 12 inches above the trunk flare for trees over 4 inches in caliper. Plants shall be measured when branches are in their normal position. If a range of size is given, no plant shall be less than the minimum size, and no less than 50% of the plants shall be as large as the maximum size specified. Plants that meet measurements but do not possess a normal balance between height and spread shall be rejected.

Plants shall not be altered by pruning or other means to meet specifications.

9. Plant Certification - All plants shall comply with State and Federal laws governing the shipping, selling and handling of plant stock and inspection for plant diseases and pest infestations. Plants shall be certified free from disease and infestation and invasive weeds. Any inspection certificates required by law shall accompany each shipment invoiced or order of stock, and on arrival, the certificate shall be presented to Doyon Utilities’ Authorized Representative before acceptance.

10. Delivery, Storage, and Handling - All plants shall be packed, transported, and handled with utmost care to ensure adequate protection against injury, damage, and desiccation of the root ball.

Plants material transported in vehicles shall be protected from wind whipping either by use of covered vehicle or secure tarps. Failure to protect plant material during transport to the site will result in rejection of plant material.

Plants shall not be thrown or bounced off a truck or loader to the ground. Plants shall not be dragged, lifted, or pulled by the trunk or branches in a manner that will damage the branches or loosen the roots in the ball.

11. Soil pH and Fertilizer Recommendations - For plant and/or bulb species provided, written recommendations shall be provided by the plant supplier or other source acceptable to on the Doyon Utilities’ Authorized Representative regarding the recommended soil pH, fertilizer formulation, and fertilizer application rate for planting of the particular tree, shrub, plant, and/or bulb species.

Similar recommendations shall be provided for maintenance fertilizing in the spring following the first winter after planting.

Trees and shrubs shall not be fertilized at the time of initial planting, but shall be maintenance fertilized in the spring following the first winter after planting.

12. Inspection - Doyon Utilities’ Authorized Representative shall make periodic inspections prior to and during the installation and maintenance periods of the Work. All plants shall be inspected upon delivery to the job site whereupon Doyon Utilities’ Authorized Representative shall have the right to reject

unacceptable plant material. Should plant materials, installation procedures, or other conditions be observed not in keeping with the Plans, Standard Details, and/or these Specifications, Doyon Utilities’ Authorized Representative will direct the Contractor to correct by repair, and/or replacement as appropriate. Doyon Utilities’ Authorized Representative shall be the sole judge of the conditions of quality and acceptability. All rejected materials shall be immediately removed from the site and replaced with specified materials at Contractor expense.

B. Topsoil

Refer to Section 75.02 - Topsoil.

C. Fertilizer and Lime

The Contractor shall obtain representative samples of proposed topsoil and native soils where planting is proposed, and submit these samples for fertility testing and pH analysis by an acceptable testing laboratory at least 14 calendar days prior to planting. Testing shall be at Contractor expense. A laboratory report shall be provided, recommending a fertilizer mix and application rate such that the available nitrogen, phosphorous, and potassium are optimized. The laboratory report shall also recommend an application rate for dolomitic lime. A copy of the laboratory report shall be provided to Doyon Utilities’ Authorized Representative for acceptance.

If authorized by Doyon Utilities’ Authorized Representative in lieu of laboratory soils testing, fertilizer formulation and application rate shall be as recommended the plant supplier or other source acceptable to on the Doyon Utilities’ Authorized Representative for the specific plant species being planted.

Fertilizer shall be of standard commercial type furnished in moisture-proof containers. Each container shall be marked with the weight and the manufacturer's guaranteed analysis of the contents showing the percentage for each ingredient contained therein.

Lime for pH adjustment shall be dolomitic lime produced from ground limestone. Limestone shall contain not less than 85% of calcium and magnesium carbonates. Agricultural ground limestone suitable for application by a fertilizer spreader shall conform to the following gradation:

Tolerances of the chemical ingredients shall be plus or minus 2%. No cyanamid compounds or hydrated lime will be permitted.

D. Water

Water for planting, watering, and similar activities shall be of potable water, or clean fresh water suitable for irrigation, free from substances harmful to plants, and acceptable to Doyon Utilities’ Authorized Representative.

E. Wood Stakes and Ties

1. For deciduous trees, the Contractor shall provide two each nominal 2 inch by 2 inch by 6 foot stakes that are each pointed at one end.

2. For evergreen trees, the Contractor shall provide four each nominal 2 inch by 2 inch by 2 foot stakes that are each pointed at one end.

3. ]Ties shall be of ¾ inch or wider bands of polypropylene, elasticized or webbed strapping, or horticultural tape. Ties shall have a smooth surface and be flexible to allow some movement of the trunk without damaging the bark.

F. Anti-desiccant

Anti-desiccant shall consist of "Wilt-Pruf" or accepted equal.

G. Weed Control Fabric

Weed control fabric shall be black 5 ounce per square yard woven polypropylene, “DeWitt Pro 5 Weed Barrier” or Doyon Utilities’ Authorized Representative accepted equal.

H. Landscape Edging

Landscape edging shall be black aluminum 1/8 inch thickness by 4 inch depth with 12 inch wide standard aluminum stakes, “Permaloc Aluminum Edging” or Doyon Utilities’ Authorized Representative accepted equal.

I. Mulch

Mulch shall consist of wood chips, shredded bark mulch, river rock, or crushed rock as shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Material shall be uniform in size, color, quality and overall appearance. Mulch shall be free of material injurious to plant growth. Sources of mulch should be free of weeds, invasive plant parts, or noxious plant seeds. Sawdust, dirt, or other debris mixed in the mulch shall not acceptable. The Contractor shall submit suitable samples of proposed mulch for inspection by Doyon Utilities’ Authorized Representative.

1. Wood Chips - Wood chips shall consist of wood products having a size of 2.5 inch minus with a thickness not greater than 3/8 inch. Wood chips shall be uniform in overall appearance, color, quality, and size and shall be subject to acceptance by Doyon Utilities’ Authorized Representative.

2. Shredded Bark Mulch - Shredded bark mulch shall consist of shredded bark and wood. Shredded bark much may contain up to 50% shredded wood material. Bark mulch containing shredded wood shall be aged a minimum of one year prior to installation. Maximum length of any individual component shall be 2 inches and a minimum of 75% of the mulch shall pass through a 1 inch screen. Mulch shall be free of invasive weeds, seeds, or propagules. The bark mulch shall not be susceptible to being scattered by wind, and shall not provide a growth medium for plants.

3. River Rock – 3 inch to 4 inch washed round rock of varied colors, free of 3 inch minus material, organics, and other objectionable materials.

4. Crushed Rock - Washed rock, 90% minimum fractured, free of organics and other objectionable materials, meeting the following gradation:

Article 75.04.3 - Planting A. Notification and Inspection

The Contractor shall notify Doyon Utilities’ Authorized Representative at least 5 calendar days prior to delivery of plant material to the site. Doyon Utilities’ Authorized Representative shall inspect plant material prior to and during off-loading.

B. Planting Season

Trees and shrubs shall be planted between May 15 and June 1. The dates for tree and/or shrub planting may be adjusted on a case-by-case basis in writing in advance at the option of Doyon Utilities’ Authorized Representative.

C. Layout and Coordination

The Contractor shall obtain utility locates and ensure that utility marking is complete before any excavation begins. The Contractor shall locate any subsurface improvements such as sprinkling system or conduits. The Contractor shall be responsible for all damage resulting from neglect or failure to comply with this requirement. Doyon Utilities’ Authorized Representative reserves the right to relocate plant materials based on utility locations.

The Contractor shall mark all planting areas with stakes or paint. The planting layout shall be accepted by Doyon Utilities’ Authorized Representative before planting begins.

Contractor shall not stage planting operations on trails or sidewalks.

Shrubs and small trees with mature heights less than 15 feet shall be planted at least 10 feet from overhead power lines. Trees with mature heights greater than 15 feet but less than 25 feet shall be planted at least 15 feet from overhead power lines. Trees with mature heights greater than 25 feet shall be planted at least 20 feet from overhead power lines. The Contractor shall be responsible for moving trees if planted closer these specified distances.

D. Protection of Existing Trees and Shrubs

The Contractor shall provide a protection zone in which construction activities are prohibited around each existing tree, shrub, or group of trees and/or shrubs in or adjacent to the work area, that are designated to be saved on the Plans, in the Special Provisions, or by Doyon Utilities’ Authorized Representative. To the maximum extent possible, each protection zone shall extend from tree trunk(s) and/or shrub base(s) to

drip line(s) plus an additional 2 feet all around, with a 4 foot minimum radius. Each protection zone shall be marked with a Contractor-provided temporary barricade that prohibits disturbance, direct physical damage, excavation, filling, material storage, parking of equipment or vehicles, and other construction-related activities within the protection zone.

Temporary barricades for protection zones shall consist of 3 inch wide by 3 mil red-and-white diagonal banded barricade tape wrapped around the tops of 4 -foot surveyors’ laths driven 6 inches minimum into the ground at 5 foot maximum on center around the entire protection zone perimeter that is adjacent to the Contractor’s work. Temporary barricades shall be maintained and repaired by the Contractor to the satisfaction of Doyon Utilities’ Authorized Representative. Temporary barricades shall be promptly removed and disposed of by the Contractor after completion of construction adjacent to protected trees and/or shrubs.

The Contractor shall protect exposed roots for existing trees or shrubs in or adjacent to the work area that are designated to be saved. Such roots shall be thoroughly and frequently watered, and covered with dirt or waterproof sheeting until permanently backfilled.

The Contractor shall remove, dispose of, and replace trees and/or shrubs that are designated to be saved, but are seriously damaged by the Contractor’s operations in the opinion of Doyon Utilities’ Authorized Representative. Replacement trees or shrubs shall be of the same species, equal or larger in size compared to the originals, in robust health and good form, and free of damage after replanting, all to the satisfaction of Doyon Utilities’ Authorized Representative, and all at Contractor expense.

E. Existing Plant Relocation

Existing trees, shrubs, and other plants designated for relocation on the Plans, in the Special Provisions, or by Doyon Utilities’ Authorized Representative, shall be moved according to the applicable standards for the plant type. Plants shall be dug, balled and burlapped, containerized, or dug bare root, moved, stored (if required), and replanted to the satisfaction of Doyon Utilities’ Authorized Representative and in such a manner as to minimize damage and ensure robust and healthy growth of the replanted trees, shrubs, or other plants.

Existing trees, shrubs, and other plants designated for relocation may be temporarily stored in designated plant storage areas until final planting areas are prepared. The Contractor shall store plants in vertical position with root balls in well watered berms of topsoil. Plants shall be protected from sun, wind, and all other damage until replanted.

F. Planting

The Contractor shall protect plants which are delivered but not planted immediately upon delivery, to prevent drying of root balls, sun and/or wind damage, and all other damage, all to the satisfaction of the plant supplier or other source acceptable to on the Doyon Utilities’ Authorized Representative.

Planting pits shall be a minimum radius of 3 times the root ball diameter. The sides of the holes shall be sloped at 45 degrees and scarified. The depths of planting pits shall match root ball depth.

Plants shall be carefully removed from containers or burlap wrap before planting.

Plants shall be set on firm undisturbed or moderately compacted fill soil. Plants shall be planted so that root flares are at the ultimate finished grade in the immediate vicinity. Any soil above the root flare must be carefully removed. Roots that are circling the bottom, sides or surface of the root ball shall be gently separated and directed away from the trunk or stem. Roots of bare root plants shall be spread into a natural position, free of bunching, kinking, or circling. Soil shall be worked firmly into, around, and over the roots so that there are no air pockets. All broken or damaged roots shall be cut back to the point where they are clean and free of rot. No other root pruning shall be done.

Plants set higher or lower than the ultimate finished grade in the immediate vicinity shall be removed and replanted to specified grade. Any repositioning of plants shall be done by carefully supporting and moving the root ball, not lifting up or pushing down on the trunk or stem.

Plants shall be planted straight and plumb per Standard Details. Trees shall be staked in accordance with the Standard Details.

As plants are planted, all burlap, wire baskets, pulp nursery pots, plant labels and wrapping around the trunk or branches shall be removed and properly disposed of.

G. Soils pH Testing and Adjustment

If authorized by Doyon Utilities’ Authorized Representative in lieu of laboratory soils testing, the Contractor shall field pH test the soil in each planting area and for each type of planting medium such as native ground or import topsoil using methods acceptable to, and in the presence of Doyon Utilities’ Authorized Representative.

The Contractor shall add dolomitic lime to and thoroughly mix with the soil if and as necessary to adjust pH to the optimum range for each plant type being planted as recommended by plant supplier or other reference source acceptable to Doyon Utilities’ Authorized Representative.

H. Fertilizing

If authorized by Doyon Utilities’ Authorized Representative in lieu of laboratory soils testing, the Contractor shall fertilize each plant and bulb being planted, except trees and shrubs, with the type of fertilizer and application rate as recommended by plant supplier or other reference source acceptable to Doyon Utilities’ Authorized Representative.

Trees and shrubs shall not be fertilized at the time of initial planting.

I. Backfilling of Planting Pits and Planting Beds

Backfill shall be existing soil excavated from planting pits or imported topsoil. Planting pits and beds shall be backfilled carefully to fill all voids and to avoid root damage. When holes are approximately two-thirds full, backfill soil shall be thoroughly watered to eliminate air pockets. If settling of the backfill occurs after watering, more backfill shall be added to compensate.

Continuous 6 inch deep soil saucers shall be formed around newly planted trees and continuous 4 inch deep soil saucers shall be formed around newly planted shrubs to act as watering basins. These saucers shall be repaired as necessary to continue functioning throughout the maintenance period.

J. Watering Immediately After Planting

Each plant shall be thoroughly watered to the satisfaction of Doyon Utilities’ Authorized Representative immediately following planting.

K. Placement of Weed Control Fabric, Landscape Edging, and Mulch

After planting has been accepted by Doyon Utilities’ Authorized Representative, weed control fabric, landscape edging, and mulch materials shall be installed as shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative.

Weed control fabric shall be installed under all mulch per manufacturer’s specifications and to the satisfaction of Doyon Utilities’ Authorized Representative. Weed control fabric shall be in direct contact with soil. Adjacent pieces of weed control fabric shall be lapped 2 feet minimum. Weed control fabric shall be completely covered by mulch.

Mulch shall be of the type and to the depth indicated on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Mulch depth shall not be less than 3 inches minimum.

Weed control fabric and mulch shall be installed in planting saucers around the trees and shrubs unless otherwise indicated. Weed control fabric and mulch shall be held back 4 inches to 6 inches from tree trunks and shrub bases.

Landscape edging shall be installed where shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative, all per manufacturer’s specifications and to the satisfaction of Doyon Utilities’ Authorized Representative.

L. Pruning

Pruning at the time of planting shall conform to ANSI A300 and be for removal of dead, damaged, or broken branches and/or roots only, and shall be to the satisfaction of Doyon Utilities’ Authorized Representative. No tree or shrub shall be topped. Any tree or shrub that is damaged by improper pruning in the opinion of Doyon Utilities’ Authorized Representative shall be replaced at Contractor expense.

M. Tree Staking

The Contractor shall stake and guy trees in accordance with the Standard Details. Ties shall be of soft flexible ¾ inch wide or wider material acceptable to Doyon Utilities’ Authorized Representative and shall be attached directly to the stakes or attached to the stakes by wire. In no case shall the wire extend around the tree trunk, even if covered by hose.

Ties shall be attached loosely enough to allow the trunk to sway in the wind without allowing movement to the roots. Ties shall be secured at the lowest point on the trunk at which the root ball remains stationary, approximately one-third up the tree. Stakes shall be driven outside the root ball and 18 to 24 inches into solid ground. Tops of stakes shall be cut off above ties so they do not damage the branches.

The Contractor shall remove all stakes, ties, and guys at the end of the one-year warranty period described below. The stakes, ties, and guys shall be properly disposed of by the Contractor.

N. Plant Replacement

Dead, dying, or damaged plant materials shall be replaced as directed by Doyon Utilities’ Authorized Representative at Contractor expense. The Contractor shall provide plant material replacements of the same size and type as specified on the Plant Schedule. Dead, dying, or damaged plant materials shall be replaced at Contractor expense within 7 calendar days of written notice by Doyon Utilities’ Authorized Representative.

O. Acceptance of Initial Planting and Replanting Operations

Upon completion of all initial planting, the Contractor shall request for an inspection of plant materials. Criteria for initial acceptance includes the following as a minimum:

1. All trees, shrubs, and perennial and annual plants have been installed, mulched, and watered as specified.

2. All tree stakes, guys, and ties shall be in place and acceptable to Doyon Utilities’ Authorized Representative.

3. All planting areas shall be free of weeds, other objectionable plants, disease, and insect infestations to the satisfaction of Doyon Utilities’ Authorized Representative.

4. All trees, shrubs, and perennial and annual plants shall be healthy and vigorous as determined by Doyon Utilities’ Authorized Representative.

5. All clean-up shall be completed to the satisfaction of Doyon Utilities’ Authorized Representative.

After Doyon Utilities’ Authorized Representative inspection and acceptance of all initial planting, a one-year warranty period shall begin.

Article 75.04.4 - Maintenance A. General

The Contractor shall furnish all labor, materials, supplies and equipment required to establish, maintain, and protect the trees, shrubs, plants, and bulbs for a one year warranty period from date of acceptance of the initial planting operations. However, maintenance activities shall commence immediately after each item is planted.

Doyon Utilities’ Authorized Representative shall make periodic maintenance inspections of the work, and notify the Contractor of deficiencies. All deficiencies noted shall be corrected by the Contractor within 7 calendar days from written notice. All delays beyond the 7 day periods allowed for correction of deficiencies shall result in an equal number of days being added to the expiration date of the one year warranty period.

B. Maintenance Watering

The Contractor shall thoroughly water all trees, shrubs, plants, and bulbs as required for robust plant health and growth satisfactory to Doyon Utilities’ Authorized Representative.

Watering requirements shall continue for 8 weeks total after acceptance of all initial planting by Doyon Utilities’ Authorized Representative. If applicable, watering shall temporarily cease at the first hard frost in the fall and shall resume upon ground thaw in the spring.

C. Weeding

The Contractor shall maintain all planting areas in a weed-free condition. Weed removal shall be a weekly maintenance activity. Chemical weed killer use and application shall be in compliance with Federal and State of Alaska rules and regulations.

Weeding requirements shall continue for 8 weeks after acceptance of all initial planting by Doyon Utilities’ Authorized Representative. If applicable, weeding shall temporarily cease at the first hard frost in the fall and shall resume on May 15 of the following year.

D. Maintenance and Removal of Tree Stakes and Guys

Tree stakes, guys, and ties shall be inspected and adjusted as necessary to prevent girdling of trunks or branches, and to prevent chafing that causes bark wounds. Damaged or missing tree stakes shall be immediately replaced by the Contractor.

Tree stake, guy, and tie maintenance requirements shall continue for 8 weeks after acceptance of all initial planting by Doyon Utilities’ Authorized Representative.

The Contractor shall remove tree stakes, guys, and ties at the end of the one year warranty period, unless directed otherwise by Doyon Utilities’ Authorized Representative.

E. Fall Desiccation Treatment of Coniferous Trees

To protect coniferous trees from excessive desiccation during the winter, the Contractor shall apply an anti-desiccant such as "Wilt-Pruf" or Doyon Utilities’ Authorized Representative accepted equal prior to September 15. Complete coverage of all foliage shall be required.

F. Spring Maintenance Fertilization

Between May 15 and June 1 of the spring following the first winter after initial planting, the Contractor shall maintenance fertilize each tree, shrub, perennial plant, and bulb that was planted during the previous growing season. Type of fertilizer and application rate shall be as recommended by plant supplier or other reference source acceptable to Doyon Utilities’ Authorized Representative.

G. Diseases, Invasive Plants, and Pests

The Contractor shall promptly and appropriately respond in the event that disease, invasive plant infestation, and/or insect infestations are observed on plants within planting areas. The Contractor shall formulate an effective management program to control the disease, invasive plants, and/or insect pests for acceptance by Doyon Utilities’ Authorized Representative. The disease, invasive plant, and/or insect pest management program shall use biological, physical, and/or chemical methods to resolve the issue. Chemical herbicides or pesticides shall only be used when other options are not feasible or effective. If chemical herbicides or pesticides are used, the least toxic herbicide or pesticide needed to accomplish the task shall be used.

The Contractor shall provide Doyon Utilities’ Authorized Representative with written documentation of biological, physical, and/or chemical pest management acceptability to Federal and State jurisdictions. All biological, physical, and/or chemical pest management shall be utilized in complete compliance with all State, Federal, and local regulations.

In the event a "restricted use" pesticide is to be applied, the Contractor shall obtain appropriate permits and certifications (according to current 18 AAC 90 Pesticide Control) from the State of Alaska Department of Environmental Conservation. Proof of certification shall be provided to Doyon Utilities’ Authorized Representative prior to application of the chemicals.

Contractor response to disease, invasive plant infestation, and/or insect infestations shall be required throughout the one year warranty period.

H. Plant Repair and Replacement

The Contractor shall repair or replace dead, dying, or damaged plant materials, regardless of cause, promptly upon notification by Doyon Utilities’ Authorized Representative. Repair shall include pruning, guying, staking, etc., as necessary. Should repair diminish plant materials to less than minimum specified requirements as determined by Doyon Utilities’ Authorized Representative, the Contractor shall replace plants with specified plant replacements at Contractor expense.

I. Warranty Period and Final Acceptance

A one year warranty period shall begin when all initial tree, shrub, perennial plant, and bulb planting and replanting has been completed and accepted by Doyon Utilities’ Authorized Representative.

Conditions that must be fulfilled prior to Final Acceptance of tree, shrub, perennial plant, and bulb planting and replanting, after expiration of the one year warranty period, shall include:

1. Watering, weeding, and tree stake and guy maintenance was satisfactorily performed for 8 weeks after initial acceptance of planting.

2. Fall desiccation treatment of coniferous trees was completed as required.

3. Spring maintenance fertilizing was completed as required.

4. That tree guys, ties, and stakes were removed and properly disposed of if directed by Doyon Utilities’ Authorized Representative.

5. That tree and shrub protection zone temporary barricades and similar debris were removed and disposed of.

6. An effective disease, invasive plant, and/or insect pest management program was provided if required.

7. Dead, dying, or damaged plants were replaced as required.

8. Sound, healthy, and flourishing trees, shrubs, perennial plants, and bulb plants, free of disease, weed, or insect infestation, physical damage, and construction debris have been established in all planting areas to the satisfaction of Doyon Utilities’ Authorized Representative.

9. All clean-up has been completed to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor shall correct all landscaping deficiencies to the satisfaction of Doyon Utilities’ Authorized Representative at Contractor expense prior to Final Acceptance.

SECTION 75.05 - SOD

Article 75.05.1 - General The work under this Section includes furnishing, installing, and maintaining sod.

Refer to Section 75.01 - General for additional general requirements.

Article 75.05.2 - Material A. Sod

Sod shall be 50% Nugget Kentucky Bluegrass and 50% Merion Kentucky Bluegrass. Documentation satisfactory to Doyon Utilities’ Authorized Representative shall be provided to describe original seed blend.

Sod shall be deep green in color, free of signs of disease, weeds, or infestation. Sod shall be grown specifically for sod purposes in an area of well-drained, loamy, cultivated, agricultural land. Sod shall be Premium Grade as described in the Turfgrass Producers International “Guideline Specifications to Turfgrass Sodding”.

Within 24 hours prior to harvest, sod shall be mowed to a height of 1.5 inches.

Sod shall be harvested no more than 24 hours before placement. Sod shall be cut in straight lines by mechanized sod cutting equipment with sharp blades. Cuts shall have uniform widths between 12- and 24 inches plus or minus ½ inch regardless of the width chosen. Each roll of sod shall be neither more than 8 feet nor less than 4 -feet in length. Sod shall be cut so as to leave a full intact root mass, with a uniform soil thickness of ¾ inch, plus or minus ¼ inch, at the time of cutting.

Sod shall be kept moist from harvest to placement, and shall be stored in a manner that protects it from moisture loss and from extremes in temperature.

B. Topsoil

Topsoil shall be provided in accordance with Section 75.02 – Topsoil.

C. Fertilizer and Limestone

The Contractor shall obtain representative samples of proposed topsoil, and submit these samples for fertility testing and pH analysis by an acceptable testing laboratory at least 14 calendar days prior to sodding. Testing shall be at Contractor expense. A laboratory report shall be provided, recommending a fertilizer mix and application rate such that the available nitrogen, phosphorous, and potassium are optimized. The laboratory report shall also recommend an

application rate for limestone. A copy of the laboratory report shall be provided to Doyon Utilities’ Authorized Representative for acceptance

Fertilizer shall be of standard commercial type furnished in moisture-proof containers. Each container shall be marked with the weight and the manufacturer's guaranteed analysis of the contents showing the percentage for each ingredient contained therein.

If authorized by Doyon Utilities’ Authorized Representative in lieu of laboratory soils testing, the Contractor shall provide 16-16-16 fertilizer for fertilization of new sod, and 22-11-11 fertilizer for spring maintenance fertilizing of established sod.

Lime for pH adjustment shall be dolomitic lime produced from ground limestone. Limestone shall contain not less than 85-percent of calcium and magnesium carbonates. Agricultural ground limestone suitable for application by a fertilizer spreader shall conform to the following gradation:

Tolerances of the chemical ingredients shall be plus or minus 2%. No cyanamid compounds or hydrated lime will be permitted.

Article 75.05.3 - Sodding A. Sodding Season

All sodding shall be performed between May 15 and July 1. The dates for sodding may be adjusted on a case-by-case basis in writing in advance at the option of Doyon Utilities’ Authorized Representative.

B. Sod Bed Preparation

The ground underlying all areas to be sodded shall be graded as necessary to meet finished grade requirements, scarified and tilled to a depth of 2 inches, and cleared of stones 1 inch in diameter and larger and all objects or irregularities that might interfere with the placement of sod. The subgrade shall be accepted by Doyon Utilities’ Authorized Representative prior to placement of topsoil.

C. Placement of Topsoil in Sod Areas

Following the grading and cultivation of ground underlying all areas to receive sod, a uniform layer of topsoil, mixed with fertilizer and lime, shall be placed and rolled with a water-filled lawn roller to a finished thickness of 4 inches. Topsoil placement shall not be done when the underlying ground or topsoil is frozen, excessively wet, or otherwise in a condition detrimental to the work. Topsoil shall be accepted by Doyon Utilities’ Authorized Representative prior to sod placement.

D. Topsoil pH Testing and Adjustment

The Contractor shall pH test the topsoil in each sodding area using methods acceptable to, and in the presence of Doyon Utilities’ Authorized Representative.

The Contractor shall add dolomitic lime to and thoroughly mix with the topsoil if and as necessary to adjust pH to the range of 6.0 to 7.0.

E. Fertilizer Application

The Contractor shall add fertilizer to and thoroughly mix with the topsoil.

Fertilizer formulation and application rate shall be as recommended by the testing laboratory based on analysis of actual topsoil samples for the project.

With the concurrence of Doyon Utilities’ Authorized Representative and in lieu of laboratory testing, the Contractor shall apply 16-16-16 fertilizer formulation at the rate of 7 pounds per 1,000 square feet.

F. Sod Placement

1. The ground surface in sodding areas shall be watered before placement of sod to dampen the soil to a 6 inch depth.

2. Existing grassed areas, abutting new sodding areas, shall be cut exactly perpendicular to soil surface and to clean straight edges.

3. On slopes, sod shall be laid perpendicular to the slope of the ground and anchored as appropriate. Where curves are necessary, the sod shall be cut to provide edges in full contact with adjacent sod. No gaps shall be permitted between adjacent pieces of sod. No sod pieces shall be less than 3 feet in length.

4. The first row of sod shall be laid in an even line commencing on lowest portion of slope with subsequent rows placed parallel to and tightly against each other. Lateral joints shall be staggered to promote more uniform growth and strength. Care shall be exercised to ensure that the pieces are not stretched or overlapped and that all joints are butted tightly.

5. As sod placement is completed, sod shall be lightly rolled with a water-filled lawn roller.

6. After rolling, new sod shall be thoroughly watered to a depth sufficient that the entire thickness of new sod and underlying topsoil are thoroughly saturated.

Article 75.05.4 - Maintenance A. Maintenance Watering

The Contractor shall thoroughly water all sod areas as required for robust grass health and growth satisfactory to Doyon Utilities’ Authorized Representative.

Watering shall be required for a period of 8 weeks after completion of sodding. If applicable, watering shall temporarily cease at the first hard frost in the fall and shall resume upon ground thaw in the spring.

B. Spring Maintenance Fertilizing

Between May 15 and June 1 of the spring following the first winter after sodding, the Contractor shall maintenance fertilize areas sodded during the previous growing season.

The Contractor shall apply 22-11-11 fertilizer formulation at the rate of 5 pounds per 1,000 square feet.

Immediately following spring maintenance fertilizing, the Contractor shall apply at least 1 inch of water over the entire sodded area.

C. Diseases, Invasive Plants, and Pests

The Contractor shall promptly and appropriately respond in the event that disease, invasive plant infestation, and/or insect infestations are observed on plants within sodding areas. The Contractor shall formulate an effective management program to control the disease, invasive plants, and/or insect pests for acceptance by Doyon

Utilities’ Authorized Representative. The disease, invasive plant, and/or insect pest management program shall use biological, physical, and/or chemical methods to resolve the issue. Chemical herbicides or pesticides shall only be used when other options are not feasible or effective. If chemical herbicides or pesticides are used, the least toxic herbicide or pesticide needed to accomplish the task shall be used.

The Contractor shall provide Doyon Utilities’ Authorized Representative with written documentation of biological, physical, and/or chemical pest management acceptability to Federal and State jurisdictions. All biological, physical, and/or chemical pest management shall be utilized in complete compliance with all State, Federal, and local regulations.

In the event a "restricted use" pesticide is to be applied, the Contractor shall obtain appropriate permits and certifications (according to current 18 AAC 90 Pesticide Control) from the State of Alaska Department of Environmental Conservation. Proof of certification shall be provided to Doyon Utilities’ Authorized Representative prior to application of the chemicals.

Contractor response to disease, invasive plant infestation, and/or insect infestations shall be required throughout the one year warranty period.

D. Re-Sodding

The Contractor shall re-sod areas where sodding does not produce robust and healthy grass as determined by Doyon Utilities’ Authorized Representative, at Contractor expense.

E. Warranty Period and Final Acceptance

A one year warranty period shall begin when sod placement has been completed and accepted by Doyon Utilities’ Authorized Representative.

Conditions that must be fulfilled prior to Final Acceptance of sodding, after expiration of the one year warranty period, shall include:

1. Watering was satisfactorily performed for 8 weeks after sodding.

2. That spring maintenance fertilizing was successfully completed.

3. An effective disease, invasive plant, and/or insect pest management program was provided if required.

4. Dead, dying, or damaged sod was replaced as required.

5. That uniform, sound, healthy, and flourishing grass, free of disease, weed or insect infestation, physical damage, and construction debris has been established in all sodded areas to the satisfaction of Doyon Utilities’ Authorized Representative.

6. All clean-up has been completed to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor shall correct all sodding deficiencies to the satisfaction of Doyon Utilities’ Authorized Representative at Contractor expense prior to Final Acceptance.

SECTION 75.06 - WILLOW STAKING

Article 75.06.1 - General The work under this Section includes obtaining all necessary permits and permissions for gathering willow stakes, and gathering, storing, planting and establishing willow vegetation using willow stakes. Willow staking shall be in accordance with the Alaska Department of Fish and Game’s “Streambank Revegetation and Protection; A Guide for Alaska”. Refer to Section 75.01 - General for additional general requirements.

Article 75.06.2 - Material Feltleaf willow cuttings shall be used and no substitutions shall be accepted without the written permission of Doyon Utilities’ Authorized Representative. Dormant feltleaf willow stake cuttings shall be harvested from parent plants during late winter or early spring before buds have opened, and stored in cold storage acceptable to Doyon Utilities’ Authorized Representative. Live willow stakes shall have visible buds, shall be 10 to 18 inches long, and 0.5 to 1.5-inches in diameter. Live stakes shall be wrapped in plastic to prevent drying and refrigerated until just prior to planting.

Article 75.06.3 - Planting Willow stakes shall be planted in frost-free ground, not earlier than May 1 and not later than July 1. The dates for willow stake planting may be adjusted on a case-by-case basis in writing in advance at the option of Doyon Utilities’ Authorized Representative. Willow stakes shall be taken directly from cold storage to the site for planting. Willow stakes shall be planted 1 foot to 3 feet on center unless otherwise shown on the Plans or directed Doyon Utilities’ Authorized Representative. Willow stakes shall be planted as nearly vertical as possible in slits or holes in the ground with about three-quarters of the stake length buried and with a maximum of two leaf buds exposed above ground. Planting slits or holes shall be gently tamped closed around stakes after planting. Small depressions shall be formed around willow stakes to collect water. Each willow stake shall be thoroughly watered immediately following planting to remove air pockets and increase contact between the soil and the stake. The Contractor shall thoroughly water all willow stakes as required for robust health and growth to the satisfaction of and in coordination with Doyon Utilities’ Authorized Representative. Watering requirements shall extend for a period of 8 weeks minimum after completion of planting. A one year warranty period shall begin when willow stake planting and the 8 week watering period are completed to the satisfaction of Doyon Utilities’ Authorized Representative. Conditions governing Final Acceptance of willow stake plantings, after expiration of the one year warranty period, shall be that all willow stakes are in a live, uniform, sound, healthy, and flourishing condition, and free of disease, insect infestation, physical damage, and rubbish and construction debris, all to the satisfaction of Doyon Utilities’ Authorized Representative. The Contractor shall correct all willow staking deficiencies to the satisfaction of Doyon Utilities’ Authorized Representative at Contractor expense prior to Final Acceptance.

SECTION 75.07 - MODULAR CONCRETE BLOCK WALLS AND STEPS

Article 75.07.1 - General The work under this Section includes construction of a modular concrete block retaining walls, steps, and similar structures.

Refer to Section 75.01 - General for additional general requirements.

Article 75.07.2 - Material A. Modular Blocks

Wall units shall be 8-inch tall by 16-inch long by 12-inch deep concrete blocks with compatible concrete corner blocks and capstones, “Allan Block AB Classic” or Doyon Utilities’ Authorized Representative accepted equal. Colors shall be as shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative.

B. Geogrid

Geogrid products shall be of high density polyethylene or polyester yarns encapsulated in a protective coating specifically fabricated for use as a soil reinforcement material. Geogrid products shall be as shown on the Plans or specified in the Special Provisions, and shall be “AB Grid”. “Fortrac”, “Mirafi”, “Strata”, or “Carthage Mills”.

C. Concrete Block Adhesive

Concrete block adhesive shall be “Liquid Nails Landscape Block Adhesive” or Doyon Utilities’ Authorized Representative accepted equal.

D. Piped Drainage Systems

Piped drainage systems shall be as shown on the Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative.

E. Geotextile

Geotextile shall be drainage geotextile in accordance with Division 20 - Earthwork.

F. Crushed Rock for Wall Block Infill and Drainage behind Walls

Crushed rock for wall block infill and drainage behind walls shall be washed rock, 90 percent minimum fractured, free of organics and other objectionable materials, meeting the following gradation:

G. Structural Fill and Backfill

Structural fill and backfill shall be Type II Classified Fill in accordance with Division 20 - Earthwork.

Article 75.07.3 - Construction All excavation, backfilling, and related work shall be in accordance with Division 20 - Earthwork.

The Contractor shall only construct retaining walls, steps, and similar structures when the ground is thawed to the satisfaction of Doyon Utilities’ Authorized Representative.

The Contractor shall construct retaining walls, steps, and similar structures in strict accordance with manufacturer’s recommendations, as shown on the Plans, specified in the Special Provisions, or as directed by Doyon Utilities’ Authorized Representative. Geogrid and block adhesive shall be applied in strict accordance with manufacturer’s recommendations. Geotextile shall be installed to separate drainage rock behind walls from structural fill and backfill.

SECTION 75.08 - BOULDERS

Article 75.08.1 - General The work under this Section includes providing boulders for landscaping and other purposes.

Article 75.08.2 - Material The Contractor shall furnish boulders similar in appearance, color, type, and approximate size as shown on Plans, specified in the Special Provisions, or directed by Doyon Utilities’ Authorized Representative. Boulders shall be free of defects to the satisfaction of Doyon Utilities’ Authorized Representative.

Article 75.08.3 - Construction All excavation and related work shall be in accordance with Division 20 - Earthwork.

The Contractor shall coordinate with Doyon Utilities’ Authorized Representative prior to setting boulders to ensure desired face and orientation is achieved.

Boulders shall be placed on site in locations as shown on the Plans or directed by Doyon Utilities’ Authorized Representative.

The Contractor shall form a pocket in the ground for each boulder installation, ensuring that the boulder is securely set in the required location, buried to one-third of the boulder height as shown in the Standard Details.
