I won’t go into the details here, as our Vice President of Development, Brian Story has so capably covered it in his own update, in this newsletter. However, while the election has delayed some of the final decisions that need to be made before construction can begin, rest assured that the DMRI is constantly pursuing this issue. A little bit about the DMRI:

• We are a completely volunteer organization. We have an executive of about 20 Don Mills residents, who generously give of their time, 12 months of the year, to protect the interests of the community.

• We receive no government or corporate support. All the monies that the DMRI has are raised strictly from our friends in the community. This allows us to be completely independent, and able to fight for the needs of the community, as we and the community see fit.

• All proceeds from any activities we hold, like our wonderful yearly Street Fest, go back to helping the community.

• The DMRI is one of the strongest and most respected community organizations in Toronto. We have been active in Don Mills since 1971, and we look forward to many more years serving the community, and keeping Don Mills the truly special place it has always been.

So I ask you, friends and neighbours, to please continue to support the DMRI in the important work we are doing for you.

Bill joined what was then

known as The Don Mills

Foundation for Seniors

in 1986, as director

of E.P. Taylor Place, a

recreational programme

for seniors, and was

promoted to President

and CEO in 1991. There were 4 employees in those days, however

with Bill’s guidance, Better Living has grown to include: a dementia

day programme, meals on wheels, transportation, homemaking,

home assistance, and a community hospice, currently employing a

total of 400 employees.

Bill claims the name change from Don Mills Foundation for Seniors

to Better Living is because “everybody figured as a Foundation, we gave away money!”

The organization includes:

• Better Living at Thompson House - a long-term care facility.

• Better Living Health and Community Services - seniors’ day

programmes.

• Better Living Charitable Foundation - the fund-raising arm

and the newest and a desperately needed addition -

The Margaret Bahen Hospice in Newmarket - a 10-bed hospice

for compassionate end-of-life care.

On a personal note, I’ve worked with Bill as a Board member at

Better Living for many years. It has, without a doubt, been a positive

and rewarding experience. As well as being extremely competent

and incredibly knowledgable, Bill is a very kind and caring person.

We wish him well in his new position as Chief Executive Officer

at Victoria Village in Barrie. On the site of the old Royal Victoria

Hospital, Bill will oversee a 128-bed long-term care home, 57 Life

Lease units, 16 Retirement Life Lease units, and commercial space

for special services, such as a pharmacy. As well, future tasks will

include the planning of over 3 acres of currently undeveloped land.

Good-bye Bill. You’ve been a huge part of Don Mills for a long time.

You will be missed.

Don Mills Community Centre This issue dates back to 2010. It began with the opposition within the community to the increased density of condos associated with the Shops at Don Mills. Through a long and arduous negotiation process, a more acceptable development proposal and agreement was reached. The site was reconfigured to have a layout more in keeping with the community, and importantly, Cadillac Fairview pledged $17 million, indexed from 2010, for the construction of a Community Centre. The agreement called for Cadillac Fairview to build the Community Centre by 2020. Cadillac Fairview is to select a ‘not-for-profit’ operator acceptable to the City, and in consultation with DMRI. The operator is to provide for universal public access at affordable fees, and appropriate community input and participation in its programming.

DMRI started working with Cadillac Fairview and the City regarding the planning for this facility in 2016. Toward the end of 2017, Cadillac Fairview was to embark on a process, coordinated by the City, to select an operator. However, the City delayed this process. It appears that the City started to think it would be a good idea to combine our Community Centre with the one that will be built at the Celestica site. That Community Centre will be combined with the site of a new twin pad arena that will replace the Don Mills Civitan arena.

The DMRI objected strongly to this notion and after considerable discussions Denzil Minnan-Wong expressed his support for building the Community Centre at the corner of Don Mills Rd and The Donway West as planned. As a result of Denzil’s support, we are assured that meetings will restart very soon.

Mallow School This development also has a long history dating from 2013. The Mallow Rd School property (1.75 hectares) was owned by the TDSB and was declared surplus in 2013. The City purchased 0.5 hectares for a park and the balance was left for development. A developer, Urbancorp, applied to amend the North York Zoning By-law to permit 39 new dwelling units comprising a combination of detached, semi and townhouse dwellings. A concerned residents group was created to oppose this proposed development. As a result of the opposition the proposal was turned down by North York Community Council. Urbancorp appealed that decision to the OMB.

Urbancorp declared bankruptcy prior to an OMB hearing. Eventually another developer, Mattamy Homes, purchased the site and proceeded to work with the City on a new proposal. While they changed the plans considerably they retained the density and even increased it slightly. However, they did make some changes that were desired by the community. They included detached houses in the plan and oriented some of the townhouses to face the park. This provides “eyeballs on the park” which improves safety. They integrated the existing walkway to the development from Broadleaf. This provides access to the park from Broadleaf as is the case now.

While the community still opposed this development, the City considers this to be “gentle intensification” (compared to tall apartment buildings). Since the City is required by the province to intensify, this development was seen as desirable.

While acknowledging this reality, the community still had a few issues. These included the small Mattamy-owned park within the development. While it adjoins the City park, it seemed more logical to have both of these parks owned and managed by the City. Another issue was the lack of parking. The townhouses within the development have a single garage and that is the only place for a car. While the garages are spacious they would not accommodate a second car. There will be some parking on the street within the development but it is more likely that guest parking will be on Mallow Rd and The Donway. Another issue relates to traffic flow into and out of the development. And finally there is an issue related to mail delivery. The plan is for the new community to have a community mailbox rather than door-to-door delivery. That seems inappropriate. These issues were taken to City Council and to the OMB. We were successful in merging the two parks but the OMB declined to accommodate our parking concern. The DMRI will work with the City to deal with the traffic flow issue, parking, and with both Mattamy and the Federal Government regarding the mail issue.

At North York Community Council in July 2018, the council debated that Mattamy should contribute more community funds to the new park and negotiated to raise the funds up to $800,000. Consultation for the new park began in 2015 but stopped when Urbancorp declared bankruptcy. Construction has begun on the playground, and the DMRI will work towards further consultations as to the construction

of other areas of the park. Denzil Minnan-Wong stated at the last consultation meeting that the community will have a say in the naming of the park, and the DMRI will follow up on that procedure.

Celestica This development is one of largest in Toronto. It is a massive development comprising 60 acres of land at the former IBM site. The project is being developed through a partnership of Diamond Corp., Lifetime Developments, and Context Developments. It is located at the northwest corner of Don Mills Road and Eglinton. When completed there will be almost 10,000 people working and living in the area.

The master planned development will feature commercial space, office buildings, and residential uses (in the form of towers and low-rise townhouses), all connected through a series of pedestrian linkages, bike paths, and complete streets, as well as parks and open spaces.

The plan has evolved somewhat from the original plan but not in substantive ways. It calls for Wynford Drive to continue across Don Mills Rd and through the development connecting to Eglinton at the site of the current cloverleaf at the west end of the property. There will be another N/S road east of Don Mills Rd that will cross Eglinton and connect to the LRT station and to whatever is developed at the Science Centre corner. Within the development there will be bicycle paths and bicycle lanes. It will also be pedestrian friendly. There will be a connection over or under the railway line for pedestrians and bicycles with the Don Mills Trail at the west end of the site and a further connection with the park system south of Eglinton.

A twin-pad arena (to replace the Don Mills Civitan arena) is planned for a site at the NE corner of the property. The site contains room for a twin pad arena and additional community facilities. A park is also part of that site.

A section of the façade of the old IBM buildings will be included in the Don Mills Rd facia of the development. The ‘Parkin’ buildings (red brick buildings at the west end of the site) will be mostly retained and condo towers built on top of them.

This proposal went to the Local Planning Appeals Tribunal (LPAT which replaces the OMB for such proposals) on September 14, 2018. Essentially the Diamond Corp and the City indicated that they have reached an agreement regarding this development and they requested that the LPAT withhold its decision while they continue to work out the myriad of details for a development such as this. DMRI requested and were granted Party status so that we can continue to be informed and have input into the outcome.

No. 1 & 11 Charnwood A developer has purchased two houses on Charnwood and proposed to subdivide the 2 lots into 3. Each of the 3 lots would be the smallest detached lots in Don Mills both in terms of frontage and area. In addition, the proposal is to put 3 large houses on each of the sub-divided lots requiring many variances.

The Committee of Adjustment (CoA) dismissed this application. The developer appealed to the Toronto Local Appeals Body (TLAB which replaces the OMB for appeals to CoA decisions). There were 3 days of hearings and the DMRI participated in these with neighbours in the community.

Fortunately we were successful and the TLAB has dismissed these applications.

If successful, this proposal would have established a precedent that would fundamentally change the ‘garden city’ character of Don Mills. We acknowledge that there have been and continue to be changes in Don Mills. However, we continue to protect the principles of maintaining the lot sizes, lot coverage, building height, and relevant setbacks (front, side and rear). This proposal would have altered that completely, putting houses very close together with a minimum of property around them.

10-12 Concorde Place The lands at 10-12 Concorde Place, in the Wynford/Concorde area, are currently occupied by a 10-storey office building, an above grade parking structure, and a surface parking lot. The proposal seeks to redevelop the surface parking lot portion of the subject site, with a 39-storey mixed-use building containing 579 residential dwelling units and some retail and community space at grade. A small publicly-accessible privately open space (POPS) is proposed at the southeast corner of the site. This is green space but is not an actual park.

The buildings in the immediate area are 10-storey office buildings. Across Concorde Place are condominiums and some of these are over 30 storeys. Since this land is designated as mixed use in the Official Plan, it can be used for residential purposes.

Our concerns are primarily that the proposal is too high and too dense. We would like to see a better transition from the Don Valley Parkway to the east side of Concorde Place. In addition there is insufficient park space and the green space proposed is owned by the landowner rather than a public space. There might also be issues for school buses to safely

pick up children in the morning and return them in the afternoon.

There will be a public community meeting early next year. That will be an opportunity for the community to express its concerns regarding the development. It is anticipated that the developer will submit a revised proposal in response to concerns expressed by the community, DMRI and the City after the community meeting.
