Workshop Notice: Residential Energy Efficiency Whole House Workshop June 11, 200910 am - 5 pm

SCOPE OF WORKSHOPThis workshop is designed to achieve 3 objectives:1. To generate understanding about the opportunity CA has to rapidly change its residential program model.2. To identify the best role for utility programs given the many new market influences.3. To have parties debate the merits and weaknesses of an ED staff Straw Man proposal for an IOU prescriptive program to be implemented in parallel to the Home Energy Efficiency Survey and the Whole House Home Performance program.The CPUC has set a strategic goal of reaching all 13 million residential homes across the state with comprehensive home improvements by 2020. The IOUs each proposed a home performance program totaling $13 million for 2009-2011 dedicated specifically to incubating the home performance industry through training, certification, outreach, education, and business coaching for contractors. Simultaneous to these efforts in California, comprehensive home performance for our nation’s entire stock of 127 million existing residential homes has become a serious focal point of attention by the Obama administration’s American Recovery and Reinvestment Act (ARRA). Rapid ramp-up of capacity within the home performance industry as desired by the California Energy Efficiency Strategic Plan (CEESP) is in line with the energy and job creation goals of the ARRA.The long term objective in the CEESP for existing homes is clearly written as Residential Chapter Goal 2: “Transform home improvement markets to apply whole-house energy solutions to existing homes.” ED has developed a draft “Short Term IOU Objective” that responds to the convergence of market influences and the opportunities they may provide."Capitalize on the coincidence of a new program cycle and state and federal attention to build robust market demand for home performance while providing the industry with the support necessary to provide effective market delivery."To support this short term objective, and given the uncertain future in this market, ED is considering following the carefully crafted policy direction within the Retrofit for Energy and Environmental Performance (REEP) language within the Waxman/Markey legislation. Specifically, this means implementing within 2009-2011 both a prescriptive program and a performance-based program to whole house retrofits.The ED staff Straw Man proposal for an IOU prescriptive program attempts to marry the dual path approach to market transformation envisioned in the REEP language to the Home Energy Efficiency Survey (HEES) and the Whole House Home Performance (WHHP) program. The Straw Man proposal will be sent to parties prior to the workshop for review. At the workshop, a panel of experts will present their thoughts on the proposal and engage in moderated discussion with parties.

SCOPE OF WORKSHOPThe Lighting workshop will give participants an opportunity discuss and consider issues related to lighting in the 2009-2011 energy efficiency portfolios of Southern California Edison Company, Pacific Gas and Electric Company, Southern California Gas Company, and San Diego Gas & Electric Company. This workshop will address how lighting strategies and goals, as outlined in the California Long-Term Energy Efficiency Strategic Plan, can be achieved in the context of the IOUs’ 2009-11 applications.The workshop will aim to facilitate a shared understanding of key aspects of the lighting components of utility energy efficiency programs. It is hoped that workshop participants will come to a consensus on the extent to which California’s market for bare spiral CFLs (medium screw) base has been transformed and what remaining utility incentives are needed, if any. The workshop will explore options for scaling up specialty CFLs and other advanced lighting solutions in the 2009 – 2011 period and the specific methods for doing so, including the incentive strategy, delivery strategy, measure mix and delivery channels.  Disposal issues raised by CFL mercury contents will also be discussed as time permits.An agenda for the workshop will be provided by Energy Division before June 16, 2009. The California Energy Efficiency Strategic Plan (CEESP) was released in September 2008 by the CPUC. Specific to the industrial sector, the CEESP contained a strategic objective of a continuous energy improvement (CEI) program. The IOUs have proposed a CEI program targeted to the industrial and agricultural sectors within the state-wide implementation plans filed in the 2009-2011 Energy Efficiency portfolio. CPUC Energy Division staff is hosting a workshop to obtain stakeholder input and guidance on implementation of the CEI.The purpose of the workshop is to facilitate a dialogue towards recommendations to improve existing plans, generate new ideas, and potentially create opportunities for on-going collaboration.

The workshop will cover the following topics:

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS

Draft Resolution L-380 authorizes disclosure of records concerning the Duncan Road railroad crossing in San Bernardino, California, Mile Post 447.9, DOT # 750743U, including records of the California Public Utilities Commission Consumer Protection and Safety Division’s investigation of an accident that occurred on September 7, 2008 at that location. Draft Resolution L-380 will be on the agenda at the Commission’s July 9, 2009 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-380, amend or modify it, or set it aside and prepare a different resolution.On June 8, 2009, the draft resolution was circulated to the Resolution L-380 service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission’s Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the “Currently Open for Comment” section of the Commission’s Internet site at www.cpuc.ca.gov.
