ABSTRACT
This report summarizes the activities of thePennsylvania Governor's Advisory Commission on Latino Affairs fromits inception in January, 1989, to December, 1990; and makesrecommendations to the Governor on policies, procedures, andlegislation that would make the state more responsive to the LatinAmerican community. Latin Americans are the youngest and fastestgrowing population group in Pennsylvania. Language and culturalbarriers breed resentment and discrimination and lead to denial ofservices and resources necessary to the economic, social, political,and educational well-being of the Latin American community. Topromote equal access and equal opportunity in all aspects ofcommunity life for Latin Americans, the Commission devised thefollowing priority areas each to be addressed by committees: (1)educatix1; (2) employment; (3) physical health and mental health; (4)economic development; (5) housing; (6) aging; and (7) Latin Americansin prison. Civil rights and civil tension are also considered. Thisreport provides the work of the commissioners, staff, and communitiesin each area. Ongoing staff activities include the creation ofboards, committees, and task forces; community development andtechnical assistance; community education and public appearances/improving the image of Latin Americans in the media; affirmativeaction; producing newsletters; news clippings; translations; andspecial projects. Included are an executive order and a list of 46Latin American focused community-based organizations and programsthroughout Pennsylvania. (RLC)

On January 26, 1989, following an historic meeting with key Pennsylvania Latino leaders, Gover-nor Robert P. Casey signed Executive Order 1989-1 and rescinded Executive Order 1979-16, thereby,establishing the Governor's Advisory Conunission on Latino Affairs awl replacing the previousGovernor's Council on the Hispanic Community. This report summarizes the activities of the Pen-nsylvania Governor's Advisory Commission on Latino Affairs from its inception in January, 1989 toDecember, 1990. In addition, as requested in the Executive Order, this report "makes recommenda-tions to the Governor on policies, procedures and legislation that would make the state moreresponsive to the Latino community!'

Mission Statement
The society our children inherit is only as good as we have collectively shaped it. We have theresponsibility to develop the character of the next generation by making positive contributions totheir inheritance. In this spirit, the Governor's Advisory Commission on Latino Affairs was estab-lished as the advocate agency for Pennsylvania's Latino citizens.
The Commission focuses on the value of the preservation of Latino cultural integrity as a "Com-monwealth treasure."
The Commission represents Latino communities in search for solutions to aeir particular needsand concerns, and protection of their human and civil rights.
The Commission will promote the well-being of Latinos and will strive towards equal access andequal opportunity in all aspects of community life.
Structure
Commissioners:Following the establishment of the Commis-
sion, Governor Casey solicited recommenda-tions for appointments to the Board ofCommissioners. In mid-1989, the Governor ap-pointed 21 commissioners representing thevarious Latino communities uross the Com-monwealth and possessing a diversity of ex-pertise valuable in assisting state governmentin addressing the concerns and needs ofLatinos in Pennsylvania, and named IrisSanchez-Cintron of Bethlehem to the positionof chairperson. Each commissioner is ap-pointed to a two year term and may be reap-pointed.
Staffi
On March 27, 1989, Governor Casey ap-pointed Lillian Escobar-Haskins executivedirector of the Commission. The initial Com-mission staff of three consisted of the execu-tive director, an administrative assistant and aclerk typist. The staff was expanded to fivewhen a regional director and administrative as-sistant were added upon the opening of theCommission's Philadelphia regional office inOctober, 1989.
Part of Governor Casey's commitment tothe Latino leadership was to increase theCommission's budget to open a regional office
to serve Philadelphia, where nearly one-half ofthe Latino population in the Commonwealthresides. This office would provide more directlocal service and would allow it* Harrisburgoffice more flexibility in addressing the con-cerns of the numerous other communities inPennsylvania with significant Latino popula-tions.

The Commission utilizes interns in amutually beneficial fashion providing aneducational experience, while they supple-ment the ability of the Commission to carryout its numerous responsibilities and work onspecial projects. During 1990 the following in-terns worked with the commission:

Overview - Latinos In Pennsylvania
As across the United States, in PennsylvaniaLatino dtizens are the youngest and fastestgrowing population group. Recent prelimi-nary reports of the US. 1990 Census placedthe Latino population count at 232,262 in Pen-nsylvania. Many local Latino communities dis-pute these figures claiming an undercmmt ofLatinos. They esthnate the population at over300,000. Some communities report the rate ofgrowth of their Latino population as doublingevery ten years. The largest of the Latinogroups in the Northeastern US., includingPennsylvania, is Puerto Rican. Additionally,we find representation fivm at least twentyother Hispanic countries.
In the early 1980's, Temple Universitycreated the Puerto Rican Study Group to as-sess the demographic and economic status ofPennsylvania's Puerto Rican population. Theexecutive sununary of the report the groupproduced declared:
"Puerto Ricans in Philadelphia are a youngand rapidly growing population. Their mem-bers increased by 76 percent between 1970 and1980, and they now comprise 2.8 percent ofPhiladelphia's population. If present trendscontinue, they will comprise 5 percent of thepopulation in 1990 and 8 percent by the year2000. The combined Hispanic population hereis now 3.8 pertent of the total, and will beabout 10 percent of the total by 2,000."
As of 1990, one in eleven Philadelphians isLatino. It is estimated that over 90 percent arePuerto Rican. Current findings indicate thatthe growth in Philadelphia has increased at arate much higher than predicted when Templeconducted its study. In real numbers we arespeaking of over 90,000 Latinos in Philadel-phia alone.
While Philadelphia has the largest Latinocommunity in real numbers, there are otherLatino communities across the Common-wealth of a much higher density. Lancasterand Reading are standouts in this respect. It is
estimated that Reading's Latino population ofapproximate!y 20,000 and Lancaster's popula-tion of approximately 15,000 represent one infour residents in each of those communities.In fact, they are communities with some of thehighest Latino population densities in North-eastern United States. Not far behind are Al-lentown (1 in 9) and Bethlehem (1 in 11) withrapid growth rates. Other areas with sig-nificant Latino populations include: Erie, Har-risburg, Kenrxit Square, Norristown, York,Lebanon, Chester and West Chester.
Numerous studies have shown that themotivation for migration is usually employ-ment opportunity Most Latinos in Pennsyl-vania will say they moved to the area seekingemployment and a better quality of life fortheir families.
The growth rate of the Latino population inPennsylvania, with the accompanying lan-guage and cultural barriers, has created thetype of backlash that has been common to newgroups of arrivals to the United States. Oftenresentment and discrimination have led tocrisis situations and denial of the services andresources necessary to the economic, social,political and educational well-being of a com-munity.
The Philadelphia Human Relations Commis-sion hearings in 1990 were a dramaticportrayal of the situation in many Latino com-munities across the Commonwealth. To sumup the situation in one quote by the PHRCchairperson: "Racism exists."
According to reporter Murray Dubin, in anApril, 1990 article in the Philadelphia Inquirer:
'The hearings shined a light on numerouscity departments from Housing to Health, andin the courts, prisons, Police Department, Dis-trict Attorney's Office and schools."
The commissioners, ttwir attorneys andcommission staff listened to disquieting storiesabout city services, bleak employment statis-

Although conditions for Latinos n Philadel-
phis are among thr worst ill the state, thescenario redacts conditions in many otherareas and, re special concern, the migrantpopulations who serve local fanners.

This also lead to thecreation of the Governor's Advisory Commis-sion on Urn° Affairs.
Commission Meetings And Priorities
The board of commissioners held their firstmeeting in August, 1989 and thereafter metevery two months. In October, 1989 they helda retreat to define their mission and to deter-mine areas of priority concern. In May, 1990they met with Governor Casey and discussedthese concerns. The commissioners identifiedvarious needs and voted to focus on the topfive priority issues. TIvese issues would bespecifically addressed through the formationof committees. These conunittees would bechaired by commissioners and would be opento other professionals and community mem-bers. Committee chairs were appointed by theCommission chairperson. In addition to these,two additional priority committees wereformed in response to community directives toaddress concerns in the areas of Aging andCorrections. The following sections of this report, ar-ranged by areas of priority concern, will pro-vide overviews of each issue, a summary ofthe work of the conunissioners, staff and com-mittees in each area and offer a set of recom-mendations for state policy, programs andlegislation to address the identified needs ineach category.
Finally, we will comment on the issues ofcivil rights and civil tensions facing Latinos inthe Commonwealth.
It is important to state that the Governor'sAdvisory Commission on Llano Affairs isprepared to advise and cooperate in thedevelopment and implementation of any ofthe reconunendations made in this document.
We also acknowledge the limitation whichthe existing financial crisis imposes. Therefore,we are also willing to cooperate in seeking un-tapped resources from the appropriate agency.We believe public-private partnership as wellas federal and local resources should be ex-panded.
The recommendations included in this docu-ment include both long tenn and short termgoals. Some can be accomplished in a shortperiod of time, while others can be exploredand begun, and continued in the followingyear.

Issues / Acfivities / Recommendations
EDUCATION
OverviewThe Fesent educational stamp of Pennsyl-
varda Latino child= is unanimously con-sidered to be the most cridcal and basicconcern. The Commission believes the futuresocial, economic and political well being of ourcommunities, and the community-at-large,rests on the state and local school districts'ability to effectively address the educationalneeds of our children and prepare our youthfor the future.
In Pennsylvania, Latirbas are at the bottomof the edwatkmal ladder with ever imreasingdrop-out rates, academic underachievementand with very few of our young peorde goingon to higher education.
Many communities across the Common-wealth have doubled and tripled their Latinopopulation between 1980 and 1990. The ab-sence of programs and strategies to addresstheir educational meds and a lack of culturalunderstanding am] acceptance has deniedLatinos access to a quality education.

A comprehensive overview of the variousareas of concern regarding the educatton ofLatino children is impossible within the limita-&ins of this report. Tierefore, the followinghighlights the issues and concerns the Com-mission strongly recommends be addressed byeducational and governmental systems. Thefollowing issues are the basis for the work ofthe Commission in the area of education.
1. One of the highest drop-out rates in the Com-monwealth 40 percent statewide andover 70 percent in some areas.
2. The disproportionate representation ofLatino children in Special Educationprograms.
3. The disproportionate number of Latinoyouth hacked into lower academic courses.
4. The lack of effective bilingual educationprograms. There is a serious lack of under-standing of the theory and practice ofEnglish as a second language instructionand bilingual education programs.
5. The lack of appropriate certification forteachers of English as a second languageor teachers for bilingual educationprograms.
6. The lack of bilingual/bicultural counselingand psychological services.
7. The lack of Latino professional staff and rolemodels in schools and public agencies.
8. The lack of culturally syntonic staff develop-ment programs for non-Latinos.
9. The underrepresentation of PennsylvaniaLatino students in higher education.
10. The lack of effective vocational and techni-cal training of Latinos.
11. The lack of community and parental invol-vement in the schools.
Activities
For over 23 years, advocates of Latinoeducational issues have attempted to affectpolicy within the Department of Education.
Mose recently, among the meetings heldduring 1989-1990, the Education Committee ofthe Commission met with the previous Educa-tion Secretary Thomas Gilhool and currentSecretary Donald Carroll, regarding our educa-tional concerns and recommendations whichare outlined in this section.
The Education Committee also met withChancellor McCormick of the State System ofHigher Education to initiate dialogue regard-ing the recruitment and retention of Latino Stu-dents within tlw state system. The Committeewill continue to work with the chancellor's of-fice and specifically with state universities lo-cated near Latino conununities.
The Commission partidpates on two com-mittees of the Pennsylvania Academy for theProfession of Teaching. The Commission's ex-ecutive director and Commissioner Myrna Del-gado serve on the Latino Advisory Committeewhich focuses on the improvement of teachereducation programs, urban education and theencouragement of new initiatives in Latinoeducation through a special grants program.The executive director also works with theUrban Education Annual Conference PlanningCommittee. Additionally, the Commission ser-ves in an ongoing advisory capacity as needed.
The Commission submitted resumes for con-sideration for appointments to the State Boardof Education, the Professional Standards andPractices Commission and other key policymaking bodies in the Department of Education.
Some movement has been made by theDepartment of Education towards addressingLatino concerns. The Secretary appointed aLatina as his special assistant. In addition, twoother Latinos were hired to key positions inthe areas of pupil services and special educa-tion. These new Latino personnel have beenworking with the education committee andserve as resources to the Commission.
There are significant areas of concern thatform the basis for the focus of the work of theEducation Committee in 1991.

Recommendations1. The establishment of a regulatkm which re-
quires bilingual ethscatkm for Latino stu-dents. The standards for a cmnprehensivetdlingual edoratkm program and Englishas a second language instruction must beincluded in the Curriculum Regulations ofthe State Board of Echwation (fltie 22,Chapter 5, School Cock). A comFellen-sive bilingual education program providesinstruction in the native language and as-sures cognitive academic develormentwhile simultaneously developing Englishlanguage sldlls.
2. The development and establishment of stateguidelines for effective ESL/Bilingualprograms including certification for ap-propriate bilingual/bicultural personnel.
3. The establishment of Pennsylvania certifica-tion for bilingual education teachers andEnglish as a second language teachers.Certification or endorsements should alsobe established for other bilingual schoolpersonnel.
4. The establishment of a Bureau or 'Divisionfor Latino Education within the Depart-ment of Education.
5. Latino representation on policy boards, com-missions and committees within theDepartment of Education.
6. The appointment of additional qualifiedbilingual/bicultural professionals in keypolicy-making positions within the Depart-
mart of Education. These professionalsmust be knowledgeable of Latino educa-tional lows and practias.
7. The development of an action plan whichoutlines a policy for the recruitment andretention of Latino students in highereducation.
8. The restructuring of teacher educationprograms in Pennsylvania colleges anduniversities to more effectively trainteachers to educate urban and culturallydiverse student populations.
9. The development of an action plan for therecruitment and retention of With-gual/bicultural instructional staff inschool districts with Latino students.
10. The development of state guidelines whichoutline school district responsibilities inproviding bilingual/bicultural guidarcecounselors, school psychologists, specialeducation teachers and vo-tech staff tomeet the needs of Latino students.
11. The development of a bilingual parentaleducation awareness campaign utilizingall available Spanish language mediaprograms and publications.

EMPLOYMENT
OverviewThe Commission views addressing the issue
of employment &cm several perspectives re-quiring the involv %tient of various segments ofstate government including the Department ofLabor and Industry, Civil Servica Commission,Bureau of Affirmative Action/Contract Com-pliance, Division of State Employment and theDepartment of Public Welfare. The key issuesto be addressed are the provision of employ-ment and training services, and affirmative ac-tion initiatives within state government.
A review of the 1990 Governor's AnnualWorkforce Report indicates Latinos representless than 0.5 percent of those employed by thestate while they rep: csent over 2.5 percent ofthe general population. The overwhelmingmajority of these employees are in clerical andunskilled positions. Professionals are a smallpercentar of this group.
State Job Services programs are largely under-utilized by Latinos seeking employment. Thereis no uniform outreach effort by job Centersand in various communities lack of transporta-tion or access to public transportation is a bar-rier to obtaining services.
ActivitiesThe employment committee provided a
forum for discussion and the problem-solvingefforts of Latino community based organiza-tions and state government.
The Commission established a positive andproductive relationship with the Departmentof Labor and Industry due to the responsive-ness of Secretary Harris Wofford to Commis-sion concerns. Three significant meetings tookplace with the Secretary.
March 23, 1990, in Lancaster, Commissionexecutive director Escobar-Haskins andSecretary Wofford met with members of theHispanic Center and Latino communityleaders to discuss their relationship with thelocal job center and to comment on otherLabor and Industry related Wu !S.
March 79,1990, Secretary Wo;ford attendedthe commissiorwr's regular meeting. The jobService miters and other key issues were dis-MASA The perspectives of various Latinocommunities were shared and there was ageneral consensus that Job Centers were not ef-fectively addressing Latino employment.
On May 10, 1990 the Commission's Employ-ment Committee, in a follow-up mc 41ng, metwith Secretary Wofford and members of hisstaff. Secretary Wofford informed the commit-tee he had established a Latino Task Forcewithin the Department of Labor and Industryto specifically analyze and make recommenda-tions regarding what needed to occur to haveJob Centers/Job Services programs betterserve the Latino community. Additionally,they would conduct an overall assessment ofall Labor and Industry programs for their effec-tiveness in addressing the needs of Latinos.
Soon after, it was announced that MaritzaRoberts, a Latina and professional employeewithin the Department of Labor and Industry,was appointed to head the recently formedtask force and given the responsibility of ad-dressing Latino concerns. Ms. Roberts becamea member of the Commission's EmploymentCommittee and functions in a liaison role.
The Latino Commission Employment Com-mittee, in targeting its efforts, conducted a sur-vey of community based organizations or. .hecritical concerns and obstacles facing Latinosseeking employment. Some of the key find-ings were:
A. Private Industry
Obstacles: Racism/prejudice; lack of con-tacts and credentials, language barrier/accent,little to no access of hidden job market; lackcareer mobility, lack of on the job training, lackof transportation, few permanent positions,companies utilizing temporary agencies.
Recommendations: Access to job listings, af-firmative action enforcement, cultural sen-sitivity training/orientation for all employees,training programs to increase opportunities formobility, more active recruitment of minorities.
B. Federal, State, Local Government
Obstacles: Civil Service testing problematicdue to language and/or cultural Um, foreigncredentials often treated as unacceptal*, Latinoshave weak or no political netwcat,racism/prejudice, lost or misplaced paperwork.
Recommendation& Stricter enkrcenumt of af-firmative action policies; hnproved on-theiobtraining, voter registration/increased political tw-tivity, provisional status for job appiicants fulfill-ing job requirements with experierwe but withborderline test scores, civil service or a sub-contractee offer classes on test taking skills, bet-ter recndtment efforts targeting Latinos.
C Service Industry
Obstacles: Racism/prejudice, stuck in menialjob-no mobility, too few Latino owned busi-nesses, lack of training, language barrier,employers fear of federal employer.
Recornmaidations: On the job training; moreLatino owned businesses; repeal employer sanc-tions.
The Commission has worked closely with theDivision of State Employment and the Bureau ofAffirmative Action/Contract Compliance in help-ing target job fairs to Latino communities. TheDivision of State Employment sends the Commis-sion a monthly report of Latino referrals and theoutcomes of those referrals.
The Commission established a collaborativerelationship with the State Civil Service Systemand their Minority Recruitment program. Thepersonnel involved with minority recruitmentis in touch wiih Latino organizations topromote state civil service employment forLatinos. Mr. Ramon Bonhomne Rodriguez, per-sonnel analyst with the State Civil Service Com-mission, has joined the Commission'sEmployment Committeo, He has been mosthelpful assisting Latino referrals in their under-standing of the Civil Service process and inkeeping the Commission appraised of openings.
In collaboration with the Civil Service Com-mission, Bureau of Affirmative Action and theDivision of State Employment the Governor'sAdvisory Commission on Latino Affairs:

Recommendations1. Provide training arid technical assistance to

3. Hire bilingual/bicultural personnel in all agen-cies providing services to Latino com-munities.

HEALTH/MENTAL HEALTH
OverviewToday, most Americans enjoy a longer and
healthier life. Unfortunately, Latino popula-tions continue to experience health disparitieswhich undermines the progress made in themedical argl technological fields. A majorityof Latimi citizens are economically consideredthe "working poor" in low-income manufac-turing and serv4ze jobs. They have limited orno health instArance coverage and no alterna-tive means of financing health care services.Access to care is also difficult because thehours of operation for traditional health careproviders are during regular work hours and,therefore, pose a threat to job security formany Latinos. This contributes to fragmentedpreventive health care and the resulting exces-sive use of emergency medical services.
While the health and mental healthproblems affecting Latino communities arenumerous, due to the high risk status of muchof this pop.lotion, the following three priorityareas should be emphasized:
Dru s/Alcohol Abuse and AIDSThere is a consensus that abuse nf alcohol
and other drugs is the primary health problemexperienced by Latinos in the Commonwealth.Alcohol and other drugs adversely impact onthe individual, family and community and sig-nificantly increases the risk of contracting theHIV virus and Aquired Immune DeficiencySyndrome (AIDS). At the present time,monolingual Spanish-speaking Latinos requir-ing drug and alcohol services, other than longterm inpatient treatment, must be referred out-side the Commonwealth. There are no linguis-tically nor culturally appropriate programs forLatina mothers and their children, nor for vic-tims of AIDS.
The increase of AIDS among Latinospresents a serious menace to the health andwell-being of the community. From the Latinobaby born with congenital HIV, to the
ckarnatic increase in AIDS among the Latinoprison population, the magnitude of the prob-lem is severe and growing.
Migrant HealthLatinos constitute over 70 percent of the
seasonal and migrant farznworkers in Pennsyl-vania. These workers contribute enormouslyto the economy of many local communities.
Despite this fact, migrant workers often liveunder substandard conditions, with limited ac-cessibility to health care services and little orno insurance coverage.
Mental Health
The lack of appropriate mental health ser-vices is-a major contributing factor to subop-timal health for Latinos in Pennsylvania.Individuals who are most isolated from themainstream of society are also least likely topossess the coping skills and resources neces-sary to offset the detrimental effects of the per-sistent strain and stresses resulting frommarginality, poverty, social disorganizationand personal dysfunction.
Violence, too, continues to grow within thiscommunity, while access to culturally sensitivecounseling, especially for women and childrenwho are the victims of physical and sexual as-sault, is virtually non-existent.
In these three priority areas of needs as wellas in other high risk areas, language and cul-tural differences between health care providersand Latinos impact negatively upon the utiliza-tion, adequacy and effectiveness of medical,health and mental health services. In addition,societal, environmental and other cultural fac-tors place the Latino population in a positionwhere preventive health messages and educa-tional measures hardly ever reach this disern-powered group.
Therefore, some of the most pressing needsin the provision of health care and mentalhealth services to Latinos in Pennsylvania are:

Activities
The Commission has played a supportiverole in working very closely with the Depart-ment of Health in various initiatives impactingLatino health issues. The appointment of aSpecial Assistant on Latino Concerns, Dr.Isolina Marxuach-Rosario, significantly in-fluenced the direction of programs and policyin the Departnent. Dr. Rosario also chairs theCommission's Health/Matta Health Commit-tee The Department of Health startedprograms that, if continued, can facilitateprovision of health services in a more effectiveand relevant manner.

Latino AIDS Outreach
The development of four education andprevention programs initiated in Harrisburg,Lancaster, Reading and Bethlehem. Theseprograms have successfully establishedpartnerships with the local AIDS projects andHealth District Offices in these areas.
Statewide Drug and Alcohol TkeatinentLatino Leaders Thsk Force
This group was or amized to help the Depart-ment of Health's Office of Drug and AlcoholPrograms (ODAP) establish a needs priorityprofile targeting Pennsylvania communitieswith a large percentage of Latino citizens.
Minority Health Advisory Committee
The Commission Ixecutive director servedon this committee established by Dr. MarkRichards, Secretary of lealth. It includedstatewide, cross-cultural and trandisciplinaryrepresentation. It was staffed by theDepartment's special assistant on Latino con-cerns, and chaired by the deputy secretary forpublic health programs.
In November, 1990 the Committee draftedand submitted preliminary recommendationsto the Secretary on ways to effectively addresssome of the major health gaps in minoritypopulations including access, serviceprovision and utilization. The Committeeviewed sub-optimal health and excess mor-bidity and mortality in minority communitiesas not simply a result of inadequate access totechnical health care. Therefore it took intoconsideration dehumanizing issues such asracism, sexism, social class, discrimination,materialism and political disenfranchisement.
In addition to those activities in which theCommission was dirtctiy involved, the Depart-ment of Health conducted the following:
Fifteen Pennsylvania communifies wereidentified and targeted for the estab-lishment of drug and alcohol initiafives.These communities were assisted in get-ting organized around their commonconcerns in drug prevention, education

and treatment, and encouraged to sub-mit linguistically and culturally syntonicpm/Pm proposals. Programs selectedfor funding will be staffed by bilingualand bleu/Ural personneLHogar Oea International Inc receivedCaOtal Investment furels to develop anadditional 12 beds for its residentialdrug treatment irogram in Lancaster.Open communications were initiated be-tween the Pennsylvania Secretary ofHealth and the °lief of Services forPublic Health Programs in Michoacan,Mexico where the majority of Latinomigrant workers in the state come from.The Department of Health's Special As-sistant has initiated the coordination ofan interstate link which will addressmigrant health needs of these transientworkers in Pennsylvania.The Inunigration and Reform and Con-trol Act (IRCA) of 1986 establishedgrants for public assistance, publichealth assistance and educational ser-vices to eligible legalized aliens in thestate. The office of the special assistantinitiated a request for these funds to pro-vide capitalization for several pmgramsin areas where the highest percentage ofnewly legalized aliens work or reside.Three conununities were targeted: Ken-nett Square, Gettysburg and Reading.An initiative was begun with theAmerican Cancer Society to develop ajoint project directed toward serving theLatino community,Ile Secretary of Health wrote a letter tomajor hospitals encouraging them to hirebilingual, bicultural health professionals,and to institute training and discussionsfor current staff so that tkwy can improvethe effectiveness of their services toLatinos.The Department of Pealth has promoteda professional Latina to the Bureau ofAIDS in the Education and`WainingDivision, arwl hired a Latinopsychologist in the Long Term Care
Division of the Bureau of Quality As-surance,An AIDS ouneach program and an HIVtesting site with feline-up counselingfor Latinos was established at ProjectoSalud in Kamen Square/West Chester
The Commission commends and urges thecontinuance of such initiatives. Pathways togreater awareness of Latino health needsthrough the hiring of Latino staff persons, theestablishment of multi-cultural sensitivitytraining, and policy changes within the Depart-ment of Health will continue to lead toprogress in reducing the health disparities be-tween Latinos and non-Latinos in the Com-monwealth.
Following the formation of theCommission's Health/Mental Health Commit-tee early in 1990, the Committee dedded tosubdivide its enormous task into four subcom-mittees, which met monthly to address specificareas of concern. Each subcommittee ischaired by a Latino health or mental healthprofessional. The statewide committee con-tinues to meet every three months and, thusfar, over 80 health and mental iwalth leadershave participated.

Despite these impressive first steps, reach-ing out to the Latino community to effectivelyaddress its unkitse lwalth needs requires con-tintwd, uninterrupted government commit-ment, additkmal changes in puNic policy andthe allocation of fiscal and human resources.
Recommendations1. The Office ckf Drug and Alcohol Programs
(ODAP) should seek to develop a con-tinuum of care for Lefts in Pennsyl-vania. This should include theestablishment of bilingual/bicultural out-patient, detox, halfway house and shortterm regional programs and treatmentfacilities; the creation of an inpatient pro-gram for Latinas and their children; thecoordination of outresch drug and alcoholinitiatives for Latinos throughout the state,and the establishment of ODAP trainingfor Latino D/A workers to assure theymeet drug and alcohol licensing require-ments.
2. The use of Lath%) expertise to assure thestatewide AIDS campaign reaches theheart of the Latino community with cul-turally and linguistically appropriate mes-sages. The establishment of a Departmentof Health initiative to address AIDS needsand to facilitate training in AIDS preven-tion within the Latino population.
3. The development of a Public Health Initia-tive to address the most serious gaps in ser-vices:
The immunization of Latino children.According to recent article in the Philadel-phia Inquirer, 70 percent of tie Latinochildren of Philadelpthia lack immuniza-tion vaccinations;Maternal and child services for Latinos,andHealth pronrction - disease prevention ef-forts targeted to Ladnos in the areas ofcamer, cardiovascubtr disease, diabetes,lead priming and maternal and infantmcutality.
4. The creation of Nlingual mental healthclinks and services with the input of theircommunities, using models which are cul-turailx relevant.
5. The formation of local Latino task forces towork with lumpitals in du* area, to ensureadequate services to Spanish-speakingpatients.
6. Tlw appointment of Latino representatives toall Department of Health and MentalHealth boards. Departments without ad-visory boards could identify a Latinoprofessional to advise them on thedevelopment of programs and policy to ad-dress Latino needs.
7. Department of Health and Mental Healthtraining for staff and service providers oncultural competency.
8. The establishment of Departmental policythat will assure appropriate care services,directly or through contracts, to Latinosthroughout the Commonwealth.
9. The appointment of a Special Assistant to theSecretary of Welfare to impact programsand policies within the DPW, especially inthe area of Mental Health.

ECONOMIC DEVELOPMENT
OverviewCommunity based economic development
concentrates on the development of neighbor-hood community institutions which poolresources and talents to create jobs, income,managerial and ownership opportunities. It isan effort to use proven business methods andorganization to provide economic and socialbenefits to severely distressed neighborhoodsand pockets of poverty.
Community based economics derives froma central organizing principle that communitycontrol of the redevelopment process is effec-tive in directing the benefits of the process toneighborhood residents. Experience over thepast fifteen years has made it clearly evidentthat many of the most creative and successfulapproaches to community revitalization andstabilization have come from the residentsthemselves. From this principle of communityaccountability, the overall objectives of this in-stitutional model include:
the development of business andeconomic institutions which increase theincome of community residents;provision of more and better employ-ment opportunities both inside and out-side the community;partidpation in the ownership andmanagement of firms and institutions bythe residents of communities in whichthey are located;the development of more skilled humanand technical resources than are present-ly available in low-Lncome communities,andthe development of economic, social andpolitical institutions the community canview with pride and which are respon-sive to its collective wishes.
Activities
Addressing the economic developmentneeds of the Latino community from the stategovernment perspective involves various keydepartments with special emphasis on the
programs of the Department of Commerceand the Department of General Services. TheCommission hopes to see the number ofLatino owned businesses in Pennyivania in-crease, as well as having state governmentmake more use of existing Latinos businessesin the awarding of state contracts.
The Commission's Economic DevelopmentCommittee focused much of its efforts in ex-ploring economic development opportunitiesthrough Department of Commerce programs.Among the meetings held during 1990; theCommittee met with Secretary of CommerceRaymond Christman, key Department ofCommerce staff and Brenda Mitchell, theGovernor's Special Assistant on Commerce, todiscuss existing programs and resources.
In follow-up to our meeting, SecretaryChristman forwarded a letter to the Commis-sion indicating:
A commitment to making Commerceprograms more accessible to Latino com-munities.A request to the Pennsylvania MinorityBusiness Development Authority(PMBDA) for approval to engage a firmto translate the PMBDA application andrelated materials into Spanish, asking theCommission's assistance in reviewingproposals and awarding the contract.A commitment to a more vigorous out-reach program into Latino communities.A commitment to bringing on more per-sonnel with a Latino background.A willingness to discuss with the Com-mission specific proposals including apossible demonstration project specificto economic development within Latinocommunities.An effort to pursue international rela-tions with Latin American countries todevelop and improve trade between Pen-nsylvania and those nations.An open invitation to submit the names

The Commission requested assistance fromCom:uncle with help in coordinating othereconmnic development information and ser-vices througlmot the Commonwealth. Repre-sentatives (nun agencies sts:h as Office ofMinority Women and Bustvess Enterprise,PennDOT, Hinnan Relations Conunissicm andthe Office of Affirmative Action might be peri-odically convened by Commerce for discus-sion and information sharing. In doing so, theCommission members may better present tothe Latino community a holistic view of stategovernment and its benefits to Latinos.
The Commission will form a small taskforce to review appropriate micro enterprisebusiness development program models andpresent a proposal to the Commerce Depart-ment for funding. The Commission requestedparticipation by Commerce/PMBDA in pro-gram review and proposal development.
The Commission submitted variousresumes of Latino professionals with busi-ness/economic development backgrounds forconsideration by PMBDA for nomination totheir board.
The Commission executive director metwith Department of General Services SecretaryDavid Jannetta and the executive director ofthe Minority and Women's Business Develop-ment program to discuss outreach efforts toL,atino businesses and service providers topromote their qualifying to bid for state contracts.
Recommendations1. The departments involved in economic
development activities should conduct ananfiysis of 311 programs occur with the ex-press intent of hiring bilingual/biculturalprofessionals in key policy-making posi-tions and making Latino appointments toboards and commissions.
2. Much of the economic activity and jobs inLatino comnumities are foskered by wallbushusses. The bulk of Latino businessesare clustered in the retail/service catgory.The only Commonwealth =MU*development program serving this seg-ment is the Pennsylvania Minceity Busi-ness Development Authmity (PMBDA).PMBDA has generally been underutilizedby Latinos.
For more effective outreach, the Commissionrecommends that PMBDA increase theirmarketing effectiveness in Latino corn.munities; translate their marketingmaterials; appoint a Latino/Latina to theirboard of directors, and improve the techni-cal assistance component to include aneducational component with Latino ser-vice providers.
3. The Latino community has limited resources;many readmits live below the povertyleveL "Developing banking" has psovento be a vehide through which low-incomepeople can have access to debt capital andthus position themselves to improve theirsocio-economic status.
There have been highly successful and provenmodels of "micro economic lending" ordevelopment banking which the FordFoundation has helped to sponsor. TheCommission is recommeniing that furtherresearch be done on development bankingmodels and capitalization for demonstra-tion projects targeting Latino com-munities.

HOUSING
Overview
Many Latino communities, along with otherurban population groups, ate facing a crisis inthe area of housing. Affordable housing foxthe majority of low and moderate incomeLatinos is more of an impossadlity with eachpassing day.
The housing crisis for Latinos means over-crowding. Families are doubling and triplingup to be able to make rental payments. Poorhousing patterns adversely impact our youngpeople. The high number af tenants vs.homeowners among Latinos creates weak andunstable neighborhoods in our cities. In par-ticular, the lack of adequate housing impactsnegatively on the educational and sodaldevelopment of our youth. There is an urgentneed to dramatically change the traditionalhousing patterns of Latinos.
A proactive strategy must be developed toaddress the housing needs of Latino citizenswhich would:
Create a sense of both community and in-dividual ownership;Assist community based organizations todevelop into housing advocates andproviders;Turn the tide from tenant to owner status
The role of state government in this en-deavor is crucial. Latino communities needthe assistance of state government in organiz-ing and developing the mechanisms necessaryfor local housing development programs byLatino community based organizations.
State government plays an essential role inthe development and empowerment of Latinocommunities through it's resources and ad-vocacy Long isolated and polarized due to lin-guistic and cultural barriers, multiplesocio-economic problems, few innate resour-ces, Latino communities have lacked the sub-stantives support of public and privateinstitutions for their social, economic andpolitical agendas,
Advocacy by the Commonwealth on behalfof efforts by Latino community based organiza-tions to implement housing Fograms will as-sist Latim annmunitkas seeldng seriousconsideration by the private sector, lending in-stitutions, and municipal and county govern-ments. Despite the dire need, in most of oururban areas, Latinos have beei unable to evencommence a serious community-wide housinginitiative.
Activities
The housing committee met three timesduring 1990 and sponsored a statewide semi-nar entitled "Housing Development in the Bar-rio". This seminar brought together varioussegments of state government involved inhousing, as well as representatives from lend-ing institutions and various funding sources,and highlighted housing development projectsin three communities by Latino communitybased organizations. This seminar providedbasic information to Latino community basedorganizations on doing housing development.It also provided a forum to voice and discussthe obstacles being faced by Latinos in attempt-ing to do housing development.
Philadelphia
The commission has met with various com-munity based organizations to discuss localhousing needs and needed program funding.The commission executive director andThomas Foley, special assistant to the gover-nor, along with Commissioner and State Repre-sentative Ralph Acosta, and staff of the NorrisSquare Senior Center toured a local neighbor-hood and found deplorable living conditions,especially for senior citizens.
The Commission executive director par-ticipated in a local meeting in Philadelphia onhousing conditions in Latino neighborhoods re-quested by Representative Acosta. In atten-dance were Latino community members andprofessionals, Secretary of Community AffairsKaren Miller, Secretary of Labor and Industry

Harris Waked, and Special Assis antThomasFoley. Conuntmity memberscomplained ofckplomble housing conditions and dahnedthere was discrimhutim in the city'sdisttibu-tice ci funding. They stated that &spite theaitical need, disproportionately low housingfunding wss received In primarily Latinoneighbmhoods. The Latino conununity re-qmsted more direct access to housing funds,since now all state monies go to city govern-rnerd for distribution.
In April, 1990, hearings were held byPhiladelphia Human Relations Commission onbehalf of the Latino community to investigateto charges of disaimination by citydepart-ments from housing to health and human ser-vices, the kogal system, and schools. Theirfindings supported the Latino claims of grossdiscrimination
Recommendations1. The Department of Community Affairs
should take the lead in bringing Latinoconunurdty based organizations into thedevelopment of its overall state hpusingstrategy.
2. Technical assistance and initial fundingshould be provided to Latino organizationswishing to undertake housing progam in-itiatives. Existing Latino housing develop-ment efforts should be supported andenhamed. Successful models should bedocumented.

5. The Department of Community Affairsshould coniuct an analysis of all programswith the express intent ol hiring Latinobilingual/bicultural personnel in keypolicy making positions to provide overalldirection in having the department effec-tively address the growing needs of the ex-panding Latino population in thecommonwealth.

AGING
Overview
The Latino elderly, currently a small propor-tion of the population in comprison withmainstream ratios, is growing rapidly. It is es-tbnated that by the year 2015, the number ofLatino seniors will have quadrupled and by2030 they will be seven times their cunent size.This population has been generally ignored bymany federal and other governmental agenciesand by most majoradvocacy organizations.Yet most of the data available point to Latinoelderly as a high risk group, facing dispropor-tionate rate of poverty, poor health and frailty.
The Commonwealth Fund Commission onElderly People Living Alone, composed of na-tional leaders and experts in health policy andaging, in September 1989 released the resultsof a national survey yielding valuable informa-tion on the economic, health and social statusof Latino Elderly
According to the Report:"Elderly Hispanic Americans generally are
not sharing in the economic prosperity enjoyedby other elderly Americans. Many struggle tomake ends meet on less than $104 a week.Serious health problems and physical impair-ments compromise an independent lifestyle.Families are a major source of support, butlong-term care inflicts enormous financial andemotional burdens on family caregivers. A
large proportkm of Hispanic elderly speakSpanish only, arx1 the overwhelming maforityhave an eighth gradeeducation or less, oftenlimiting them throughout their lifetimes to lowpaying jobs and inadequate health insuranceand pension bouefits.
...Despite having worked for most of theirlives, Many Hispanics find themselves in oldage without the means to maintain their We-pendeme. Elderly Hispanics experience apoverty rate nearly twice that of all elderly.They are less likely to receive income from So-cial Security, private pensions, or curientemployment....

In addition to the overview of Latinos as agroup, the fact that Latino elderly are not ahomogeneous group was considered. There-fore, the survey also examined differencesamong Latinos using the three largest popula-tions (Mexican-Americans, Puerto Ricans andCuban Americans) and summarized the otherLatino groups under "other".
In most Pennsylvania Latino communities,Puerto Ricans are the overwhelming majority.It is estimated that the next largest group areMexican-American, especially among migrantsin the Commonwealth. The Latino elderly who are home-bound are
the most vuhterable of all. Many have virtual-ly no communication with the outside worldunless the local community-based center is
aware of them and can provide some assis-
tance for their needs. There is a genuine need
for bilingual/bicultural nurses, nurses' aides,therapists, traditional meal services and manyother sundry services.
Activities
The Commission's AghigConunittee was or-ganized am, began its wcat in the latter part of1990. It was determined at the outset that thecommittee would establisha working relatkm-ship with do Departmentci Aging, possiblyserving in an advisory capacity on Latino elder-ly corwerns in Pennsylvania communities.
The committee began it's work by review-ing the Department of Aging 1991-93 StatePlan. Comments on the plan =I suggestionsspecific to Latino aging will be summarizedand presented to the Secretary of the Depart-ment of Aging.
Recommendations1. Additional Ultimo community based or-
ganizations should be funded to providesenior amter services in their local com-munities. Technical assistance should becontracted from existing successful com-munity based Latino senior centers. Withadequate technical assistance and funding,
these community based organizations canprovide bilingualndcultural staff and en-vironment, culturally appropriate activitiesand traditional diets and transportation toand from community centers.
2. Goverrunental funds bedistributed to healthcare service providers serving Latino com-munities with the condidon that Win-gual/bicultural staff be hired to effectivelycounsel, treat and provideaid to our elder-ly citizens.
3. An analysis of programs within the Depart-ment of Aging with the express intent ofhiring of bilingual/bicultural personnel inkey policy making positions.
4. The placement of at least two Latinos on theDepartment of Aging Advisory Council.These persons should have some ex-perience with Latino Aging concerns. Theyshould represent the Philadelphia Latinocommunity and one of the other midsizeLatino communities in the Commonwealth.

CORRECTIONS
OverviewUntil recently Latinos in state correctional
institutions were an invisible population. In
an 1989 publication of tlw American Correc-
tional Association, a chart giving the ethnic/ra-cial breakdown of the prison population bystate showed no Latinas in Pennsylvania cor-rectional institutions as of June 30, 1988. The
same was true of the 1989 Corrections Year-
book published by the Criminal Justice in-stitute, in a chart showing the gender andethnicity by state as of January, 1989. It would
appear that a contributing factor was the fact
that in state correctional institutions, Latinoswere not categorized under the categoryHispanic but were categorized under the racialcategories of White or Black.
The issue of being placed in a specific racialcategory is a difficult one for many Latinoswho are of mixed racial heritage. In additionto this conflict, which could divide membersof the same family strictly by outward ap-pearance, categorizing Latinos according to!I*. Black and White racial groups ignores thecultural and language issues which must be
taken in consideration in working with thisgroup in an institutional setting.
Without specific statistical data, the work ofthe Commission has been focused on the anec-dotal data received by the more than 30 per-
sons who participated in the Commission'sLatinos in Prison Task Force. These concernsfocused primarily around the cultural isolationand language barriers that form obstacleswhich prevent many Latinos from accessing in-stitutional services available to other inmates.
Major areas of concern regarding equitableaccess and availability of professional services
to English language-limited Latino inmates in-
clude:
Educational opportunities: English as aSecond Language (ESL) classes, prepara-tion for GEDflibrary services;
Health/Mental Health Services: Issues ofconfidentiality and quality of services
makes use of other inmates as translators
unacceptable;Access to the Courts/First AmendmentRights: Access to the benefits of the law
library, andStaffing at all levels including bilin-gual/bicultural staff for the appropriateclassification of new inmates, counselors,
correctional officers.
ActivitiesThe Latinos in Prison Task Force came
together in the latter part of 1989 and met
throughout 1990. It formulated a list of key is-
sues and concerns which were presented tothe Department of Corrections. The difficul-
ties faced by this department during 1990 and
the transition in leadership delayed the work
of the Task Force since it was dependent onthe response of the Department to its concerns.
The Commission executive director followed
up with the Utinos in Prison Task Force con-
cerns with meetings with the former commis-
sioner, acting commissioner and subsequentlythe current commissioner of corrections,
Joseph D. Lehman.
On November 5, 1990, Commissioner Leh-
man met with the Latinos in Prison Task Force
to discuss community issues and concermSeveral specific requests were made by Task
Force members.
1. The appropriate classification and enumera-
tion of Latino prisoners with the goal of
receiving demographic data on the actualnumbers of Latino in state prisons. Thecurrent classification of slack and Whitehad not allowed for adequate identifica-tion of Utino prisoners.
2. Allowing ad hoc groups of 3-5 members of
the Latinos in Prison Task Force to -.isit the
state prisons to informally survey existing
educational, cultural, therapeutic andother resources for the Latino Inmate. Thepurpose shall be to work collaborativelywith the Department of Corrections to

seek solutions to address the needs ofWino hunates.
3. A commitment by the Commisskmer toproactively recruit Latino professionals forthe Department, especially at a policymaking administrative level.
4. Cultural trahting for corrections personnel atall levels. The Lath= in Prison Task Forcehas agreed to serve as consultants in theckvelopment of this training.
Conunissioner telunan was most attentiveto Usk Force concerns. He subsequentlyresponded with the following:
1. He requested that the Department of Correc-tions data processing section create acategory of "Hisputic" under thedemographic heading of ram This willallow the accurate classification of new ad-missions. Current inmates will be giventhe opportunity to change their Racecategory and requested the commissionhelp "get the word our and encourageLatino inmates to reclassify themselves.
2. Schedules will be established for tours offacilities.
While the current budget crisis may restricthiring additional administrative personnelat this time, he would like assistance inrecruiting local Latino personnel in variousgeographic regions.
4. He has asked that the Department's EqualOpportunity Specialist and the Director ofTraining review all cultural diversity train-ing presently offered, meet with the Com-mission, and make recommendations onadditions or changes.
In addition to the work of the Commission'sLatinos in Prison Task Force, the Commissionmet and communicated with the LatinAmerican Cultural Exchange Organization(LAM) organized and run by Latino andother inmates concerned with the promotionof education, training, cultural activities andother services to Latino inmates at GraterfordState Correctional Institution. This organiza-tion provides a Latino inmate perspective to
the corrections isms being addressed by OwCommission. In 1989 and 1990, Commissionstaff attended the annual banquet sponsoredby LACE° for ftrmily members, communityleaders and officials.
Recommendations
First owl fotemost the Commission strong-ly endorses the recommendations of "TheReport of the Govenurfs InterdepartmentalTask Force on Corrections" published on Oc-tober 21,1987. Taking into considered= thelanguage and cultural needs of many Latino in-mates, the excelkmt recommendations in thisreport would play a significant part in address-ing concerns about the conditions and status ofLatino inmates. In addition to this report werecommend:
1. An accurate enumeration of the Latino in-mate population and an assessment of thelevels of English language fluency.
2. In education:
Assess educational levels/need for ESLclassesAssess percentage enrolled in education-al pogromsProvide certified teachers for ESL classesEmployment of a bilingual/biculturalschool psychologist to determine andprovide for special education needsProvide bilingual books, newspapers, pe-riodicals, audiovisuals
3 In providing health and mental health ser-vices, bilingual/bicultural health care andmental health professionals should beemployed. At the very least a professional-ly trained bilingual/bicultural health careprofessional translator should be at eachfacility with Latino inmates. We urge thatinmate translators not be considered as vi-able alternatives.
4. The placement of Latino's on policy makingboards and committees within the Depart-ment of Corrections.

CIVIL RIGHTS AND CIVILTENSION
OverviewDuring 1989 and 1990 the commission
received various calls on situatkins related toethnic intimidation, discrimination and nuialtension incidents in various Latino com-munities across the commonwealth. Tiwrelationship between Latinos, police and othersegments of local ozromunities have, at times,reached points of violence and, in some instan-ces, have resulted in death. Therefore, the com-mission has been concerned over the lack ofbilingual/blcultural mediators in these situa-tions.
Activities
The Commission has met with Latino In-dividuals claiming to having been dis-criminated against or victims of ethnicintimidation. The Commission has also visitedlocal communities involved in issues of dis-crimination and racial tension within theirlocal areas. Ow community's accusations ofcivil rights violations and voter fraud duringthe 1990 election has led to involvement byfederal authorities.
Commisakm has also served since 1909on the State Inter Agency Usk Pt3rce on Ovil'Tension vosisored by Permsylvania HumanRelatione Coumbsicm(PHIKI Amen ttwkey situatkuis and inddents &cussed werethe apparently racially motivated deaths of awhite and a Latino youth in Philadelphia.
One of the very few resources in dealingwith these cxmcerns avrilable to Latinos in Pen-nsylvania is the PHRC In addition to ban-dling individual cases, the PHRC Educationad Community Services Division goes intocommtmities to provide cultural and intereth-nic training to law enforcenent personnel andlocal officials, as well as to work on conflictresolution strategies between gmups.
Recommendation
The placement of bilingual/biculturalLatino professionals in PHRC st the senior ad-ministrative level, in the Education and Com-munity Services Division and in local HumanRelations Offices near communities with sig-nificant Latino populations.

Local Latino organizations, groups and in-dividuals were assisted with identifyingresources and opportunities from governmentand other publk and private sources. Assis-tance was provided to community based or-ganizations, students local businessentrepreneurs and other professionals andcommunity persons.
The Commission is collaborating with theDepartment of Community Affairs Peer toPeer Program in providing technical assistanceto a local Latino community based organiza-tion. Initiated by request of the Latino centerboard of directors, a complete evaluation ofthe structure, administration, and service
delivery will be completed. The results will bepresented to the board of directors and theywill select any type of training and technicalassistance they wish to receive. Technical assis-tance offered includes board und staff trainingon a variety of toOcs including: board/staffroles and responsibilities, conducting effectivemeetings, fundraising skilL, job descriptions,job skills development and other areas specificto the organization's need. The Peer to PeerF.ogram is a service provided by the Depart-ment of Community Affairs at no cold to the or-ganization.

4. MediaThe commission focused special attention
on the image of L.atinos promoted by local Pen-nsylvania print and audiovisual media. At-tempts were made to clarify Latino issues andconcerns by collaborating with newspaper,radio and television news reporters on Latinarelated stories and articles. In addition, theCommission responded to damaging and dis-criminatory newspaper commentaries throughthe public opinion page.
The Commission participated in variousLatino television and radio programs targetedto Latino viewers. The Commission'sPhiladelphia regional director was a regularparticipant on a local radio talk show severaltimes a month to highlight the work of theGovernor and the Commission as it related tothe Latino community.
5. Affirmative ActionThe Commissivn worked with various or-
ganizations and state agencies to promote af-firmative action through technical assistancein Latino recruitment and outreach, circulation
of job openings, providing amummity con-tacts and mail lists, and clistribution ofrearms ci Latino candidates for employment.

quarterly newsletter. This periodical keeps or-ganizations, comnumity leaders, legislators,local, state and federal govenunent offk ialsand the general pullaic informed of resources,opportunities and key issues of importance toLatinos throughout the commonwealth. Ithighlights the activities owl work of the Com-mission, the Governor, state agencies andother state programs pertinent to Latinos.
It also contains articles on many national,state or local activities which are key to thedevelopment of Latino communities. The firstissue was publisked in September, 1989. TheCommission has received many calls and com-ments commending the quality of the newslet-ter, as well as numerous requests to be placedon the Commission mailing list. While theCommission accepts credit for the content, afair measure must be apportioned to theDepartment of Community Affairs Press Of-fice and Graphics Unit for the editing,graphics and its exceptional appearance.Their cooperation on this vital informationproject has been outstanding. Approxhnately2600 newsletters are mass mailed throughoutPennsylvania and about 200 outside the state,primarily to related Latino organizations inother state and national organizations andleaders.

On a monthly basis, the commission com-piles articles on Latino communities, in-dividuals and issues from numerousPennsylvania newspapers and publications, aswell as some relevant national publications.These clippings provide a wealth of current in-formation on the activities of Latinos fromacross the commonwealth, as well issues andconcerns affecting Latino communities. Dim to the rapid growth of tile Latinopopulation in a number of Pennsylvania cam-munides there has been an increased demandby local organizations and systems for trainingon the culture, cilaracteristfros and needs of thispopulation. Numerals requests were receivedby the Commissim for cultural sensitivitybaking on aspects of Latino culture. In addi-tion then has been an increased demand anlocal Latino ccenznunity kaders and profes-sionals to fulfill similar requests. A number ofthese professiowo expressed an interest intraining and Infos-L..4km to adequatelyrespond to the local requests.
In response to the demand for cultural train-ing, a Tridn-the-Tkainer two day seminar wasdeveloped to instruct Latino Fciessicauls onthe prepasatkm and facilitation of workshopson Latino cultural, historical, and communityissues.
Two 'Dein the Trainer sessions were kidduring 1990. The first, held in two parts onFebruary 72 and May 3, consisted of 2D profes-sionals ham across the ammonwealth, wholunged from experienced to isteopmiencedtrainers. The second gnaw trained =mistedof 25 professionals and service Fovkiers whoattended a two-day session held in thewestern part of the state at the Erie HispanicCenter, on December 6 and 7.

NOW, THEREFORE, I, Robert P. Casey, Governor of the Commonwealth of Pennsylvania, byvirtue of the authority vested in me by the Constitution of the Commonwealth of Pennsylvania andother laws do hereby establish the Governor's Advisory Commission on Latino Affairs (hereinafterreferred to as the "Commission") as the Commonwealth's advocate agency for its Latino citizens ashereinafter set forth.
1. The functions of the Commission shall be to:
a. Make recommendations to the Governor on policies, procedures, and legislationthat would make the state more responsive to the Latino community.
b. Work with the Bureau of Affirmative Action to monitor the Commonwealth'shiring, retention, and pmmotion practices with regard to employment of Latinos at all levels and makerecommendations as appropriate.
c. Serve as a resource to all departments, commissions, and agencies to ensure thatthe Latino community benefits in an equitable fashion from their respective services and programs.
d. Conduct liaison activities with federal, state, and local agencies to make full useof programs to benefit the Wino community.
e. Assist local Latino communities in developing strategies and programs which willenhance their social and economic status.

9. The Commission shaft be housed in the Department of Community Affairs, which shallserve as the fiscal and administrative agent of the Commission.
9. The Commission may hold public hearings in order to evaluate the effectiveness of Com-monwealth services and programs within the Latino community.
10. Effective Date. This order shall take effect immediately.
11. Rescission. Executive Order 1979-16 is hereby rescinded.
