FOREWORD

The purpose of this booklet is to inform all Federal employees of the variousfellowship and internship programs that are available in Federal, State, andmunicipal governments and at various academic institutions which couldhelp them advance professionally.

It is hoped particularly tI-ar minority-group members and women, whofrequently have felt that information about such program opportunities hasbeen discriminately withheld from them, will come forward as candidates inan effort to progress to positions of greater responsibility within the FederalGovernment. Man" hese employees in the past have not applied forprograms which o leadership training necessary for successfulcompetition for senior -level staff and line jobs.

The programs described provide a variety of educational experiences, althoughnone are desigoed to lead to an advanced degree. For example, the Alfred P.Sloan Program conducted at the Massachusetts Institute of Technology seeksto strengthen individual expertise; the Robert F. Kennedy Fellowship Programencourages special talents to be used in promoting social change. However,it is the aim of all of the programs to develop and expand the leadershippotential of the individuals enrolled in them.

Academic Administration Internship Program

Program'sPurpose

To strengthen leadership in American higher education by enlarging thenumber and improving the quality of persons available for key positions inacademic administration.

ProgramDescription

Interns for 9 months participate in the policy and decisionmaking activities ofacademic administration; they are assigned to presidents cr their officers ofcentral administration. Interns also participate in week-long openings andclosing seminars and attend regional meetings to discuss their internships.

IndividualRequirements

The candidate should have some administrative experience, or demonstratedpotential for administration. He or she should also be between the ages of28.45 (30-40 preferred) and have a doctorate or generally recognized terminaldegree.

ProgramCompensation

Salaries and travel expenses will be paid by the academic institution the internatteods.

To broaden and des,elop outstanding but typically specialized young executivesfor more general and senior management responsibilities in the future.

ProgramDescription

A full year of extensive reading, critical analysis, discussion, field trips, andactive participation in classes. The program covers fundamental managementand economic problems as well as advanced work in management andadministration.

IndividualRequirements

Nominees should be between the ages of 32-38 with 10 to 15 years ofsuccessful experience. They should have an undergraduate degree with a "B"average or demonstrated their ability to do graduate-level work.In addition, candidates should have career status and a strong potential formany years of high-level public service.

ProgramCompensation

The Federal agency will pay salary, tuition, and travel expenses.

Bush Leadership Fellows Program

Program'sPurpose

The objective of the Fellowship program is to groom individuals of inquiringminds, force, integrity, and vision for leadership in business, law, government,trade unionism, education, journalism, or divinity.

ProgramDescription

Each fellow will be expected to pursue a nondegree program at a leadinguniversity for 9 months, then move into an equal length period of internshipwith a leader in business, government, or in ore of the other professionsmentioned.

IndividualRequirements

Applicants should be between 25 and 40 years of age at the time of theapplication Applicants must be residents of or work in Minnesota. Applicantsmust have at ieact 3 or more years of full-time work experience, with someadministrative or supervisory responsibility, have a college degree, and havedemonstrated leadership potential in civic or community activities.

ProgramCompensation

For married applicants the stipend will be at the rate of $12,000 per year or amaximum of $18,000 for the 18-month period. For single applicants the stipendwill be at the rate of $10,000 per year or $15,000 maximum. From the monthlystipend each fellow will pay his own tuition, fees, and living expenses.

The California Assembly Internship Program

1. To provide training in the process of legislation and public policy formationfor graduates and graduate students of California universities and colleges.2. To provide assistance to the officers and committees of the State Assemblyas a supplement to the staff services already available.3. To roster research on the legislative process.

ProgramDescription

Legislative interns serve as full-time assistants to the Assembly, performing avariety of research and administrative assignments for committees, officers, ormembers. Regular seminars are held in Sacramento under the direction of theAssembly staff.

IndividualRequirements

Candidates must be U.S. citizens and have completed 1 year of graduate studyin a recognized college or university.

ProgramCompensation

Interns receive $550 per month for a 10-month period.

To assist Federal and State executives in developing careerists to assume highlevel, policymaking and management responsibilities. It provides the broadeducational opportunity that agencies usually are not equipped to handle.

ProgramDescription

Award winners attend eight outstanding universitiesCornell, Harvard,Indiana, Princeton, Stanford, University of Southern California, Uaiversity ofVirginia, and the University of Washington. If the university is without regardto traditional academic requirements, each participant selects from the regularuniversity graduate courses a study program specifically tailored to his needs.

Individual Requirements

Nominations are restricted to career officials being prepared for more complexand difficult administrative line and staff positions. Award winners generallyshould have a bachelor's degree and meet the admission requirements of theuniversities to Nvhich they are assigned. Nominees should be between 28.35years old with at least 5 years government service. Grade range should beGS-11 to GS15 or equivalent.

ProgramCompensation

The winner will receive full salary and be compensated for the expenses heand his family incur in going to the University and returning to his place ofemployment. The Federal Government pays all regular and extra tuitioncharges.

Economic Policy Fellowship Program

ProgramDescription

An Economic Policy Fellowship provides 14 months in Washington, including

LL -month assignments analyzing and evaluating programs in Federal

departments and agencies. During this period fellows are expected to bee,

developing a research project related to their on-the-job experience. Semin.,is

are held. The rest of the period is spent at Brookings where fellows devote

lull time to advancing their research, and up to a half-year off from academic

duties to complete their research in the year or 2 following the fellows' return

to campus.

Program Compensation

Fellows will be paid by their employing Federal agency at a rate equivalent (1

their academic salary converted to a 12-month basis. Brookings will pay them

at the same rate during their final 2 months in Washington and provide the

funds necessary to relieve them of part of their academic duties for research.

Brookings will also pay up to S750 toward moving expenses.

The program features advanced seminars offered by Princeton University;special Woodrow Wilson School seminars; discussions of public policy; coursework; or research problems in public policy.

IndividualRequirements

Nominees should be in their thirties or early forties with a record of provenaccomplishment, be in grades GS-14 or above, and have sufficient intellectualability to profit from and contribute to the seminars given. They should beready for promotion to policymaking and managerial responsibilities, havingadvanced progressively during their careers.

ProgramCompensation

The sponsoring agency will pay the individual's salary and travel r-.penseswhile Princeton will pay for tuition.

Educational Program in Systems Analysis (EPSA)

The EPSA trains analysts in order to provide systems analysis capability forpublic program analysis.

ProgramDescription

Six major universities are involved in the programthe University of Californiaat Irvine, Harvard University, University of Maryland, Massachusetts Institute ofTechnology, University of Michigan, and Stanford University. In general, theprogram includes microeconomics, quantitative methods, public expendituretheory, and operations research. In addition, workshops and seminars will beoffered which have a specific substantive focus.

IndividualRequirements

Nominations should be limited to persons who are being developed to make acontribution to systems analysis in their department or agency. The nomineesshould be between ages 25 and 30 years old with at least 3 years civilianexperience. Grade levels should be GS-9 through GS-13 or equivalent.Candidates must have a bachelor's degree from an accredited college oruniversity; should have an academic average of B+, and must have taken theGraduate Record Examination, the Miller Analogies test, or the Admission testfor Graduate Study in Business.

ProgramCompensation

ProgramDescription

A group of highly motivated and outstanding young men and women will bechosen from private business and the Federal Government to serve inmiticareer level positions in the other sector.

As Interchange Executives, they will acquire an understanding of the met odsand philosophies of the host organization while introducing fresh perspectiveinto this function. Also, executives will participate in a personal developmentprogram of discussions and lectures designed to orient them to the host sector.

Compensation

Salary will be paid by the employing agency or department at the appropriatepay level for the position (for a business executive it will closely match what heis making in the private community). The President's Commission will pay fortravel and relocation expenses.

Upon invitation by the Commission, candidates will be nominated for theprogram by the company president, the Federal agency head, or the designatedrepresentative and nominations will be submitted to the President'sCommission.

Federal Executive Research Fellowship

Program's Purpose

To increase the knowledge, proficiency, and skill of the executive and permithim to make a research contribution in his field.

Program Description

Brookings provides office space, library facilities, and the consultant servicesof Institution staff members to individuals selected for the program.Fellowships may be awarded for varying periods of time from 6 months to ayear. Any type of individual project or research effort may be undertaken aslong as it is endorsed by the participant's agency having significant value to theorganization.

IndividualRequirements

Candidates should be experienced career officials (GS-15 and above) with atleast 2 years of Federal Civil Service and good retention potential. here are noacademic prerequisites or requirements for candidates in the program.

ProgramCompensation

The Federal agency will pay the individual's salary and travel expenses.

Fellowship in Congressional Operations

To provide opportunity for a small number of capable promising executivebranch employees to receive valuable knowledge and insight into theorganization, function, purpose, and operation of Congress. As careeradministrators progress to positions of greater responsibility, this insight shouldbecome increasingly valuable to them and to the program they serve.

ProgramDescription

The participants spend approximately a year in a variety of assignments in theoffices of Congressmen, Senators, and staff members of congressionalcommittees. Also, a seminar program and other programs with key membersof Congress are provided.

IndividualRequirements

Nominations should be of career employees, grades 11 through 16 orequivalent, whose career goals and plans are such that an increasedunderstanding of congressional and legislative matters will make a significantcontribution. Nominations are due in March 1971.

Title

HEW Fellows Program

Program'sPurpose

To provide an opportunity for young, minority employees to participate inestablishing HEW positions on major issues, formulating plans, developing

programs, and providing a source of representative minority group points ofview on programs and projects throughout the Department.

ProgramDescription

All fellows will serve, for at least 1 year, as Special Assistants to key officials in

the Office of the Secretary and the offices of the heads of HEW agencies.

These arrangements must require participation in planning and decisionmakingactivities. Fellows will meet periodically with the Secretary and other key

Department staff for seminars and discussions.

IndividualRequirements

Candidates may be drawn from within or outside the Department. Theapplicant's "generalist" skills and potential to contribute to the program are

important.

ProgramCompensation

Grade levels will not be set in advance but rather are determined by the

fellow's current grade, if in Federal Service, or the highest grade for which he

can qualify if not already a Federal employee.

PostProgramGoals

If the fellow has been on a temporary appointment and has decided to stay in

the Federal Service, the steps necessary for conversion to career orcareer-conditional status must be taken. HEW officials will assist the"graduating" fellow to obtain an appropriate placement in which the fellow'sexperience and knowledge can be of maximum benefit to the Department

and the employee.

The resident courses at ICAF provide knowledge relating to the major policies,programs, organizations, and problems involved in national security.

ProgramDescription

The ICAF Resident Course is a 10-month program covering the entire rangeof national security. The program will emphasize resource management indealing with national security, the study of the national economy, especiallyits industrial sector, and of science and technology as essential sources ofnational strength.

IndividualRequimments

Participation is limited to agencies allocated spaces by the Joint Chief; of Staff.Minimum personal requirements are GS-14 through GS-16 or Colonel/Captainstatus of military students.

The intern program lasts from September to June and includes (1) a series oftraining assignments (approximately 6 weeks in length), 4 days a week, withgovernment agencies, businesses, labor unions, political campaigns, andcommunity agencies in the Los Angeles, San Francisco, and Pittsburgh, Pa.,areas; (2) seminar meetings the 5th of each week in which interns presentreports, interview guests, and work on training exercises; (3) 5-weekgroup project, in which interns do field research as a group on anassigned topic; (4) observation of State, county, and city legislative bodies;and (5) a 2-month individual research project.

IndividualRequirements

Selection for the internship is competitive. No specific background or collegemajor is required. "Coro seeks young men and women with an interest andleadership potential in public affairs, demonstrated through backgrounds onstudent leadership, professional preparation, work experience, or communityactivities." Additional requirements include (1) submission of application form,obtainable from the Coro Foundation and completion of two essays onprescribed topics; (2) those applicants named finalists are screened at anintensive, day-long interview by panels of community leaders in San Francisco,Los Angeles, Pittsburgh, and New York. Selections are held in early spring.

ProgramCompensation

Interns receive fellowships up to $3,600. Those with dependent childrenreceive an additional $450 for each of up to two children. There is a tuitioncharge of $1,000; special arrangements are considered where need is shown.

Fellowships should enhance leadership so that fellows may improve the humanconditions in the rural areas and small towns where they live.

ProgramDescription

The program originates from three target regions: nonurban Northern NewEngland and New Brunswick, small communities in Alabama, Georgia,Mississippi, and South Carolina and a third cover the rural Southwest.A region-at-large serves similar sections outside the target regions. Fellowshipprograms, usually lasting 1-year, generally combine activities such asinternships, course work, visits to model projects, work experience,independent study, research travel, and writing.

Requirements

Fellowships will not be offered to people who currently occupy recognizedleadership positions. Rather emerging leaders are sought, especially whenformally or informally they have demonstrated active commitment to localeducation or community interests. While there is no age ceiling, priority isgiven to persons under 35 and without advanced degrees. In addition, specialattention is given where opportunities for fellowship, leaves of absence, andprofessional gruwth are limited.

The amount of each fellowship is tailored to individual circumstances. Duringthe fellowship year fellows receive salary equivalents and program costs.
