ABSTRACTDeveloped by the Illinois Governor's Planning Council
on Developmental Disabilities, this guide is intended to help parentsand other laypersons communicate more knowledgeably and effectivelywith professionals who work with handicapped persons, as well as withhandicapped individuals themselves. Section I offers suggestions forinterpersonal communication with disabled persons and providesguidelines for writing and speaking about disabled persons in printand visual media. Subsequent sections include a glossary ofdisability-related terms, brief explanations of relevant federal andstate statutes, and information on executive and elective offices,state agencies, and commissions in the state of Illinois. INTRODUCTION
"You want to talk or write to or about someone with a disa-bility. You know the person is more important than the dis-ability. You want to build bridges not erect barriers." Of-ten the general public is hesitant to communicate with per-sons who have disabilities because of fear or embarrassmentusually due to lack of knowledge about disabilities in gen-eral or misconceptions about these persons due to preconceiv-ed notions.
"How do you, a layperson - parent, relative, friend or teach-er find your way through the maze of jargon that confrontsyou when you talk with professionals? How do you know whatall those acronyms stand for - let alone find the good pro-grams they represent? And how do you know what federal andstate legislation has been passed to assist people with dis-abilities?" Language plays a critical role in improving pub-lic perception of people with disabilities. This book offerssuggestions for appropriate communication for conversation,written or visual portrayal.
Often the jargon used in the field hinders peoples attemptsto understand their neighbors who have disabilities A glos-sary of terms frequently used in the field with definitionsin lay terms follows this section. The reader should notethat the usage of terms such as 'handicap" "disabled person"are only used when stated as such in law and rule/regulation.
A compendium of relevant federal and state laws affectingpersons with disabilities are provided in Section IV. Fre-quently, reference is made to various laws which provide pro-tection of rights, and/or specific services or entitlementsfor persons with disabilities.
Finally, the handbook offers a listing of national and stateadvocacy and consumer organizations for persons with disabil-ities and a listing of toll free telephone numbers to contactfor additional information or assistance.
This book has been designed for you and is not intended to beall encompassing. It will, however, serve as a reference toenhance individual basic awareness about persons with disa-bilities. We hope you find it useful.

The Illinois Governor's Planning Council on DevelopmentalDisabilities was created by Governor's Executive Order #2(1985) pursuant to the Public Law 95-602 Developmental Dis-abilities Assistance and Bill of Rights Act and as amended byPublic Law 98-527, Developmental Disabilities Act of 1984.
The members of the Council, appointed by the Governor arerepresentative of consumers with developmental disabilities,parents, guardians or immedj.ate relatives of persons withdevelopmental disabilities, and representatives of govern-mental and nongovernmental agencies and organizations con-cerned with services for persons with developmental disabili-ties. The Council through its role of advocate, is the forumto ensure that Illinois citizens with developmental disabili-ties receives the care, treatment and other servicesnecessary to enable them +.1, reach their maximum pot.ential.
The mission of the Council is that of a leadership role inshaping po'.icy affecting persons with developmental disabili-ties and those at risk of developmental disabilities in Illi-nois. In an advisory capacity, the Council presents to theGovernor, the Illinois General Assembly, and state agenciespublic policy issues and recommendations that set forth apolicy stance concerning services for persons with develop-mental disabilities. The Council generates public policy re-search that includes a thorough analysis of current practic-es, national and state priorities, valid data, and programma-tic and fiscal impact statement:, to affect policy shaping andto act as a catalyst through strong interagency collabora-tion.

SECTION I
COMMUNICATION
Communicating in Person
Many persons without disabilities inadvertently address per-sons with disabilities as if they are speaking to a nonentityor through a third person. The following are points whichshould guide communication:
o Give and maintain eye contact.
o Talk to the person, especially if using an interpre-ter.
o Speak in your usual tone of voice and with your usualvoice inflection.
o If 'Tou do not understand someone, ask the person torepeat the statement. If you still do not understand,tell them so.
o If appropriate, use gestures and sign language or in-terpreters.
o When speaking to someone who is developmentally de-layed, use clear, concise language and avoid complexsentences. Use simple language, however not childishlanguage.
o Sometimes people with developmental or communicativedisabilities may need a little more time to respond.Wait for their answers; do not speak for them.
o When talking with a person who uses a wheelchair, tryto sit across from him/her at eye level.
o Ask if assistance is needed, rather than assume itis. If the person does desire assistance, he/shewill tell you what would be helpful.
o Acknowledge the natural curiosity and occasional awk-wardness that may develop in social situations invol-ving non-disabled individuals and individuals withdisabilities. Where appropriate, address positivemoments in which curiosity can oe satisfied and inwhich awkwardness can be lessened.

Communicating in Print
The following are points of reference when referring to per-sons with disabilities.
o Emphasize the uniqueness and worth of all individualsrather than differences between people.
o Do not refer to a disability unless it is crucial toyour purpose.
o Keep the individual in perspective; avoid emphasizingthe disability to the exclusion of individual quali-ties and achievements.
o Avoid portraying or addressing persons with disabili-ties who are successful as superhuman. This impliesthat it is unusual for persons who are disabled tohave talents or unusual gifts.
o Do not sensationalize a disability by saying "af-flicted with" or "victim of,'' etc. Instead, say"person who has multiple sclerosis," "person who hadpolio," etc.
o Avoid labeling persons into groups, as in "the disa-bled," "the deaf," "the retarded." Instead say "peo-ple who are deaf," "persons with disabilities or re-tardation."
o Initials are all right to describe a condition butnot a person (C.P., M.D., etc.). It is better to say"cerebral palsy," "muscular dystrophy," etc.
o Avoid using emotional descriptors such as "unfortu-nate" and "pitiful." Emphasize abilities, such as"uses a wheelchair" rather than "confined to a wheel-chair."
o Avoid implying disease when discussing disabilities.A disability such as Parkinson's disease may havebeen caused by an illness, but it is not a diseaseitself, nor is the person necessarily chronicallyill. Persons with disabilities should not be re-ferred to as "patients" or "cases" unless they areunder medical care in medical settings.
o Show people with disabilities participating in activ-ities that includes them as part of society and ininteraction with non-disabled individuals in mutuallybeneficial ways.

o Show individuals with a disability doing somethingindependently or for someone else and as participantsand decision-makers.
o Do not assume a person has other disabilities whenone disability may be obvious.
o If the individual's disability is germane to yourstory, ask the individual about it directly, ratherthan asking someone else.
o Information should be provided to the public aboutprevention and treatment of impairments that lead todisabilities, as well as the availability of servicesfor people with disabilities and their families.
o As with most articles that appear in print, the in-dividuals should be informed of your purpose andplans. Frequently, persons with disabilities andtheir families are sensitive about their situation.Consent should be obtained where necessary and con-fidentially respected when requested.
Communicating Visually
The following points provide guidance when presenting infor-mation regarding persons with disabilities.
o When using visual material with a project (slides,pictures, tapes, etc.), actual photographs, used withan individual with a disability's permission, arepreferable (in most cases) to drawings.
o Avoid stereotyped portrayal of individuals with disa-bilities such as dark glasses on a person with a vis-ual impairment or antique aids (i.e., cane or wheel-chairs in place of state of the art equipment)
o Show pictures or photographs of individuals with dis-abilities in their usual environment and engaged incommon activities.
o Do not present an individual visually in order toportray the disability. Use photographs or drawingsto personalize the individual..

GLOSSARY
Able-Bodied
The preferred term for describing persons without disabil-ities. The word "normal" is often used as a synonym forable-bodied. (National Rehabilitation Association)
Accessibility
Refers to the degree to which persons with disabilities canparticipate in activities of daily living such as employment,recreation, housing, transportation and education withoutlimitations or denial due to architectural and/or attitudinalbarriers. Accessibility is a requirement for all projectsreceiving federal funds.
Active Treatment
Ensures that services to persons in Intermediate Care Facili-ties for the Developmentally Disabled (ICFDD) in both thepublic and private sectors provides active treatment for allresidents. Active treatment is defined as "services directedtoward: (1) The acquisition of developmental, behavioral, andsocial skills necessary for the client's maximum possible in-dividual independence; and (2) For dependent clients whereno further positive growth is demonstrable, the prevention ofregression or loss of current optimal function status."(Health Care Financing Administration)
Adaptive Behavior
The degree to which a person's developmental level parallelsthe expected standards for independence and social function-ing of his/her age and cultural background.
Advocacy
A system, independent of service providers, to protect per-sons with developmental disabilities by use of legal, admin-istrative and other remedies. Advocacy can also be one per-son intervening on the behalf of another, with permission,when the other person is unable to successfully act in theirown behalf. Self advocacy is based upon the premise that in-dividuals who have adequate information and skills can be ef-fective spokespersons for themselves.
Affirmative Action
The hiring and promoting of qualified individuals regardlessof race, sex, national origin or ancestry, providing the in-dividual can perform at the minimum accepted standards.

Aging-Out
Terminology generally used when referring to secondary spec-ial education students exiting public schools to the post-scllool adult service delivery system.
AIDS (Acquired Immune Deficiency Syndrome)
Causes the body to lose its natural defenses against dise=aseleaving it open to illnesses ranging from mild infections tolife-threatening conditions.
Alzheimer's Disease
A progressive, degenerative disease that can cause memoryloss, confusion, inability to make decisions, difficulty inspeech and movement and loss of basic skills.

Ambulatory
Ability to walk or move independently; also refers to personswho with assistance or adaptive devices are mobile.
Amputee
A term which refers to a person who has had a limb removed orpart of a limb removed from the body.
Anti-Convulsant
A chemical agent that arrests or prevents comulsions or sei-zures.
Aphasia
A term that ..an apply i.(1, expressive and receptive loss oflanguage and speech skills.
Archite, -ural Barriers
Term which refers to a building's design which limits or pro-hibits access by mobility impaired persons.
Arthritis
Inflammation of a joint which affects muscles, ligaments,tendons, joints and other body parts which have differentsymptoms, patterns and treatment.

Assessment
Evaluation of an individual's performance or developmental1 vel which can be used in program planning.
Ataxi-
The ss or lack of muscular coordination.
Athetoid
The constant, slow, involuntary movement of the extension andflexing of extremities.
At Risk
A term generally used to address an individual who has a highpotential to have a developmental disability; most oftenused in describing infants who due to pre or postnatal fac-tors may be et risk of having a developmental disability.
Attendant/Personal Care Assistant
The assistance provided to an individual in activities ofdaily living, communication, mobility and management of otheractivities, as needed.
Audiologist
An individual who by training is licensed and certified tomeasure types and degrees of hearing loss and who works toprevent hearing disorders.
Autism
A term for describing a condition that may be ma,lifested be-fore a person is 30 months of age, may be caused 1_ physicaldisorders of the brain, and; is characterized by uneven in-tellectual development and a combination of disturbances inthe rates and language, and speech development. This syn-drome is further evidenced by abnormal response to sensorystimuli, problems in developing social relationships, andritualistic and compulsive behavior. (Illinois Revised Stat-utes, Chapter 91 1/2, Section 1-106 the Mental Health andDevelopmental Disabilities Code).
Barrier Fret:
A building or program that is totally accessible to personswith mobility limitations, or persons with hearing and visionimpairments. Can also refer to the absence of attitudinalbarriers.

Behavioral Disorder
For educational purposes, a child who exhibits an affectivedisorder and/or adaptive behavior which significantly inter-feres with his/her learning and/or social abilities.
Behavior Modification
The shaping of an individual's environment through systematicapplication of principles of learning in shaping behavior tominimize or eliminate undesirable behavior and to emphasizeand reinforce positive and appropriate behavior.
Blind
Total loss of vision; the term is not appropriate to describepersons with partial vision or sight.

Braille
A tactile approach to reading and writing for persons who areblind or visually impaired. A combination of raised dots onpaper is the most widely used method of communication forthese Individuals.
Case Coordination
Services to persons with developmental disabilities as willassist them in gaining access to needed social, medical, ed-,Icational, and other services. Such term includes (i) fol-low-along services which ensure, through a continuing rela-tionship, lifelong if necessary, between an agency orprovider and a person with a developmental disability and theperson's immediate felatives or guardians, that the changingneed-, of the persons and the family are recognized andappropriately met; and (ii) coordination services whichprovide to persons with developmental disabilities support,access to (and coordination of) other services, informationon programs and services, and monitoring of the person'sprogress. (P.L. 98-52-7)
Cardiovascular Disease
A general category which encompasses a number of differentproblems of the heart and circulatory system.

Centers for Independent Living
A program federally supported under the Rehabilitation Act of1973, which provides a wide range of services to persons withdisabilities. Services can include: intake counseling; in-formation and referral; advocacy; training in independentliving skills; housing and transportation referral and assis-tance; and training of personal care assistants. Allows per-sons to live independently of their families and providesassistance in securing employment. The Centers are locatedin communities and are governed by consumers.
Cerebral Palsy (CP)
An alteration in the movement of the body due to an injury ora disorder of the central nervous system. It is manifestedby an unsteady gait and may impair speech. There are threemain types: spastic--uncoordinated muscle movement or op-posing contractions, athetoid--involuntarv, repetitive move-ments of the extremities, head and may affect speech, andataxic--loss of movement and occrsionally balance.
Child Care Institution (CCI)
Facilities which serve approximately 50-100 children withdevelopmental disabilities. These facilities are licensed bythe Illinois Department of Children and Family Services andfunded through the Illinois Department of Mental Health andDevelopmental Disabilities.
Chronic Care
Level of care for individuals who require intensive care interms of facilities, services or skills which only a hospitalor other specialized facility can provide.
Client Assistance Program (CAP)
A program to assist people with disabilities in understandingand securing the benefits and programs available under theRehabilitation Act (Rehabilitation Act Amendments of 1984,P.L. 98-221).

Communication Disorder
A disorder in one or more of the processes of speech, hearingor language which interferes with the ability to speak, un-derstand or use language. Such disorders may be develop-mental or acquired, may range from mild to severe, and may or

may not be associated with a disabling condition.
Communi'v Living Facility
Community-based living arrangement, housing, on the average20 adults with disabilities 18 years of age and older. Thesefacilities are licensed by the Illinois Department of PublicHealth and funded by the Illinois Department of Mental Healthand D.:velopmental Disabilities Purchase of Care System.
Community Mental Health Center (CMHC)
A center which provides a full range of mental health ser-vices including inpatient and outpatient care; communityservices including consultation and education; diagnosis;rehabilitation; training; and research evaluation.
Community Residential Alternative (CRA)
A group home for 8 or fewer adults with developmental disa-bilities who are unable to live independently but are capableof community living if provided with an appropriate level ofsupervision, assistance and support services. A communityresidential alternative may provide training and guidance toresidents in the skills of daily living and shall provide op-portunities for participation in community activities.
Competency Test
An evaluation of an individual to determine whether he/she islegally capable of making choices and legally responsible forhis/her actions. Applies to persons with disabilities suchas mental illness or mental retardation.
Congenital Disability
The correct term for describing a disability which has exist-ed since birth. The often-used term "birth defect" is con-sidered inappropriate when used to describe human beings.(National Rehabilitation Association)
Convulsion
The involuntary contractions of muscles resulting from ab-normal cerebral s imulaticns which may occur with or withoutloss of consciousness. Types of convulsions are: clonic--alternating contraction and relaxation of muscles; and tonic--sustained rigidity.
Crisis Intervention
A term generally referring to emergency services of an inten-sive nature to alleviate stressful situations.
Curb Cuts
A term used to describe physical alterations to streetsidecurbs to enable persons with mobility limitations to ascendand descend from sidewalk to street.
Cystic Fibrosis
A condition in which mucus secretions obstruct body organsespecially the lungs and pancreas, a common and heredi-tary condition, in childhood which is usually fatal.

Deaf
The term correctly used to describe a person with a totalhearing loss. It is not considered appropriate for des-cribing a person with partial bearing. Such persons are moreaccurately described as having a partial or severe hearingloss or a hearing impairment. (National Rehabilitation Asso-ciation).

Developmental Center
A term generally applied to state operated facilities wherepersons with developmental disabilities or mental retardationreside.
Developmental Disability
A severe, chronic disability of a person which is attribu-table to a mental or physical impairment or combination ofmental and physical impairments. This condition is mani-fested before the person attains age twenty-two and is likelyto continue indefinitely. It results in substantial func-tional limitations in three or more of the following areas ofmajor life activity: self-care, receptive and expressivelanguage, learning, mobility, self-direction, capacity forindependent living, and economic self-sufficiency. The dis-ability reflects the person's need for a combination and se-quence or special interdisciplinary, or generic care, treat-ment, or other services which are of lifelong or extendedduration and are individually planned and coordinated (P.L.98-527) OR
...a disability which is attributable to: (a) mental retar-dation, cerebral palsy, epilepsy or autism; or to (b) anyother condition which results in an impairment similar tothat caused by mental retardation and which requires servicessimilar to those required by mentally retarded persons. Suchdisability must originate before the age of 18 years, be ex-pected to continue indefinitely, and constitute a substantialhandicap. Developmental Training
Focus of this program is upon development of skills for dailyliving or for independent living through repetitive learningactivities in such areas as motor, dressing and grooming,toileting, eating, language, and reducing maladaptive behav-ior for persons with developmental disabilities. This pro-gram is supported by the Department of Mental Health andDevelopmental Disabilities, and through the Department ofPublic Aid.
Deinstitutionalization
A term which generally refers to the discharge of personswith developmental disabilities or mental illness from Stateoperated facilities.
Disability
A term generally referring to a physical and/or mental im-pairment.
Discrimination
The ability to tell the difference or sameness between atleast two objects or stimuli. Also Erequently used when aperson with a disability is denied access to a program orbuilding due to environmental barrier(s).
Down Syndrome
A genetic disorder associated with mental retardation, whichresults from an excess of chromosomes that alter the ordinarydevelopment of the body and brain.

Due Process
A term which describes a principle of law which guarantees anopportunity to protest, to be heard, to be informed and togive consent prior to governmental action. Dyslexia
A term used to describe an impairment of the ability to readdue to obvious language difficulties, (commonly referred toas a learning disability). Sometimes characterized by rever-sal of letters or improper letter sequencing.

Early Intervention

Early Periodic Screening, Diagnosis and Treatment Program(EPSDT)
A program which screens, identifies, and provides health careand related needs of children who are recipients of Aid toFamilies with Dependent Children.
Educable
A term used in special education which refers to the class-ification of a child's intellectual development, mental ca-pacity, academic achievement and adaptive behavior as mild ormoderate mental retardation.
Emotionally Disturbed
A term often used in education which refers to the inabilityto control emotions and behavior within an acceptable range.
Encephalitis
Any condition which causes "inflammation of the brain"usually due to viral infections causing damage to one or moreparts of the brain. Resultant brain dysfunction can causelearning and behavior disorders.
Epilepsy
A neurological condition or disorder of the central nervoussystem marked by seizures caused by electrical dischargeswithin the brain. The most common types of seizures arepetit mal--loss of consciousness for a few seconds; grandmal--lasting one to three minutes and generally affecting theentire body; and psychosomatic--generally characterized bystaring or a no-or-confused response. Symptoms vary amongindividuals. Epilepsy is almost always controllable by med-ication.

Exceptional
A term generally used in special education to refer to a stu-dent's characteristics which interfere with their ability tolearn.
Family Home Maintenance
Direct staff resources to persons who require intensive ha-bilitation or crisis behavior management to prevent extru-sion from the home or to secure residence in a less restric-tive living arrangement. This service is funded through theIllinois Department of Mental Health and Developmental Dis-abilities' Purchase of Care System.
Family Support
Services and/or cash assistance provided to families who carefor a family member with developmental disabilities in theirhome. Such assistance is intended to prevent or delay unnec-essary out-of-home placement of the individual with develop-mental disabilities or allow for return home from an alterna-tive residential placement, while enhancing the family's ca-

pacity to provide home-based care.
Fine and Gross Moto:
Terms used to describe small and large muscle group activity.For example, fine motor activities involve the hands in draw-ings, writing, whereas gross motor would include activitiessuch as rolling, running or jumping.
Foster Care
Care provided to a child or an adult by non-biological par-ents, often providing training for the individual. Forchildren, these homes receive financial support from theIllinois Department of C]ildren and Family Services. TheIllinois Department of Mental Health cznd Developmental Dis-abilities supports this type of residence for adults throughthe purchase of care program.
Free Appropriate Public Education
Federal Public Law '.34-142, the Education of the HandicappedAct, mandates that all children regardless of disability, areentitled to a free appropriate public education. This meansthat special education and related services are to be provid-ed at public expense and in the least restrictive environment(LRE) for eligible children and must meet the specificationsof the individual education plan (IEP).
Genetic Counseling and Testing
The test and assessment of the reproductive risks of inher-ited or genetically transmitted diseases and syndromes.
Group Home
A small residential living arrangement in the community forpersons with mental retardation or with disabilities, gener-ally for eight or fewer persons.
Guardianship
Legal status of a child or an adult who has been adjudicatedincompetent by a court of law. Limited guardianship means nofinding of legal incompetence, but does restrict specific de-cisions the individual may make.
Habilitation
An effort directed toward the alleviation of a developmentaldisability or toward increasing a developmentally disabledperson's level of physical, mental, social or economic func-tioning. Habilitation may include, but is not limited to,diagnosis, evaluation, medical services, residential care,

Handicap
Often used as a synonym for disability. Use has become lessacceptable, and should only be used when citing laws and reg-ulations.
Hard 4r:I Hearing
A residual hearing loss that with adaptations or training canstill allow for hearing and speech to some degree.
Hearing Impairment
A term used to refer to the entire range of auditoryimpairment from deaf to hard of hearing.

Home Individual Program (HIP)
Homes located in the community where no more than two adultsor children with disabilities live under the supervision of acouple. Individualized programs in the areas of education,independent living and community utilization skills andothers are provided. HIP programs are approved and fundedthrough the Illinois Department of Mental Health and Devel-opmental Disabilities.
Home Services
Services to individuals in their own homes by personal careassistants, chore/housekeepers or homemakers in daily activi-ties to prevent unnecessary institutionalization. This pro-gram is supported and provided by the Illinois Department ofRehabilitation Services.
Human Service System
A generic term generally used to describe the network or ser-vice system that provides for support, day programs, employ-ment, and residential services for persons with disabilities.

Hydrocephalus
A term which describes a condition where excess fluid in thecranial cavity causes pressure on the brain and results in anenlarged head. This condition can cause mental retardationif medical treatment is not received.
Eaeractivity
A term which describes behavior which is characterized byexcessive activity or movement.
Independent Living Skills
A term used to describe practical skills needed to functionin society. Sometimes referred to as activities of dailyliving. Generally means dressing, eating, -,nd use of moneyskills.
Individual Written Rehabilitation Program (IWRP)
Term used in the field of rehabilitation (Rehabilitation Act)which states that a IWRP shall be developed for persons withdisabilities on the basis of a determination of employabilitydesigned to achieve the vocational objective of the individ-ual.
Individualized Education Program (IEP)
A term used in education which means a written statement fora school age child that includes the following components:statement of the child's present levels of educational per-formance; statement of annual goals, including short terminstructional objectives; statement of the specific specialeducation and related services to be provided to the child,and the extent to which the child will be able to participatein regular educational programs; projected dates for initia-tion of services and the anticipated duration of the servic-es; and appropriate objective criteria and evaluation pro-cedures and schedules for determining, on at least an annualbasis, whether the short term instructional objectives arebeing achieved. (Education of the Handicapped Act, P.L. 94-142)
Individual Habilitation Plan
A term generally used in the field of developmental disabil-ities that describes the habilitation goals; a projectedtimetable for their attainment; the services to be provid-ed; the role of the family in the implementation of the plan;and the name of the person responsible for supervising thehabilitation program of an individual with a disability ordisabilities. (Illinois Revised Statutes, Chapter 91 1/2,Section 4-309)

Institutionalization
A term used to describe placement in a state or private set-ting of a long term nature; generally housing 100 or morepersons.
Integration
Access to all aspects in the community setting through theremoval of legal, social or other barriers previously impos-ing segregation.
Intermediate Care Facility for the DevelopmentallyDisabled (ICFDD)
Residents of these facilities receive specialized program-ming in areas such as independent living skills, self-care,behavior manaement and support services. Average facilitysize is 70-100 adults, 18 years of age and olde:. Intermedi-ate Care Facility for the Mentally Retarded (ICFMR) a class-ification at the federal level for these specialized facili-ties for persons who are mentally retarded or developmentallydisabled. Facilities and beds certified as ICFMR allows thestate to capture 50% reimbursement of total cost of care foreach individual from the federal government. ICFDD are li-censed by the Illinois Department of Public Health and fundedby Title XIX through the Illinois Department of Public Aid.
Intermediate Care Facility for the Developmentally Disabled15 Beds or Less (ICFDD<15)
Living arrangements in the community for persons with disa-bilities, size is generally 8-15 adults, 18 years of age andolder. Basic independent living skills and an off site voca-tional training or day program are emphasized.
International Symbol for Access
The symbol recognized locally, statewide, nationally andthroughout the world to designate services, accessibility andaccommodations for people with disabilities (i.e. handicappedparking, restrooms, methods of entrance and egress, tele-phones with amplifying devices).

A person who translates through sign language or other meansverbal co--unication to persons who are deaf or peLous whohave a partial or severe hearing loss.
Language Disorders
A communication problem in comprehending, or expressing spok-en language.
Lead Poisoning
A toxic condition caused by the ingestion of lead causingdamage to the central nervous system and mental retardation.Generally occurs from lead based paint.
Specific Learning Disability
A disorder in the ability to learn effectively in respect toone's own potential when presented with an appropriate, regu-lar instructional environment. The term specific learningdisability is preferred over the more general term "learningdisability" because it emphasizes that the disability affectsonly one or two areas of learning. Local Education Agency
An administrative unit designated in federal and state lawsconcerning regular and special education. Unit is generallya school district, and has the legal responsibility for the

Long Term Care
A generic term to describe placement in congregate settingsfor longer than 30 days.
Low Incidence Disability
A term used to describe a disability which occurs on a lessfrequent basis than other disabilities. Prader Willi Synd-rome, Tourette Syndrome, and Deaf/Blind are among low inci-dence disabilities.
Mainstreaming
A term used in special education which refers to the integra-tion of disabled children/students into programs and coursesof study attended by their non-disabled peers. "Least re-strictive", is a concept to provide services whenever pos-sible in settings which allow for participation among non-disabled persons.
Means Test
A criteria for determining eligibility of applicants for var-ious human services programs. Criteria include income (i.e.employment, investments, Social Security, pension) and nec-essary living (rent, food) expenses.
Medicaid
Title XIX of the Federal Social Security Act regarding medi-cal assistance programs, federally supported program admin-istered by the Illinois Department of Public Aid. Eligiblepersons with disabilities may receive a range of services,for which the state is reimbursed by the federal government50% of the total cost of service.
Medicaid Waiver Program
A program to finance home and community based services forpersons with developmental disabilities. Services that c,..snbe covered under the waiver are case coordination, habilita-tion (includes day and residential programs) and respite careservices. The purpose of the waiver program is to provide analternative to higher cost institutional care in long termMedicaid funded settings for individuals 18 years of age andolder with developmental disabilities.
Medicare
A health insurance program also under the Social SecurityAct. Provides for hospital insurance and other rellAtdhealth care care services.
Mental Age
A germ used to express an individual's mental ability interms of average chronological age of others.
Mental Illness
Term used to describe a person who has lost the social and/orvocational skills necessary to function independently. Nega-tive, demeaning terms such as mentally deranged, deviant,maniac, crazy, lunatic, and mad are considered inappropriateand should be used only in direct quotations.
Mental Retardation
Is the preferred term for describing a person who, frombirth, has developed at a rate significantly below averagewith an associated impairment in adaptive behavior. Can becategorized into four levels mild, moderate, severe andprofound. Terms such as idiot, moron, mentally deficient/de-fective, imbecile, and feeble-minded are considered deroga-tory.
Multiple Handicap
This term refers to having more than one disability. It ismore acceptable to say "disability" than "handicap".
Multiple Sclerosis (MS)
A progressive disease which affects the brain and spinal cordcausing failure of the neurological system which may manifesteye problems, speech, some degree of paralysis and poor co-ordination.
Muscular Dystrophies
A series of muscle destroying disorders which vary in heredi-tary patterns, age of onset, muscles affected and rate ofprogression.
Neurological Impairments
A general term which refers to disorders of the nervous sys-tem that can impair normal functioning of the brain and ner-vous system.

Neuromuscular Diseases
A term which refers to disorders affecting the nerves andmuscles.
Non-Ambulatory
A term used to describe the inability to move or walk inde-pendently.
Non-Cateaprical
A term used to refer to programs or philosophies which do notdifferentiate among disabilities or do not label individuals.
Non-Verbal
A term used to describe the inability to express languagethrough speech. Does not mean that all language abilitiesare affected.
Nursing Home
A long term care facility _hat provides some level of nursingcare for persons who are disabled, sick, infirm or requireconvalescence. Also known as an intermediate care facility,licensed by the Department of Public Health and funded byTitle XIX of the Social Security Act through the Illinois De-partment of Public Aid.
Occupational Therapy (OT)
A rehabilitative process to enhance development or a returnof muscular movements and coordination. Emphasis is placedon motor activities, coordination of movement and self helpskills.
Ombudsman
An individual who advocates on behalf of another in resolvingdisputes or securing services.
Organic
A term generally used to describe a condition resulting froma disease or da.dage to an individual's body.
Orthopedic
A term which is generally used is describing a disabilitypertaining to bones, joints and muscles.

Outreach
Services or activities, beyond current or usual limits, toidentify, treat and integrate into the service system personswho may "fall between the cracks," or who may be unaware orunable to access available services for persons withdisabilities.
Paraplegia
Partial or total. paralysis of the lower half of the body in-cluding both legs.
Paraprofessional
A term used to describe a trained aide/assistant who assistsa professional person (i.e. teacher's aide, physician's as-sistant).
Pediatrician
A medical doctor who specializes in the branch of medicinedealing with the development, care, and diseases of children.
Personal Care Assistant
An individual who, under the supervision of a person withdisabilities, performs or assists the individual with person-al care and other tasks essential to independent living.
Phenylketonuria (PKU)
A hereditary condition in which the absence of an enzyme es-sential for digesting protein results in the build up of tox-ic substances. Without treatment through dietary means, cancause mental retardation. Illinois law requires mandatoryscreening of all newborns for PKU.
Physical Therapy (PT)
Treatment of disabilities by physical means, such as massage,exercise, water, light, heat and other mechanical devices.
Polio (Infantile Paralysis)
A condition which is caused by a virus that can result inpartial or complete paralysis. No longer a serious majorhealth problem due to the vaccine.
Prader-Willi Syndrome
A condition of unknown origin which is a dysfunction of thecentral nervous system. In infants, characteristics may in-clude low birth weight, poor muscle tone, weak cry, poor

sucking reflex, lack of ability to control head or limbs andpoor appetite. For adults, characteristics may include shortstature (average height of five feet) , lack of muscle tone,incomplete sexual development, diminished sense of pain,wondering or crossed eyes, and an uncontrollable appetite.
Prenatal
The time period prior to birth, generally when emphazingtimely prenatal care to enhance pregnancy outcomes.
Prevalence
TC7M used to describe the frequency of a disability in rela-tion to the total population of an area.
Proprietary or For-Profit
A facility operated on a for-profit basis, i.e., nursinghomes or health related facilities operated as an incomebusiness.
Protection and Advocacy
A system of services that provides assistance to prevent oralleviate abuse, neglect or exploitation of persons withdisabilities who are unable to protect their own interest.Advocacy services also mean intervention on behalf of a
person with disabilities to protect his/her rights in seekingand obtaining services from public and private agencies.
Psychiatrist
A physician who specializes in the diagnosis and treatment ofemotional problems and mental disorders.
Psychologist
An individual who is trained in the assessment and treatmentof people with emoti-mal, interpersonal or behavorial prob-lems.
Public Hearings
A public forum that can be held locally, statewide or nation-ally to hear verbal and /or written testimony from interestedpersons on specific and/or a wide range of issues, such aseducation, housing, employment or rights.
Reasonable Accommodation
A term generally used when referring to adaptations of thework place to enable a person with disabilities to performwork. Accommodations could range from a ramp to more tech-

Rehabilitation
Process of assisting individuals with disabilities toward adesired level of functioning through education and (re)train-ing. Services are often vocational or physical in nature.
Respite Services
A term generally used in describing time limited residentialservices outside an individual's home usually provided in asmall living arrangements. In-home respite services may alsobe provided. Respite services are intended to provide relieffor the primary care giver.
Right to Treatment
A concept or principle set forth (and upheld by the Courts)which is an accepted part of treatment of persons with disa-bilities that holds that these individuals are entitled toand a facility must provide treatment.
School Age
A term generally used in special education which means thatan individual is entitled to special education and relatedservices from 3 through 21 years of age.
Screening
A term used to describe abbreviated testing procedures in avariety of disciplines.
Seizure
A brief and temporary change in the brain's functioning; gen-erally associated with epilepsy.
Severe Mental Retardation
Refers to a level or classification of mental retardation.Persons who are severely mentally retarded generally requirelifelong supervision and services.
Sheltered Workshop
A term which generally describes a facility which offers ser-vices of a vocational nature for adults with disabilities.Can offer paid or unpaid employment in the workshop orthrough opportunities in the local community.

Sickle Cell Anemia (Sickle Cell Disease)
A chronic and inherited anemia which can cause unpredictableperiods of severe pain in the joints, abdomen, spine andother parts of the body; pneumonia; bone infections; andjaundice.
Sign Language
A means of communication with or among persons who have ahearirg impairment or other communication disorder. Thereare several forms of sign language: American Sign Language- -a visual or gestural language with vocabulary and grammardifferent from standard English; Signed English--a system ofa more grammatical and word-for-word method; and Fingerspel-ling--the use of 26 different handshapes to represent theletters of the alphabet to spell out words.
Skilled Nursing Facility (SNF)
A facility, of distinct part of an institution (e.g. hospitalor nursing home), that is licensed to provide inpatient carefor persons requiring skilled nursing services for a chronicdisease or convalescence over a prolonged period of time.
Social Security Disability Insurance (SSDI)
Federally supported financial entitlement program for personswith disabilities or their family members. Children 18 yearsof age or older who were disabled prior to age 22 can alsoreceive benefits when either parent retires or dies.
Spastic
A term used to describe a muscle with sudden abnormal invol-untary spasms. It is not appropriate for describing a per-son with cerebral palsy--muscles are spastic, not people.(National Rehabilitation Association)
Special Education and Related Services
Specially designed instruction, at no cost to the parent, tomeet the unique needs of a handicapped child, includingclassroom instruction, instruction in physical education,home instruction, and instruction in hospitals and insti-tutions.
Related services means transportation and such developmental,corrective, and other supportive services as are required toassist a handicapped child to benefit from special education.This includes speech pathology and audiology; psychologicalservices; physical and occupational therapy; recreation;early identification and assessment of disabilities in child-ren; counseling services; and medical services for diagnos-

tic or evaluation purposes. The term also includes schoolhealth services, social work services in schools, and parentcounseling and training (Education of the Handicapped Act,D.. 94-14'').
Special Habilitation (SHP)
Services of a time limited nature for persons who require in-tensive habilitation or crisis behavior management to preventextrusion from the home or to secure placement in a less re-strictive living arrangement. This service is funded throughthe Illinois Department of Mental Health and DevelopmentalDisabilities' Purchase of Care Program.
Special Olympics
Events at a local, state and national level to offer to per-sons with disabilities a wide range of competitive games andother sports. These events are largely staffed by volun-teers.
Special Recreation
Specialized recreational services that are provided throughpark districts to persons with disabilities. Special Recrea-tion Associations are made up of consolidated communities inlocal areas that sup-port these services.
Specialized Living Center (SLC)
Offers a structured program for adults, 18 years of age andolder with disabilities who require training in self help andprevocational skills. Day program is provided off site fromthe residential setting. There are five SLC facilities inthe state, each serving from 64-100 persons. Facilities arelicensed by the Illinois Department of Public Health as ICFDDand are funded through the Illinois Department of Public Aid.
Speech Disorders
A term used to describe a condition which interferes withcommunication. A disorder that may affect voice, articu-lation or fluency.
Spina Bifida
A term which means an incomplete closure in the spinal columnwith varying degrees of severity. Frequently this conditioncauses paralysis of the lower extremities. Also known asmyelomeningocele.

Spinal Cord .Injury

Supplemental Security Income (SSI)
Federally supported and administered financial entitlementprogram for persons with disabilities. Eligible persons re-ceive income maintenance support based upon need.
Supported Employment Program (SEP)
Competitive work in integrated work settings for individualswith severe handicaps for whom competitive employment has nottraditionally occurred or for individuals for whom competi-tive employment has been interrupted or intermittent as aresult of severe disability and who need ongoing supportservices to perform such work.
Supported Living Arrangement (SLA)
Support and direction provided to adults with disabilitieswho are fairly independent and require only minimal super-vision.
Supported Work
Program wherein individuals with disabilities receive evalua-tion, transition services and time-limited employment andfollow along. This program is provided by the Department ofRehabilitation Services.
Targeted Jobs Tax Credit Program
Federal program to provide an incentive for employers to hireindividuals who are vocational rehabilitation referrals. Em-ployer can receive a federal tax credit for employing theseindividuals (as well as other identified groups).

Telecommunications Devices for the Deaf (TDD's)
Electronic devices which provide for video or hard copyprinted counication across telephone lines. These are usedby persons with hearing impairments.
Therapeutic Recreation
Therapeutic recreation is the use of recreation services toimprove or maintain physical, mental, emotional, and/or so-cial functioning and assist individuals in expressing inde-pendent lifestyles.
Tourette Syndrome (TS)
A neurological disorder characterized by involuntary muscularmovements (i.e. excessive blinking, sniffing, twisting andbending body), uncontrollable vocal sounds (i.e. cough,sniff, grunt, bark, shout) and inappropriate words (i.e. in-voluntary obscenities or repeating words of other people).
Trainable
A term used in special education which refers to the classi-fication of a child's intellectual development, mental capac-ity, academic achievement and adaptive behavior as moderate,severe to profound mental retardation.
Tuberous Sclerosis
Tuberous Sclerosis is a genetic disease characterized by oneof its most common symptoms in its most severe form--thehardening (sclerosis) of swellings (tubers) or tumors.
Visual Impairments (Blind and Visually Impaired)
Terminology generally used to describe a variety of condi-tions which mean that a person has limited or no vision.

The Department on Aging was created by state statute in 1973for the purpose of improving the quality of life for Illi-nois' older citizens. It is the single state agency inIllinois authorized to receive and dispense Federal OlderAmericans Act funds to area agencies on aging, which in turndistrillute the funds t( community-based service providers.The department works with area agencies in planning a com-prehensive system of services that ranges from nutrition,transportation and employment assistance to senior centerfacilities and information and referral services. DEPARTMENT OF CHILDREN AND FAMILY SERVICES (DCFS)
The Department of Children and Family Services administers avariety of programs designed to protect children and strengt-hen family life through eight regional offices and 80 fieldoffices. In response to the Abused and Neglected Child Re-porting Act, the department maintains a toll-free, 24-hourhotline at the DCFS computerized State Central Register inSpringfield. It is used by concerned citizens and those re-quired by law to report cases of suspected child abuse orneglect to DCFS. The department provides directly, or pur-chases from private agencies, family counseling, protectiveservices for abused or neglected children, foster familycare, help to unwed parents, adoption services, home-makerservices, institutional care for disturbed youngsters, andday care. The department operates a network of emergencyshelter care facilities in Cook County. DCFS also adminis-ters a grant program to encourage organizations to developcommunity-based networks to serve troubled teens and theirfamilies.

GUARDIANSHIP AND ADVOCACY COMMISSION (GAC)
The Guardianship and Advocacy Commission was created to safe-guard the rights and to provide legal counsel and representa-tion to persons with disabilities. The legislation also cre-ated an Office of State Guardian for persons with disabili-ties. The Commission is made up of 11 members who are ap-pointed by the Governor, subject to the advice and consent ofthe Senate. There are 7 regional Human Rights Authorities inthe state, each made up of 9 members appointed by the Com-mission. Each Authority which receives a complaint allegingviolation of an individual's right may investigate such com-pliant and may initiate investigations on its own initiativein the region of its jurisdiction.
Through 7 regional offices in the state, the Commission alsoprovides advocacy services for persons with disabilities, whobeliclve their rights have been abridged, denied or violated.

DEPARTMENT OF MENTAL HEALTH AND DEVELOPMENTAL DISABILITIES(DMHDD)
The Department of Mental Health and Developmental Disabili-ties supports a network of 400 community-based programs whichprovide residential care, day training, support services,outpatient and crisis services for persons who are mentallyill or developmentally disabled. The department currentlyoperates 23 residential settings for persons who are mentallyill and developmentally disabled, and three research andtraining institutes. The department is emphasizing the ex-pansion of a wide range of community services as alternativesto institutionalization, thus increasing the capacity forpersons with disabilities to remain at home or in independentliving arrangements. If persons cannot be adequately caredfor in these programs, support is provided through community-

DEPARTMENT OF PUBLIC AID (DPA)
The Department of Public Aid administers federally-aidedprograms for families with dependent children (AFDC), themedical assistance program, the USDA food stamp program, andthe social services program. The department operates a gen-eral assistance program in Chicago and provides state fundsto qualifying local townships in downstate counties for gen-eral assistance. Additionally, the department is responsiblefor the collection of child support payments from parentsordered to pay such support. Child support and parent loca-tor services are provided to recipients of public assistanceand are also available free of charge to other Illinois res-idents. Other services include: support services to teenand parents, funding for refugees and victims of domesticviolence.

DEPARTMENT OF PUBLIC HEALTH (DPH)
The Department of Public Health is composed of four officesand an administrative unit. The Administrative Unit providesmanagerial and staff services necessary to support programsthrough the department as well as legal services, internalaudit and public information activities. The Office ofHealth Services is responsible for administering the depart-ment's health care and disease control programs; the Officeof Health Regulation administers programs designed to ensurequality care in all health facilities operating in Illinoisand controls or eliminates envirnnmental health hazards; theOffice of Health Finance monitors health care to assure thatstate-purchased care is obtained at a reasonable cost. DPHlicenses many residential facilities for persons with disa-bilities. In addition, a list of facilities that are inserious violation of state regulations is maintained. Thedepartment maintains eight regional offices which provideconsultation and direct services to make programs more acces-z,ible to area residents.

The Department of Rehabilitation Services (DORS) is thestate's lead agency serving individuals with disabilities ofall ages. DORS provides rehabilitation services to eligiblepersons through a variety programs, including: VocationalRehabilitation; Home Services; Community Services for theVisually Handicapped; Illinois Visually Handicapped Insti-tute; Bureau of Disability Adjudication Services; IllinoisChildrens' School and Rehabilitation Center (ICSRC); IllinoisSchool for the Visually Impaired (ISVI) and Illinois Schoolfor the Deaf (ISD). ICSRC, ISVI, and ISD are fully accred-ited, residential schools offering elementary and secondaryeducation programs and support services to children and youthwith disabilities.

SECRETARY OF STATESENIOR CITIZENS AND HUMAN RESOURCES DEPARTMENT
The Secretary of State's Senior Citizens and Human ResourcesDepartment offers various services to Illinois citizens withdisabilities.
Handicapped and personalized handicapped licensed plates andparking cards are available for cars, pickup trucks and vans.These specialized plates are affixed with the internationalsymbol for accessibility and allows parking for people withdisabilities. Persons with disabilities may also receiveidentification cards; and drivers and non drivers can obtainphoto identification cards.
A 3 hour curriculum entitled "Law Enforcement and the Dis-abled" is available from the Senior Citizens and Human Re-sources Department. The training and inservice curriculumwas developed for police recruits, police and law enforcementpersonnel to provide guidance on appropriate interactionswith persons with disabilities.
Specialized services are vailable to persons with visual im-pairments and physical disabilities in Illinois Public Li-braries. Magazines and books can be made available on re-cords, cassettes or in braille or other adaptive equipment.There is no charge for these services.

ILLINOIS STATE BOARD OF EDUCATION (ISBE)
The Illinois State Board of Education sets educational poli-cies and guidelines for public and private schools, preschoolthrough grade 12, as well as for adult and vocational educa-tion. The State Board is also the designated State educationagency to ensure compliance with Public Law 94-142, the Edu-cation of the Handicapped Act by local school districts. TheState Board consists of 17 members appointed by the Governorwith the consent of the Senate. Members serve six-year terms,with each limited to two consecutive terms.
Other responsibilities include providing educational leader-ship to local school districts; insuring that schools meetminimum standards for educational programs, personnel andbusiness management practices; providing local schools withexpert help in curriculum and management; disbursing morethan $2 billion in state and federal funds each year; andadministering a policy of equal education opportunity forall.

The Division of Services for Crippled Children (DSCC) is thedesignated Crippled Children's Agency for the State ofIllinois. Federal Statutes and Regulations of Title V andTitle XVI of the Social Security Act as amended by theMaternal and Child Health Services Block Grant P.L. 97-35mandate the specialized services delivered by the Division.The Illinois Department of Public Health administers thefederal grant funds; an interagency agreement within theDivision allows for the disbursement of these monies to theDivision. In Illinois, the Division is administered by theUniversity of Illinois, Board of Trustees. The scope of ser-vices are offered statewide to children with special healthcare needs b'rth through twenty-one (0-21) years of age. Arecipient of service must meet two eligibility criteria. Thesecond, the financial status of the parent or guardian.

Relevant Federal Statutes
Title XIX (Medicaid) of the Social Security Act of 1935 is afederally funded medical assistance program providing fundingfor the care and treatment of persons of low income with ser-ious medical problems.
Title XX of the Social Security Act a federal program pro-viding funding of such services, as day care, special livingarrangements, employment programs, counseling, informationand referral. (Known as the Social Services Block Grant)
Title XVI Supplementary Security Income (SSI) is a federallyadministered income assistance program. Recipients of SSImust be 65 or older, or blind, or disabled and have incomesand assets below a certain level regardless of work history.SSI benefits are unrestricted direct cash payments to the in-dividual. There is no limit to the length of time an indi-vidual may receive SSI benefits as long as eligibility cri-teria are met.
PUBLIC LAW (P.L.) 99-643, Employment Opportunities for theDisabled Act makes section 1619 of the Social Security Actpermanent. Allows needy individuals who are blind, elderlyand disabled who wcrk to retain a portion of their Supple-mental Security Income (SSI) and Medicaid eligibility.
PUBLIC LAW (P.L.) 98-527 Developmental Disabilities Act of1984 provides federal funding for planning, services, andprotection and advocacy for persons with severe and chronicdisabilities whose needs cannot be met by generic communityservices. In addition, this Act provides for interdisci-plinary training of professionals, research activities, andspecial project grants designed to enhance service delivery.This is the enabling legislation creating the Governor'sPlanning Council on Developmental Disabilities and the Pro-tection and Advocacy, Inc.
PUBLIC LAW (P.L.) 94-142 Education of the Handicapped Actguarantees a free, appropriate public education for all hand-icapped children between the ages of three and twenty-one.It includes provisions for special education, related ser-vices, and vocational education. The law contains severalsafeguards to assure the rights and protection of handicap-ped students and their parents. One of the most importantsafeguards is the Individualized Education Program (IEP).The IEP must be developed and updated annually by a teamwhich includes the parent(s), the teacher and other schoolrepresentative(s). Career development objectives must beincludes in the IEP.

PUBLIC LAW (P.L.) 99-457, Education of the Handicapped ActReauthorization Amendments of 1986 continues the Act for thenext five years; provides for early intervention servicesfor infants and toddlers birth to two years of age; new pre-school grant for three-five year olds; and extends the au-thority for other discretionary programs. Other discretion-ary programs could include services for deaf/blind childrenand youth; regional resources and federal centers; post-secondary education progLam; and secondary education andtransition services.
PUBLIC LAW (P.L.) 89-313 Elementary and Secondary EducationAct provides federal funds for more severely handicappedschool aged special education children. This funding sourceprovides a higher per child amount for high cost special ed-ucation children. Students cannot be claimed for both theP.L. 94-142 and P.L. 89-313 funding sources.
PUBLIC LAW (P.L.) 93-112 The Rehabilitation Act of 1973 pro-vides for the availability of grant monies to the State tofund vocational rehabilitation services for persons who areseverely disabled. It also guarantees equal opportunity forcomprehensive and coordinated programs of vocational rehabil-itation and independent living.
Section 50.3 of the Rehabilitation Act requires thatevery employer doing business with the federal gov-ernment, under a contract of $2,500 or more, must takeaffirmative action to recruit, hire, train and promotehandicapped individuals.
Section 504 of the Rehabilitation Act states that nootherwise qualified handicapped individual in the UnitedStates, shall solely be reason of his handicap, be ex-cluded from the participation in, be denied the benefitsof, or be subjected to discrimination under any programor activity receiving federal financial assistance.
PUBLIC LAW (P.L.) 99-506, Rehabilitation Act Amendments of1986 reauthorizes the Act for five years placing a major fo-cus upon supported employment for individuals with severedisabilities. Supported employment is declared an acceptableoutcome for employability; the Act also authorizes grantsfor supported employment and transitional planning servicesfor youth.
PUBLIC LAW (P.L. 95-602) Disabilities Assistance and Bill ofRights Act of 07£7,77samended by P.L.98-527) assists statesin the provision of a comprehensive system of services toinsure developmentally disabled persons receive the servicesnecessary to achieve maximum potential as well as serviceswhich insure protection of their legal and human rights.
Relevant State Statutes
PUBLIC ACT 80-144 Mental Health and Developmental Disabili-ties Code provides for the rights of recipients who arementally ill or developmentally disabled who have received orare receiving treatment or habilitation from any mentalhealth or developmental disabilities facilities, or from aperson who provides such services. Also sets forth proced-ures for the admission, transfer and discharge of persons whoare mentally ill or developmentally disabled.
PUBLIC ACT 80-1508 Mental Health and Developmental Disabili-ties Confidentiality Act protects the confidentiality of re-cords and communication of persons who are recipients of men-tal health or developmental disability services. Contents ofa person's record cannot be shared with others without thewritten permission of the person.
PUBLIC ACT 82-183 Community Services Act facilitates the es-tablis hment of community services for persons who are mental-ly ill, developmentally disabled, alcohol dependent, or ad-dicted. States that services should be established in allareas of the State in the following service categoriesprevention; client assessment and diagnosis; case coordina-tion; crisis and emergency; treatment, habilitation andsupport: and community residential alternatives to institu-tional settings.
PUBLIC ACT 81-223 Nursing Home Care Reform Act of 1979 pro-vides for the rights of residents of nursing homes includingskilled nursing and intermediate care facilities. Any resi-dent or his/her representative may file a complaint with theIllinois Department(f Public Health who investigates andmakes a determination that a facility is or is not in viola-tion of the Act.
The School Code of Illinois governs the establishment, opera-tion and maintenance of public schools, providing for thetransportation of and scholarships in institutions of higherlearning for students of all schools. Also governs specialeducation and related services and special education facili-ties for handicapped children.
PUBLIC ACT 84 -948 Environmental Barriers Act created to :llim-inate environmental barriers in public facilities and multi-story housing units. Barrier includes any feature of the en-vironment which restricts access to or use of the environmentby a person with a physical, mental or communications disa-bility.

Illinois Election Code provides that any voter who requiresassistance to vote by reason of blindness, physical disabil-ity or inability to read, write or speak English shall beprovided assistance by 2 election judges. Also allows theelection authority to conduct voting at the site of a nursinghome for persons who have disabilities who are unable to goto polling places.
PUBLIC ACT 84-734 allows the Secretary of State to issue(upon request) special license plates with the internationalaccessibility symbol so as to be easily recognizable as auto-mobiles driven by or for handicapped persons. The individ-ual requesting special plates must submit a statement certi-fied by a licensed physician as to having a physical disabil-ity or provide documentation of a disability through issuanceof a Illinois Disabled Person Identification Card.
This Act also prohibits unauthorized use of parking placesreserved for handicapped persons. Ahy persons found in vio-lation of this, may be subject to a fine and/or other costsassociated with the removal and storage of the vehicle.
