ABSTRACTThis report presents the Teacher Retirement System of
Texas's (TRS's) strategic plan for teacher retirement in the state of Texasfor the years 1999-2003. The mission of the TRS is to deliver retirement andrelated benefits authorized by law for members and their beneficiaries and toprudently invest and manage the assets held in trust for members andbeneficiaries in an actuarially sound system. Section 1 of this reportpresents State of Texas Strategic Elements (state vision, mission, andphilosophy regarding education and teaching) . Section 2 discusses Internaland External Assessment at TRS: Legislative and Historical Framework, AgencyMission and Philosophy, Core Competencies, Major Challenges, TRSOrganizational Structure, Membership Base, Legislative Impact, FiscalAttributes, Resources, Technological Developments, Summary Statement, TRSContributions to Texas Priority Goals, and Accomplishments and Commitments.Section 3 presents TRS Strategic Goals (including objectives and strategies).The four appendixes present the Strategic Planning Steering Committee, theTRS strategic planning process, projections of outcomes for 5-year planninghorizon, and performance measure definitions.
