THE COLLEGE PARKCAMPUS

The College Park Campus aspiresto be one of the major educationalcenters of the nation. Its functionsinclude the collection and preserva-tion of knowledge, the generation ofnew insights, artistic creativity, andnew processes, their communicationto the citizens of the nation, and theirapplication in making life more inter-esting, enjoyable and productive. Itsgoal is to help develop the potential ofeach individual to the highest degreepossible, to aid each person in devel-oping an ability to deal with the cir-cumstances of twentieth-century lifeand enjoying his participation with agreater sense of satisfaction, and tocontribute to the common good. TheUniversity does this partly by providingthe framework in which the person hasnot only access to facts but the chanceto engage freely in systematic inves-tigation. Free inquiry and experi-mentation have always resulted in per-sonal enrichment, and in the develop-ment of new expression, which hasbeen and will continually be thesource of spiritual, cultural, social, andtechnological advances for the benefitof all societies and nations.

An apt description of our Campusmust include provision for the processof personal, social and civic develop-ment open to students and faculty, theopportunities for cultural developmentand for the community members torelate on an informal level, the pro-grams and connections with State andnational agencies, and the relationshipand place of the College Park Campusin the community of knowledge acrossthe country. These factors cannot beadequately evaluated or circumscribed,and yet they are as important or evenmore prominent than formal proceed-ings. Significantly, then, it is the natureand the variety of the persons whomake up our Campus that are its prin-cipal resources.

THE UNIVERSITY SYSTEMThe College Park Campus is one of

the ,campuses of a State-wide Uni-versity system and is supported mainlyby public funds. State appropriationsaccount for about 40 percent of thetotal operating budget.

From the point of view of statistics,College Park is one of the largest uni-versity campuses in the country,comprising a community of about33,000 students. The pastoral settingof the Campus, its Georgian buildingsspread in rolling countryside, belie itsactivity, and the fact that, since it has abudget of over $115,000,000 a year, it isone of the largest organizations in theState.

The historic foundations of the Uni-versity date back 164 years. The presentUniversity dates from the 1920 Act ofthe Maryland State Legislature whichbrought together the Maryland StateCollege (founded in 1856) and the Uni-versity of Maryland professionalschools (founded as the College ofMedicine of Maryland in 1807 andnamed the University of Maryland in1812, following enlargement of its cur-riculum). Since then, three otherbranches have been added: BaltimoreCounty at Catonsville; University ofMaryland, Eastern Shore; and Univer-sity College.

The total enrollment for the Univer-sity includes over 33,000 students in itson-Campus daytime programs. In addi-tion, some 50,000 are annuallyenrolled world-wide in the fiscally self-sustaining programs of UniversityCollege, which maintains centers foradult education throughout the Stateand in foreign countries.

The professional staff, which in-cludes persons engaged in instruction,research, public service, and academ-ic support, numbered about 5,000during 1972-73. In the number of doc-torates granted annually, the Universi-ty ranks among the top 30 institutionsin the nation.

GEOGRAPHICAL LOCATIONCollege Park is a suburb of Wash-

ington, D.C. The Campus is nine milesfrom the Nation's capital and 30 milesfrom the State capital of Annapolis, acolonial town retaining much of itspre-Revolutionary charm. The city ofBaltimore, a major industrial centerand international seaport, is 32 milesnorth of the Campus, while the newcity of Columbia, combining the valftsof both urban and rural life, is midwaybetween the Washington and Bal-timore beltways. College Park is 54miles from the Blue Ridge Mountains,30 miles from the Chesapeake Bayand 120 miles from the Atlantic Ocean.

Among the many campuses locatedwithin 50 miles of College Park arethose of the U.S. Naval Academy;George Washington University; George-town University; The American Uni-versity; The Catholic University ofAmerica; Howard University; FederalCity College in D.C.; University of Bal-timore; Maryland Institute, College ofArt; Bowie State College; ColumbiaUnion College; Gallaudet College;College of Notre. Dame; TrinityCollege; Peabody Conservatory ofMusic; The Johns Hopkins University;Morgan State College; Coppin StateCollege; Towson State. College;Goucher College; Washington Col-lege; Hood College; George MasonCollege; and a number of junior andcommunity colleges.

PROGRAMS OF STUDYThe programs offered on the

College Park Campus are distin-guished not simply because of theirvariety, as shown specifically later inthis book, but also because of their or-ganization. The Campus has a flexiblestructure responsive to the student'sneeds. The divisions, the relationshipof the schools, colleges, departments,programs, and institutes are complemented by flexible policies for comple-ting a degree. The comprehensivenessof the plan and its responsiveness tostudents are its chief characteristics.

CAMPUS RESEARCHFACILITIES

Among the exceptional research fa-cilities on Campus are: a 140 MeVcyclotron; a nuclear reactor; scanningelectron microscopes; subsonic, su-personic and hypersonic wind tunnels;an electron ring accelerator; aprecision encoder and pattern recog-nition device; a gravitational radiationdetection system including a gravi-meter on the moon; a quiescentplasma device (0 machine); apsychopharmacology laboratory; threeretroreflector arrays on the moon; ro-tating tanks for laboratory studies ofmeteorological phenomena; Van deGraaff accelerators; a laboratory forbasic behavioral research; an assort-ment of computers; the Astronomy Ob-servatory, Center of Materials Re-search, Institute for Fluid Dynamicsand Applied Mathematics, Institute forMolecular Physics, and the WaterResources Research Center.

The College Park Campus alsoowns and operates one of the largestand most sophisticated long-wavelength radio telescopes (locatedin Clark Lake, Calif.) and a cosmic raylaboratory (located in New Mexico).

In addition to these research oppor-tunities in the biological, mathematicaland physical sciences, research pro-grams in the behavioral sciences,social sciences and education exist inmany bureaus and institutes including:the Bureau of Business and EconomicResearch, Bureau of EducationalResearch and Field Services, Bureauof Governmental Research, Institutefor Child Study, Institute for CriminalJustice' nd Criminology and the Insti-tute for Urban Studies.

MEMBERSHIP INCONSORTIA

The University holds membership inthe following consortia:

Universities Research Association,an organization of 46 leading univer-sities throughout the United States toprovide a national basis for operatingthe 200 BEV accelerator at Weston, Il-linois. The University of Maryland wasa charter member of this group.

Center for Research in College In-struction of Science and Mathematics,organized by a group of scientistsfrom the major universities in thesoutheastern part of the:United States,CRICISAM now numbers seven sup-porting institutions, including the Uni-versity of Maryland. Completed proj-ects include conferences on theteaching of college chemistry and onremedial mathematics for students inevening colleges.. Projects on the de-velopment of a computer-relatedcalculus sequence, the investigation ofcomputer-based science testing, andthe development of a computer-sup-ported college-level physics courseare also in progress.

Consortium Assisting MindanaoState University comprises seven insti-tutions that provide counsel and guid-ance to Mindanao State University inthe Philippines. The program stressessupport in the areas of chemistry,physics, biology, and mathematics.

Oak Ridge Associated Universities,a nonprofit educational and researchcorporation formed (1946) by 41southern colleges and universities.ORAU provides opportunities formember institutions collectively to par-ticipate in many fields of educationand research in the natural sciencesas they relate to nuclear energy.

Southern Regional Education Board,SREB, an organization of 16 states toadvance higher education and improvethe economy of the region, encour-ages cooperative arrangementsamong institutions to share high costeducational programs. One example ofsuch cooperation is the arrangementwhereby Maryland residents receiveveterinary medical training in otherstates, while the University's School ofDentistry accepts contract studentsfrom certain states where schools ofdentistry are not available.

Waiter Reed Army institute ofNursing. The WRAIN plan offersstudents interested in nursing an op-portunity to earn a Bachelor ofScience in Nursing with the major por-tion of their educational expenses paidby the Department of the Army. TheUniversity of Maryland School ofNursing accepts WRAIN enlistees asjuniors to complete their training forthe degree and service in the ArmyNurse Corps.

Interuniversity CommunicationsCouncil, EDUCOM, an organizationwith 88 member institutions whichcomprise over 200 campuses involvingabout two-thirds of the student popula-tions of the United States and Canada.EDUCOM's primary function isto facil-itate the extra-organizational com-munication of the University. It hopesto take advantage of the newly devel-oping information sciences and com-munication sciences in the dissemi-nation and use of information.

Smithsonian Institution. The Univer-sity Art Department maintains a coop-erative program with the SmithsonianInstitution in Museum Curatorship. TheAmerican Studies Program has devel-bped a cooperative program with theSmithsonian in the areas of Americancultural hisory. The Department ofHistory has developed a cooperativeprogram with the Smithsonian in thehistory of American science and tech-nology.

Universities Space Research Asso-ciation. This organization was initiatedby representatives of 45 universitiesunder guidance of the National Acade-my of Sciences to establish the LunarScience Institute near the MannedSpacecraft Center in Houston.

Chesapeake Bay Center for Field Bi-ology Research. This collaborativecenter for biological research is underthe joint direction of the SmithsonianInstitution, The Johns Hopkins Univer-sity and the University of Maryland.

Advanced Materials Research. A co-operative program for advanced mate-rials research has been started be-tween the University and the NationalBureau of Standards. There is a simi-lar agreement with the Naval ResearchLaboratory.

Joint Program for Plasma Physics.This program was established in 1966between the Naval Research Laborato-ry and the University's Dep tment ofPhysics and Astronomy. It uai dedakessuch studies as radiation fromgetic plasmas, stability of plasmas inmagnetic and electric fields, interac-tion of electron beams and radiationwith matter.

University Corporation for Atmo-spheric Research. A nonprofit cor-poration that operates laboratoriesand facilities research in atmosphericproblems and related fields.

The Inter-university Consortiumfor Political Research located at AnnArbor, Michigan, promotes the con-duct of research on the politicalprocess. Member institutions contrib-ute to and receive data from theConsortium and are eligible to enrollboth faculty members and students inspecial summer training programs.The University archive of Consortiumdata is located in the Tape Library ofthe Computer Science Center. For in-formation about data available, inter-ested persons should contact theDepartment of Government and Poli-tics.

Other cooperative projects includethe Mid-Atlantic Research Library In-formation Network, the MarylandLibrary Network, the InternationalClearinghouse on Science and Mathe-matics Curricular Developments, theChalcataya Laboratory for the Study ofCosmic Rays with the UniversidadMejor de San Andreas, and the Com-monwealth Scientific and IndustrialResearch Organization.

REGENTS AND OFFICERSThe Board of Regents is responsible

for formulating the policies underwhich the University operates. The 13Regents are appointed by. the Gover-nor, by and with the advice and con-sent of the State Senate, to staggeredfive-year terms.

The President of the Universityserves as chief executive officer of theBoard of Regents. He has overall re-sponsibility for administering the af-fairs of the University and representingit to the State and General public. FourVice Presidents report to the Presi-

.dent.The Chancellor of the College Park

Campus is responsible for adminis-tering the programs of the Universityat College Park. Reporting to him areVice Chancellors for Academic Affairs,Academic Planning and Policy,Administrative Affairs, and Student Af-fairs.

FACULTY PARTICIPATIONIN CAMPUS GOVERNANCE

The College Park Campus providesfor departmental, collegiate and'divisional participation in goiernance,and for a Campus-wide senate. Thesenate is one of the most broadlybased in higher education with repre-sentation from all constituencies: ad-ministration, faculty, undergraduateand graduate students, and staff.Senate officers are elect fromamong its membership. Faculty repre-sentation is 65% of the senate mem-bership. Additional faculty input ismade possible through an elaborateseries of senate committees whichdraw membership from the Campuscommunity at large. The committeesare structured into general and ad-junct committees which cover everyaspect of Campus life and function. .

The general or pewit committees arethe following: Educational Affairs,Student Affairs, Faculty Affairs, Uni-versity Affairs, Staff Affairs, and Elec-tions, Representation and Gover-nance.

The faculty is also represented by aFaculty Assembly which elects its ex-ecutive officers and executive board.While the Faculty Assembly is a sup-porting organization to the senate, itmay function as a non-legislative voiceof the faculty on matters of importanceto the faculty.

GRADUATE FACULTY PLANOF ORGANIZATION

The Graduate Faculty, now num-bering over 1,200 members, iscomprised of regular and associatemembers chosen in accordance withthe Plan of Organization of the Gradu-ate Faculty. The direction of individualprograms and theses is primarily as-signed to the regular members of theGraduate Faculty.

The Graduate Faculty Assemblyconsists of the regular and associatemembers of the Graduate Faculty andmeets at least once each year. Specialmeetings may be called by the Deanfor Graduate Studies if nece.,:;.iary. Inaccordance with the Graduate FacultyPlan of Organization, the GraduateFaculty Assembly carries out the edu-cational policy of The GraduateSchool on the College Park Campus,may review actions taken by the Grad-uate Council, and serves as a referen-dum body on questions referred to itby the Graduate Council, consistentwith the Senate Plan.

The Graduate Council consists ofex-officio, elected and appointedmembers of the Graduate Faculty andis charged with the formulation of theoverall policies of the GraduateSchool on the College Park Campus. Itmeets regularly to consider all mattersrelating to graduate work brought toits attention by the University adminis-tration, members of the Graduate Fac-ulty, graduate students, or the Deanfor Graduate Studies. It may also becalled for special meetings throughoutthe year if urgent business must betransacted.

The Senate Committee on Appoint-ments, Promotions and Salaries madea report to the Senate on March 5,1957 on the subject of "Appointmentsand Promotions." The Senate ap-proved the report. It was revised andapproved again by the Board ofRegents in November 1968. APPOINTMENT ANDPROMOTION CRITERIA

Certain minimum qualifications arerequired for appointment or promo-tions to the several academic ranks.

The INSTRUCTOR should ordinarilyhold the highest earned degree nor-mally associated with this rank in thefield of specialization, or have rela-tively comparable experience. Unlessotherwise specified in writing, in-structors are appointed for a term notto exceed the fiscal year during whichthe appointment becomes effective,and may be reappointed one or moretimes.

The ASSISTANT PROFESSOR, inaddition to the qualifications requiredof an instructor, should ordinarily havedemonstrated superior teaching abilityin the departmental field and superiorteaching or research ability in somesubdivision of this field. In most fieldsthe doctorate will be a normalrequirement for appointment to an as-sistant professorship. Unless other-wise specified in writing, assistantprofessors receive three-year appoint-ments and may be reappointed one ormore times. One year prior to the endof each term of appointment, evidenceshall be reviewed by the departmentalchairman, director, dean, and/or otherchief divisional academic officers, withthe objective of recommending promo-tion, continuance at the same rank, ortermination.

The ASSOCIATE PROFESSOR, inaddition to having the qualificationsrequired of an assistant professor,shall ordinarily have had extensivesuccessful experience in teaching andresearch work and be competent todirect the work of major subdivisionsof the department and to offer gradu-ate instruction and direct graduateresearch therein. Since this rank leadsto permanent tenure, academic com-petence shall have been demonstratedby outstanding teaching performance,

scholarly production, or other distin-guished professional achievement.

The PROFESSOR, in addition tohaving the qualifications of an asso-ciate professor, shall ordinarily havedemonstrated a degree of proficiencyin teaching and research sufficient toestablish an excellent reputationamong regional and national col-leagues and should.provide tangibleevidence of sound scholarly produc-tion in research, publications, profes-sional-achievements or other distin-guished and creative activity beforeappointment to this position of perma-nent tenure.

Qualifications for appointment tothe ranks of RESEARCH ASSISTANTPROFESSOR, RESEARCH AS-SOCIATE PROFESSOR, and RE-SEARCH PROFESSOR are the sameas those set forth above for the corre-sponding ranks, except that the dutiesof research appointees lie in theresearch field, with limited teachingresponsibilities. They should be schol-ars capable of conducting intensiveresearch in a given area and shouldpossess the highest academic attain-ment in the chosen field.

In addition to the foregoing academ-ic ranks, the following positions nor-mally require the qualifications in-dicated:

The GRADUATE ASSISTANT ANDFELLOW should hold an appropriatebaccalaureate degree from an accre-dited institution and should haveshown superior aptitude and promisein his chosen field. Reappointment isdependent upon satisfactory perform-ance and normal progress toward agraduate degree.

The FACULTY RESEARCH ASSIST-ANT should be capable of assisting inresearch under the direction of thehead of a research project and shouldhave ability and training adequate tothe carrying out of the particular tech-

niques required, the assembling ofdata, and the use and care of any spe-cialized apparatus.

The RESEARCH ASSOCIATE shouldbe capable of carrying out individualresearch or collaborating in groupresearch at the advanced level; shouldbe trained in research procedures;and should have had the experienceand specialized training necessary todevelop and interpret data required forsuccess in such research projects asmay be undertaken.

The ASSISTANT INSTRUCTORshould be competent to fill a specificposition in an acceptable manner, buthe is not required to meet all of therequirements for an instructor. Heshould normally hold at least the ap-propriate baccalaureate degree.

LECTURER may be used as a title todesignate temporary appointments atany salary and experience level, ofpersons who are serving for a limitedtime or part-time, and normally are noteligible for academic promotion ortenure.

TEACHING ANDADVISEMENT

Each regular faculty member isexpected to assume normal teachingand advising duties.. The properdischarge of these responsibilities isan immediate and visible expression ofthe University's obligation to itsstudents. The University is dedicatedto effective and high quality teachingperformance.

Each entering freshman is given thename of a faculty advisor who willguide the student in the selection of amajor if the student has not done so,and in planning a course of study. Atthe sophomore level and above, thestudent may be advised by a facultymember in his major area.

Special advisors are assigned tostudents following professional pro-grams or other degree options.

Students in the General and Depart-mental Honors programs of the variouscolleges command the special atten-tion and guidance of the directors ofthe programs and the instructors ofthe various honors sections andcourses. Students admitted to theBachelor of General Studies Programare assigned an advisor through theOffice of the Dean of UndergraduateStudies.

The Counseling Center, located inthe Shoemaker Building, may be usedas a resource to which students maybe referred in resolving concerns of avocational or educational nature.Where psychological testing is appro-priate in the counseling of students,tests of ability, interest and personalityare utilized.

Manuals dealing with student ad-visement are available in the divi-sional chairmen's offices, in the deans'offices of the various colleges, or inthe Office of the Administrative Deanfor Undergraduate Studies.

PROCEDUREResponsibility for recommending

appointments, promotions and tenurerests with chairmen of departments,directors and deans of colleges, anddivisional officers in consultation withappropriate departmental and collegecommittees. Appointments and promo-tions to the rank of instructor, assist-ant professor, visiting or part-time fac-ulty shall be approved by the Chan-cellor. Appointments to the rank of as-sociate professor, or full professor, orgranting of tenure to assistantprofessors, shall be approved by theChancellor and by the President.

Recommendations for promotion tothe rank of associate or full professorwill be reviewed by'a College Park fac-ulty committee and will be consideredfor approval by the Chancellor and bythe President.

Within the various colleges and

divisions of the University, definiteprocedures have been worked out forfaculty review of appointments andpromotions. In no case is promotion inrank or granting of tenure automatic,but must be based on demonstratedachievement and academic merit.Teaching, advising, research, profes-sional achievement, and University'service are all taken into account inthe determination of the merit of a rec-ommendation for appointment orpromotion. The weight given each ofthese factors will be determined bywhat will best maintain the highest ac-ademic or professional standing of thedepartment, college, school, or othersub-division of the University and therequirement of the academic missionof the total Campus.

RESEARCHIt is the nature of a university that a

scholar cannot maintain himself in theforefront of his discipline without acontinuing interest in and dedicationto research. In this environment,teaching and research are not sepa-rate skills; rather, research is integralto sound teaching. The University'slocation presents unique research op-portunities. The Campus possessesextensive facilities for research andspecialized training of graduate andundergraduate students. A large andgrowing inventory of academic serv-ices aids in research.

SERVICEFaculty members serve as repre-

sentatives of the University in manyways. University citizenship goesbeyond the teaching and researchroles and helps to create anenvironment conducive to goodscholarship. Faculty members servetheir professional community byinvolvement in international, nationaland local associations. They serve theacademic community by membershipon departmental, college, divisionaland University committees, and bysharing various administrative tasks.They serve the State by working withschools, industries, government, andcitizen's groups.Faculty, circa 1900's

FACULTY BENEFITS:SALARY SCALE ANDPAYMENT PLAN

The University operates its payrollon a biweekly basis. Faculty on 10-month appointment are paid their totalannual salary in biweekly paymentsbetween early-September and mid-June. Checks are issued in the after-noon of alternate Fridays. When a holi-day falls on the normal check distribu-tion day, the University custom is toadvance distribution to the last pre-ceding working day.

Salary payments for summer ap-pointments are also generally made ona biweekly basis, with the amount de-termined by dividing the summerearnings by t!', nearest number of reg-ular biweekly payroll periods.

In addition to the required payrollwithholdings for federal and State in-come taxes, social security taxes andretirement system deductions, the Uni-versity also provides for 25 otherpayroll deductions including hospital-ization, credit plan, U.S. SavingsBonds, and group life and disability in-surance for faculty members. Descrip-tions of these optional arrangementsare contained elsewhere in this hand-bocik. Additional information con-cerning them may also be obtained di-rectly from the Payroll Office.

SABBATICAL LEAVEThe University maintains a sabbati-

cal leave policy developed by theSenate Committee on.ProfessionalEthics, Academic Freedom andTenure. The policy is reviewed fromtime to time as required by currentconditions. The text states that theprimary purpose of sabbatical leave isto afford opportunity to the facultymember to increase his professionalstanding and value to his institution.To be eligible for the sabbatical, thefaculty member must have attained therank of assistant, associate, or fullprofessor; he must have been on ac-tive, full-time service with the Universi-ty for a period of six years, subsequentto any previously granted sabbaticalleave.

Sabbatical leave must be arrangedaccording to the following procedures:

1. The faculty member will, at leastsix months prior to the beginning ofthe proposed leave period, submit aformal written request, setting forthclearly the nature of his proposed sab-batical project, and his reasons for be-lieving that the same will be profes-sionally beneficial to him and to theUniversity. The written request, ifapproved by his department andcollege and/or division together withan endorsement to the effect that thefaculty member's services can bespared during the sabbatical period;will then be forwarded to the Chan-cellor for final action.

2. The faculty member applying forsabbatical leave will, as a condition forgranting the same, agree to returnpromptly to this University at the termi-nation of the sabbatical period, toremain in service for at least one aca-demic year, except in circumstancesin which the president and the Boardof Regents may decide otherwise.

Sabbatical leave usually will begranted for one five-month or one six-month period on full pay, or for oneten-month or one twelve-month period

on one-half pay for ten- and twelve-month appointees, respectively. In cer-tain exceptional meritorius circum-stances, and where long and distin-guished service to the University maystrongly justify, approval may begranted for a sabbatical period ofmore than twelve months, but in nocase for more than twenty-four monthson one-half pay.

The faculty member on sabbaticalleave will be permitted to accept, inaddition to the pay he receives fromthe University, only such awards,grants, contracts, fellowships, et ce-tera, as may also be given in aid of hisapproved sabbatical project, theprimary purpose of the sabbaticalleave being to afford opportunity to thefaculty member to increase his schol-arly attainment. Compensation for oc-casional consulting services renderedduring the period of sabbatical leave,such service not to exceed that whichwould conform with the University'spolicy on consulting services, shall notbe considered payments for salaries orwages.

Faculty members with students inadvanced stages of their graduateresearch should anticipate the specialneeds of these students during a sab-batical period.

A one-year or shorter leave of ab-sence without pay is permissible for

purposes which coincide with sabbati-cal leaves as well as for a limitednumber of additional reasons such asmeeting a special professional or civicresponsibility. A leave without pay iscleared in the same manner assabbatical leave.

TRAVELThe University encourages active

participation in the work of the variousprofessional and learned societiesboth on the national and State level.Within the limits of available funds,department chairmen may authorizefull reimbursement for official travelwithin the State of Maryland. Authorityfor out-of-State travel may be obtainedby completing an Out-of-State TravelRequest form which must be approvedby the department chairman, the deanor director, and the Office of the Chan-cellor prior to the date of the proposedtrip. Ordinarily, full reimbursement ofout-of-State travel expenses is author-ized. However, the departmentchairman or dean may restrict theamount of travel or provide for partialreimbursement of travel expenses inorder to equitably distribute availabletravel funds among the variousmembers of his staff.

statement which is Submitted to theBusiness Office after approval by thedepartment chairman. As a generalprinciple, all University employees areexpected to travel by. the most eco-nomical means consistent with profes-sional dignity, -and the University reim-burses the traveler on this basis, sub-ject to certain restrictions in reimbur-sement set forth in the Travel Regula-tions.

Mimeographed copies of the TravelRegulations are available in the officesof the departments or the Vice Chan-cellor for Administrative Affairs. Ques-tions on procedure or specific casesshould be referred to the UniversityTravel Office.

As a special convenience to thosewho travel by air, the Airline Travel Of-fice is equipped to issue airline ticketsfor all officially approved travel. Touse this service, the traveler makeshis own airline reservations as early aspossible and submits the reservationinformation to the airline ticket agentin the Motor Transportation Facility.The ticket is written as soon as theapproved Out-of-State Request form isreceived from the Office of the Chan-cellor.

A Motor Transportation Facility or"motor pool" has been established toinclude all University-owned passen-ger vehicles normally headquarteredat College Park. Motor Pool vehiclesare to be used for all official au-tomobile travel except in cases where(1) it is clearly in the interest of theUniversity to permit official travel inprivately owned vehicles, or (2) whereit is clearly unreasonable to expect afaculty member to use a Pool vehicle.In such cases, reimbursement is au-thorized through the Motor Ppol office.Detailed instructions for the use ofMotor Pool vehicles may be obtainedfrom the office of the Director, MotorTransportation Facility.

RETIREMENTEvery regularly employed member

of the faculty on an appointment of50% or more must enroll as a memberof the Teachers' Retirement System ofthe State of Maryland. This is a fullyfunded system, with contributions fromthe State and the teacher in approxi-mately equal proportions. Retirement,with full allowance, is compulsory atthe age of 70. Full retirement allow-ance is also awarded to members whohave completed 30 years of service.Members under 60 who have com-pleted 25 years of service are eligiblefor retirement allowance reduced ac-tuarially because of age. consideration at the time of retirement.Modifications are made if provision forthe support of dependents is planned.Thus, if a member has 25 years ofservice and during his best three yearshe averaged $11,000, his maximum al-lowance would be about $5,400 peryear.

A death benefit payable to the bene-ficiary of record is equal to the returnof all contributions with interest, plusan amount equal to the member's finalannual salary.

In the event of termination ofemployment, prior to regular retire-ment, the member may request returnof his contributions with interest. How-ever, if the member has five years ormore of contributions to the system, hemay request in lieu of return of con-tributions that they remain as a paid-up annuity from which he may draw amonthly pension calculated as aboveupon reaching the age of 60.

INSURANCE PLANS.Hod* Insurancs. All employees of

the State of Maryland come under Em-ployee Health Insurance Plan (BlueCross-Blue Shield), which applies tohospitalization and related expenses.Membership is voluntary; if securedwithin 60 days of initial employment,no proof of insurability is required.Employees may choose from threetyp.3s of coverage: a primary plan, in-termediate option plan, or a high op-tion plan. Dependents may be includedin the coverage. Maternity benefits areavailable only under the plan "self,spouse and children." Employees eli-gible for Medicare are automaticallyconverted to BC/BS 65; although theirdependents may continue to be cov-ered as before.

Upon termination for any reasonother than retirement, the policy maybe replaced by an individual policywithout requiring proof of eligibility.Retired members may secure a policysupplementing Medicare beriefitswithout evidence of insurability.

Dependents of deceased retireeswho are receiving survivor's benefitsthrough the State retirement systemmay remain covered by the plan.

Employees who are in an approvedleave without pay status may retaintheir group membership by requestingthat the Personnel Department initiateindividual billing. During unpaid leavein excess of 30 days the employeemust pay the state subsidy applicableto this type of coverage in addition tothe usual premium deducted from hispaycheck.

For each currently active employee,the State contributes between $4.70and $25.00 per month toward the costof the policy, depending on type ofcoverage.

ACCIDENT COMPENSATIONWorlurien's Compensation. All paid

employees of the University are cov-ered by Workmen's Compensation

/through the State Accident Fund. Thisprovides coverage of all medical ex-penses for accidents or illnessesarising ot of, and in the course of,employment. Even slight injuriesshould be reported in order to insurethat any subsequent development maybe covered. In the event of permanentinjury or loss of limb, payments at aflat rate are made varying with the na-ture of the injury or loss. Under certaincircumstances, partial wage paymentsare made after the normal sick leaveexpires.

Reports are required from the at-tending physician and the employingdepartment. Further information andthe appropriate forms may be obtainedfrom the Personnel Department.

CREDIT UNIONEmployees who are members of a

department or agency under the Statepayroll deduction are eligible to jointhe State Employees Credit Union, Inc.

Its purpose is to pruvide a deposito-ry where members may save regularlythrough payroll deductions and mayalso borrow for providential purposesand repay through payroll deductions.

Anyone who is currently a perma-nent employee of the State ofMaryland is eligible for merneership.

The Credit Union provides a deposi-tory where members may saveregularly through payroll deductions,or, after a year's employment, mayborrow money and repay throughpayroll deductions.

A share-savings account may beopened upon application accompaniedby a deposit of $1 or more and a 25-cent membership fee. Savings to amaximum of $10,000 can also bedeposited in lump sums.

POLICY ON PATENTS,COPYRIGHTS ANDPUBLISHING

Applicable to all faculty, staff andgraduate students engaged inteaching, research and/or study in anyof the various divisions and branchesof the University, the policy on patentsrequires prompt disclosure to thepresident of all inventions or discover-ies provided that University time, facil-ities and materials were used in con-nection therewith. Ordinarily, the in-ventor or inventors will receive 15 percent of the gross income from the pat-ent; certain exceptions are made forresearch sponsored by outsideagencies and for personal research.

Copies of the policy statement onpatents are furnished to all new staffmembers at the time of appointmentand are available also at the offices ofthe division chairmen, deans anddirectors, or from the Director of Per-sonnel. Questions concerning the poli-cy should be addressed to the ViceChancellor for Administrative Affairs.

PERSONNEL ACTIONSOnly the division chairman, dean,

director, or department chairman mayinitiate personnel actions. This authority has been dele-gated to the Director of Procurementand Supply with respect to purchasingand related financial commitments foroperating, repair and other contractualservices. Each dean, director anddepartment chairman rids a copy.Procurement problems not covered inthe Prodecures are handled by theUniversity Purchasing Department, butapplication should be made as far inadvance as possible.

OPENNESS IN RESEARCHThe principle of openness in

research, the principle of freedom ofaccess by all interested persons to theprocesses and to the final results ofresearch is one of overriding impor-tance. Accordingly, the University ofMaryland does not enter into anagreement to carry out research if thegrant or contract restrains the freedomof the University to disclose (1) the ex-istence of the grant or contract; (2) thegeneral nature of the inquiry to beconducted, or (3) the identity of the,sponsor. The University reserves theright to publish the results of theresearch. The University does not con-duct secret research.

CONTRACTS AND GRANTSThis office coordinates the business

and administrative aspects of spon-sored projects for the College ParkCampus. It acts as a reviewer of thebusiness portions of contract andgrant documents forwarded to the Uni-versity President's Office from theother campuses in the system. This of-fice does not review or comment onthe technical aspects of proposals.

The proper procedure to befollowed when you wish to seek foun-dation funds for your project is asfollows: obtain administrative approvalfor your project from your appropriatedepartment chairman and/or dean;contact the development office (En-dowment and Gifts) to submit yourproject and get their assistance, if youwis!i to have it, in obtaining the presi-dent's approval to solicit funds; andfile a statement of intent (letter ormemorandum).

GENERAL RESEARCHBOARD

The General Research Board invitesappiications from full-time members ofthe University of Maryland faculty forfinancial support of their research ac-tivities. Traditionally, the board hasdevoted the major portion of the fundsat its disposal to Faculty ResearchAwards during the summer months, forfaculty engaged in research which isnot funded by other sources. Thie em-phasis will continue, but the board isprepared to support promising andimaginative research in a wide varietyof ways.

The board is also prepared to con-sider applications for Faculty Re-search Award:: on a half-time basis inorder to permit faculty to accept half-time appointments for the SummerSessions.

Other types of support which theboard considers include funds for trav-el required to complete a research"project, essential equipment unavaila-ble from other sources, clerical andtyping assistance for the preparationof technical reports and manuscripts,and assistance in meeting the costs ofpublishing monographs or books.

The board evaluates all applicationson the basis of both appropriatenessand merit and has, over the years, de-veloped some guidelines which mayprove useful to faculty submittingapplications. Among the more impor-tant of those guidelines are the follow-ing:

1. Generally, no faculty member willreceive Faculty Research Awards, intwo consecutive summers.

2. Work on a textbook will not besupported.

3. Assistance for the publication of adoctoral dissertation will be consid-ered only if the project embodies sub-stantial and significant additionalresearch over that submitted for thedoctorate.

4. Awards are normally not made forthe extension of sabbatical leave.

5. The Creative and Performing ArtsBoard provides support for the per-forming and studio arts. Applicationsfor support in those fields are directedto that Board.

6. Simple bibliographical studies arenot supported by the Board, but it wel-comes applications for bibliographicalwork involving both research and gen-eralization.

7. Funds are not provided for thepayment of consultants, student assist-ants, or page charges. The annualcompetition is held early in the fallsemester. Details are contained in theannouncement sent to the departmentchairmen. Copies of the applicationform and further information or assist-ance may be obtained at the Board of-fice in the Graduate School.

These awards are made with the un-derstanding that o successful appli-cant will remain a continuingmember" of the University facultyduring the year following receipt of anaward. It is further understood that ifsupport for the same period isawarded by an outside agency theholder will relinquish the GeneralResearch Board Award.

admissions and retention policies, reg-istration and residency practices forundergraduate students can be foundin the Undergraduate Catalog 1974-75. Similar topics of concern to gradu-ate students may be found in TheGraduate Catalog.

ATTENDANCE ANDGRADING

Tha University expects each studentto assume full responsibility for his ac-ademic work and academic progress.Although students are expected to at-tend classes regularly, such attend-ance, in and of itself, is not a criterionfor the evaluation of the student'sdegree of success or failure. Absences(whether excused or unexcused) donot alter what is expected of thestudent, qualitatively and quantita-tively. Except in cases of freshmen andthose students enrolled in coursesdesignated as in-class participationcourses, absences do not affect thecomputation of grades, and therecording of student absences is notrequired of faculty members. Thespecial provisions for freshmen andstudents registered for in-class partici-pation courses may be found in Gener-al and Academic Regulations.

For undergraduates, the symbols A,B, C, D, S, and P are used to indicatepassing grades. The letter F indicatesfailure and I, incomplete. In computingscholastic average, numerical values,in the form of quality points, are as-signed as follows: A-4, B-3, C-2, D-1, F-0. Certain courses have been desig-nated as courses with a Pass-Fail op-tion in grading. Good academicstanding and retention are determinedby the marks and credits earned in agiven semester, the total number ofcredits earned, and the cumulativegrade point average. ACADEMICIRREGULARITIES

In cases involving charges of aca-demic irregularities or dishonesty in

an examination, class work, or courserequirements by an undergraduatestudent, the instructor in the courseshall report to his instructional depart-ment chairman any information re-ceived and the facts within his knowl-edge. If the chairman of the instruc-

. tional department determines thatthere is any sound reason for believingthat academic dishonesty may be in-volved, he shall refer the matter to thedean of the college or school or to thedivision chairman, as appropriate. Thedean will then confer with the dean ofthe student's college or school andwill check the Judiciary Office recordsto determine if the student has anyrecord of prior offenses involving aca-demic dishonesty. The dean will thenconsult with the student involved. Ifthe alleged academic dishonesty is ad-mitted by the student and is his firstoffense of this nature, the dean mayauthorize the department chairrnan todispose of the charges, limiting themaximum penalty to disciplinaryprobation and a grade of F in thecourse, provided the penalty is ac-cepted by the student in writing. Insuch a case, the department chairmanwill make a written report of thematter, including the action taken, tothe dean of the student's college orschool and to the Judiciary Office.

If the case is not disposed of in theabove manner, the dean of the instruc-tional department, or the divisionchairman, will appoint an ad hoc Com-mittee on Academic Dishonesty, con-sisting of one member from the facultyof the college or school administeredby the dean as chairman, one under-graduate student, and one memberfrom the faculty of the student'scollege or school appointed by thedean of that college or school. If thestudent's dean and the dean adminis-tering the instructional department arethe same, a second member of the fac-ulty of the college or school concernedis appointed.

The dean of the instructional depart-ment will refer the specific report ofalleged academic dishonesty to this adhoc committee and the committee willhear the case. The hearing proceduresbefore this committee will in generalconform to those required for studentjudicial boards. The committee mayimpose the normal disciplinary actionsand/or impose a grade of F in thecourse.

The chairman of the committee. willreport its actions to the dean of thestudent's college or school and: to theJudiciary Office. The dean of the in-structional department will advise thestudent in writing of the disciplinaryaction of the committee, and also ad-vise him of his right to file an appeal tothe Adjunct Committee on Student Dis-cipline.

The stUdent may file his appeal inaccordance with the normal proce-dures to the adjunct committee withthe dean of the instructional depart-ment or the division chairman and thelatter will forward it to the chairman ofthe adjunct committee. The chairmanof the adjunct committee will notify thestudent in writing of the time, date andplace of the hearing.

In cases involving charges of aca-demic irregularities or dishonesty inan examination, class work or courserequirements by a graduate student,the above procedure will be followedexcept that:

a. The head of the instructionaldepartment will refer the matter tothe Dean for Graduate Studiesand Research.

LIBRARIESThe University Libraries. The Theo-

dore R. McKeldinibrary is the prin-cipal library for graduate use on theCollege Park Campus. It contains refer-ence works, periodicals, circulatingbooks, and other materials in, all fieldsof research and instruction. Otherlibraries include the UndergraduateLibrary, the Engineering and PhysicalSciences Library, the ArchitectureLibrary, and the Chemistry Library. Thenewest branch is the UndergraduateLibrary, opened in the fall of 1972. Itseats about 4,000 readers and housesup to 200,000 volumes. The Undergrad-uate Library is intended to meet vir-tually all library needs of freshmen andsophomores and to meet the basiclibrary needs of juniors and seniors.

Hours. McKeldin Library hoursduring the regular academic year are8:00 a.m. to 12:00 p.m. Mondaythrough Friday; 10:00 a.m. to 6:00 p.m.on Saturday; and 12:00 noon to 12:00p.m. on Sunday. During Summer Ses-sions, hours are the same except thatthe library closes at 10:00 p.m. onFriday and Sunday. During interses-sions and vacations the library isclosed on Sunday. The library isclosed on certain holidays, as posted.

Information regarding hours of otherUniversity libraries, as well as of otherlibraries in the Baltimore-Washingtonarea, may be obtained at the referencedesks of the various Campus libraries.

Collections. The libraries on theCollege Park Campus include approxi-mately 1,350,000 volumes, 730,000 .

microform units, and 15,000 subscrip-tions to periodicals and newspapers,as well as many government docu-ments, phonorecords, films, and film-strips. The complete catalog of allcollections is located on the secondfloor of McKeldin Library. Othercatalogs reflect only the holdings of aparticular branch library.

Service to Faculty Members. Eachmember of the faculty is supplied witha machine-readable transaction cardwhich serves as his borrower's card.Faculty husbands and wives aregranted borrowing privileges. Copiesof lending regulations may be ob-tained at the circulation desks of thevarious libraries.

Carrels in the McKeldin Library areopen to all readers and are not as-signed; lockers are assigned to facultymembers for periods of one semester.

Duplicating service is available in alllibraries. At the McKeldin Library, theUndergraduate Library, and the Engi-neering and Physical Sciences Librarycharges are 10c per page for copyingdone by the staff; 5c per page for use

of coin-operated machines; and 10cper page for use of reader-printers.

Tours and lectures may be arrangedfor classes and other groups. Facultymembers seeking this service shouldcall the Coordinator of ReferenceServices, McKeldin Library, or theheads of the appropriate branchlibraries.

Through the Interlibrary Loan Serv-ice, faculty members and graduatestudents may obtain materials neededby them but located elsewhere.

At the request of faculty members,books and other items needed for as-signed or collateral reading are placedon reserve. With few exceptions, un-dergraduate reserves will be-main-tained in the Undergraduate Library;graduate reserves, in the appropriatebranch libraries (e.g., Chemistry) andin the reference rooms of. McKeldin(e.g., Philosophy reserves in theHumanities Room). Lists of itemsneeded for reserve should be sub-mitted well in advance of need.

The Library News is distributed tothe faculty and other interestedpersons. It records library activitiesand informs its readers of develop-ments in collections, policies and serv-ices.

Other Area Resources. The CollegePark Campus is in a region rich inresearch collections. In the Washing-ton area are the Library of Congress,the National Archives, the FolgerLibrary, the National Library of Medi-cine, the National Agricultural Library,and various academic and speciallibraries. In the Baltimore area, in ad-dition to the University's libraries onits Baltimore City and BaltimoreCounty Campuses, are the Enoch PrattFree Library, the Maryland HistoricalSociety Library, and the JohnsHopkins University Library. UNIVERSITY RELATIONSThe Office of University Relations on

the College Park Campus, under theDirector of University Relations, hasresponsibility for the official Campuspublic relations and public informationprograms, as well as for various otherinstitutional advancement programsdesigned to foster a better under-standing of the institution. The officeaccomplishes its objectives through avariety of communications and com-munity service programs, the scope ofwhich are reflected in the titles ofdepartments or units which comprisethis administrative office. They are:Audiovisual Services, Film Production,Media Services (including thoseprovided newspapers, magazines,radio and ielevision), PhotographicServices, Publications, Special Events,and the Speakers Bureau.

The Office also publishes theCampus newspaper, Precis, a weeklyinformation digest for faculty and staff.

Audiovisual Services, PhotographicServices, Film Production Unit, andthe Publications Office are adminis-tered by University Relations for theuse of individuals in all departmentson Campus. All are available for con-sultation and help with special needs.

Audiovisual Services. The wide vari-ety of classroom audiovisual equip-ment for use by University personnelincludes 16mm projectors, tape re-corders, overhead projectors, screens,and related items. The equipment isavailable on a free loan basis.

The film library, containing approxi-mately 1200 titles, lends films free ofcharge.

Film inspection, cleaning and repairservices, as well as 1 /4" tapeduplication, are also available withoutcharge. Microfilming is also handledby this section.

Photographic Services. Academicsupport is offered in this sectionthrough complete still laboratory serv-ices, including photocopy,. film proc-essing and photographic printing(B&W and color). One special serviceavailable is the production of 35mmcolor slides from original materialwhich can range in size from 4" to 20"wide at $1.25 each. If larger quantitiesof slides are required, less expensiverates may be found through commer-cial firms in the area. In some cases,the firm will bill the University if thedepartment agrees to pay for the work.

Another special service,headquartered in Annapolis Hall, isphoto direct duplication in whichreproduction is made of printed 'orhand-drawn material, maps ormanuscripts on standard 81/2 x 11"paper. The charge is $1.85 for 100copies from the original.

Appointments may be made forstudio sittings for passport or unre-touched journal type portraits. Profes-sional photographers are available foralmost any type of assignment,including consultation concerningspecial photographic applications. Film Production Unit. This unit isequipped to provide requesting de-partments with almost any type of edu-cational film. A sound studio is avail-able for film and sound trackrecording or for straight audiorecording. All work in the productionof films is on a cost basis. A number of departments use theclosed circuit television system in theirinstructional program on a regularbasis, while others use it for specialpurposes. The use of television is de-termined by the department offeringthe work.

Using broadcast quality equipment,the following services are available:(1) live presentation of course materialor experimental stimuli; (2) videorecording of such programs; (3)transfer from video recording to mo-tion picture film for use of permanentrecord.

HUMAN RELATIONSPROGRAMS

With the institution of the Office ofHuman Relations Programs as a per-manent arm of the Chancellor's officein October, 1971, the College ParkCampus undertook a major commit-ment to the implementation of affirma-tive action, for the purpose of ensuringequal education and employment op-portunity as required by federal lawand further developing human re-sources.

The Human Relations Office has es-tablished a representative task forcefor the development, design, andimplementation of a Campus Affirma-tive Action Plan. In order to foster ef-ficient implementation of this plan aswell as assess the progress of itsvarious departments, each of the fiveAcademic Divisions has designated anAffirmative Action Officer responsiblefor these duties. Assistance from thestaff of the Human Relations Office ismade available upon request or inresponse to possible non-complianceregarding equal employment opportu-nity. The Human Relations Office alsoparticipates, regularly, in the Campusbudget formulation process and as-sists in the review of budget informa-tion as related to salary inequity.

In formulation within the five newlyorganized Academic Divisions and theStudent Affairs Division are Equal Ed-ucation and Employment networks,the officers of which are charged withthe responsibility of recommendingdepartmental action in keeping withCampus affirmative action goals, as-sisting employees who wish to expressa grievance, and serving as informalmediators. The Human Relations Affir-mative Action Officer periodicallyvisits each department to facilitate itsprogress in achieving recruiting andhiring goals, affirmative action imple-mentation, and equal employment op-portunity interpretation.

Academic, associate, and classifiedstaff or students who wish to file agrievance based upon alleged discrim-ination may also submit it directly tothis office.

Throughout the year, the HumanRelations Office develops and sup-ports specific programs designed toaid the Campus in achieving its affir-mative action goals.

EDUCATIONAL ANDCULTURAL ACTIVITIES

Enrollment in Courses. Full-timemembers of the faculty above the rankof instructor may take for credit oraudit a maximum of four semesterhours with credit hour fees remitted.Full-time instructors may take a max-,imum of six semester hours for creditor audit with credit hour fees remitted.Additional information on provisionsand procedures may be obtained fromthe department chairmen.

Cultural Program. Under the aegisof the Student Government Associa-tion, a program that includes outstand-ing artists in the symphonic, dance,drama, instrumental and voice recitalareas is presented each year. and Field Services. The Bureau of Ed-ucational Research and Field Serviceshas been established to encourageand stimulate research bearing on dif-ferent aspects of the educativeprocess; provide assistance in de-signing, implementing and evaluatingprojects initiated by local schOolsystems; and coordinate schoolsystems' requests for consultants withthe varied professional competenciesthat are available on the Universityfaculty. Curriculum Laboratory. The Curricu-lum Laboratory provides a variety ofeducational materials and resourcesfor the faculty and students, both pre-and in-service, who are engaged incurriculum research or study; curricu-lum development projects, or in thepreparation ofteaching plans, instruc-tional units, or courses of study. As-sistance is given to individuals as wellas to small groups. The Laboratorymaintains an extensive collection ofcurriculum guides and courses ofstudy covering all grade levels andsubject areas, representing the City ofBaltimore, the counties of Maryland,and the major school systemsthroughout the United States. Educational Technology Center.Located in the College of Educationbuilding, the Center is a ten-room fa-cility designed to assist the Collegeand University in improving instructionthrough a better utilization of educa-tional media. In addition to a graduateprogram in Educational Technology,tiTe Center administers a research anddevelopment program for faculty andgraduate students interested in in-structional improvement throughmedia utilization, a demonstration fa-cility program to encourage use of theCenter's resources for workshops andconferences by on- and off-Campuseducational oroups,-and a program toservice the instructional materials andequipment needs of the College of Ed-ucation faculty.

Science Teaching Center. TheScience Teaching Center has beendesigned as a facility to aid under-graduate and graduate science teach-er education, science supervisortraining, basic research in science ed-ucation, in-service teachers andsupervisors, and consultative services,dealing with all levels from kinder-garten through college. Its referencelibrary features relevant periodicals,science and mathematics textbooks,new curriculum materials, and workson science subjects. Its fully equippedresearch laboratory, in addition to itsteaching laboratories for sciencemethods courses, provides projectspace for both faculty and students.

Since 1962 the Science TeachingCenter has served as the headquartersfor the activities ofthe Science

Teaching Materials Review Committeeof the National Science Teachers As-sociation. The Information Clearing-house on Science and MathematicsCurricula Developments, located herethat year also, is now the InternationalClearinghouse for A.A.A.S., N.S.F. andUNESCO. Within the Center, then, isgathered the "software" and "hard-ware" of science education in what isconsidered to be one of the mostcomprehensive collections of suchmaterials in the world.

The Arithmetic Center. The Arith-metic Center provides facilities andmaterials for mathematics teacher ed-ucation through its MathematicsTeaching Laboratory. The focus is ongrades K-6. Furthermore, an Arithme-tic Clinic is conducted to gatherresearch data and train graduatestudents in clinical competencies. Inthe clinic, graduate students work withchildren who are under-achieving inelementary mathematics.

COMPUTER SCIENCECENTER

The Computer Science Center wasestablished (1) to provide the neces-sary centralized computing servicesand programming assistance to all ac-ademic activities of the College ParkCampus and, if specifically requested,to other campuses of the University;and (2) to conduct an active researchprogram in computer science underthe guidance of its research faculty.

The Center's computing configura-tion consists mainly of a UNIVAC 1108computer system and a UNIVAC 1106computer system. These systems areservicing on-site batch, remote batch,and conversational processing. Theyinclude a full complement of peripher-als, e.g., magnetic tape drives, mag-netic drum memories, magnetic diskmemories, card readers, line printers,etc. Off-line equipment is also avail-able, including keypunches, plotter,optical mark page reader, etc. The

Center provides the staff for the opera-tion of the computers around-the-clock seven days a week. An exten-sive library of computer programs, astaff of keypunch operators, and per-sonnel for consultation and generalassistance are all maintained by theCenter, but the main programming ef-fort is the responsibility of the user.Programming and systems-use semi-nars are regularly offered to all users.Faculty may apply for computer timefor their own research projects(whether they are financially sup-ported or not) and for projects of theirstudents (either in connection withcourse work or thesis direction). Fur-ther computer usage information maybe obtained from the Office of UsersServices, Room 3317, ComputerScience Center, Ext. 4255.

COUNSELING CENTERThe Counseling Center includes

four divisions of services primarily forstudents, but also available to facultyand staff. The Center offers consulta-tion on any educational/psychologicalconcerns of faculty; an open educa-tional-vocational information library;recorded interviews with departmentheads on the characteristics of all un-dergraduate and graduate majors of-fered on the Campus; and a weekly R& D series of presentations on currenteducational/psychological topics.

Within each of the Center's divisionsthe services available to the facultyinclude the following:

The Counseling Service offers initialconsultation on any problems andprovides further counseling servicesor referral services to appropriate indi-viduals or agencies in the area.

The Reading and Study Skills Labo-ratory's services are available to facul-ty interested in improving any of theireducational skills.

The Parent Consultation and ChildEvaluation Service provides a varietyof services to parents of young

children with learning or behaviorproblems.

The Testing, Research and DataProcessing Divisionserves as thetesting and census taking arm of thecampus, provides consultation to fac-ulty and advisors on testing andresearch issues as well as annuallyproducing a wide variety of researchreports for on- and off-Campus dis-tribution.

SOCIAL LIFEFaculty Club. The Faculty-Alumni

Club, located in the Rossborough Inn,is primarily a luncheon club formembers of the faculty, staff and ad-ministration. Special prices prevailweekly for members only. Two cafete-ria lines provide either hot or coldlunches. Small dining rooms are usedas meeting places for faculty com-mittees during the lunch hour. Annualdues in the. Faculty Club range from$10 to $25, based upon academic rankor salary. Spouses of members mayuse the facilities without additionaldues. Center of Adult Education. This air-conditioned facility has 100 residentialguest rooms, specially designed con-ference and seminar rooms, as well asrestaurant, cafeteria, and banquetdining facilities open to the public.Faculty members, their friends, andtheir guests are invited to avail them-selves of these facilities. The Centeralso serves as the headquarters forUniversity College which administersthe evening division and adult educa-tion program. A new Annex of theCenter of Adult Education has beencompleted, thereby expanding the fa-cilities of adult education.

Campus Club. This organization forwomen faculty and faculty wives meetsregularly for alternate afternoon andevening meetings for the promotion oftheir common interests in intellectual,social and civic affairs. Special inter-est groups with their own schedulesinclude books, bowling, bridge, crafts,cooperative play group, FACE (FacultyAction in Community Effort), gourmet,international friends, knitting, mother-child tours, needlecraft, sewing,theatre, and voluntary service at theUniversity of Maryland Hospital. Donaldson Brown Center. Locatedon the Susquehanna River in Port De-posit, Md., is the University's center foreducational retreats and small confer-ence groups. The spacious mansionand dormitory, which are located on 20acres of land, has sleeping accommo-dations for 44 persons. Through thecooperation of the heirs of Mr. Brown,who was a vice president of GeneralMotors Corporation, an endowment of$250,000 has been established to helpfinance the operation of the Center.The facility includes several confer-ence rooms, tennis courts and a swim-ming pool. Golf Course. The University golfcourse, located due west of Byrd Sta-dium across University Boulevard, isopen daily all year round. In additionto an 18-hole championship layout, thefacility includes a driving range andpractice area illuminated for nightplay. The course and driving range areavailable for use by faculty, staff andstudents at minimal rates. Swimming Pool and Other Facilities.Faculty and staff members and theirfamilies may use the swimming pool inCole Activities Building betweenclasses and at scheduled hours an-nounced each semester. University maintains a small loan fundto assist new faculty and staffmembers meet moving expenses. Nointerest is charged, bUt a 90-day prom-issory note must be signed by the bor-rower. Written application and jus-tification for a loan is made to thedepartment chairman for endorsementby the academic dean and forwardedto the Director of Business Operations.Depending upon distance and othercircumstances, loans range from $200to a maximum of $500. EMPLOYMENTOPPORTUNITIES FORSPOUSES

Employment opportunities are morevaried in the Washington metropolitanarea than in most university communi-ties. The employer one hears mostabout, of course, is the Federal Gov-ernment; its branches and agencies inthe. District of Columbia and in nearbyMaryland and Virginia comprise abroad market of possibilities for ad-.ministrative, professional, clerical, andsecretarial talent. Generally (thoughnot always) the federal pay scale isslightly higher than that of state, mu-nicipal or private employers. CivilService examination and classificationis usually necessary. Information oncurrent openings may be obtainedfrom the Job Information Center, CivilService Commission, 1900 E. Street,N.W., Washington, D.C., phone (202)737-6916. Another prime possibility isthe University of Maryland. Informationon non-professional positions can beobtained"from the Office of Personnel,South Administration Building, exten-sion 4434.

For the person with the appropriateacademic training, teaching posts inarea schools, both public and private,are often available. The several univer-sities, four-year colleges and commu-nity colleges in the District ofColumbia and the Virginia andMaryland suburbs provide ample andreputable markets for the collegeteacher.

HOUSINGThe Off-Campus Housing Office in

Room 1211 of the Student Union Build-ing, phone (301) 454-3645, maintains alist of available off-Campus apart-ments and houses, furnished and un-furnished, in the College Park area.New faculty members are invited tomake use of the listings; they may alsoregister their housing needs with theoffice if a satisfactory place to live isnot immediately available. Adequatetime should be allowed to locate satis-factory living facilities before facultymembers with children bring their f am-Hiei to the area.

AREA SCHOOLSThe area surrounding the College

Park Campus is served by excellentschool systems. Maryland has countyschool systems, and the two countieswhich comprise most of the residentialarea for the University are PrinceGeorge's and Montgomery. Familiesmoving into the area should registertheir children at the appropriateschool as soon as possible. A call tothe county Board of Education officewill serve to obtain the name of theschool serving a given home address(Phone 301-627-4800) for PrinceGeorge's County or 301-762-5000 forMontgomery County). Schools urgeparents to bring report cards and/orother records to registration. Parochialand other private schools exist in mostareas. However, they are quitecrowded at present and contact shouldbe made as quickly as possible. Regis-tration procedures vary, according tothe school.

SHOPPINGNumerous shopping facilities and

some unique shopping opportunitiesare within easy reach of the CollegePark area. These range from thequaint specialty shops in Old Town-Alexandria (Virginia) and Georgetown(District of Columbia) to the more con-ventional shopping facilities in themany shopping centers throughoutresidential suburban sections aroundWashington.

The Washington suburban area iswell populated with satellite shoppingcenters usually not more than two orthree miles from any residential area.The closest to the University ofMaryland is Prince George's Plaza,one of the largest shopping malls inthe area.
