0 INTRODUCTION
Within the development of the European project "HARMONY - Development of
Approaches to harmonization of a comprehensive internationalization strategies in higher education, research and innovation at EU and partners" Agreement
Number 2015-3321 / 001-001, project reference number 561561 EPP-1- 2015-ES-EPPKA2-CBHE-SP, part of the European program Erasmus +: Higher Education- International Capacity Building, is raised by the Project Coordinator
(University of Seville), the need for a document review report and Economic prepared by its audit team, Management 5, for the period from 10/15/2015 to
03/31/2017, in order to assess the involvement of partners, difficulties and incidents that may have been given, so to find appropriate solutions (if any) and to give a full account of the successful development and implementation of
the project, under the terms established in the first official cut, which will be in the "Interim Report", back 04/30/2017.
Then we present the basic data approved in the project: partners, types of expenses, amounts, with idea of focusing the content and results of this first
verification.
1 BACKGROUND 1.1 Data from the project
The HARMONY project, part of the European Erasmus + Program: Higher
Education- International Capacity Building, was approved as contained in the Grant Agreement on 11.26.2015.
It has a total budget of € 894.216,66 divided among the following categories or types of expenditures:

1.2 Project Documentation
To develop the project, first it is necessary that the proposal approved by the
European Commission regarding the aid requested by partners HARMONY project is accepted. This is done by signing the Grant Agreement.
This document is added Mandates signed by each of the partners, accepting the conditions and distributions collected in the first mentioned document.
Once the project implementation, through the Coordinator, a series of
agreements and creating documents, which are transferred to the members for approval, approval, or proposed modification is made. Once agreed, these documents govern and are fully valid and necessary to be contributed by
partners.
In this particular case, the necessary documentation to be completed and provide the partners and the coordinator is as follows:

1.3 Financial Transfers
On 01.28.2016, the University of Seville as project coordinator HARMONY received by the European Commission, a first contribution as an advance amounting to 447,108.33 euros, corresponding to 50% of the total project.
In relation to that amount and as is contained in the Grant Agreement, the
coordinator in turn, the amount received, should be transferred to the corresponding advance partners, according to its approved budget. However, the partners signed an agreement which stated that the advancement they
would receive first would be only on the total corresponding to the types of costs: Cost Staff Travel and Stay Cost more. This situation can be reflected in
the table below shows.
It is noted that in relation to the conference held in Seville, the University of
Seville anticipated with corresponding expenses TRAVEL and STAY COST, which incurred members who attended these workshops.
Therefore, the amount in advance and paid for by the University of Seville, has been discounted, transfers it has made to each partner and he belongs.
Here, we show the amounts of the transfers issued by the University of Seville to the project partners, taking into account the amount advanced by
the University of Seville, the total amount that corresponded before adjustment and after adjustment:

It has been found that all partners have received the transfer, except for the Ministries, which for different reasons, not been able to make them even
transfer.
2 JUSTIFICATION OF EXPENDITURE
For this first period from 15/10/2015 to 03/31/2017, we are responsible to
Gestion 5 coordination with the Technical Assistance Quality Control, analyze and check the documentation generated in the phase of "Preparation" by partners, once they have incurred expenses "Personnal", expenses "Stay and
Travel", expenses “Equipment” and expenses “Subcontracting”.
Each of the partners, have been required to document and justify the costs they have incurred the types mentioned above.
2.1 Work results
For this purpose the Quality Control has asked all partners in the project
documentation required for justification and it has been reviewed by the audit team, with the following result:

The analysis consisted of checking:
- The documentation provided by each partner in relation to each of the types of expenses which are incurred, namely "Staff Cost", "Stay and Travel cost", “Equipment cost” and expenses “Subcontracting cost”.
- Ensuring that financial allocations have been included, correspond to those
approved in the project for each category of expenditure (Manager, Technician, Teacher / Research, Administrative) as well as their performance and inclusion in the Work Package corresponding (Preparation,
Development, Quality, Dissemination, Management).
2.2 Incidences
Of the checks carried out have been identified the following issues,
which are considered mild:
- Notably, the Quality Control has required several times by email to
members, the documentary contribution and respective clarifications to detected incidents, but not all partners have provided the required
documentation. In the table above, are shown in red, the documents have not been provided, or whose contribution is incomplete, and / or they need clarification.
- There is particular concern about the circumstances of the P14, P15 and P16
partners, namely the Ministries of beneficiary countries, and what their future role in participating in the project. To date of issuance of this report, they could not make them any transfer of funds and have barely provided
any documentation.
- Due to the prevailing internal rules in the Greek Administration, they have chosen to co-finance the travel expenses of its staff.
- To reiterate that according to the internal rules of operation that all the partners have received and have assumed, the requested documentation must be sent in electronic format first to the COORDINATOR (Quality
Control) and once it has been approved, it will be sent on paper to the University Of Seville as responsible.
2.3 Recommendations
Likewise, and once revealed the above incidents, following the checks carried out, is believed to RECOMMEND the development of control following
documents:

- Document entitled "Partner's Staff Members", where staff that is collected is prepared: he has participated, he has traveled, or both, for
each of the meetings have been held and are to be held.
- Develop a document entitled "Declaration Staff Cost per WP" for the
first period, to collect the declaration of staff costs distributed by WP.
- Develop a document called "Attendance Vs Forecast" that collect the trips made and will demonstrate the planned / programmed expenditure incurred and which serves to compare the degree of economic
performance.
With this documentation produced by the partners and collated by the Quality Control and the auditor, we can see the deviations and to propose in the future, a restructuring of expenditure (without modification of the budget), by
typology and WP.
Finally, they will provide partners with a control tool in EXCEL, so that they load the information of what they wear spent in the different categories, as well as load the new that is generated. This will allow greater agility and
comparison between all the parties.
3 CONCLUSIONS Regarding the checks carried out and detected incidents and made manifest in
the preceding paragraph, as well as the proposed recommendations, it should be noted, that they are all solvable and we have time to do so.
However we stress that the deadlines partners own the project agreed and approved, in order to meet the processing and validation of expenses, must
be conducted and no unjustified and extensive delays occur over time, so do not procrastinate validations and subsequent payments or
reimbursements by the Coordinator to partners.
Finally, indicate that the economic document "Annex VI, Final Financial
Statement" (Interim Report) is attached to this report.

This Excel file (CBHE 2015 - ANNEX VI - FINANCIAL STATEMENTS) is a tool that has to be used for:
1) Fulfilling your reporting obligations as specified under Article I.4. and in Annex V and VI of the Grant Agreement.
2) Monitoring the use of the grant for what concerns the disbursement of actual and unit costs, throughout project implementation.
This will allow the partnership to monitor its budget consumption and the progress made in the implementation of the activities funded
through unit costs.
In addition to these instructions, the file includes the following sheets:
● 2 sheets (yellow tabs):-"Final financial statement", to be sent together with the Final report on implementation of the action" and other documents following
the instructions specified in Annex V and VI of the Grant Agreement.
-"Costs incurred & 2nd Prefinancing", to be sent together with the "Progress report on implementation of the action" and other
documents following the instructions specified in Annex V and VI of the Grant Agreement.
● 4 individual "financial tables" for the respective budget headings (blue tabs):
1. Staff costs – 2.3 Travel costs & Costs of stay – 4. Equipment – 5. Subcontracting; these tables must be filled in throughout the
project implementation
Please note that if one or more data/information to be filled in the blue coloured cells is missing, an error message will appear in red
in the last column.

calculated exclusively on the basis of this number.
The total amount for travel and costs of stay is calculated automatically in columns O,P and Q.
