Hot Topics• Readiness Challenges

– Exacerbated by aging legacy platforms, high operational tempos, obsolescence, structural and corrosion issues, and…..

• Supply Chain Risks– Cybersecurity, physical, industrial base, economic, counterfeit parts,

obsolescence, DMSMS, geopolitical, labor, weather, and…• Agile Acquisition (Compressing the Acquisition Cycle)

– Implications for product support strategies & sustainment?– How to fully integrate middle-tier acquisition into sustainment?

• Software Sustainment– Shift from largely hardware-centric model to multi-polar hardware and software-

centric …software is the ‘big dog in the yard’

“The purpose of life cycle sustainment planning is to maximize readiness by deliveringthe best possible product support outcomes at the lowest Operating and Support cost”

– Defense Acquisition Guidebook, Chapter 4

Page 6: DoD Life Cycle Product Support - Logistics engineeringlogisticsengineers.org/wp-content/uploads/2018/09/... · 9/6/2018  · •Desired Training: LCL Level III Cert ification & Core

Aligning with the 2018 National Defense Strategy

1. Rebuilding military readiness as we build a more lethal Joint Force

– Including focus on resilient and agile logistics

2. Strengthening alliances as we attract new partners; and- Leveraging public-private partnering opportunities

3. Reforming the Department’s business practices for greater performance and affordability

– Including focus on “streamlining rapid, iterative approaches to capability development”

– Including focus on “logistics and supply chain management, wherein Department seeks to transform sustainment to enhance operational readiness…”

Product Support efforts must align with and support the three lines of effort outlined in the 2018 National Defense Strategy (NDS):

Page 7: DoD Life Cycle Product Support - Logistics engineeringlogisticsengineers.org/wp-content/uploads/2018/09/... · 9/6/2018  · •Desired Training: LCL Level III Cert ification & Core

Key Enabler: Life Cycle Management

• “Implementation, management, and oversight, by the designated Program Manager (PM), of all activities associated with the acquisition, development, production, fielding, sustainment, and disposal of a DOD system across its life cycle.”(JCIDS Operation Manual)

• “The PM shall be the single point of accountability for accomplishment of program objectives for total life cycle systems management, including sustainment.”(DoDD 5000.01, Para E1.29.)

• “The Program Manager, with the support of the Product Support Manager (PSM), will…develop and implement an affordable and effective performance-based product support strategy” (DoDI 5000.02, Enclosure 6, Para 2.a.(1))

• “Ensure that sustainment factors are fully considered at all key life-cycle management decision points” (DoDI 5000.02, Enclosure 6, Para 2.b.(1))

PM is responsible for system acquisition and follow-on sustainment objectives

Page 8: DoD Life Cycle Product Support - Logistics engineeringlogisticsengineers.org/wp-content/uploads/2018/09/... · 9/6/2018  · •Desired Training: LCL Level III Cert ification & Core

Key Enabler: Integrated Product Support Across the Life Cycle

• “Package of support functions required to field and maintain the readiness and operational capability of major weapon systems, subsystems, and components, including all functions related to weapon system readiness” (10 U.S.C. § 2337)

– Often referred to as system sustainment– Throughout system life cycle, from requirements determination through system design, development, operational use,

retirement, and disposal– More than logistics –includes engineering, cost, program management & other areas– Twelve Integrated Product Support (IPS) Elements

Opportunities for Improvement• Sep 2017 GAO Report “Weapon Systems Management: Product Support Managers’ Perspectives on Factors Critical

to Influencing Sustainment Related Decisions” (GAO-17-744R)• PSMs identified skills and institutional support as factors that enhanced their ability to influence weapon

system acquisition programs:o teamwork and collaborationo early assignment of the PSM positiono organizational support and emphasis on sustainment

• PSMs challenges hindering ability to influence weapon system acquisition programs:o resource constraints (shortages of funding and personnel)o competing priorities (near-term performance vs. long-term sustainment planning)o differing approaches to institutionalizing the PSM position across the Components

• GAO didn’t mince words: • “….program management did not place a strong emphasis on the sustainment portion of a program’s life

cycle, because it was focusing on performance in the near-term”

• “…as a result, decisions are made to meet short-term goals, and it is difficult for PSMs to advocate for long-term sustainment considerations and justify the value of this approach to program managers”

• “…DOD’s acquisition culture historically provides incentives to over-promise on a weapon’s performance while understating its likely cost and schedule demands, thus deemphasizing sustainment”

Life Cycle Sustainment Plan (LCSP)(DoDI 5000.02, Enclosure 6)

LCSP is the plan for formulating, documenting & executing the product support strategyFurther Information: https://shortcut.dau.mil/JST/lcsp

• PMs for all programs responsible for developing and maintaining an LCSP beginning at Milestone A.

• Describes activities to develop, implement, & deliver a product support package that maintains affordable system operational effectiveness over system life cycle and seeks to reduce cost without sacrificing necessary levels of program support.

• AS includes overview of product support strategy and sustainment-related contracts

• USD(AT&L) approves ACAT ID, ACAT IAM, & USD(A&S)-designated special interest program LCSPs at each decision point.

• CAE or designee, approves LCSPs for ACAT IC, ACAT IAC, & ACAT II/III at each acquisition decision point after Materiel Development Decision

• LCSP updated at each decision point reflecting increased maturity of product support strategy, product support package changes, risks, & cost reduction activities

Opportunities Going Forward• Product

– Early & continuous investments in reliability & maintainability– Modular open systems to facilitate technology insertion & continuous modernization– Condition Based Maintenance (CBM+): prognostics, diagnostics, condition monitoring…– Enabled by emerging technologies such as additive manufacturing/3D printing

• Process– Long-term, outcome-based product support strategies enabled by public-private partnerships

• Incentivize desired behaviors…achieve key metrics…facilitate product and process improvements• Balance affordability & readiness…or better still, increased performance at lower costs!

– Proactive Diminishing Manufacturing Sources & Material Shortages (DMSMS) strategies– Data-driven, affordable, customer-focused, agile supply chains

• People– Workforce professional development - we must continue to “up our game”– Increased technical competence and enhanced logistics & engineering integration

It’s not about parts on the shelf – It’s aboutaffordable war-winning capabilities, outcomes, readiness, and satisfied warfighters

Affordable Readiness!

In Conclusion

• Don’t lose sight of why we do what we do: supporting the warfighter and the nation

• We must all strive to be cost-conscious & focused on meeting warfighter weapon system performance requirements -- efficiently, effectively, and affordably

• DAU learning assets are available to the Defense Acquisition Workforce, as well as broader DoD, Service and defense industry logistics community…

• …to develop a talent pool of multi-functional logisticians, prepared to successfully support mission accomplishment in a rapidly-evolving environment

“Continuously delivering performance with affordability and speed as we changeDepartmental mindset, culture, and management systems” – 2018 National Defense Strategy
