    Sometimes even the timidest of dog will lash out if feeling threatened. Owners need theopportunity to prove their dog is of no danger. Responsible owners would prefer this to their dogbeing immediately seized and put down.

    Dogs need to be exercised and on a leash is not enough. They need to socialize with other dogsjust like children need to socialize with other children. if the council is serious about cutting downthe amount of traffic on the roads then more dog off leash areas are needed so people do notneed to put their dogs in a car to exercise them in a park many k's away!

    I agree that a multiple dog ownership licence should only be required for more than two dogs.Currently many areas require this for more than one dog. The current requirements are unfairbecause they preclude, without permission from ALL neighbouring property owners the sensiblepractice of getting a puppy when an existing dog is ageing so that the puppy learns appropriatebehaviour and obedience to commands from the older dog. Permission can be withheld formalicious reasons unrelated to an existing dog's behaviour. Yet neighbours do not have to gainpermission from other neighbours to buy a drum kit, a noisy car or any other noise producinginterest. The proposed new requirement will also allow a second dog to be acquired for companyand will be fairer and more realistic.

    I oppose the default to 'on leash'. Approximately 80% Auckland Region currently has 'off ;easy' asits default rule. Changing the default to 'on leash' would be taking the minority rule & applying it tothe majority. Dog owners will be disadvantaged.     I agree with this rule in principal but there are some beaches which are not popular or suitable forswimmers eg Waikowhai Bay and it would be good to be able to take a dog for a swim on the hotdays in summer at any time of day.     What about Cornwall Park. It would be wrong to not allow responsible dog owners to walk throughthis inner city park even in the lambing season.
