Nearly every time I take my grandchildren to a public space there are useless hounds roaming,defecating, threatening people( including children) whether it a 'leash free' or not. Where there arewhacking great signs telling people their dogs must be under control owners of perambulating turddispensers continue to ignore them. I agree that a multiple dog ownership licence should only be required for more than two dogs.Currently many areas require this for more than one dog. The current requirements are unfairbecause they preclude, without permission from ALL neighbouring property owners the sensiblepractice of getting a puppy when an existing dog is ageing so that the puppy learns appropriatebehaviour and obedience to commands from the older dog. Permission can be withheld formalicious reasons unrelated to an existing dog's behaviour. Yet neighbours do not have to gainpermission from other neighbours to buy a drum kit, a noisy car or any other noise producinginterest. The proposed new requirement will also allow a second dog to be acquired for companyand will be fairer and more realistic.

It does not allow for those who must travel tonice spots, nor does it allow for those with compromised health or mobility. 7pm is much too late to take the dog out if you wish to enjoy your surroundings. It does not allowfor those who must travel to nice spots, nor does it allow for those with health or mobilityproblems. Responsible dog access during school terms should be allowed for during school hoursas beaches and parks are little used then and elderly people and those with mobility problems canmore easily access such areas during the warmer, brighter middle of the day.

I oppose the default to 'on leash'. Approximately 80% Auckland Region currently has 'off ;easy' asits default rule. Changing the default to 'on leash' would be taking the minority rule & applying it tothe majority. Dog owners will be disadvantaged. I strongly request that the current off leash rule isretained as the default rule in those areas in which it currently applies.

I agree with this rule in principal but there are some beaches which are not popular or suitable forswimmers eg Waikowhai Bay and it would be good to be able to take a dog for a swim on the hotdays in summer at any time of day. For instance my dog who has joint issues benefits from regularswimming.
