2. Public Comment. (ID# 79135) Ruth Patrick, Director, Women/SV, reported that she has worked with almost 400 women, has presented at local law firms and police departments relating to domestic violence in affluent communities, and that the documentary that she was a part of, Behind Closed Doors, aired on Investigation Discovery. She further reported that the Domestic Violence forum in Palo Alto was a success. Ms. Patrick introduced Rebecca Sherman, who will be volunteering with Women/SV, and she provided the Council with a sample of a domestic violence screening card that has been provided to some police agencies.

3. Approve Consent Calendar. Item No. 4 was removed from the Consent Calendar at the request of Commissioner Emede.

6. Discuss and approve the date for 2016 Domestic Violence Council Retreat. Vice Chairperson Soroosh reported that the next meeting for the retreat planning ad hoc committee is scheduled for November 12, 2015. She stated that the Committee is asking for input from the Members of the Council to schedule the retreat.Discussion ensued relating to the due date for the work plan and what the best date for the retreat will be in order to complete it by the April 1, 2016 Council meeting, and the Members approved January 22, 2016, for the retreat.

7. Consider providing input to the City of San Jose on behalf of Domestic Violence Council relating to the impact of "Crime-Free Housing" proposals on domestic violence survivors, children, and families. Chairperson Saffren reported that these policy changes would have a significant impact on domestic violence survivors and families and asked that the Council members provide input regarding how the Council should proceed. Member Emede inquired whether the proposal under consideration can be summarized for more clarity.Chairperson Saffren briefly reported on the City of San Jose's proposal which includes eviction of individuals who have been arrested with domestic violence related charges. She stated that the potential for eviction of families will make it less likely for victims of domestic violence to report to authorities, and that she would like the Council to alert the City of San Jose of the potential impact this might have on families. Member Guerrero-Daley added that the policy changes have the potential to impact many generations since there are many multi-generational families living in the same homes in the Bay Area.In response to an inquiry from Member Caffrey, Chairperson Saffren stated that the Council should act before March, when the city is scheduled to discuss the matter again.Member Halcon asked that Members take more time individually to think about the issue and how it affects the groups that they each represent. She further stated that information about the proposals can be found on the City of San Jose website and Cynthia Hunter, Management Analyst, Office of Women's Policy (OWP), stated that she can provide more information as well.Chairperson Saffren stated that the matter will be discussed at the next Council meeting and more information will be included in the agenda packet.

In response to a request from Chairperson Saffren, Member Gannon stated that she will research the topic and is willing to present or have a representative from San Jose Police Department present on the Department's position on the issue.

a. Chairperson's report. (Saffren) Chairperson Saffren reported that last week she and Members Gannon and Halcon attended a High Risk Team conference in Boston and they will be providing a report relating to the conference to the Council at an upcoming meeting. Discussion ensued relating to the potential and logistics for Santa Clara County to become a High Risk demonstration site.

b. Membership report. (Sessions) Chairperson Saffren reported that another new commissioner orientation will be held as a part of the Council's retreat, and added that there are currently no vacancies on the Council.

b. Domestic Violence Conference Committee report. (Halcon) Member Halcon reported that there were 350 people in attendance at the Domestic Violence Conference and the Council received good sponsorship activity, including sponsorship from the San Francisco 49ers. Chairperson Saffren stated that Ms. Hunter and OWP staff assisted a great deal with obtaining sponsorships.

Ms. Hunter reported that approximately $35,715 was received from sponsors, and that amount does not include ticket sales. Chairperson Saffren stated that the Council underestimated the sponsorship contribution at only $7500. She thanked Ms. Hunter and OWP for their help.Ms. Hunter stated that $16,000 was received from ticket sales through Eventbrite, and that amount does not include checks received. Chairperson Saffren further stated that nearly 40 percent of responses to the conference have been received and attendees were extremely satisfied and felt the conference was informative. Discussion ensued relating to feedback about the conference and topics covered at the conference. Chairperson Saffren suggested that Committees discuss what topics from the conference will be beneficial for the Council to focus on.

c. Batterer Intervention Committee report. (Howard) Member Howard Maher reported that the Committee is working on revising the Conflict Accountability for Intimate Partner Violence program standards with the help of Judge Andrea Flint and Member Guerrero-Daley, in order to ensure the standards are more uniform across providers. Member Guerrero-Daley stated that her staff sent out affidavits for programs to self-certify that they will abide by the program rules set forth by the Council, along with the old standards for the program, and individual forms for those agencies that have multiple programs and multiple locations. She further stated that only five have been returned, and the affidavit states that if they do not return the form then they will be dropped from the program as of January. Member Emede stated that Member Guerrero-Daley will be maintaining the list of providers and affidavits. Member Guerrero-Daley stated that the program was meant to be self-policing. She further stated about a third of the addresses and phone numbers were incorrect, and that they need the cooperation of the program providers to maintain the process that has been established.

f. LGBTQ/IPV Committee report. (Caffrey) Member Caffrey reported that much has happened as a result of the Domestic Violence Conference, and that an individual has reached out for information and is researching how to start an LGBTQ domestic violence shelter. She further reported that Carmen Vargas, who provides certification for the Batterer's Intervention Training programs, has also reached out and provided information that FIRST 5 Santa Clara County is looking into providing a 52-week Batterer's Intervention Training program relating to LGBTQ. Ms. Caffrey further stated that there is an individual from the Piece it Together program that has requested an LGBTQ training about high risk and domestic violence for youth.

g. Medical Committee report. (Brunetto) Member Brunetto stated that the Committee is currently working on the work plan and a document to be provided to medical providers regarding domestic violence screening. She further stated that they have discussed trauma and trauma-related care for obstetric providers and are working with the Children's Issues Committee to provide more information on trauma informed care for providers.Member Halcon stated that studies have shown that many victims of domestic violence who have died have been seen by their medical providers, not domestic violence providers, and that these victims are falling through the cracks.Member Guerrero-Daley stated that some doctors ask questions of patients about domestic violence and inquired whether Kaiser is one of the front runners in screening patients for domestic violence. Member Brunetto stated that Kaiser is one of the front runners, but is not consistent among providers and that private providers are even less likely to screen.

h. Police Victim Advocacy Committee report. (Gannon) Member Halcon reported that the Committee will be meeting in the upcoming week.

10. Receive report relating to Family Justice Centers and Death Review. (Hendrickson) Member Hendrickson reported that there has been a fourth domestic violence related homicide in October and it is currently being investigated. She further reported that the San Jose Family Justice Center is up and running and there has been a great turn out from providers. Member Hendrickson further thanked members and providers for

assistance and asked for referrals of family law and immigration attorneys to volunteer at the Center.

DISCUSSION

Jane Capili spoke about role of home visiting RNs, training and

assessment tools and effectiveness in screening ,

They covered Futures about violence, relationship assessment tool

effectiveness screening for the same sex couples

Comprehensive perinatal program discussed

Charisse led the discussion about Affordable Care Act and Intimate

Violence Screening, Charisse also made correction of the draft

Suzannne led the discussion about suspected child abuse team and closer

collaboration

Tasneem came with the idea to plan a 1 day forum where we all can

connect ( school principals, educators, justice representative, etc/ Charisse

was very kind and outlined all the details in her last email. The

documentary Paper Tigers was selected as an introductory screen and also

discussion about having speakers of a national caliber as Dr. Filetti ,

Principal Jim Sporleder.. Team members were very pleased with this idea

and moving forward with the Forum.

Cost and sponsorship for the event is a big issue, but with collaboration

with other agencies hopefully this can be accomplished.

6. Report from DVC: Laura Brunetto mentioned the upcoming Domestic

Violence Conference on Friday, October 23, 2015. Hoping people have

seen the flyer and are attending. Andrea Flores-Shelton, Public Health

Specialist, will be speaking about some of the work she’s doing in schools

around the prevention side of looking at healthy relationships for kids in

schools. The whole conference is about innovation and looking at things in

a different way.

7. Legislative Update: None

8. Report from Death Review: Susan Ditter is absent. Laura Brunetto said

there were two more cases that were brought up at the Domestic Violence

Council, two more this year that the Death Review Committee will be

reviewing.

9. Report from Children’s Issues: These meetings are the second Tuesdays

of the month at 8:15am, First Five offices on Moorpark and Saratoga in

case anyone would like to attend. We may remove this from future

agendas since no one is attending. Laura Brunetto is considering inviting

Andrew from Children’s Issues to a future DVC meeting or to somehow

make a connection to our meetings because a lot of issues link up with

children and there was some discussion at the last meeting, setting up

policies and protocols for children who admit there is DV in their home.

NEW BUSINESS

10. White paper on Affordable Care Act Impact: Review revisions -

Part of DVC’s work plan for this year was to develop a white paper that

could be shared and distributed in the future with medical providers,

something to help them understand and educate. Domestic Violence

screening is covered under Affordable Care Act (ACA). Some additions

and revisions were discussed.

12. Member’s announcements: Family Violence Justice Center was just

launched. Every Thursday from 9 to 5 pm in Sunnyvale, Gilroy, and San

Jose. They will provide connections to DA’s, Immigration Attorneys,

Family Law Attorneys, Second Harvest Food Bank, Housing, etc. Services

are free and confidential.

13. Meetings of interest: Conference in Palo Alto, Human Relations

Commission and Mayor of Palo Alto are having a forum on domestic

violence. The theme is “Can it happen here?” The forum is October 28,

2015, 7:00pm, at Mitchell Park in Palo Alto.

3. Discussion Items and Work Plan goals

a. Kasey Halcón and Lisa Gannon shared information from the Boston conference regarding the feasibility of creating a high risk DV lethality assessment team. Accredited communities using this model have not had any DV homicides; however it has been based on populations of 200,000 or less. Larger cities like ours could be broken down into smaller jurisdictions to use this model. Funds are available, with 4 to 5 grants approved each year, and applications are due in January. The IPV task force may have recommendations. This model is focused on victim assistance and offender accountability. It uses the Jacquelyn Campbell assessment program. Communication between agencies is a key element. The model sends representatives for set up and training. Engaging the medical community is also an important component. More information on this DVHRT will be distributed for consideration.

Danger assessment pocket card draft presented by Ruth Patrick. Provides an option to have the assessment in a convenient form and as a constant reminder. Consider making the card even smaller and thinner to better fit more pockets. The standard from is still required to be completed and faxed. Cindy Hendrickson will take the card to the Chief’s Meeting for feedback. The card could be useful in other areas such as the medical community and schools.

Melissa Luke asked about contacts for Asian language reports. The three listed organizations had MOU’s when the form was created and cover all law enforcement agencies in the County. Lisa Gannon suggested

updating the MOU to allow for an additional referral to AACI. Cindi Hunter advised that each city attorney determines what police report information can be shared.

b. Lisa Gannon received approval to reuse the You Tube footage for the Language Access PSA. A raw copy of the DVD has been requested to give to Create TV for production. Cindi Hunter will present at an upcoming Chief’s Meeting.

c. SJPD has a program to actively enforce RO violations. Developing a process to manage tracking and follow up at the DA’s Office. Working to expedite by taking to Judges in batches. Goal is to maximize time and the number of warrants served.

estimated. Speaker expense may not be needed depending on who we get and inkind donations likely to

increase. Minimal amount for staffing support is included though volunteer labor for conference staffing

2015 DV CONFERENCE EVALUATION SUMMARY

Online surveys were completed after the conference by 37% of the 360 attendees. Conference attendees who provided feedback reflected the population of our diverse community. Respondents were comprised of victim advocates (28%) social workers (19%) MFT/other MHP (11%) attorneys (9%) city/county govt (9%) law enforcement (5%) medical/health care (5%) probation (4%) BIP (3%) court (2%) student (2%) faith community (1%) drug/alcohol (1%) and the general public (1%). Narrative comments were generally extremely positive. The Conference satisfied the great majority of attendees who responded. Negative feedback primarily concerned the CEU process for mental health professionals and the lack of materials available before the conference. Evaluation ratings suggest that the majority of respondents found the conference keynotes and workshops to be valuable and quite informative, as shown below. Keynotes
