Introduction of updated DGO 6.09 and DV Manual
• Beginning in 2016, working with the Special Victims Unit, departmentsubject matter experts, the DPA, DA's Office, DOSW and the DV Consortium began the work on a proposed Domestic Violence and Intimate Stalking Manual for Patrol Officers.
• Based on a survey of Domestic Violence Manuals of numerous law enforcement agencies, the manual incorporates best practice procedures on topics such as lethality, dominant aggressor and strangulation.
• In addition to creating the Manual, the DPA in collaboration with DOSW and the DV Consortium drafted revisions to the SFPD’s Domestic Violence DGO and created an officer reference card that summarizes key provisions of the Domestic Violence procedures.

This updated DGO and Manual was developed in partnership between the San Francisco Police Department’s Special Victim’s Unit, the Department of Police Accountability and several Working Groups and sub-groups comprised of community-
based organizations and City Departments that met from 2016-2020.

• Domestic violence and stalking is a serious community problem
which affects individuals of all races, religions, sexual orientations,
gender identities, and socio-economic backgrounds.
• It impacts people of all ages, including seniors and youth.
• Victims of domestic violence and stalking will be treated with dignity
and respect and will be given all available assistance by SFPD
personnel responding to incidences of domestic violence.

• The San Francisco Police Department is committed to breaking the
cycle of family violence by providing a consistent, professional, and
effective response to domestic violence incidences. The purpose of
this manual is to assist patrol officers in their investigation and
documentation of domestic violence and stalking incidents.
• This updated DGO and manual outlines the crucial role patrol officers
play when they are first responders to a domestic violence call for
service. The manual sets forth the investigative steps patrol officers
should take to interview the parties, preserve evidence, and
document the incident.
• Effective communication through a bilingual officer or certified
interpreter is essential when the victim, witness or suspect’s primary
language is other than English. The manual addresses
communication protocols for populations who are limited English
proficient, Deaf and hard of hearing and transgender, gender
variant and nonbinary.

The Manual:
• Emphasizes the critical role patrol officers play as first responders to domestic violence incidents.
• Provides an overview of the numerous crimes associated with domestic violence and the steps to obtain and enforce restraining orders.
• Incorporates lethality assessment, a nation-wide practice that prevents loss of life and serious bodily injury in domestic violence cases.
• Highlights signs of strangulation and investigative protocols because of its exceptionally strong predictor of lethality.
• The manual provides an overview of the numerous crimes associated with domestic violence and the steps to obtain and enforce restraining orders.
• The manual discusses dominant aggressor factors and offensive and defensive wounds and includes a checklist for domestic violence investigations and relevant Department Bulletins and Department General Orders.
